Powers and Duties of Elected Local Government Officials

1. Governor

● Exercise general supervision and control over all programs, projects, services, and

activities of the provincial government

● Visit component cities and municipalities of the province at least once every 6 months to

know and address the concerns of the officials and inhabitants.

● Formulate the peace and order plan of the province and implement the same.

● Adopt measures for environmental protection and conservation of natural resources.

2. Vice Governor

● Be the presiding officer of the sangguniang panlalawigan/provincial board members.

● Appoint officials and employees of the sanggunian.

● Assume the office, exercise powers and duties of the governor in the event of permanent

vacancy.

3. Provincial Board Members

● Approve ordinance and pass resolutions for efficient and effective local government.

● Approve ordinances imposing penalties for violation of provincial ordinances, enact

ordinances levying taxes, fees and charges and measures to maintain peace and order.

● Establish a scholarship fund for the poor and deserving students in schools within its

jurisdiction.

● Determine salaries and benefits of officials and employees in the local government.

4. Mayor

● Exercise general supervision and control over all programs, projects, services, and

activities of the local government (municipal or city government).

● Carry out emergency measures for disasters and calamities.

● Order the demolition of illegally constructed houses, buildings, or other structures in

accordance with the law or ordinance.

● Visit barangays at least once every 6 months to know and address the concerns of the

officials and inhabitants.


● Solemnize marriages.

5. Vice Mayor

● Be the presiding officer of the sangguniang panlungsod or sangguniang bayan.

● Appoint officials and employees of the sanggunian.

● Assume the office, exercise powers and duties of the mayor in the event of the permanent

vacancy.

6. Councilors

● Approve ordinances and pass resolutions for efficient and effective local government.

● Adopt measures to protect the inhabitants.

● Provide assistance to victims in the event of disasters or calamities.

● Provide for legal assistance to barangay officials.

● Provide for an efficient solid waste collection, disposal, and prohibit littering.

7. Barangay Captain

● Empowered to enforce all laws and ordinances.

● Empowered to maintain public order.

● Enforce laws and regulations relating to pollution control and protection of the

environment.

● Adopt measures to prevent and control the proliferation of squatters.

● Adopt measures to prevent and eradicate drug abuse, child abuse, and juvenile

delinquency.

8. Barangay Council Members

● Enact ordinances

● Levy taxes and other revenue measures

● Provide for construction and maintenance of barangay facilities and other public works

● Regulate use of public facilities, including waterworks
