MAGNIFYING LACUNA IN LABOUR LEGISLATION
In the wake of ongoing COVID-
19 pandemic Government of
India in 2020 passed three
legislations on labour and
industrial issues namely the
Industrial Relation Code, the
Code on Social Security the
Occupational Safety, Health
& Working Condition. Before
this, the government also passed
a bill in 2019 called the Code on
Wages. The labour issues are
put on the concurrent list. The
government cited the reason
behind this legislation mainly
the fragmentation of labour
laws because over 140 Acts by
the Parliament and state
legislature at a different time
were made to deal with broad
disparities and speedy
dispensation of justice.

legislation’s step forward in
realizing Ambedkar's vision.

government put forth a labour
code pretending itself pro -
labour.
What is contentious in law
Exclusively, the Industrial
Relation Code, 2020
diminished the right of workers
to protest which is not rhythmic
with a democratic system. Ln,
this act it is mandated for a
union to give 60 days prior
notice to the industry if they
want to go on strike and can't
strike until 60 days if the issue
pertaining to strike is going
through the judicial procedure
in tribunal. Here industry is
empowered on the cost of
labour right. The government
intent of depriving of labour
from right is clear.
The industries also permitted to
hire and fire the workers. It is
clear that government did not
heed towards labour condition.
What ahead:
The capitalist mode of
governance is not regarded
viable in India. It is also evident
in today’s condition of people,
the government itself give
information of distributing free
ration to 80 crore citizens. If
government is doing well for
the citizens, as it portrays, why
it has to expend on public
distribution system (PDS) from
government exchequers for
such a great portion of
population? The answer of these
questions can be found in data
on Indian economy. The
unemployment rate is growing
up persistently. The Centre for
Monitoring Indian Economy
(CMIE) has reported
unemployment rate in India
7.7% (April) in which for urban
9.1%. The government has been

जैसा कि सरिारें िरती रही हैं। िे हमेशा मजदूरोौं िे लखलाि खिी होती हैं! मेहनतिश िगि ही उद्दे श्य मान लेना इसिा मतलब यह माल लेना होगा िी
पैदा िरिे भी िरिे भी नहीौं िे साथ अन्याय हआ है अगर
िो अपने चुौं गल में िौंसाने िे ललए िे किसी भी हद ति िोलशश िरती हैं! सो िे मई-कदिस गुलामी नसीब से जुिी होती है और िामगार िगि उससे मुक्त
आौं दोलन िरना चाहते हो तो रुिािटें पैदा िरिे भी नहीौं| यह
पर िाहे न म िे िी तलाश में रहतीौं! िे मजदूर आौं दोलन िो िमजोर िरने िा म िा अपने नहीौं हो सिता उल्टे | ितिमान मजदूर पद्धकत िो खत्म िर उसिी
बात िामगारोौं िो बताना ही िामगार एिता िा सही मागि है
हाथ से िै से जाने देतीौं! जगह नई समता आजादी और बौं धुत्व िे लसद्धाौंतोौं पर आधाररत
दूसरे शब्दोौं में िहना हो तो हमें िामगारोौं िे मन से ब्रह्मणिादी
अपने देश में तो आज यह सब तेजी से हो रहा है। आमजन िी आिाज बुलौंद िरने िाले नई पद्धकत िी स्थापना िरना आपिा उद्दे श्य होना चाकहए|
और असमानता िे ख्यालोौं िो कमटाना होगा| िामगारोौं में इस
जेलोौं में है! एक्टिकिस्ट स्टे न स्वामी किसिी आौं खोौं िी किरकिरी बने हए थे कि सरिार ने इसिा मतलब समाज िी पुनरिचना और इस तरह रचना समाज
प्रिार िा उत्साह कनमािण िरने िाले िामगार नेता िहाौं है|
उनिे इलाज में लापरिाही बरती! समुलचत इलाज िे अभाि में िे िाल -ििललत हो गए! में िरिाना िामगार िगि िा प्राथकमि ितिव्य है।
हालाौंकि मुझे बताना ही पिेगा कि ब्राह्मणिाद िामगारोौं िी
िरिर राि, ग तम निलखा, आनौं द तेलतुौंबिे, हनी बाबू आज क्योौं जेलोौं में बौं द हैं? िकि, आज ति हम यह भूल गए थे या हमने बहत िम िोलशशें िी
आपस में िू ट िी बुकनयादी िजह है| िामगारोौं िे मन से उसे
लेखि, पत्रिारोौं, प्रोिेसरोौं से किसे खतरा है? किश्वकिद्यालय में पढ़ाने िाले जी.एन. साईबाबा अब हमें आलथिि सुधारोौं िे ललए भी िोलशश िरनी होगी हमें
हटाने िे ललए जोरदार िोलशश होनी चाकहए| ध्यान देने भर से
90% कििलाौंग होिर भी खतरा बने हए हैं? उनिी जो अन्याय सहने पिते हैं उनिी जि एि ही है और िह यह
यह छु त कमटने िाला नहीौं|उसिे बारे में म न रहने से ही िह
जमानत स्वीिृ त नहीौं हो रही! जबकि उत्तर प्रदेश, है कि लजनिे हाथ सामालजि और आलथिि शकक्त है उन्ोौंने
खत्म नहीौं होने िाला| उसिे पीछे पड िर उसिी जिें खोद
इलाहाबाद िा हाई िोटि लखीमपुर खीरी िे पत्रिार िामगारोौं िे राजनीकति अलधिार भी छीन ललए हैं| साम्राज्यिाद
िर ही उसे खत्म किया जा सिता है| तभी िामगारोौं िी एिता
समेत 8 किसानोौं िे हत्यारे िो जमानत दे देता है! िे नष्ट् होते ही मानि भारत िे सभी पूौं जी पकतयोौं िे कहत सौं बौं ध
िी राह खुलेगी| मेरी राय में भारत ऐसा राष्ट्र है जहाौं िामगारोौं
यह अलग बात है कि यह खुशी जन दबाि िे चलते अगर खत्म होने िाले हो तभी यह राय सही साकबत हो सिती
िे सौं गठन िी कनताौंत आिश्यिता है| लेकिन जैसा कि मैंने िहा
गृह राज्य मौं त्री िो ज्यादा कदन ति नसीब नहीौं रही! है| लेकिन अौंग्रेजोौं िे चले जाने िे बाद इस देश में जमीदार
भी है आज िे भारतीय िामगार सौं गठन सौं िाध भरे रुिे हए
सन् 1886 िे अमेररिा में भी यही हआ। अदालती कमलिा और साहिार हमेशा रहेंगे और िह लोगोौं िा शोषण
पानी िी हालत में है| डरपोि स्वाथी तथा पथभ्रष्ट् िामगार
खानापूकति िे बाद 8 मजदूर नेताओौं िो दोषी घोकषत िरते रहेंगे |साम्राज्यिाद खत्म होने िे बाद भी आज िी तरह
नेतृत्व ऐसे भी हैं जो िे िल आरामिु सी पर लेटे दाशिकनि है|

