6. This application is made in the full understanding that:
6.1 The RFP is only for short-listing of the products and its design i.e. for
considering for undertaking field trial of Electric Point Machine with
arrangement of 2nd 'ULYH3XOOUHSODFLQJ¶66'·IRU7KLFN:HE6ZLWFK
using design existing/similar to IRS: S 24-2002 and the firms who
can supply Electric Point Machine with arrangement of 2nd
'ULYH3XOO UHSODFLQJ ¶66'· IRU 7KLFN :HE 6ZLWFh using design
existing/similar to IRS: S 24-2002 meeting generic specification /
performance parameters for carrying out field trial by Zonal
Railways of Indian Railway and suitable for use on IR network under
prevailing & envisaged operating conditions at semi high speed.

6.2 Information furnished in response to RFP shall be used confidentially


by RDSO as required. Confidentiality of the information furnished by
the firm in this RFP will be maintained by RDSO.
6.3 RDSO reserves the right to consider or not to consider any or all
applications, cancel the RFP without any obligation to inform the
respondent about the grounds of same.

7. In response to the RFP, we hereby submit the following details annexed

7.1 Turn-over of the firm during the last three financial years with the
copies of annual report.
7.2 Details of customer(s)/Railways where The product have been
supplied by the firm including quantity during last 3 years (Para 3.2)
if any.

Annexure-A.

Annexure-C

Generic Specification/Performance Parameters of The product in Indian


Railway.

Indian Railways is exploring the use of the product in Indian Railways.


For this purpose, draft generic specifications for ´The Productµ have been
framed for use on Indian Railways for shortlisting of product for conducting
the field trials for evaluating the performance of the product (However firms
should consider relevant paras of specification no. IRS S-24-2002). The
product / system will be shortlisted for considering conducting field trial on
the basis of information furnished by the applicants as per technical
conditions of RFP. Copies of drawings are enclosed for reference.

Ground connections and clamp lock shall be supplied along with the point
machine on requirement from the purchaser as per drawing given below or as
per their requirement-

1. GENERAL REQUIRIEMENTS

1.1 The machine shall be of robust construction, securely fixed and


protected from unauthorized interference.

1.2 The machine shall be so designed that it can be stopped, reversed or


obstructed at any point during operation without any damage.

1.3 The machine shall be so constructed that no movement of the


mechanism shall result from vibration or external force applied to the
mechanical connection.

1.4 The machine shall be suitable for both right-hand and left-hand
mounting, and shall be so constructed that it can readily be converted
at site from right-hand to left-hand mounting and vice-versa.

1.5 The motor cut-off contacts shall be housed in the mechanism case and
so designed that they follow the movement of the mechanism and do
not complete their operation until the locking mechanism has
completed its function.
1.6 The locking of the points shall be achieved by means of a locking
segment engaging in the locking slot of the lock slide.

1.7 The locking segment and the notch in the lock slide shall be of
substantial size and shall have a substantial bearing surface between
them in the locked position.

1.8 The entrance edges of the locking slot in the lock slide and the end
face of the locking segments shall have square edges. Notches shall be
cut to correct size and locking segments shall be made of hardened
steel.

1.9 The detector unit shall have sufficient number of contacts for proving
the full normal and reverse positions of the detector slides and the
corresponding locked position of the lock slide. It shall also prove the
complete operation of the point machine and the complete movement
of locking process.

1.10 Detection and motor cut-off contacts shall be housed in a transparent


cover made of UV stabilized polycarbonate material. The sealing
arrangement should be provided on the transparent cover and it
should be dust proof and water proof. The position of the detection
and motor cut off contacts shall be such as to avoid dropping of
grease, oil during maintenance work.

1.11 Electrical contacts shall be of low resistance, quick acting, self-


aligning and wiping type and shall conform to IRS: S 23.

1.12 Provision shall be made for proper and convenient lubrication of the
moving parts of the machine, wherever necessary.

1.13 Exposed oil holes, cups and grease nipples shall be provided with
weather-proof spring loaded covers.

1.14 The design shall be such as to minimize condensation in the machine.

1.15 Clearance of not less than 12 mm shall be provided between any


exposed current carrying parts and other metallic parts insulated
there from.

1.16 With the exception of motor commutator, a surface leakage distance of


not less than 6 mm shall be provided between any exposed current
carrying parts and other metallic parts insulated there from.

