1 EXECUTIVE SUMMARY

Coimbatore, also known as Kovai or Covai, situated in Tamil Nadu is located on the banks of
the Noyyal River and surrounded by the Western Ghats. It is the second largest city in Tamil
Nadu after Chennai. The city is one of the largest exporters of Jewellery, Wet grinders,
poultry, and Auto components; the "Coimbatore Wet Grinder" and the "Kovai Cora Cotton"
are recognized as Geographical Indications by the Government of India. It is known as the
Manchester of South India as it was the hub of textile industry in South India.

Coimbatore International Airport is the primary airport serving the city of Coimbatore in
Tamil Nadu, India. It is in the neighbourhood of Peelamedu, about 10 km from the center of
the city. It is the 18th busiest airport in India for passengers handled, 18th busiest for total
aircraft movement and 15th busiest for cargo handled. This airport is second largest airport
in the state for Terminal Area, Runway length, Aircraft movement, Passenger traffic and cargo
after Chennai International Airport in Tamil Nadu.

The airport is spread over an area of 420.33 Acres and possess a single runway. The annual
handling capacity of the airport is 2.0 Million Passengers per year (MPPA) and Cargo
Handling Capacity is 73000 MTPA. The existing facilities in the airport are the following:
1. Runway 05/23 of dimension 2990m x 45 m suitable for operation of Code D type of
aircraft.
2. Integrated Passenger Terminal building of built-up area 15633 m2.
3. Apron, for parking of aircrafts.
4. Airside corridor with fixed aero-link corridor with rotundas connected to 4 no.
aerobridges.

To hold the anticipated traffic demand, AAI has proposed for “Expansion of Integrated
Terminal Building with Allied Facilities of Coimbatore International Airport”. The
expansion will involve the following major components:

• Construction of New Domestic Departure Terminal handling 600 PAX.


• Air Traffic Control (ATC) Tower with Technical Block & Administrative Block.
• Proposed Extension of Existing Car Parking (100 Cars) and Construction of Car
Parking (including MLCP) for New Departure Terminal.

Domestic Departure Passenger Terminal building will be constructed with area of 11870 m 2
(Terminal Building: 9550 m2 + Utility Block: 1400 m2 + Additional Security Hold Area: 920 m2).
ATC tower with technical block (Area: 7721 m2) and administrative block (Area: 4548.53 m2)
for departure block will be developed by demolition of old residential quarters. Old
residential quarters will be relocated outside the airport premises.

The total handling capacity of the airport after expansion will be 3 MPPA and Cargo Handling
Capacity will remain the same i.e., 73000 MTPA. The proposed expansion will be developed
within the existing plot area of 420.33 Acres. The built-up area of the project after expansion
will be 35614.13 m2.
Since the airport was established before 1994, earlier Environmental Clearance was not
applicable. As per EIA Notification,2006 and its subsequent amendments, the proposed
expansion falls under Item 7(a) i.e. Airports/All projects including airstrips, which are of
commercial use; Category A. Being a Category A project, it is required to obtain prior
Environmental Clearance from MoEF&CC, New Delhi.

1.1 Plant location and area classification


Coimbatore Airport is located on Airport Road, Peelamedu, Coimbatore, Tamil Nadu-641014.
The airport is well connected to SH-162 located adjacent to project site in north direction. The
co-ordinates from center of the project are- Latitude: 11°1'57.28"N & Longitude: 77°
2'42.72"E. The airport has been developed over a total land area of 420.33 Acres. The land
been under possession of AAI. Land documents have been annexed as Enclosure-1 & Layout
Plan of the project has also been annexed as Enclosure-4.

1.2 Green belt


Landscaping has been developed along the airside, landside, roads, and parking area.
Unpaved areas are developed as lawn area for beautification of surrounding areas and to
check soil erosion. A greenbelt has been provided all around parking lot, along with
arrival/departure roads.
For the proposed expansion, horticultural landscaping has been planned on the city side of
the airport. Along with tree plantation lawn will be developed in front of the Terminal Building.
Green area will be provided on either side of terminal access roads. Landscaping will be
maintained with strong avenue planting and lower-level shrubs with grass cover and hedges
on all sides.
For construction of ATC Tower of proposed departure terminal building, residential quarters
will be demolished alongwith approx. 48 no. of trees within the premises (as per survey of
AAI). Compensatory plantation will be done at Bharathiyar University, Coimbatore by AAI.
Details of the same have been provided in Enclosure-3.
1.3 Water requirement
Construction Phase: Approx. 5 KLD water will be used for domestic purposes for construction
workers while 5 KLD will be used for construction works. Freshwater will be used only for
domestic purposes. 4 KLD of domestic sewage generated from labours will be treated in
existing STP of the airport.
Operational Phase: The existing water requirement of the project is 230 KLD being supplied
by Tamil Nadu Water Supply and Drainage Board (TWAD Board) & Borewell. Water is being
used for domestic purposes, chiller, and cooling tower make-up, miscellaneous and
landscaping.
The total water requirement after expansion will be increased to 348 KLD. 183 KLD freshwater
will be used for domestic purposes and chiller & cooling tower make up purposes while rest
of the water requirement will be sufficed by reusing 165 KLD STP treated water.

1.4 Power requirement & supply/ source


Construction Phase: DG Set of capacity 1x250 kVA will be used for construction purposes.

Operational Phase: The existing power requirement of the project is 1200 kVA. For backup
purposes, 3 no. of DG Sets of capacity 750 kVA have been installed. Total power requirement
after expansion will be 2700 kVA. DG Sets of capacity 2x750 kVA will be installed for
proposed expansion.

Details of Power and Fuel Requirement have been provided in Section 3.8.2.

1.5 Effluent Management


Construction Phase: Approx. 4 KLD of domestic sewage will be treated in airport’s existing
Sewage Treatment Plant. Treated water will be reused for construction works.
Operational Phase: Currently 136 KLD wastewater (Domestic Sewage- 127 KLD; Chiller &
Cooling tower wastewater-8 KLD & Miscellaneous wastewater-1 KLD) is being treated in
Sewage Treatment Plant (Capacity-150 KLD) and treated water is being discharged to city
drainage. After expansion, the total wastewater generation from the airport will be 174 KLD
(Domestic Sewage- 122 KLD; Flushing Wastewater- 34 KLD; Chiller & Cooling Tower Effluent-
16 KLD and miscellaneous wastewater-2 KLD) that will be treated in Sewage Treatment Plant
expandable to capacity of 225 KLD. 165 KLD treated water will be completely reused in
flushing, landscaping, and chiller & cooling tower makeup purposes. It will be a “Zero-liquid
Discharge Project” after expansion.