 OPERATION SAMADHAN – PRAHAR: A
GENOCIDAL MILITARY POLICY TO BREAK THE
PEOPLE’S DEMOCRATIC RESISTANCE AGAINST
CORPORATE LOOT
The History of Bastar is the
history of struggles. Bastar put
up stiff resistance to forces that
wanted to exploit bastariyas
land, life, natural resources and
dignity. The Bhumkal rebellion
of 1910 was one such rebellion
which shook the British empire.
Led by adivasi leader Gunda
Dhur, people resisted the
exploitation of forest and
natural resources by the
colonisers. From then till date
the people of Bastar are fighting
militantly against the
militarisation of their land by
the government which serves
the interests of big corporates in
and out of India, who are
waiting to exploit the vast
natural resources that are
readily available.
Poonem Somli, a pregnant
adivasi women from silger,
a small village inside the
deep dandakaranya forests
falling in the border of
Bijapur-Sukma districts of
Chhattisgarh, would have
thought that her baby
should not face the same
what she has been facing
for years. She might have
thought that her baby
should grow upon the same
land as she. Somli was one
among the thousands of adivasis
of Bastar who rose against the
illegal land acquisition for
setting up of police camps to
make true the ambitious project
of the government to root out
the menace of ‘Left Wing
Extremism’ and bring
‘development’.
Likewise, Uika Pandu, a minor,
probably of age between 14-17
years also joined the protests
against the setting up of police
camp at Silger. Like Somli,
Pandu also did not want to leave
his land. He did not want to
become an alien in his own
place. On May 17th, 2021, the
Central Reserve Police Force
(CRPF) opened fire on the
people marching to the newly
established camp at Silger
killing three adivasis Kowasi
Waga, Kursam Bhima and Uika
Pandu. In the ensuing stampede,
a pregnant adivasi women,
Poonem Somli got severely
injured and succumbed the next
day.
On 13th of May, 2021, the
CRPF set up a camp in Silger
overnight. According to the
PESA, consultation and
approval of Gram Sabha is must
for any such activity in the
village. Leave consulting aside,
the people of Silger were not
even informed regarding the
setting up of camp. Opposition
to the police and paramilitary
camps by the people of Bastar is
not a new phenomenon. People
took mass protests against
militarisation. In the name of
Anti – Maoist operations,
villages are raided daily. The
paramilitary forces resort to
fake encounters of adivasis
- Ehtamam ul Haq
brandishing them as ‘Maoists’,
arson, rape, torcher, illegal
detention, arrests under
draconian laws like the
UA(P)A, NSA and the Public
Security Act. Any dissent
against this brute repression will
be silenced in the name of
‘National Security’.
Organisations like the
Salwajudum, Agni, Tanta
Mukti and other black gangs
were given free hand to loot,
rape, burn women, children and
villages. The memory of
Operation Green Hunt is not yet
erased from the consciousness
of the struggling masses of
Central India.
Coming back to Silger, the
protest sit in is continuing for
six months. Harsh weather
conditions during the monsoon,
severe state repression,
detentions could not stand in
front of the determined masses
who got organised. Thousands
of adivasis marched on 1st of
November, 2021 marking the
23rd Foundation Day of
Chhattisgarh. Moolnivasi
Bachao Manch, the people’s
organisation that is leading the
protests in Silger demanded the
immediate removal of camps
from Bastar. Slogans like
‘Hamari Maang Poora Karo’,
‘Nari Shakti Zindabad’ echoed
the jungles of Bastar. Rejecting
the ‘development model’ which
serves the multinational