1.17 The insulating materials used shall conform to IRS: S 23 and shall not
be injuriously affected by atmospheric conditions.

Note: In case if above parameters are not complied alternate need to be


specified.

2 MACHINE CASE

2.1 ¶7KH PDFKLQH VKDOO EH HQFORVHG LQ D VWURQJ PHWDOOLF ZHDWKHU-proof
machine case, designed for mounting on two sleepers. Each machine
case shall be provided with removable cover/covers. The main
cover/covers shall be equipped with suitable fastenings to enable the
covers to be secured and locked. Suitable hole or holes with removable
metal plugs shall be provided, at the base or the machine case, for
draining off of the accumulated oil or water.

2.2 The machine case shall be provided with cable entries of ample size,
conveniently located for access to terminals, equipped with suitable
means for connecting flexible conduit and arranged to protect the
cable from mechanical injury. The cable entries shall be suitable for
either right-hand or left-hand mounting of the machine, and shall be
so designed that the machine case will be weather-proof.

2.3 The machine case shall be provided with an opening, for application of
crank handle protected by an external metal weather-proof cover
equipped with suitable fastenings for locking.

2.4 The machine shall be so designed that it is capable of being mounted


at a raised level on extended sleepers in flood prone areas.

2.5 The height of the machine shall be such that there is no infringement
with the schedule of dimensions when the machine is mounted on two
sleepers.

3 MOTOR

3.2 Motor shall form an integral part of the machine and shall be
removable there from.

3.3 Motor terminal blocks shall be made of unbreakable material like PBT.

4 CRANK HANDLE OPERATION

4.1 The machine shall be so designed as to permit manual operation by use


of a crank handle.

5. WIRING

5.1 Internal wiring shall be neatly arranged and Colour code and
numbering of internal wiring shall be clearly mentioned.

6. OPERATING CHARACTERISTICS.

6.1 Vendor should submit the range of the rated voltage and value of test
load for 220mm throw point machine.

6.2 The point machine shall have a min. AC immunity level of 160 V
(r.m.s.), 50 Hz.

7. MARKING & IDENTIFICATION

Marking and identification shall be done in accordance with IRS:S 23.

8. FINISH

8.1 The finish of various parts of the machine shall conform to IRS: S 23.

8.2 Suitable protective coating shall be provided on detector


contacts, crank handle contacts and motor.

8.3 The external portion of electric point machine shall be painted with
anti-corrosive paints. The colour shall be as specified in the Indian
Railway Signal Engineering Manual (1984 issue) as per Annexure ‘A’,
Para 1102.

9. TRACK
9.1 Arrangement to provide 2nd drive/pull on existing point layout to be
given. This arrangement should be preferably be located outside the
track
9.2. Detail of changes required for installation of point machine with 2nd
drive/pull in existing track layout to be given.
9.3 The 2nd drive/pull arrangement replacing spring setting device (SSD)
a. Shall ensure proper gap at JOH, not less than 60mm at160mm
opening of TWS at toe.
b. Shall not infringe with the bottom of rail through its connecting
rods/2nd drive bars.
c. Shall provide full butting of tongue rail with stock rail from ATS to
JOH location.
d. Shall not have any of its components above the rail level.
e. Shall be compatible in operations with the point machine.

In addition to above, the designer of 2nd drive/pull arrangement

a. Shall define the location of holes in the web/foot of tongue rail at


the 2nd drive/pull location.
b. Shall provide position of holes in the sleepers that will house the
crank gear & guide arrangement of 2nd drive/pull arrangement.
c. Provide material specification of all components of 2nd drive/pull
arrangement as a part of the proposal.

10. INSPECTION & TESTING


10.1 Inspection and tests reports should be submitted to ensure that all
the requirements of this specification and that of IRS: S 23 are
complied with.
i) Visual check
ii) Applied high voltage test
iii) Insulation resistance test
iv) AC immunity test
v) Obstruction test
vi) Performance test
vii) Life test
viii) Dimensional check ² Size of notches of lock and detector slides.

10.2 Only one point machine shall be tested for this purpose. The point
machine shall pass all tests for proving conformity with this
specification. If the point machine fails in any of the tests, the
inspecting authority, at his discretion, may call for another point
machine of the same type and rating and subject the same to all the
tests. No failure shall be permitted in the repeat test.

Note : Stalling load test shall be conducted on only one sampled point
machine of a lot.