1.6 Air Emission & Management


Construction Phase: The main sources of air emissions will be construction machinery like
drills, cranes etc. and vehicular movement. To control air emissions during construction,
following measures will be implemented: -
• Barricading will be done around the project boundary to control limit dust dispersion
into the surroundings.
• Construction material vehicles will be covered during transportation.
• Dust suppression will be done by regular water sprinkling in and around the project
site.
Operational Phase: The main sources of air emissions from Airport are aircraft, vehicle and
GSE. Air emissions include dust, SO2, NOx, CO, HC, VOC, PM10& PM2.5 and other pollutants.
All measures have been adopted at the airport to maintain the ICAO emission standards.
Control measures and designs have been implemented to reduce the use of fuel which would
eventually result in cost-effective and lower pollution potential air travel. CNG and electric
operated vehicles are being used in ground support facility. Stack height to the DG sets is
provided as per CPCB guidelines and same shall be provided for proposed DG sets. Proper
traffic management plan will be prepared to prevent traffic congestion at internal terminal

road. Wide access pathways and sufficient nos. of exit & entry shall be provided to minimize
the congestion.
Further details have been provided in Section 3.9.3.
1.7 Solid & Hazardous Waste Management
The primary source of waste at airport are from aircrafts, airport, airlines, retail outlets,
restaurants, restrooms, flights catering centers, air cargo terminals, GSE maintenance
facilities, landscaping, etc. Each of these creates various types of waste including municipal
solid waste (MSW), construction and demolition waste (C&D), green waste, deplane waste
(waste from aircrafts), lavatory waste, hazardous and industrial waste, e-waste, spill cleanup
and remediation waste, biomedical waste, etc.
Construction Phase: 15 kg/day solid waste generated from construction labours will be
disposed of by authorized agency to Municipal Waste Disposal Site.

Operation Phase: Existing solid waste generation from the airport is 1961 kg/day. Out of total
waste, 1014 kg/day of biodegradable waste is being disposed of by authorized agency to
Municipal Waste Disposal Site. 947 kg/day recyclable waste is being sent to authorized
recycler. After Expansion, the total solid waste generation will be 2699 kg/day.
Biodegradable waste will be treated in Organic Waste Convertor to get converted to manure.
Manure will be used for landscaping purposes. Recyclable waste will be given to authorized
vendors. Solid Waste Management Rules,2016 will be followed.

Details of Waste generation and management from the project is given in Section 3.9.2.

1.8 Noise Pollution and Management


Construction Phase: -The main sources of noise pollution will be construction machinery, DG
sets and vehicular movement during establishment of the plant.

Mitigation Measures: -
• Acoustic enclosures will be installed for DG sets in accordance with CPCB norms.
• Construction machineries will be provided with acoustic pads for noise reduction
during operation.
• The construction activity will be carried out mostly during daytime.
• Proper maintenance of noise generating transport vehicles.

Operation Phase: Major sources of noise pollution from the airport are movement of aircraft
and vehicles and operation of machineries like DG Sets, motors etc.

Mitigation Measures
• DGCA/MOEF&CC/ICAO standards and procedure have been adhered.

• Runway orientation is made in such a way that there will not be adverse impact on
nearby settlement.
• Restriction to the noisy aircrafts has been made.
• It is being ensured that, engine run-up is done at a specific location only marked by
the airport operator.
• It is being ensured that, aircraft operator is following use of noise preferential routes
to avoid noise-sensitive areas on departure and arrival.
• Proper scheduling of the aircraft to minimize the noise level.
• Switching off engine during idling policy has been mandated.
• DG set have been placed in acoustic enclosure with anti-vibration pads to reduce noise
and vibration from DG sets.
• Proper maintenance of Ground support equipment, vehicles.
• Ear plugs/mufflers are mandatory for workers, working in noisy areas.
Further mitigation measures have been provided in Section 3.9.4.

2 INTRODUCTION

Coimbatore International Airport is the second largest airport (for Terminal Area, runway
length, aircraft movement, passenger traffic and cargo) in Tamil Nadu. It is the 18th busiest
airport in India for passengers handled, 18th busiest for total aircraft movement and 15th
busiest for cargo handled. It is spread over an area of 420.33 Acres and possess a single
runway.The annual handling capacity of the airport is 2.0 Million Passengers per year
(MPPA) and Cargo Handling Capacity is 73000 MTPA. The existing facilities in the airport
are the following:
1. Runway 05/23 of dimension 2990m x 45 m suitable for operation of Code D type of
aircraft.
2. Integrated Passenger Terminal building having built-up area of 15633 m2.
3. Apron, for parking of aircrafts.
4. Airside corridor with fixed aero-link corridor with rotundas connected to 4 no.
aerobridges.

To hold the anticipated traffic demand, AAI has proposed for “Expansion of Integrated
Terminal Building with Allied Facilities of Coimbatore International Airport”. The
expansion will comprise of following components:

• Construction of New Domestic Departure Terminal handling 600 PAX.


• Air Traffic Control (ATC) Tower with Technical Block & Administrative Block.
• Proposed Extension of Existing Car Parking (100 Cars) and Construction of Car
Parking (including MLCP) for New Departure Terminal.

Domestic Departure Passenger Terminal building will be constructed with area of 11870 m2
(Terminal Building: 9550 m2 + Utility Block: 1400 m2 + Additional Security Hold Area: 920 m2).
ATC tower with technical block (Area: 7721 m2) and administrative block (Area: 4548.53 m2)
for departure block will be developed by demolition of old residential quarters. Old
residential quarters will be relocated outside the airport premises.

The total handling capacity of the airport after expansion will be 3 Million passengers per
year (MPPA) and Cargo Handling Capacity 73000 MTPA. The proposed expansion will be
developed within the existing plot area of 420.33 Acres. The total built-up area of the project
after expansion will be 35614.13 m2.
Since the airport was established before 1994, earlier Environmental Clearance was not
applicable. As per EIA Notification,2006 and its subsequent amendments, the proposed
expansion falls under Item 7(a) i.e. Airports/All projects including airstrips, which are of
commercial use; Category A. Being a Category A project, it is required to obtain prior
Environmental Clearance from MoEF&CC, New Delhi.

2.1 Identification of Project & Project Proponent

2.1.1 Identification of Project

Airport Authority of India (AAI) has proposed “Expansion of Integrated Terminal Building
with allied facilities of Coimbatore International Airport” that will involve construction of
New Domestic Departure Terminal, Air Traffic Control (ATC) Tower with Technical Block &
Administrative Block, Extension of existing car parking area along with construction of car
parking with MLCP for new domestic departure terminal. ATC Tower for departure block will
be developed by demolishing old residential quarters. The design of domestic departure will
include Media Planning, Retail Area Planning, F&B Plant etc. The overall planning of departure
terminal building will capture local architectural features and the same shall be part of design
elements of the building.

