1. INTRODUCTION

The year 2020 has been a year of a global pandemic – Covid-19. Amid the losses
suffered by various businesses especially the aviation industry, professional sports,
cinemas and tourism etc., a few businesses and industries have received a boost which
includes online businesses. In Pakistan, online shopping and delivery services have
gained unprecedented popularity. According to an e-commerce company in Pakistan,
online shopping has seen an exponential growth. A marketing officer at daraz.pk claimed
that their business had grown by 9 times during the pandemic. (Saeed, 2020). Digital
Commerce 360 estimated 76% increase in online sales. (Digital Commerce 360, 2020).

The use of internet especially social media came to Pakistan at the turn of the millennium
and popularized during the second decade of the twenty first century. The Electronic
Transaction Ordinance 2002

The Consumer protection laws were introduced in the late 1990’s in Pakistan. The first
Consumer Protection Act, Islamabad was enacted in 1995 after which the provinces made
their own laws but mostly similar to the Act of Islamabad. NWFP consumer protection
Act was formulated in 1997, Balochistan Consumer Protection Act was enacted in 2003
after that panjab consumer protection act was enacted in 2005.