11. Visual Check

11.1 Visual Check for Type Test :

The visual checks shall be carried out as laid down in IRS: S23. In
addition, the detailed dimensional check and surface finish of all the
parts, in reference to the drawings approved by the purchaser, shall
be conducted. For such check the manufacturer shall submit three
sets of the drawings of all the parts including their assembly
drawings. It shall be ensured that material of all components of the
point machine is as per approved drawings. Chemical test report and
relevant documents in support of it shall be submitted by the firm.

12. Applied High Voltage Test :

12.1 The insulation of an assembled point machine after snubbing diode, if


any, is disconnected, shall withstand for one minute test voltage of
2000 V r.m.s. between all parts of electric circuits and other metallic
parts insulated there from.

13. Insulation Resistance Test :

13.1 This test shall be made immediately after the applied high voltage test
at a potential of not less than 500 V DC.

13.2 The insulation resistance shall be measured between individual


insulated circuits and earth. The minimum value for each individual
insulated circuit shall be not less than 10 Meg. Ohms.

14. Performance test :

Test shall be conducted to verify the following:

a) Operating characteristics
b) Contact resistance
c) Contact pressure.

15. Contact Resistance Test :

The initial contact resistance of electrical contacts shall not exceed


0.03 ohm. The resistance shall be measured when the contact is
carrying a direct current of 100 mA. At the end of the life test, the
contact resistance shall not exceed 0.06 ohm.
16. Contact Pressure Test:

The initial contact pressure of electrical contacts in closed position


when measured very near the point of contact shall not be less than
275 gm. At the end of the life test, the loss in contact pressure shall
not exceed 10 percent of the initial contact pressure.

17. Life Test:

17.1 The point machine shall be installed on an approved layout and it


shall be operated continuously for one million operations at the
rate of 4 operations per minute. After every 20,000 operations,
maintenance and lubrication of the point machine shall be carried
out.

17.2 Obstruction Test: The point machine shall be tested for obstruction
test as per para 136 of SEM (1984 issue). With the test piece in,

(a) the point machine shall not be able to complete its full
operation.
(b) the locking of the points shall not be effective.
(c) the detection contacts shall not make.

Note: In case if above parameters are not complied alternate need


to be specified.

18. REJECTION

18.1 The machine or any part thereof that does not comply with any of the
requirements of this specification and / or of any other specification
and / or of drawings as approved by the RDSO. RDSO reserves all the
right of this exercise. In case of any doubt/dispute, decision of RDSO
shall be final.

19. INSTALLATION AND MAINTENANCE MANUAL

18.1 A copy of installation and maintenance manual shall be supplied


along with each point machine.

18.2 The manual shall include the following information:

General information about the point machine such as overall


dimensions and weight of point machine, stroke of throw bar,
dimensions of fixing centres of throw bar, lock rods and detector rods,
etc.
Installation procedure.

Testing and adjustment procedure for friction clutch, detector slide


etc.

Maintenance and lubrication procedures and their periodicity. Grade


of oil and grease to be used.

Procedure for replacement of parts and periodicity of routine


replacement of parts.

Tools required.

pertaining to the product. It is also declared that the offered product
does not infringe IPR of any other firm / body etc. and has not been
developed by some other firm.

4. On behalf of the firm/company, the deponent hereby indemnifies


RDSO/IR and its authorized agents/vendors (which interalia includes
the Zonal Railways, Public Sector Undertakings under Ministry of
Railways and Vendors developed by RDSO/Indian Railways) fully at all
times from any possible litigation, claims, its cost and
expenses/financial liability arising out of any violation/infringement of
patent/registered design/trademark/IPR of any product/item of any
other firm/company/vendor/organization located both in India and
abroad for the duration of use of the said product on the Indian
Railways/its units.

5. The deponent declares that firm has agree for unconditional transfer of
drawings/specifications/STR and other documents of the product to
RDSO/IR with consent for further issuing them by RDSO/IR as their
own drawings/documents, without claiming any preferential
treatment/incentive for the same and understands that for this, they
are not entitled for any incentive in future. Firm, has also authorized
RDSO to make any changes/improvisation therein.

6. The deponent further declares that they shall not have any objection if
RDSO/IR develops vendors for supply or aforesaid product and the
product is used in what so ever manner and quantity by Indian
Railways without deponent having any claim in any form.

7. The deponent further declares that the firm/company is willing to


unconditionally provide all logistic support and technical knowhow for
development and production of the product to RDSO/IR and its
vendors as and when required.