The total handling capacity of the airport after expansion will be 3 Million passengers per
year (MPPA) and Cargo Handling Capacity will remain the same i.e. 73000 MTPA. The
proposed expansion will be developed within the existing plot area of 420.33 Acres. The total
built-up area of the project after expansion will be 35614.13 m2.

SALIENT FEATURES OF PROPOSED EXPANSION


• The building will provide an aesthetically appealing and soothing interior decoration
matching the modern structure. Adoption of GRIHA measures in the design to achieve
4-star rating under GRIHA V-2015. The public/passenger flow shall be so designed
through commercial outlets for impulsive buying.
• Adequate provisions of passengers with restricted mobility (PRM’s), visually
challenge and persons with hearing impairment will be provided as per “Harmonized
guidelines and space standards for barrier free environment with disability and
elderly persons”, February 2016 by Ministry of Urban Development, Govt. of India.
• Adequate no. of toilets with drinking facility will be provided in all passenger
movement areas. Suitable ramps will be provided at entry and exit for differently
abled persons.
• Check-In Area: The terminal building with provision of departure concourse, check-in
area and 18 no’s, check-in counters, feeder conveyor belts, queuing space, queue
managers, back-up offices for airlines, facilitation counters, weighing machines, X-BIS
for registered baggage counters etc.
• The passenger frisking in security check area with adequate space of locating 6 no.
Door Frame Metal Detectors (DFMDs), 2 no. of X-ray machines, frisking platforms for
gents and cubicles for ladies, Inspection tables for manual checking of hand baggage
and adequate space/room for security staff etc.

• Security Hold Area and bus lounge will be provided with 500 no. of chairs, isolated
smoking area, childcare room, and associated facilities. Creation of retail area having
retail islands/shops, without affecting passenger movement and food & beverage
area, snack bar counter will be provided to attract passengers for impulsive buying.
• Provision for travel requisite, airlines offices & ticket selling counters, ATM/Bank
Counters etc., Meet & Greet Area, First Aid Room, Facilitation Counters, Caretaker
room with store, Airport terminal Manager Office and other facilities, infrastructure for
advertisements and artwork at suitable locations.
• Horticulture-landscaping on the city side of terminal building.
• New Approach Road of width 7 m to the new domestic departure terminal building.
The details of the airport after expansion have been provided in Table 1 above.

2.1.2 Identification of Project Proponent:


Airports Authority of India (AAI) is a statutory body (created through the Airports Authority of
India Act,1994) working under the Directorate General of Civil Aviation, Ministry of Civil
Aviation, Government of India is responsible for creating, upgrading, maintaining, and
managing civil aviation infrastructure in India. It provides Communication Navigation
Surveillance / Air Traffic Management (CNS/ATM) services over Indian airspace and
adjoining oceanic areas.
AAI is currently managing a total of 137 Airports, including 23 International Airports, 10
Customs Airports, 81 Domestic Airports and 23 Civil enclaves at Defense Airfields. AAI also
has ground installations at all airports and 25 other locations to ensure safety of aircraft
operations. AAI covers all major air-routes over Indian landmass via 29 Radar installations at
11 locations along with 700 VOR/DVOR installations co-located with Distance Measuring
Equipment (DME). 52 runways are provided with Instrument landing system (ILS) installations
with Night Landing Facilities at most of these airports and Automatic Message Switching
System at 15 Airports.
The main responsibilities of AAI as a statutory organization are as follows:
1) PASSENGER FACILITIES: The main functions of AAI inter-alia include construction,
modification & management of passenger terminals, development & management of
cargo terminals, maintenance of apron infrastructure including runways, parallel
taxiways, apron etc., Provision of Communication, Navigation and Surveillance which
includes provision of DVOR / DME, ILS, ATC radars, visual aids etc., provision of air
traffic services, provision of passenger facilities and related amenities at its terminals
thereby ensuring safe and secure operations of aircraft, passenger and cargo in the
country.
2) AIR NAVIGATION SERVICES: In tune with global approach to modernization of Air
Navigation infrastructure for seamless navigation across state and regional
boundaries, AAI has been going ahead with its plans for transition to satellite based

Communication, Navigation, Surveillance and Air Traffic Management. Several co-


operation agreements and memoranda of co-operation have been signed with US
Federal Aviation Administration, US Trade & Development Agency, European Union,
Air Services Australia and the French Government Co-operative Projects and Studies
initiated to gain from their experience. Through these activities more and more
executives of AAI are being exposed to the latest technology, modern practices &
procedures being adopted to improve the overall performance of Airports and Air
Navigation Services.
3) SECURITY: The continuing security environment has brought into focus the need for
strengthening security of vital installations. With this in view, a number of steps were
taken including deployment of CISF for airport security, CCTV surveillance system at
sensitive airports, latest and state-of-the-art X-ray baggage inspection systems,
premier security & surveillance systems. Smart Cards for access control to vital
installations at airports are also being considered to supplement the efforts of security
personnel at sensitive airports.
4) AERODROME FACILITIES: In Airports Authority of India, the basic approach to
planning of airport facilities has been adopted to create capacity ahead of demand in
our efforts. Towards implementation of this strategy, a few projects for extension and
strengthening of runway, taxi track and aprons at different airports has been taken up.
5) HRD TRAINING: A large pool of trained and highly skilled manpower is one of the
major assets of Airports Authority of India. Development and Technological
enhancements and consequent refinement of operating standards and procedures,
new standards of safety and security and improvements in management techniques
call for continuing training to update the knowledge and skill of officers and staff.
6) IT IMPLEMENTATION: Information Technology holds the key to operational and
managerial efficiency, transparency, and employee productivity. AAI initiated a
program to indoctrinate IT culture among its employees and this is most powerful tool
to enhance efficiency in the organization.
The main function of AAI is as follows:
• Design, Development, Operation and Maintenance of international and
domestic airports and civil enclaves.
• Control and Management of the Indian airspace (excluding special user
airspace) extending beyond the territorial limits of the country, as accepted
by ICAO.
• Provision of Communication, Navigational and Surveillance aids.
• Expansion and strengthening of operational areas, viz. Runways, Aprons,
Taxiways etc. and provision of ground-based landing and movement control
aids for aircrafts & vehicular traffic in operational area.
• Design, Development, Operation and Maintenance of passenger terminals.
• Development and Management of cargo terminals at international and
domestic airports.

MISSION AND VISION OF AAI

Coimbatore International Airport is the primary airport serving the city of Coimbatore in
Tamil Nadu. It is the 18th busiest airport in India for passengers handled, 18th busiest for total
aircraft movement and 15th busiest for cargo handled. This airport is second largest airport
in the state for Terminal Area, runway length, aircraft movement, passenger traffic and cargo
after Chennai International Airport in Tamil Nadu. The airport has been rated at 4.39 (Airport
Service Quality) ASQ Rating for the year 2019. The airport has been certified for IMS (ISO
9001:2008), ISO 14001:2004 (EMS) and OHSAS 18001:2007). The details of Authorised

2.2 Brief description of nature of Project


The proposed project titled “Expansion of Integrated Terminal Building with allied facilities
of Coimbatore International Airport” has been planned to handle anticipated increased flow
of passengers.

