Brief History of the Mine:-
Bermo Mines of Damodar Valley Corporation (DVC) is in East Bokaro Coalfield, located in Bokaro district of
Jharkhand state. DVC had taken over this mine from the Indian Railways in 1951. It is a captive mine for the
Bokaro Thermal Power Station (BTPS) and Chandrapura Thermal Power Station (CTPS) of DVC. All mining
operations are confined to Bermo seam only and Lower seams are virgin. Mine Plan & Mine Closure Plan has
been prepared for expansion of mines from 0.4 MTPA to 2.62 MTPA.

Location:
DVC Bermo mine is located 2 K.M. from Bermo Rly. Station on Gomoh – Barkakana loop line. The mine is well
connected with BTPS & CTPS by metaled road

In the past, from 1951 to 1975, coal mining was done by opencast method and from 1976 to 1992, by
underground Bord and Pillar method (development only). From 1993 onwards, coal mining is being done by
mechanized opencast method.. All mining operations have been confined to Seam Bermo only.

Mining System:

Shovel dumper combination is being used for removal of OB by deploying hydraulic shovel/backhoe having bucket
capacity 2.9 cub.metre in combination with 35 Te rear dumper. Height of shovel bench is limited to 6 metres with a
working bench having width of 12 metres.

Coal is being worked in two benches.

Drilling & Blasting:

100mm diameter holes are drilled in O.B. benches and 100 mm diameter holes in coal. Large diameter explosives
(83mm) are used for blasting purposes. Secondary blasting in O.B. is done as and when needed.

Emergency Organization and Evacuation plan for different situation.

1. A Disaster Management plan/emergency response plan is required for dealing with the

situation promptly & efficiently in the event of major accident or disaster reducing confusion
and chaos which otherwise may follow Possible situation of emergency:-

DUTY CHART

I. Any person on realizing that anything serious has happened anywhere such as entering of huge water from
river, side fall/dump failure or fire in HEMM, or elsewhere will immediately inform the nearest mine officials-
Mining Sirdar, Overman, Foreman, Engineer, Asst. Manager etc.
II. Mining Sirdar, Overman, Foreman, Engineer, Asst. Manager etc. on being informed about the emergency will
verify the correctness of information & send information by wireless or phone to Attendance Clerk, Manager,
Safety Officer, Agent, & Higher Officials & try to control the situation if possible
III. Duties of Attendance Clerk:
On receiving information of emergency:
a) Sound the emergency siren for 1 minute & switch off for 5 sec. and repeat this twice.
b) Inform Manager, Safety Officer, Agent and other senior officials present in the mine.
c) Use public address system to inform surrounding present persons.
IV. Agent, Manager & Safety Officer: On receiving information of any emergency rush to the site & according
to the gravity of emergency, inform SE (Mining) & Agent , Manager &Safety Officer, Other Executive Body,
Safety Committee members & Consultative Committee members (formed by Bermo Mines) within 20 min.
V. E&M In-charge : On receiving information report to Control Room & inform to the Manager within 20 min.
VI. Doctor & Ambulance: On receiving information report to control room within 30 minutes & proceed to the
mine forthwith for help.
VII. Welfare/Personal Officer : Report to control room within 30 minutes & assist in the work to control the
situation

VIII. Depot In-charge/Store Keeper: On hearing of emergency proceed to stores within 20 minutes, check the
materials according to emergency and make consultation with control room.
IX. DY. DIRECTOR (HR) He will act as Liasioning Officer.
X. DGR : Proceed to control room and control with 20 minutes traffic and keep the roads clear for ambulance
and other motor vehicles, control law & order at the spot.

Duties of Manager etc. in emergency


On receiving information of any emergency likely to require the service of a rescue team, the
manager (principal official present) shall immediately-
1. Inform the rescue room or the rescue station serving the mine for necessary assistance.
2. Summon rescue trained person employed in the mine.
3. Inform Owner, Agent or nearby Manager to make available the services of rescue trained
persons if so required.
4. Summon Medical assistance.
5. Send information to the Regional Inspector, DGMS (Koderma).
Consultative Committee:
Unit Consultative Committee is being informed in case of any major accident or disaster.
Control Centre - Control Centre (Manager’s Office) and Mine control centre (Agent office) has been
constituted & register are kept available to receipt of information and flow of information shall be done
through wireless or telephone.
First Aid & Medical Facilities
First Aid Station, Mine Dispensary and BTPS Hospital will function accordingly.

Jeep, Car & Ambulance are readily available at the spot, Centre/Rooms. Relief of
rehabilitation shall be provided by the management with the help of consultative Committee.
Catering & Refreshment
Catering arrangement and drinking water are regularly available for victims, rescue teams
and other on spot. The entire above mentioned persons will extend their full co-operation and
obey the manager or principal officials during emergency period. They will not leave the place
without arranging substitutes.
Recovery Station: Rest Shelter near control room will be work as recovery station (Casualty)
in emergency.

Tools used for identifying hazard

Two of the most important and valuable management tools to identify hazards, resultant risk and develop risk
controls to prevent incidents and accidents are the techniques known as Job Safety Analysis (JSA) and Workplace Risk
Assessment and Control (WRAC).

In our case WRAC is adopted for Risk Analysis which essentially involves the steps mentioned below. It is preferred
over JSA because it is more formalized in terms of process and documentation, and risk are ranked using a matrix
thereby requiring more thorough consideration of existing controls, and what additional controls may be required to
reduce the risk to an acceptable level.

BASICS OF RISK MANAGEMENT PROCESS


Establishing a common vocabulary

1. Risk Management – The systematic application of management policies, procedures and practices to the task
of establishing the context, identifying, analyzing, evaluating, treating, monitoring and communicating risk.
(AS/NZS ISO 31000)

2. Hazard – Hazard is a source of potential harm or a situation with a potential to cause loss.

3. Risk – It is the chance of something happening that will have an impact on objectives ( AS 4360). Risk is
measured in the terms of consequence and likelihood.

Risk = Consequences x Probability

4. Consequence – The outcome of an event being damage or injury

5. Likelihood – Probability or frequency of the event occurring.

1. Establishing context – This means to clearly define the particular task, issue or situation and underlying hazards
that one is trying to resolve as a part of risk management activities. By doing so the risk assessment team
understands what the issue is, where the issue is located and what specifically will be covered.

2. Hazard Identification – This is the first and the most important step of Risk management Process. Hazards are best
identified by variety of techniques that may include – Consultation with mine worker, Inspections, Accident & incident
report, manufacturer booklet, safety audits, checklists etc.

3. Risk Analysis – Analysing risk is the process of adding meaning to the identified hazards i.e. what loss event could
be associated with the identified hazard.

4. Evaluating Risk – This is done to provide an estimate of resultant risk, in terms of consequences and likelihood.
Most commonly Risk Grid Matrix is used to provide a qualitative measure of the risk magnitude.

5. Treating Risk – For this Hierarchy of controls is used to identify where we are putting our effort for controlling risk.
The elimination being most effective and PPE & action reliable on human behaviour are least effective.

6. Review – Once the control measures have been implemented it is important to review them as soon as they have been
implemented and periodically afterwards to verify their effectiveness.

7. Communication- It is the key to ensure that the hazard identification and risk management is fully effective.