demanded basic amenities like
Proper Drinking Water, Health
and Education.
To break the determined and
organized masses protesting
against the camp at Silger, the
police were back with their
years old tactic of declaring any
people’s resistance as ‘Maoist
Plot’. Fifty-five adivasis
returning back to their home on
cycles were intercepted jointly
by the elite commando force of
CRPF, the CoBRA (the
Commando Battalion for
Resolute Action) and Sukma
district police. Eight of
them were charged and
were sent to jail under the
Arms and Ammunition
act while the others were
later released. The Sukma
district Superintendent of
Police declared the
arrested as ‘Maoists’.
Thousands of adivasis are
languishing in the jails
without trial all over the
country. According the
data released by the
National Crime Records
Bureau (NCRB), out of
every ten prisoners in India
seven are awaiting trial. And for
every three jail inmates one is
either a dalit or adivasi. These
statistics are actually based
upon the reported cases.
Whereas hundreds of them are
illegally detained every day,
tens of them get killed in
‘encounters’.
Militarisation – for whom and
why?
The Central Government led by
the Brahmanical Hindutva
Fascist RSS-BJP announced its
new policy in 2017 called
‘Operation Samadhan-Prahar’’
to counter the threat of ‘Left
Wing Extremism’. It is of no
doubt that this policy is a
continuation of ‘Operation
Green Hunt’ which gave
absolute impunity to the Police
and Paramilitary forces to
genocide the adivasis in the
name of Anti- Maoist
Operations. Large scale
militarisation is under way in
Central and Eastern India under
this new aggressive policy
which wants to completely root
out the Maoists and the Maoist
Party. There is an exponential
increase in defence spending in
India. In the current financial
year 2021-22, the government
has allocated a budget of
whooping Rs 4,78,196 crore
which is 13.73 per cent of the
total central government
expenditure. The United States
– India bilateral agreements and
trade deals regarding advanced
weaponry including drones are
a testimony of the fact that pace
of militarisation has increased.

Forum against Corporatisation and Militarisation held a press conference
at the Press Club of India at 3PM today i.e, 30/03/2022. Activists from

Parasnath of Jharkhand’s Giridih, Surjagarh of Maharashtra’s Gadchiroli,
Lalsu Nogoti, Zilla Parishad Member of Gadchiroli, Rights activist and
prominent Gandhian
Himanshu Kumar and Independent Journalist Rupesh Kumar Singh spoke
in the Press
Conference.
First speaker Sainu Gota from Gadchiroli, Maharashtra addressed the
conference saying that any dissent against Iron Ore Mining in Gadchiroli
is met with brutal repression from the state forces. Forty thousand acres of
land is being grabbed for the iron ore mining in Gadchiroli alone. He said
that the livelihood of adivasis is completely dependent on the forest and
the paramilitary forces harass people when they go to collect the forest
produce.
Rajashree Lekhami from Gadchiroli working with the Gram Sabha said
that the laws which are made for the adivasis will not be followed. She
said the Parlakota river will get polluted as a result of the mining. She also
described the increasing presence of police camps as mining increases. She
said that the Adivasis people do not need the police camps. There is also
fear among the Adivasis because of the police camps. People hesitate to
go to the forests to bring things they need because of the police camps.
Lalsu Nogoti, Zilla Parishad member of Gadchiroli said that the primitive
tribes are always targeted. He said that no constitutional provisions like
PESA and other laws belonging to 5th and 6th Schedules are negated
completely and land is being grabbed for big mining projects benefiting
the corporates. Additionally the entry of big corporates means entry of
paramilitary forces who harass, torture, rape, kill adivasis in fake
encounters. In 100 villages, around 25 people have been charged with
UAPA. He also said that there are adivasis who are incarcerated for years
in central Indian states. He also spoke about how Gondi as a language is
being suppressed in the Gondwana region. He also mentioned that their
demands are not being heard and that is which prompted them to come all
over to Delhi to speak.
Raghu from Moolvasi Bachao Manch, Silger spoke next. He said that there
is immense repression by the state forces daily at the protest sit-in against
the setting up of a police camp in Silger. He said that all the assurances
given by the government are proving false. Tens of adivasis are being
picked up by the police and are charged with false cases by branding them
as Maoists. He said that the violence and atrocities on adivasis have been
going on for years. Even the people who were celebrating Constitution
Day were arrested under flimsy charges. He made an appeal for the media
to write about Silger and the ongoing anti camp resistance there.
Gajendra from Moolvasi Bachao Manch, Silger addressed the conference
next. He said that the roads and camps are nothing but to destroy the
adivasi culture in the name of development. He said that the adivasis also
need development but not at the cost of their land, natural resources and
culture. He mentioned that the protestors are being threatened by the police
and administration by losing false cases and death threats. He himself
along with Raghu, another leader of the Silger movement, were stripped
and beaten up by the police for five days which resulted in severe injuries.
Anil Kisku from Jharkhand Jan Sangarsh Morcha spoke on the anti camp
and anti mining resistance that is going in various parts of Jharkhand. He
said that innocent adivasi youth are being picked up and killed in the name
of ‘Encounter’ by the paramilitary forces. In the Parasnath mountains of
Jharkhand, tens of police camps are being built. He said that the Police do
not even inform the families of those they detain or arrest. He described
an incident whereby one individual was detained by the police and falsely
implicated in a case. In Dholpatta, in 2017 June, a person named Motilal
Baske was killed by the security forces, and was described as a
Maoist. When it was publicies in the media, people checked and it was
found out that he was no Maoist.
Rupesh Kumar Singh, independent journalist from Jharkhand spoke about
Operation Samadhan - Prahar. He said that like Operation Green Hunt, the
Indian Government is waging a new war against Adivasis of central and
eastern India for looting the mineral rich land. He spoke about the immense
militarisation that is underway in various parts of the country under this
operation. He spoke on the unholy alliance of the central Government and
state government of Jharkhand in silencing the voices of adivasis
protesting against setting up of police camps and looting the natural
resources of Jharkhand. He said that any one who speaks against the anti
people policies of the government and the capitalist loot is branded as a
Maoist and targeted. He said that this new policy of operation samadhan
is to clear the way for big corporations to loot the vast natural resources.
Himanshu Kumar, prominent Gandhian and Human rights activists spoke
about the abuse of power by paramilitary forces in Chhattisgarh and
various other states like Jharkhand and Maharashtra. He started by talking
about the way in which Muslims were made to be terrorists because the
areas they lived in had oil. Similarly, he said, the Adivasis face the attack
of the government because they live in areas that area mineral rich. He said
that the most number of paramilitary forces are in Adivasi locations, to
capture the minerals. Not for the development of the poor, but for the
capitalists. He said that a perennial war is going on against the people in
central Indian states, comparing it with the Ukraine - Russia War. He said
that Gandhi had once said if the English model of development is deployed
in India, it would lead to destruction. Because that model says the one who
has more, is more developed. One can only have more by violence. The
biggest war that the Indian state is engaged in is the war against its own
people. He also said that this violence will reach us as well and will not
stay limited to the Adivasis. The issue is related to the environment and
hence will affect everyone. The Adivasis are currently preventing it.