2.3 Need for the project and its importance to the country:
ROLE & SIGNIFICANCE OF AIRPORT IN NATIONAL ECONOMY
Airports being nuclei of economic activity are considered to play a significant role in the
national economy. The quality of airport infrastructure, which is a vital component of the
overall transportation network, contributes directly to a country's international
competitiveness and the flow of foreign investment. Likewise, 97% of the country's foreign
tourists arrive by air and tourism is the nation's second largest foreign exchange earner.
Airports also represent a country's window on the world. They can be effectively used as
symbols of national pride if we pay sufficient attention to their quality and maintenance.
Across the world, the trend is towards an extremely high percentage, ranging from 60 to 70%
of the total revenue of airport operators being generated from non-aeronautical sources at
major airports. In India, although these services are now provided by private agencies, the
comparable figure for AAI at international airports is just 22%. There will be a major thrust
towards increasing the share of commercial revenue emerging from non-aeronautical
sources. This will help in optimal exploitation of the full commercial potential of airports and
make many airports not only viable but capable of generating surpluses for further expansion
and development.
It is now increasingly recognized that aviation, far from being a mere mode of transportation
for an elite group, is crucial for sustainable development of trade and tourism. In this context,
it is vital that airport infrastructure grows in anticipation of the escalating needs of the air
transport industry. As this is a capital-intensive sector, there is an obvious need for
perspective planning with a vision for the next twenty years and to muster the combined
resources of the public and private sectors, both domestic and foreign.
TRAFFIC FORECAST AND FUTURE TRENDS
Air Traffic Statistics and Traffic forecasts are the most comprehensive tool to analyze the future
traffic demand. The air traffic forecast gives the probable picture of the growth scenario and
allow the top management to monitor the status of air traffic management and to anticipate
and plan future development needs such as airport planning, expansion/renovation etc.

International passenger traffic has been projected to grow at rate of 7% and domestic
passenger traffic has been expected to grow at the rate of 10%.
NEED OF THE PROJECT
Coimbatore Airport has handled 2.4 million passengers during the year 2017-18 against
available capacity of 2.0 MPPA. The existing terminal building is constrained due to limited
availability of space and old type of construction to augment additional capacity to meet the
immediate traffic demand with AAI Land. There are three conveyor belts in the arrival hall of
existing terminal building, two for domestic and one for international passengers. Existing
arrival hall is capable of handling 1200 PAX (8 no. flight) domestic passengers and 600 PAX
(4 no. flights) international passengers.
Hence, a new domestic departure terminal for 600 PAX has been proposed to meet the
increasing traffic demand.

• It will help in decongestion in existing Terminal Building.
• Airport is directly or indirectly key to the development and revenue generation.
It expects boost of industrialization, multi-model-connectivity, and infrastructure
development in the hinterland.
• Reduce the Carbon footprint by use air for transportation instead of road transport

• The development of the proposed airport will induce economic and social benefits
to the people in the project influence zone. Economic development will be not
only in the direct influence area, but also for the surroundings and would generate
employment opportunities.
• The employment opportunities will grow steadily resulting in more demand of
skilled, educated and un-skilled people thereby increasing the standard of
education and living in the city.
• The commercial development such as retail outlets, food-courts, multiplexes and
market zone shall lift the socio-economic status of the area.
• The aviation industry itself is a source of considerable economic activity, creating
jobs that directly serve passengers at airlines, airports and air navigation services
providers. These include check-in, baggage handling, onsite retail, cargo and
catering facilities. These could be a push for people in the project influence area
to scale up their primary education enrolment for women and children, to cater to
the requirement of new works and employment opportunities that will be created
by the airport as well as its allied services like the hotel industry, transport,
tourism, etc.
• Terminal Building will be designed to achieve 4-star GRIHA rating.

2.4 Demand/Supply Gap:

As per the latest trends and analysis, passenger traffic almost doubled up for Coimbatore
Airport in the year 2019-2020. Just before COVID-19 pandemic hit, the airport witnessed
remarkably high passenger volume. This enabled the airport to earn good amounts of profit.
The numbers indicated the stand of frequent fliers who argued that the airport has potential
to become an alternative to Chennai Airport. The progressive turn of events led Coimbatore
Airport to plan for expansion to cater the increasing demand of passenger traffic.

construction purposes.

3 PROJECT DESCRIPTION

The proposed expansion involves construction of integrated terminal building will allied
facilities to cater 3 MPPA. The handling capacity of proposed terminal building is 600 PAX.
The total handling capacity of airport after expansion will be increased from 1800 PAX to 2400
PAX. The airport is spread over total land area of 420.33 Acres. The built-up area after
expansion will be 35614.13 m2.

Domestic Departure Passenger Terminal building will be constructed with area of 11870 m2
(Terminal Building: 9550 m2 + Utility Block: 1400 m2 + Additional Security Hold Area: 920 m2).
ATC tower with technical block (Area: 7721 m2) and administrative block (Area: 4548.53 m2)
for departure block will be developed by demolition of old residential quarters. Old
residential quarters will be relocated outside the airport premises.

Since the airport was established before 1994, earlier Environmental Clearance was not
applicable. As per EIA Notification,2006 and its subsequent amendments, the proposed
expansion falls under Item 7(a) i.e. Airports/All projects including airstrips, which are of
commercial use; Category A. Being a Category A project, it will obtain prior Environmental
Clearance from MoEF&CC, New Delhi.

3.1 Type of Project including interlinked and interdependent projects if any

There is no interlinked project. The project falls in Item 7(a); Category A under schedule of
EIA Notification,2006 and its subsequent amendments.

3.2 Location (specific location and project boundary & project lay out) with
coordinates.

Coimbatore Airport is located on Airport Road, Peelamedu, Coimbatore, Tamil Nadu-641014.


The airport is well connected to SH-162 adjacent to north direction of project site. The co-
ordinates from center of the project are- Latitude: 11°1'57.28"N & Longitude: 77° 2'42.72"E.
The project boundary and layout of the project is given in Figure 1 and Figure 2, respectively.
Layout Plan of the project has also been annexed as Enclosure-5. Site Photographs of the
project have been depicted in Figure 3 & 4 below:

3.3 Details of alternate sites considered and the basis of selecting the proposed
site, particularly the environmental considerations gone into should be
highlighted

The proposed project is expansion of an operational international airport. Hence, no


alternative site has been examined. The proposed expansion will be developed within the
existing premises only. All common environmental infrastructure facilities are available at the
airport. The project is not likely to cause any significant impact to the ecology of the area since
adequate preventive measures will be adopted to control various pollutants within
permissible limits.

