Online Permitting and Monitoring System


User’s Manual
Lodging Application
Step 1. Log in using the
email and password you
have registered with.
Step 2. Click on the
Application Forms link
on the menu on the left.
Step 3. Click on the permit
you would like to apply for.
For this example, click on
the Pre Manufacture and
Pre Importation
Notification link.

NOTE: All permits provided


by EMB-DENR shall be
visible under this menu.
Visible permits may vary
from time to time.
Step 4. Fill in the
application form’s fields.

NOTE: Fields with


asterisks (*) are required
fields.
Step 5. Section A contains
the Premise Information.
This section is required for
both Abbreviated and
Detailed PMPIN
Applications.
Step 6. This section contains the
Chemical Identification
Information. Please take note that
the following fields are required:

1. Confidential Business
Information (CBI)

2. CAS Registry Name

3. CAS Number

4. Trade Name of the Chemical

NOTE: Please read the


instructions carefully.
Step 7. This section contains
the Production, Import and
Intended Use.

Required fields:

1. Estimated total quantity


produced or imported in the
1st 12 months (kg).

2. Intended Use

NOTE: Estimated quantity,


Site Limited, Commercial,
Industrial and Consumer
should be in number format.
Step 8. Section D and E
contains the Occupational
Exposure and Environmental
Release and Disposal of the
New Chemical.

NOTE: Not applicable to


Abbreviated PMPIN
Applications.
Step 9. Fill out the
information for joint
submission
applications. Click on
the Add Another
button to add another
company.
Step 10. This section
contains the Payment
Information. You need
NOT fill these up until
you have paid for your
application.

NOTE: Order of
Payment will provided
after the initial
screening.
Step 11. This section contains the
Regulatory Status of the chemical.
This section is required for PMPIN
Abbreviated Applications.

NOTE:
1. Regulatory status is either Listed
or Exempted.
2. Allowed countries for PMPIN
Abbreviated Applications are as
follows:
a. US
b. Europe
c. Canada
d. Australia
e. Japan
f. Korea
Step 11.1. If the
regulatory status is
exempted, upload the
exemption letter.
Step 12. This section contains
the characteristics of the
chemicals. Please provide any
document or write the description
in the Text Area provided below.

NOTE: Please provide the


details for the following
characteristics/effects:
1. Physicochemical
Characteristics
2. Toxicological Effects
3. Environmental Effects
Step 13. Download all
the attachments as well
as the Application Form,
notarize all the
documents and go back
to the OPMS website to
finalize your application.
Step 14. Click the Add files
button to select the files to be
submitted to satisfy the
necessary requirements.

NOTE: Read the instructions


carefully. Restrictions are in
place to facilitate a smooth
submission of requirements.
Step 15. Once the files to be
uploaded are selected, they will
appear on the lower part of the
page. Select the type of
requirement that the file satisfies
then click the Save button.

NOTES:
• Multiple files may be selected to
satisfy a particular requirement.
• You may remove a file by clicking
the Cancel button alongside the
Save button. Alternatively, you may
remove all files by clicking the
Cancel upload button next to the
Add files button.
• If you want to leave the site and
continue at a later time, you may
do so (instructions will be shown
later). All previously uploaded files
will be shown under the
Previously uploaded files
section.
Step 16. Wait for the
upload to finish.
Step 17. Click on the
Finalize application
button to submit the
requirements.

NOTES:
• You may delete files
uploaded to the server
by clicking on the
Delete button.
• The Finalize
application button will
not be clickable until all
requirements have been
satisfied.
Step 18. Click on the I
agree button to finalize
your application for
processing.

NOTE: You may click on


the Cancel button to
close the Terms and
Conditions without
submitting the
requirements.
Step 19. Your application will
now be forwarded to an EMB
staff for processing. You will
be shown the application’s
details. All EMB staff that will
process your application will
see the same details.

NOTE: You will also receive


an email to confirm the receipt
of your application.