 THE THREE SOURCES AND THREE COMPONENT PARTS OF MARXISM
Throughout the civilized world
the teachings of Marx evoke the
utmost hostility and hatred of all
bourgeois science (both official
and liberal), which regards
Marxism as a kind of
"pernicious sect." And no other
attitude is to be expected, for
there can be no "impartial"
social science in a society based
on class struggle. In one way or
another, all official and liberal
science defends wage slavery,
where Marxism has declared
relentless war on wage slavery.
To expect science to be
impartial in a wage slave
society is as silly and naive as to
expect impartiality from
manufacturers on the question
of whether workers' wages
should be increased by
decreasing the profits of capital.
But this is not all. The history of
philosophy and the history of
social science show with perfect
clarity that there is nothing
resembling "sectarianism" in
Marxism, in the sense of its
being a hidebound, petrified
doctrine, a doctrine which
arose away from the highroad of
development of world
civilization. On the contrary, the
genius of Marx consists
precisely in the fact that he
furnished answers to questions
which had already engrossed
the foremost minds of
humanity. His teachings arose
as a direct and
immediate continuation of the
teachings of the greatest
representatives of philosophy,
political economy and
socialism.
The Marxian doctrine is
omnipotent because it is true. It
is complete and harmonious,
and provides men with an
integral world conception
which is irreconcilable with any
form of superstition, reaction, or
defence of bourgeois
oppression. It is the legitimate
successor of the best that was
created by humanity in the
nineteenth century in the shape
of German philosophy, English
political economy and French
Socialism.
On these three sources of
Marxism, which are at the same
time its component parts, we
shall dwell briefly.

The philosophy of Marxism
is materialism. Throughout the
modern history of Europe, and
especially at the end of the
eighteenth century in France,
which was the scene of a
decisive battle against every
kind of medieval rubbish,
against feudalism in institutions
and ideas, materialism has
proved to be the only
philosophy that is consistent,
true to all the teachings of
natural science and hostile to

various forms of philosophical

advanced philosophy.
He enriched it with
the acquisitions of
German classical
philosophy,
especially of the
Hegelian system,
which in its turn led to
the materialism of
Feuerbach. The chief
of these acquisitions
is dialectics, i.e., the
doctrine of
developments in its
fullest and deepest
forms, free of one-
sidedness - the
doctrine of the
relativity of human
knowledge, which
provides us with a
reflection of eternally
developing matter.

existed in our society from
centuries. It means "the need for
effective sexual control over
women to maintain not only
patrilineal succession but also
caste purity”. According to
Chakravarti (1993),
‘Brahmanical patriarchy’, in
ancient India, was an effective
mechanism to ensure control of
land (an economic asset) by
certain caste groups by
maintaining similar regulations
over women’s sexuality which
are sanctioned by the state. In
easy terms, Brahmanical
patriarchy stands on two evils-
casteism and sexism.
Brahmanical Patriarchy is not as
such against the “Brahmans”
which is from time to time
propagandized in the social
media. It is as evident from term
that it’s related to patriarchy,
BRAHMANICAL here
represents the discriminatory
hierarchal caste order and
PATRIARCHY means
dominations of men over
women. The caste hierarchy

abuse by her peers while
pursuing medicine which
resulted in outrage across the
country or the death of Fathima
Lateef in IIT Madras following
caste and community-based
harassment in the name of merit
which was another moment of
rupture from these hallowed
spaces.