The following major factors validate the selection of site of proposed expansion:
• Site is well-connected to air, road and rail facilities.
• Availability of water and electrical facilities.
• Availability of skilled and unskilled manpower.
• Availability of land in existing airport area.
• Availability of infrastructural facilities within the area.

The site is in Peelamedu, Airport Road, Peelamedu, Coimbatore, Tamil Nadu-641014. It is


situated 9.57 km, SW away from Coimbatore city. The airport is well connected to State
Highway-162 in adjacent north direction. The nearest railway station from project site is Irugur
Junction located at 3.46 km, SE direction.

A. CIVIL WORK

CONSTRUCTION OF NEW PASSENGER DEPARTURE TERMINAL BUILDING CAPABLE


OF HANDLING 600 DEPARTURE PASSENGERS

• Domestic Departure Passenger Terminal building be constructed with area of 11870


m2 (Terminal Building: 9550 m2 + Utility Block: 1400 m2 + Addition in Security Hold
Area: 920 m2). The building will be developed with all modern facilities and amenities
(with provision of additional three aerobridges). The building will be provided with
aesthetically appealing and soothing interior decoration matching the modern
structure. Adoption of GRIHA measures in the design to achieve 4-star rating under
GRIHA V-2015. The public/passenger flow shall be designed to pass through
commercial outlets for impulsive buying.
• Adequate no. of toilets for gents, ladies and differently abled persons along with
drinking water facility to be provided in all passenger movement areas. Suitable
ramps to be provided.
• Adequate provisions for PRMs, visually challenge and persons with hearing
impairment to be provided as per “Harmonized guidelines and space standards for
barrier free built environment for persons with disability and elderly persons”,
February,2016 by Ministry of Urban Development, Govt. of India.
• The design of domestic departure terminal building will include Media Planning,
Retail Area Planning, F&B Plan etc. The overall planning of Departure Terminal
Building will capture local architectural features and the same should be a part of
design elements of the building. Maintenance friendly roofing, false ceiling &
building. Maintenance friendly roofing, false ceiling & building façade system
including provision of regular cleaning with maintenance hoists, hooks, etc. including
catwalk/rope suspended platform/gondola etc. to be provided from inside and
outside of terminal building as per design requirement.

Other Requirements
• Provision for travel requisite, airlines offices & ticket selling counters, ATM/Bank
counters etc., Meet & Greet Area, First Aid Room, Facilitation counters, caretaker room
with store, Airport Terminal Manager office and other facilities, infrastructure for
advertisements and artwork at suitable locations.
• Adequate space for loaders with toilet will be planned in baggage break down area.
• Provision of VIP/CIP lounge with adequate number of chairs, furniture, furnishings
etc., at a suitable location will be done.
• Provision of water supply, pumping arrangement system, water filtration, water cooler
& R.O/UV filters as per norms and site conditions will be done.

• Provision of acoustics for effective functioning of PA system will be done.
• New Approach Road 7 m wide to the new domestic departure terminal will be
developed.
• Provision of gates to segregate air side and city side area with security guard posts at
the entry gate.

DEPARTURE AREA
• Check-in Area: The terminal building with provision for departure concourse, check-
in area and 18 no. check-in counters, feeder conveyor belts, queuing space, queue
managers, back-up offices for airlines, facilitation counters, weighing machines, X-BIS
for registered baggage counters etc.
• Security Check Area: The passenger frisking in security check area with adequate
space for locating 6 no. DFMDs, 2 no. X-ray machines, frisking platforms for gents &
frisking cubicles for ladies, inspection tables for manual checking of hand baggage
and adequate space/room for security staff etc.
• Security Hold Area: Security Hold Area and bus lounge area to be provided with 500
no. of chairs, isolated smoking area, childcare room with associated facilities. Creation
of retail area having retail islands/shops without affecting the passenger movement
and food & beverage area, snack bar counter to be provided to attract passengers for
impulsive buying.

ELECTRICAL WORKS
• Provision of adequate no. of illuminated signage/pictographs, cubes etc. inside and
illuminated fascia signage outside the terminal building as per standard guideline by
M/s Tata Elexsi Consultant will be done.
• Augmentation of Power supply, substation equipment, DG Sets for secondary power
supply, AC Plant equipment, Internal and external electrification of Terminal building,
car park, approach roads and other ancillary buildings will be done.
• Central Air-conditioning for new terminal building will be done.
• Provision of 3 no. of PBB will be done.
• Building Management System will be provided.
• Passenger elevators and escalators as per design requirement will be provided.
• Rerouting of existing cables and necessary items for relocation of services will be
done.

AIRPORT SYSTEMS
• Public address system and car calling system will be developed.
• Close circuit TV room and provision of adequate number of close circuit TV monitors
will be done.

done.
• Provision of adequate no. of VHF FRM Sets (Walkie-Talkie, Base Stations & Mobile
Stations) will be done.
• Provision of digital EPABX system including telephone/intercom instruments, wiring
etc.
• Adequate number of self-check-in kiosks will be provided.

IT SYSTEMS
• Passive and active networking components such as OFC, UTP cabling, routers, Core &
access switches and accessories, Provision of raceways, cable trays and conduiting
and cabling will be done.
• Provision/Extension of LAN networking components (active & passive), exclusive
cable raceways and cable trays.
• Server room and adequate space for keeping network switches along with electrical
power points and UPS.
• Access control system will be provided.
• Provision of Internet, VPN Bandwidth & WIFI system will be done.

SECURITY PROVISIONS
• Security Infrastructure like Perimeter Wall, Perimeter Road, Perimeter Lighting, Watch
Towers, Isolation Aircraft Parking Position (IAPP) or Isolation Bay, Explosive Disposal
Area or cooling off pit, Segregated Baggage Make-up Area (BMA), Fortified Nakas at
Approach/Exit Road, Car Parking at Approach (100 m from terminal building),
Security Operation Control Room (SOCC), Aerodrome Committee Control Room
(ACCR), Sentry Post at access control point of vehicles, Airport Pass Section,
Integrated Control Room for ASG/APSU in the terminal building having landside-
airside access, Segregated ATC will be developed.
• Security equipments like X-ray Baggage Inspection System (XBIS), Online X-ray
Baggage Screening System, Door Frame Metal Detectors (DFMD), Hand-held Metal
Detectors (HHMD), Crash rated Electro-hydraulic Bollard System, Crash rated Electro-
hydraulic Tyre Killer, crash rated Elector-hydrualic Road Blocker will be installed.

• Provision of vehicular lane for to and fro movement of vehicles will be done.
• Provision of VDGS facility will be done.
• Pylon lights for maintaining required lux levels as per Civil Aviation Requirements

B. DESIGN CRITERIA OF TERMINAL BUILDING


The major purpose for introduction of Terminal Building in the existing Airport complex is to
represent the culture, architecture, and artwork of Coimbatore in both the interiors and
exteriors in a way that the passengers get an experience and understanding of the culture of
the area. So, the idea of representing nature as a piece of Art & Architecture sensitizes the
mind of the passenger and the users approaching the terminal, about the sense of respect
towards natural resources and creating landmark infrastructure which is sustainable. The
Design of the building is planned to achieve the GRIHA-4-star rating. While designing the
building following norms shall be followed

3.6Raw material required along with estimated quantity, likely source,


marketing area of final products, mode of transport of raw material and
finished product.
Raw materials required for construction shall be provided in the EIA Report.

3.7 Resource optimization/recycling and reuse envisaged in the project, if any,


should be briefly outlined.
• Wastewater generated from the project will be completely reused within the complex
for landscaping, flushing and chiller & cooling tower make-up purposes. The airport
will be “Zero-liquid Discharge” complex after expansion.
• 50 kW solar panels will be installed for reducing power consumption.
• The proposed terminal building will adopt latest GRIHA measures to achieve 4-star
rating GRIHA V-2015.
• Hydro pneumatic system for water receipt, storage and supply has been installed with
pumps with a Common Variable Frequency Drive (VFD). The circuit is always
pressurized, and equal pressure is obtained at all outlets including the farthest point.
Use of VFD makes the system highly energy efficient.

3.8 Availability of water its source, energy/power requirement and source


should be given

3.8.1 Water Source


Construction Phase: Approx. 5 KLD water will be used for domestic purposes for construction
workers while 5 KLD will be used for construction works. Freshwater will be used only for
domestic purposes. 4 KLD of domestic sewage generated from labours will be treated in
existing STP of the airport.
Operational Phase: The existing water requirement of the project is 230 KLD being supplied
by Tamil Nadu Water Supply and Drainage Board (TWAD Board) & Borewell (4 no.). Water is
being used for domestic purposes, chiller, and cooling tower make-up, miscellaneous and
landscaping. 136 KLD wastewater is being treated in Sewage Treatment Plant (Capacity-150
KLD) and treated water is being discharged to city drainage.
The total water requirement after expansion will be increased to 348 KLD. 183 KLD freshwater
will be used for domestic purposes and chiller & cooling tower make up purposes while rest
of the water requirement will be sufficed by reusing 165 KLD STP treated water. The total
wastewater generation from the airport will be 174 that will be treated in Sewage Treatment
Plant expandable upto capacity of 225 KLD. 165 KLD treated water will be completely reused
in flushing, landscaping, and chiller & cooling tower makeup purposes. It will be a “Zero-
liquid Discharge Project” after expansion.
Source: Freshwater is being sourced by TWAD Board & Ground water (Borewell). The same will
be used after expansion also. Agreement of water supply between TWAD Board and AAI has
been annexed as Enclosure-3.

Since existing residential quarters will be demolished for proposed expansion, the water
requirement and wastewater generation have been deducted from the planned expansion.

RAINWATER HARVESTING:

The following measures will be adopted under Rainwater Harvesting Scheme for proposed
expansion:
• The rooftop collected water will be connected to a storm water drain and directly
stored in underground sumps provided for salt water, fire water and soft water during
rainy season. During rainy season, the stored rainwater will be used.
• Recharge from the rooftop and surface runoff from the paved area will be directed into
storm water drain. Rainwater from the storm drain will be diverted into recharge wells
that can be constructed along the drain at strategic locations.

Operational Phase: The existing power requirement of the project is 1200 kVA. For backup
purposes, 3 no. of DG Sets of capacity 750 kVA have been installed. Total power requirement
after expansion will be 2700 kVA. DG Sets of capacity 2x750 kVA will be installed for
proposed expansion.

3.9 Quantity of waste to be generated (liquid and solid) and scheme for their
management /disposal

3.9.1 Wastewater generation & Management plan


Construction Phase: Approx. 4 KLD of domestic sewage will be treated in airport’s existing
Sewage Treatment Plant. Treated water will be reused for construction works.
Operational Phase: Currently 136 KLD wastewater (Domestic Sewage- 127 KLD; Chiller &
Cooling tower wastewater-8 KLD & Miscellaneous wastewater-1 KLD) is being treated in
Sewage Treatment Plant (Capacity-150 KLD) and treated water is being discharged to city
drainage. After expansion, the total wastewater generation from the airport will be 174 KLD
(Domestic Sewage- 122 KLD; Flushing Wastewater- 34 KLD; Chiller & Cooling Tower Effluent-
16 KLD and miscellaneous wastewater-2 KLD) that will be treated in Sewage Treatment Plant
expandable to capacity of 225 KLD. 165 KLD treated water will be completely reused in
flushing, landscaping, and chiller & cooling tower makeup purposes. It will be a “Zero-liquid
Discharge Project” after expansion.
3.9.1.1 Process Description for Different Wastewater Treatment Schemes
Sewage Water Treatment Plant of capacity 150 KLD has been installed for treatment of
wastewater that will be expandable upto 225 KLD to meet wastewater treatment requirement
for proposed expansion.
Sewage Treatment Plant (STP)
The airport possesses Sewage Treatment Plant of capacity 150 KLD based on Soil
Biotechnology for wastewater treatment within the premises. Treated water is being
discharge to city drainage. All environmental parameters by CPCB are being maintained for
disposal of treated water.

For expansion, existing STP will expandable upto 225 KLD suffice treatment requirements
from proposed terminal building and related activities. Treated water will be completely
reused within the premises. It will be a “Zero-liquid Discharge” project after expansion.
SOIL BIOTECHNOLOGY
It is a technology based on a bio-conversion process where fundamental actions of nature,
namely, respiration, mineral weathering and photosynthesis are brought about in a controlled
media containing selected micro and macro-organisms. The plant is reproduction Jungle
System where nature does all the purification process. Over a period, the plant merges with
local ecology and becomes part of it. Hence, it is one time investment. In this technology,
sewage is treated in an evergreen garden environment so created by the media employed.
Media design is such that life of the plant is over 75 years, older the plant, it improved the
quality of treated water. Water being scarce resource the above process for water treatment
is required. This provides usual water for domestic agricultural and industrial purposes; helps
to conserve & enhance water in quality and quantity. In addition, it prevents degradation of
our water sources of surface and ground. Green technologies today provide impressive water
quality at competitive costs without contributing to global warming.
PRINCIPLE OF PROCESS
The technology is based on a bio-conversion process where fundamental reactions of nature,
namely respiration, photosynthesis & mineral weathering takes place in a media housing
micro & macro-organism which bring about the desired purification. SBT is an oxygen
supplying biological engine and so the process can treat all types of water- domestic
municipal & industrial. SBT is suitable for treating water with salinity of <1000 mg/l.
The process required mesospheric temperatures; so, where the ambient temperatures are
low/ very low greenhouse infrastructure appropriate for the local conditions houses the SBT
plant. However, the process can work at high ambient temperatures.
The facilities of a treatment process for water and wastewater consist of raw water tank,
bioreactor containment, treated water tank and where appropriate a greenhouse and
associated piping, pumps & electrical. Bioreactor containment houses the media, culture,
additives and plantation required for bioconversion.
Water or wastewater is pumped over the bioreactor, the suspended solids are removed by
the top media which is scrapped and discarded into municipal solid waste. The water trickles
into bed and treated water gets collected in the filtrate tank. Recirculation pumps are
provided to obtain desired hydraulic retention times; in general purification to desired quality
is achieved in one pass and so these recirculation pumps are not used.
Main features of Concept, Design & Technology of STP shall comprise as under:
• Very less power consumption as compared to other technologies/RO based STP, Zero
Maintenance.