 THE MESSY EQUATION OF UKRAINE WAR & PLACING INDIA
The Ukraine war has been underway
for the past two months. Russia
declared war on Ukraine using the
Donbas region as a springboard. The
war brought forth new geo-political
reality that will be difficult to digest
for many: an unexpected terrain, when
every geopolitical strategist was
eyeing the Asia-Pacific as the next
battleground after the Middle East,
from where the US is rolling over its
deadly carpet to focus on China. The
war laid bare the tensions in shifting
geo-political equation formed by the
emergence of China & Russia as new
imperialist powers with the US
shedding off its exclusive superpower
status.
The war itself has defeated the naïve
arguments of taking stance by
equating territorial integrity of
Ukraine (supported by US & its allies)
with self-determination of Lugansk &
Donetsk states (supported by Russia).
Thereby, seeing domestic equation of
Ukraine in isolation from imperialist
equation. US & its allies trumpeting
the territorial integrity of Ukraine had
no problem violating it in cases of
Ethiopia, Indonesia & Sudan where
they actively advocated the self-
determination of Eritrea, East Timor,
and South Sudan and heavy helping
hand from 78 days of NATO
bombardment in Yugoslavia leading
to its breakup in numerous pieces.
Russia while invoking the self-
determination of Lugansk & Donetsk
at the same time criticizes Lenin &
Stalin for their support of self-
determination of Ukraine, which
Vladimir Putin now considers
historical part of Russia by negating
Ukraine’s identity.
The internal contradictions of Ukraine
are at disposal of intervening
imperialist powers. The imperial
interests are so high that it’s difficult
to locate the provocateur in the war
early on: US backed fascist forces,
who fired 1,500 artillery shells in
Donbas region that destroyed power
plants, just couple of days before war;
or Russia, who by declaring the
republics of Donetsk & Lugansk as
independent, dispatched its troops to
Ukraine. Russia had certainly grabbed
the lead. In this war several equations
are in play. Let’s check out these
individually.
Domestic equation of Ukraine
After separating from Soviet Union,
Ukrainian ruling classes adopted an
oppressive policy towards national
minorities. The ‘Maiden revolution’ of
2014 brought US sponsored to power.
It institutionalized Russophobia &
neo-fascist elements in Ukraine. It
reached its peak with President
Zelenskky’s victory. He made his
government a tool of the European
policy of US. Stepan Bandera
(Ukrainian Nazi leader) was lionised
as a Nationalist Hero of Ukraine, who
left behind a horrific legacy by
teaming up with Hitler’s forces against
the Soviet Union during the World
War II. The neo-fascists organised
violent attacks including military
offensives against Russian national
minority. It killed, destroyed homes &
workplaces of Russians & forced them
to flee Ukraine, which caused the
reduction of overall Russian
population from 22% to 17%. The
Donbas regions suffered the main
brunt, where 14,000 people have been
killed in last 8 years. The local
languages were banned & pushed
aside by Ukrainian chauvinists. All of
these policies and actions clearly
produced enormous unrest in Russian
minority, particularly in Lugansk &
Donetsk, which Russia used as a
stepping stone to attack Ukraine &
subjugate entire country.
Imperialist equation of Ukraine war
The route to the current war is littered
with violations of pacts & agreements,
from all sides. Regardless of the
pretexts used by both sides, the
military conflict in Ukraine is the
result of a sharpening inter-imperialist
contradictions & competition, centred
around spheres of influence, market
shares, raw materials, energy plans &
transport routes; competition that can
no longer be resolved through
diplomatic-political means & fragile
compromises.
Following the breakup of the Soviet
Union, the US and Germany assured
the then Soviet leader Mikhail
Gorbachev that NATO would not
extend eastwards. Instead, there were
opinions to dismantle NATO and
replace it with a common European
security architecture that included
Russia. Lately, the US abandoned all
its promises & paid no heed to such
opinions. It fully utilized the win-win
situation after Soviet dissolution, now
wants to hold on to it. It has made to
join 5 out of 14 Russian neighbours
with NATO so far. It is advancing
ahead with its plan to encircle Russia.
The United States staged a coup in
Ukraine in 2014 and drove Ukraine to
forsake the Minsk accords and join
NATO, which resulted in current
crisis. Apart from this, it desperately
wants to stop its shrinking authority
over Western Europe to keep France
and Germany under check and exploit
Ukraine to weaken Russia. The MIC
(Military Industrial Complex) &
OGAM (Oil, Gas and Mining) have
direct interests alongside the strategic
& political interests of US Imperialism
in this war. US also wants to conserve
the relevance of NATO & military
partnership with EU, in the name of
‘Russian threat’. US is keen to make
EU cut gas & crude oil contracts with
Russia and forge it with US, Canadian
sources. The cancellation of Nord
Stream 2 has been a focal point of this
effort.
Russian imperialism have opted to
attack the US-NATO expansion in
order to restore its area of influence,
which has been steadily shrinking
since Soviet Union’s dissolution. The
military face-off of Russia with United
States in so far overt manner began in
Syria in 2015. Russian imperialists
began by chasing certain territories
locally, such as Georgia's Abkhazia
and New Ossetia, Crimea, sectors of
Donetsk and Lugansk, and so on,
before going on to the Ukraine in order
to overturn US dominance. The
‘special military operation’ by Russia
in the name of ‘Demilitarisation’ or
‘Denazification’ of Ukraine or
preventing it from joining NATO,
shouldn’t be seen as a defensive stance
but an offensive imperialist stance
coupled with its economic-political
imperialist interests in Ukraine, and
Europe from strategic standpoint.
Russia stabilized its economy to
withstand sanctions & prepared itself
for this task. Russia is re-emerging as
a shamus in Eurasia, as the events in
Kazakhstan demonstrated, where it
sent 2500 CSTO troops in support of
President Kassym-Jomart Tokayev.
The EU (led by Germany & France)
wishes to contain the growing
influence of Russia to shield its
European hegemony while also not
fully complying with the declining US
power. The Europe’s dependency on
Russia for its energy needs has also
added to its complications. Just prior
to war, France became the first
country to establish third party
intergovernmental cooperation
mechanism with China worth $1.7
billion in Eastern Europe, Africa &
Southeast Asia. France has also
expressed its ambitions of forming
‘true European army’, aside NATO.
The squabble between Germany & US
related to NATO is already in common
knowledge.
Current equation of Ukraine war
The war situation: Russia launched an
offensive against Ukraine with the
objective of toppling the Zelenskky
regime at best, and striking a decent
peace deal to the least. Owing to the
humiliation of US & its allies in
- Daman
Afghan war, it was fully aware they
would confine themselves to sanctions
and indirect aid to Ukraine rather than
an outright combat. It also believed
that the domestic dynamics of Ukraine
will work in its favour.
To start off the offensive, Russia’s
well-equipped forces destroyed
Ukraine’s vital military infrastructure
& airfield capacity in a blitzkrieg
attack, forcing the already ill-prepared
Ukrainian forces into a defensive
position. Utilizing the situation, it
dominated many eastern & black sea
regions of Ukraine, and sieged the
capital city Kyiv & northern Chernihiv
regions in quick succession.
Despite the successful offensive, the
internal factors didn’t play out for
Russia as predicted. A good number of
Ukrainian troops that it expected to
surrender couldn’t realised. It
supposed that the neo-fascist
Zelenskky’s regime will weaken and
pro-Russian political forces will get
strengthened. Instead, the unilateral
attacks transformed Zelenskky into a
hero and consolidated the position of
neo-fascists in Ukraine. Although, it
was believed that neo-fascists forces
like Azov battalion will not surrender,
it was not anticipated of them
becoming theatre. It couldn’t even find
support from Ukrainian oligarchs,
given their business & close ties with
Russia, which it expected. It even
refrained from attacking civilian
places to not antagonise them. But this
couldn’t prevent them from rising up
in arms. With special reference to
Kyiv & northern Chernihiv regions,
the local populace alongside
Ukrainian troops employed guerrilla
tactics to confront the Russian troops.
It permitted huge losses to the Russian
side. The entire situation made it
difficult for Russia to retain the terrain
in the Kyiv & northern Chernihiv
regions with peace agreement
nowhere in sight. It also forced Russia