• The life span and efficiency should be increased with passage of time. However, once
established, it has use-full life of more than 75 years, except that of pumps whose use
life is around 10-15 years.
• No sludge disposal, oil and grease removal.
• Evergreen environment, no mechanical energy for aeration.
• No bio-sludge for disposal.
• Operation cost is low.
• The technology requires low energy due to high oxygen transfer in process.
• Sludge and odour are not produced.
• High removal of bacteria, BOD, COD, suspended solids is achieved.
• Materials used in STP are natural and 100% ecological.
• SBT type STP allows user to start-stop mode of operation and the plant can be run in
intermittent mode, batch mode and continuous mode.
• It can easily handle 150% peak loads for a few days by increasing running times as the
situation demands.
• It is capable of tertiary treatment (removal of Nitrogen, Phosphorus, and heavy
metals).

3.9.2 Solid & Hazardous Waste Generation & Management Plan


The primary source of waste at airport are from aircrafts, airport, airlines, retail outlets,
restaurants, restrooms, flights catering centers, air cargo terminals, GSE maintenance
facilities, landscaping, etc. Each of these creates various types of waste including municipal
solid waste (MSW), construction and demolition waste (C&D), green waste, deplane waste
(waste from aircrafts), lavatory waste, hazardous and industrial waste, e-waste, spill cleanup
and remediation waste, biomedical waste, etc. Waste generation from Proposed Terminal
Building & Airport after expansion is given in Table 11, 12 & 13.

• Waste oil, lubricant from machineries, equipment, maintenance yard, DG set shall be
stored in HDPE containers and stored in isolated paved areas.

3.9.3 Air Emission and Management


Construction Phase: The main sources of air emissions will be construction machinery like
drills, cranes etc. and vehicular movement. To control air emissions during construction,
following measures will be implemented: -
• Barricading will be done around the project boundary to control limit dust dispersion
into the surroundings.
• Construction material vehicles will be covered during transportation.
• Dust suppression will be done by regular water sprinkling in and around the project
site.

internal terminal road and AH-162.

minimize the congestion
• All measures have been adopted to reduce fugitive emission during handling and
refueling of fuel.
Similar measures will be maintained after expansion also.

3.9.4 Noise Pollution and Management


Construction Phase: -The main sources of noise pollution will be construction machinery, DG
sets and vehicular movement during establishment of the plant.

Mitigation Measures: -
• Acoustic enclosures will be installed for DG sets in accordance with CPCB norms.
• Construction machineries will be provided with acoustic pads for noise reduction
during operation.
• The construction activity will be carried out mostly during daytime.
• Proper maintenance of noise generating transport vehicles.

Operation Phase: Major sources of noise pollution from the airport are movement of aircraft
and vehicles and operation of machineries like DG Sets, motors etc.

Mitigation Measures
• DGCA/MOEF&CC/ICAO standards and procedure have been adhered.
• Runway orientation is made in such a way that there will not be adverse impact on
nearby settlement.
• Restriction to the noisy aircrafts has been made.
• It is being ensured that, engine run-up is done at a specific location only marked by
the airport operator.
• It is being ensured that, aircraft operator is following use of noise preferential routes
to avoid noise-sensitive areas on departure and arrival.
• Proper scheduling of the aircraft to minimize the noise level.
• Switching off engine during idling.
• DG set have been placed in acoustic enclosure with anti-vibration pads to reduce noise
and vibration from DG sets.
• Proper maintenance of Ground support equipment, vehicles.
• Ear plugs/mufflers are mandatory for workers, working in noisy areas.
• Double Glazed glass will be used in Terminal building to reduce noise.
• Sufficient oiling and lubrication are being done to all the parts of the machineries to
ensure that minimal noise is generated.
• Proper traffic management plan has been prepared to ensure no traffic congestion at
internal terminal road and AH-162.
• Green Area has been developed around the parking area and roads to reduce noise.
• Signage for no honking will be displayed.
• Noise adsorption material will be used for construction of terminal building and other
development area.
• Noise barrier will be installed wherever possible and required.

4 SITE ANALYSIS
4.1 Connectivity

4.2 Landform, Land Use and Land Ownership


Existing Airport is spread over an area of about 420.33 Acres of land which is already under
possession of Airports Authority of India. The land use of the airport is Commercial. No
additional land is proposed in the proposal.

4.3 Topography
Topographically the area is flat terrain, and the elevation of the plant site is between 380-405
amsl. The topographical map showing the project site and the environment sensitivity is
shown in Figure 14 and same is attached as Enclosure-6.

4.4 Existing land use pattern


The existing land-use and land cover pattern of the site is Airport. The CRZ Clearance is not
applicable to the premises.

4.5 Existing Infrastructure


The Airport is 10 km away from the Coimbatore city and well connected to AH-162 and with
rail connectivity. Internal road and other infrastructure are already developed inside the
Airport. Apart from Airport utility and operational area, Terminal Building, parking,
Residential Quarters, Guest House, admin, AAI office, drinking water, Wastewater treatment,
etc facilities are provided within the airport boundary.
ATC Tower for departure block will be developed by demolishing old residential quarters.
Construction of Residential Quarters for the staff and workers is under progress nearby the
airport.

4.6 Climatic data from secondary sources


Historical meteorological data are obtained from climatological tables pertaining to
Coimbatore (as per the nearest representative IMD station) for the period of 1981-2010, are
given below in Table 15.

5 PLANNING BRIEF

5.1 Planning Concept (type of industries, facilities, transportation etc) Town and

The proposed project is expansion of existing airport. Project conform the T&CP and other
authority classification.