to hold back its troops from these
regions.
Gauging the situation, Russia readily
adjusted its tactics accordingly. It
assessed that the US wouldn’t let
peace agreement to proceed & wishes
to trap Russia in the conflict. Vladimir
Putin recently stated that the peace
talks had reached a "dead end" and
defined a more limited aim for the war
i.e., focusing on control of the Donbas
rather than all of Ukraine while
maintaining absolute air dominance
and employing modern high-precision
weapons to tie down enemy forces. It
has also changed its tactics in the
Donbas area, where Russian forces
have been fighting on the front lines. It
is now putting the armed DPR and
LPR forces in the foreground in many
locations, giving it an impression of a
civil war while continuing to provide
active assistance with air power and
artillery.
The economic sanctions were
something that Russia already
anticipated because of its Crimean
experience. It took immediate
preventive measures to counteract
them. The sanctions effectively froze
half of Russia’s $600 billion (approx.)
forex reserves. However, the
remaining half is sufficient to keep off
any immediate crisis. Russia closed its
share markets to stop the capital from
going out when the foreign MNCs &
IFCs were fleeing the market. It made
inconceivable for these firms to
liquidate their assets & take them out
in dollars. Russia also threatened to
seize their assets, and nationalise
them. It announced a new rouble-
based mechanism for gas export
payments. Consequently, the rouble,
which initially plunged to 150 from 85
per dollar, has now risen to 79. The
consumer prices in Russia have grown
considerably by 9.4 percent over
the past six weeks, but it shares this
case with the US & other European
powers with slight difference.
Although Russia has momentarily
adjusted itself, the equations may alter
in the long run.
The war has caused immense death &
destruction in Ukraine. Thousands
have been killed so far. An estimated
5 million people fled Ukraine till mid-
April, and are living as refugees in
Poland & Romania. There is scarcity
of Food & water. The siege & shelling
has knocked out power at the time
when the entire country is blanketed in
snow. As the conflict drags on, more
people will perish from starvation,
cold and disease. There are also
reports of foreign volunteers fleeing
Ukraine, whose number once jumped
to 20,000 by March 6. The Ukraine is
in quite deplorable condition whereas
the US pawn Zelenskky is acting like
a Nero and enjoying the limelight at
the expense of Ukrainians' suffering. It
also imprisoned many of his dissents
& activists to reinforce its dominance.
Despite all this the people are valiantly
fighting in the war. There are
numerous cases of Ukrainians
returning home to face the Russian
troops. With each passing day, their
number is growing. However, Ukraine
is still in a defensive position as the
enthusiasm of the masses is not
matched by required weaponry and
other logistics. It seems that the
weapon aid is more of a propaganda
than actuality as Zelenskky remarked
that the west is meeting only 10% of
weapons needs. There were also
reports of supply of faulty, outdated
soviet-era weaponry. However, the
man is the principle factor over
material. The resistance of the
Ukrainian troops & masses coupled
with their guerrilla tactics are enough
to trap Russia in this war. Coming to
the current situation, over 93% of the
Lugansk territory & 60% of the
Donetsk territory is under control of
Russian forces with domination
extended from Kharkiv in the east to
kherson in the black sea region. The
Russian Defence Minister just
declared the full control of the key
Donbas Black Sea port-city of
Mariupol. Let’s see how the fall of
Mariupol shapes the war?
The subsequent churning in the
balance of forces: The Ukraine war is
the outcome of intervening imperialist
desires of US-NATO & Russia, in
order to change balance of forces in its
favour, with Ukraine essentially
serving as its battleground. The
balance of forces has undergone
churning with the changing war
dynamics.
The United States, which was the
prime provocateur in the conflict,
refused to join it directly and instead
restricted itself to economic sanctions
and indirect aid. Its approach stems
out of the geopolitical imperatives, as
China is its main competitor over
Russia. It cannot afford to be stuck in
the battlefield, giving China a free
hand. It was US’ main reason for
backing out of Middle East, not its oil
self-sufficiency. For the same reason,
it wishes to tone down and control
other global competitors. Going by the
logic, it wants to weaken Russia while
keeping European powers in check &
rallying by its side. The US’ approach
has revealed itself to be an
untrustworthy partner & declining
power, thus downgraded its
weightage. Although, it has succeeded
in consolidating NATO that was
earlier riven with the tensions among
major European powers, but the nature
of its consolidation is defensive. The
US tried its best to isolate Russia
utilising economic sanctions,
international institutions & solidarity
as weapons. However, Russia still
managed to keep its friends. The case
in point is UNHRC voting, where US
managed to suspend Russia but
couldn’t stop Russia from finding
support of significant section (with 24
in its favour, 58 neutrals & 18 others
as absentees from among 193
countries). The perks of US firms from
rising oil prices & sale of weapons
coupled with inflation touching a 40-
year high 8.54% for March, not solely
dbecause of conflict, has added to the
mix feelings for US. Thus far, US has
succeeded in preventing the peace
agreement to be negotiated and
conflict to end in order to prevent
Russia from emerging out victorious.
The US is pushing Ukraine to prolong
the war to trap Russia & weaken it
significantly. The recent statement of
US pawn Zelenskky that the war will
carry on for 10 years is the testament
of this fact.
The European powers rallied
alongside US to contain Russia but
also stuck in the quagmire because of
its precarious situation. It is quite
apparent in their approach as well.
They sent military aid to Ukraine but
didn’t match the extent & quality of
weaponry with US. Instead, they
concentrated on strengthening their
own military power. They matched US
in imposing economic sanctions but
opposed oil embargo on Russia. They
are feeling the heat of their own
imposed sanctions with inflation
steadily rising, and are anxious of
Europe’s shaky power calculus,
concomitantly. It's a paradoxical
situation for EU powers - they wants
the conflict to end but doesn't want
Russia to benefit from it. Turkey's
latest statement on differences in
NATO powers on peace negotiations,
exemplifies Europe’s paradoxes. It
seeks a pacifist but weaker Russia that
confines itself to Ukraine's eastern
borders.
The willingness of Ukraine to
negotiate NATO neutrality is a step
forward for Russia. The US attempted
to compensate it with a green signal of
Finland and Sweden towards NATO
membership, to which Russia replied
with a military threat backed up by
drills near the Finnish border by
Belarussian forces. Russia has
managed to safely ride through
economic sanctions and isolation, but
this has left it stranded and more
reliant on its allies especially China.
As the conflict drags on, the slew of
sanctions & war expenses will weaken
Russia internally. It beholds the
objectivity of strengthening of anti-
war movement in Russia, which is
quite weak today. The consequent
political stirring will make things
tough for Putin.
The armed resistance of Ukrainian
masses is strengthening with each
passing day. The Ukrainian armed
resistance is still within the realm of
present regime with hardly any
distinct trajectory. The Ukrainian
troops with active assistance of armed
populace has managed to push back
Russian forces from some regions of
Ukraine. Despite this, Russia is still a
dominant power, & Ukraine is on the
defence. Although, Ukraine’s not in
the situation to change power equation
of the war, it has the capacity to trap
Russia in the war.
The domestic dynamics of the Ukraine
war will mainly determine the future
trajectory of war. Let’s see how it
turns out.
Where India stands?
Thus far, Indian government has
maintained 'neutrality' at every
international forum, with few
variations. Some are bolstering it as an
assertion of its ‘Independent foreign
policy’. It is quite naïve on their part.
Not a while ago, India had to ditch its
long-term allies like Iran & support
Zionist terrorists against Palestinians,
to appease United States. The
‘Independent foreign policy’ is a
concept linked to the sovereign
character of the Nation state, which is
comprador in India’s case.
India’s so-called ‘neutral’ position in
Ukraine war is rooted in its historical
past & current standings. The
excursion of India's last half a century
saw close connections mutating from
the Soviet Union to the US since 90s.

During the years India has developed
strategic relations with US without
completely abandoning it with Russia.
India is highly dependent on Russia
for its military & defence needs. India
is currently complying with the ‘pivot
to East Asia’ & ‘Act east policy’ of
US. It has inadvertently brought itself
into conflict with China, with China
seizing strategically crucial territories
of India beforehand. To tone down the
worsening situation, India has had to
rely on Russia for mediation. This
complex equation has made it
increasingly difficult for India to take
an outright stand.
It would be correct to say that India
capitalized inter-imperialist
contradictions to increase its
bargaining power during Ukraine war
while remaining subservient to them,
with subservient being its principle
factor. India has slightly evaded the
wrath of USA, for taking a 'neutral'
stance. The US website Axios,
reported that Washington had sent
(and then recalled) a cable to US
diplomats instructing them to inform
New Delhi that its position on war had
put it in Russia’s camp. Another
website thehill.com reported even
something alarming that the US was
considering sanctioning India. India
had to “condemn the killings in
Bucha” along with supporting call for
an “Independent investigation” in
Ukraine & cancel Mi-17 V5 choppers
deal with Russia, to satisfy US. India
also had to press its instrumental role
in the strategic calculus of Indo-
pacific & its predicament owing to
strategic compulsions with China, to
evade US anger, as is evident from
2+2 meeting in Washington, where
both countries agreed to disagree on
Ukraine war.
Nevertheless, India has also managed
to gain its slice of pie while walking
on this tight rope. It carved out room
for itself by utilizing the conflict. The
stranded Russia even provided space
for that matter. India’s name was
propped up for peace talks as a
‘neutral negotiator’. It earned cheap
oil & natural gas from Russia at
discounted rates. It is also hoping to
strike a deal with US defence
contractors to purchase weaponry,
while utilizing its historical strategic
compulsions with Russia. It’s
noteworthy that India’s bargaining
power is restricted to that of a buyer,
not a master or equals.
What’s to be done?
We must out rightly condemn Russia's
war on Ukraine and urge everyone to
demand an end to war while
simultaneously demanding disbanding
of NATO and other imperialist
military alliances like CSTO etc. We
must expose the imperialist forces &
their interests playing role in this war,
be it Russia, US or EU etc. We must
distinguish the genuine people’s
forces in Ukraine from US pawn
Zelenskky & Ukrainian ruling classes,
and the genuine demands of Republics
in the Donbas from Russian
imperialism. We must stand by the
people of Ukraine & Donbas region
fighting against various forms of
aggression & for their just rights.