5.2 Population Projection


Construction Phase: Approx. 100 no. of temporary employees will be required for
construction purposes.
Operational Phase: The existing population of the airport is 6590 no. (Passengers- 5480 no.,
Staff- 250 no., Visitors- 548 no., & people residing in residential quarters- 312 no.). Under
proposed expansion, the residential quarters will be demolished from the premises for
construction of ATC Tower with Technical Block & Administrative Block. The residential
quarters have been shifted to another location outside the airport premises. AAI Residential
quarters is not a part of proposed expansion. After Expansion, the total population of the
airport will be 9392 no. Details of Population Projection have been provided in Table 17
below:

5.3 Land use Planning (breakup along with green belt etc.)
The airport has been developed over a total land area of 420.33 Acres. The land is under
possession of AAI.

5.4 Assessment of Infrastructure Demand (Physical & Social)


Airports Authority planned the proposed development with a view to accelerate the
integrated development, expansion and modernization of the air traffic services, passenger
terminals, operational areas and cargo facilities at the airports. As per the air traffic forecast
the passenger traffic of the Coimbatore Airport will continue to grow in upcoming years. Thus,

AAI has proposed to expand the existing airport to cater future expected growth in Air Traffic,
Cargo etc.
The facilities planned in expansion includes New Passenger Departure Terminal Buildings,
ATC Block with technical block & administrative block and extension of existing car parking
area along with construction of car parking and MLCP for proposed terminal building.
Related facilities include aerobridges, airport support facilities, utilities and infrastructure
including roads, staff accommodation, new car parking, power supply system, storm water
drainage system, landscaping etc., and aircraft support facilities like refueling, repairs and
overhaul, ground support, and catering etc.

5.5 Amenities/Facilities
All facilities have been provided at the airport for passengers and staff. Under proposed
expansion, various additional facilities like additional toilets with drinking facility, suitable
ramps for differently abled persons, security hold area, bus lounge with 500 no. of chairs,
isolated smoking area, childcare room, retails islands/shops, airline offices & ticket selling

6 PROPOSED INFRASTRUCTURE

6.1 Industrial Area (processing area)

As the project is Airport, no industrial area is proposed.

6.2 Residential Area (non-processing area)

Approx. 4158.4 m2 area had been developed as Residential quarters which will now be
demolished for construction of ATC Tower for departure block. Construction of residential
quarters for airport staff and workers will be done outside the airport boundary in nearby
area. AAI Residential quarters is not a part of proposed expansion.

6.3 Green belt

Landscaping has been developed along the airside, landside, roads, and parking area.
Unpaved areas are developed as Lawn area for beautification of surrounding areas and to
check soil erosion. A greenbelt has been provided all around the perimeter of the parking
lot, along with arrival/departure roads and residential area.
For the proposed expansion, horticultural landscaping has been planned on the city side of
the airport. Along with tree plantation lawn will be developed in front of the Terminal Building.
Green area will be provided on either side of terminal access roads. Landscaping will be
maintained with strong avenue planting and lower-level shrubs with grass cover and hedges
on all sides.
For construction of ATC Tower of proposed departure terminal building, residential quarters
will be demolished along with approx. 48 no.of trees within the premises. Compensatory
plantation will be done at Bharathiyar University, Coimbatore. Details of the same have been
provided in Enclosure-3.

6.4 Social Infrastructure

Details of Social Infrastructure have been provided at Section 4.7 above.

6.6 Drinking water management (source & supply of water)

Drinking water supply is being provided by TWAD Board. Source of drinking water will be
same for proposed expansion.

6.7 Sewerage system

Currently 136 KLD wastewater (Domestic Sewage- 127 KLD; Chiller & Cooling tower
wastewater-8 KLD & Miscellaneous wastewater-1 KLD) is being treated in Sewage Treatment
Plant (Capacity-150 KLD) and treated water is being discharged to city drainage. After
expansion, the total wastewater generation from the airport will be 174 KLD (Domestic
Sewage- 122 KLD; Flushing Wastewater- 34 KLD; Chiller & Cooling Tower Effluent- 16 KLD
and miscellaneous wastewater-2 KLD) that will be treated in Sewage Treatment Plant
expandable to capacity of 225 KLD. 165 KLD treated water will be completely reused in
flushing, landscaping, and chiller & cooling tower makeup purposes.
6.8 Industrial waste management

Used oil from machineries will be sold to approved vendor as per Hazardous & Other Waste
(Management & Transboundary Movement) Amended Rules, 2021.

6.9 Solid Waste Management

Construction Phase: 15 kg/day solid waste generated from construction labours will be
disposed off by authorized agency to Municipal Waste Disposal Site.

Operation Phase: Existing solid waste generation from the airport is 1961 kg/day. Out of total
waste, 1014 kg/day of biodegradable waste is being disposed of by authorized agency to
Municipal Waste Disposal Site. 947 kg/day recyclable waste is being sent to authorized
recycler. After Expansion, the total solid waste generation will be 2699 kg/day.
Biodegradable waste will be treated in Organic Waste Convertor to get converted to manure.
Manure will be used for landscaping purposes. Recyclable waste will be given to authorized
vendors. Solid Waste Management Rules,2016 will be followed.

6.10 Power requirement & supply/ source

Details have been provided in Section 3.8.2 above.

7 REHABILITATION AND RESETTLEMENTS (R&R) PLAN

7.1 Policy to be adopted (central/state) in respect of the project affected persons


including home oustees, land oustees and landless labourers (a brief outline
to be given)

Existing residential quarters will be demolished for construction of ATC Tower of proposed
domestic terminal building. The residential quarters will be shifted to another location.
Construction works for the same are under progress. Meanwhile, as per Government policy
and Salary Structure House Rent Allowance shall be given to the respective AAI Staff till the
construction of New residential Quarters completed.

Construction will be started after getting all approval from concern department. Construction
will be completed in 2 years after getting all approval.

8.2 Estimated project cost along with analysis in terms of economic viability of
the project.
Total cost for proposed project is Rs 171.79 Crores.

9 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

9.1 Financial and social benefits with special emphasis on the benefit to be local
people including tribal population, if any, in the area.
Air transport is one of the world’s most important industries. Its development and its technical
and service achievements make it one of the greatest contributors to the advancement of
modern society. Air transport improves quality of life by broadening people’s leisure and
cultural experiences. It helps to improve living standards and alleviate poverty, for instance,
through tourism.
Demand for air services increases the influence of air transport on the global economy,
making possible the rapid movement of millions of people and billions of dollars’ worth of
goods to markets around the world. These cover employment and activity within the air
transport industry including airline and airport operations, aircraft maintenance, air traffic
control and regulation, and activities directly serving air passengers, such as check-in,
baggage-handling, on-site retail and catering facilities. Not all of these activities necessarily
take place at an airport, with some taking place at head office.
*Tribal population is not living in nearby areas of existing plant site where Project will be
executed.