The geographical spaces of
Kashmir, Central India,
Nagaland, Manipur, Assam is
where the largest share of the
budget is being allotted. This
also corresponds to the fact that
this is just to counter the various
kinds of people’s movements
raging there.
Central and Eastern India is one
of the biggest mineral rich
regions in India. Coal, Iron,
Bauxite, Crystal, Limestone,
Quadge, Uranium are abundant.
This abundance of natural
resources has become a sham
for the vast masses there as the
profit hungry multinational
corporations are waiting to
exploit them fully. Land here is
the major prerequisite for the
mining operations to
commence. For many years,
both central and state
governments in close
collaboration with such big
corporations are trying to push
its agenda of neo-liberal
development. But again, the
question arises. ‘Development’
for whom? How does displacing
the inhabitants from their own
land can be called
‘Development’?
Under the new
policy of
‘Operation
Samadhan’ to
counter LWE,
the central
government
has decided to
establish
multiple police
camps called
‘Forward
Operational Bases’ under the
command of the CRPF. By
2022, the centre has planned to
build 22 such camps in the
‘Naxal affected states’. The
states include Andhra Pradesh,
Bihar, Chhattisgarh, Jharkhand,
Madhya Pradesh, Maharashtra,
Odisha, Uttar Pradesh and
Telangana. Thirty one of such
camps were already established
in various parts of the country.
In 2020 alone, eighteen of such
camps were established. The
majority of them are established
in Chhattisgarh, Jharkhand and
Odisha which is the mineral rich
belt of our country. People’s
movements against mining
activities here are no secret.
This makes the picture more
clear. In order to curtail the
militant uprising of vast
exploited and oppressed masses
against the corporate powers
and their lackeys the central
government along with the
various state governments
decided to counter the people’s
movements militarily and give
the land to big corporations.
This reveals the subservient
nature of the Indian ruling
classes. On one hand the Prime
Minister of this country talks
about making India ‘Self-
reliant’ whereas on the other
hand keeps the doors open for
the Imperial capital to penetrate
and plunder cheap labour and
natural resources.
It is not so surpising to know
that the Indian Government is
desperately trying to bomb its
own people in order to pave the
way clear for Imperialist forces
to loot the resources of our
country. On 19th of April, 2021,
when Bastar was asleep, bombs
were dropped on adivasi
hamlets in between Botalanka
and Palagudem villages of
Bijapur District. At least 12
bombs were dropped using
drones. Kamal Shukla, a senior
journalist who was a member of
the peace committee constituted
by the Chhattisgarh
Government to bring truce
between the Government and
the Maoists resigned
condemning the drone attacks.
