The Law Amending University for the Development of the National Races
of the Union Law
State Administrative Law Council No 38/ 2022
The 6th Waning Day of Tague, 1384 M.E
(21st April, 2022)
The state Administration Council here by enacts the following law
according to Section 419, Constitution of the Republic of the Myanmar.
1. This law shall be called “The Law Amending University for the
Development of the National Races of the Union Law”.
2. In the University for the Development of the National Races of the Union
Law, the term “University Council” shall be substituted by the term
“Committee”.
3. In Section 2 of the University for the Development of the National Races
of the Union Law,
(A) Sub-section (c) shall be substituted as follows:
“Committee” means the University Supervision Committee formed
under this law to supervise the functions and duties of the
University."
(B) Sub-section (d) and sub-section (e) shall be added after sub-section
(c) as follows:
          “(D)  Ministry means the Ministry of Border Affairs.
(E)  Department means the Ministry of Border Affairs, Education
and Training Department. ”  
4. In Section 4 of the University for the Development of the National Races
of the Union Law, “the right to operate with its own name and Logo” shall be
substituted by the term “the right to operate with its own name, motto and
logo”.

5. In Section 6 of the University for the Development of the National Races

of the Union Law shall be substituted as follows:
6. The aims of the University are as follows:
(a) to strengthen the Union spirit in the national races of the Union
while residing in a friendly atmosphere and pursuing education at
the University
(b) to produce good educational personnel who are free from party
politics and who are of good moral character
(c) to promote the spirit of desiring to serve in order to raise the
standard of living of the national races of the Union
(d) to infuse the spirit of desiring to carry out works of research with
a view to the success of the measure for the development of the
national races of the Union
(e) to keep alive and promote the spirit of desiring to preserve the
causes of non-disintegration of the Union, non-disintegration of
national solidarity and ensuring the perpetuity of sovereignty of
the State
6. In Section 7 of the University for the Development of the National Races
of the Union Law,
(A) The term “development” contained in sub-section (a) shall be
substituted by the term “development and improvement”.
(B) Sub-section (b) shall be substituted as follows:
(1) To nurture so as to increase good educational staff as are
contributory to the development of the national races.
(C) The term “dissemination of Knowledge” contained in sub-section
(c) shall be substituted by the expression “dissemination of
innovation”.
(D) The expression "residence" in sub-section (f) shall be substituted
with the expression " residence systematically".

(E) The expression “extra-curricular educational activities” contained in

sub-section (g) shall be substituted with the expression “Non-formal
educational activities”.
7.  Section 8 of the University for the Development of the National Races of
the Union Law shall be substituted as follows:
“8. The Union Government is:
(A) The University Supervision Committee is chaired by the Union
Minister of the Ministry; Deputy Minister Permanent Secretary
and Deputy Permanent Secretary of the Ministry; Director-
Generals and Deputy Directors-General of the relevant
departments of the Ministries related to the Ministry; Rector of
the University; Vice-Chancellors and appropriate ethnic groups
shall be included as members.
(B) Appropriate persons from the members shall be appointed by the
Vice-Chairman; Secretary and Joint Secretary.
(C) The University Supervision Committee may be formed if
necessary. ”
8.  Sections 9 and 19 of the University for the Development of the National
Races of the Union Law shall be repealed.
9.  In Section 10 of the University for the Development of the National
Races of the Union Law, Sub-section (e); Section 13 in sub-section (c) and
section 15, the expression "teacher" shall be substituted by the expression
"teacher".
10.  Section 10 of the University for the Development of the National Races
of the Union Law:
(A) The expression “what degree” contained in sub-section (b) shall be
substituted with the expression “which degree”.
(B) Sub-section (l) after sub-section (k) shall be added as follows:

“(L) Forming a trainee selection committee as required and

determining its duties and responsibilities."
11.  In Section 12 of the University for the Development of the National
Races of the Union Law, The term "development" contained in sub-section (a)
shall be substituted by the term "development and improvement".
12.  Section 17 of the University for the Development of the National Races
of the Union Law shall be substituted as follows:
 “17.  The University shall submit its annual budget to the Ministry
in accordance with the scrutiny approval of the Department”.
13.  In Section 21 of the University for the Development of the National
Races of the Union Law, the term “with the Ministries, Government
organizations or other organizations and obtain technical assistance and other
assistance” shall be substituted “with local or foreign organizations”.
14.  The term "formed under this Law" contained in Section 22 of the
University for the Development of the National Races of the Union Law shall
be deleted.
15.  In Section 23 of the University for the Development of the National
Races of the Union Law shall be substituted as follows:
     “23. In implementing the provisions of this law:
(A) The Ministry shall issue rules and regulations. Rules and
regulations may be issued with the approval of the Union
Government.
(B) The Ministry and the Department shall issue a notification
letter; Order Instructions and procedures may be issued.
(C) The University Supervision Committee and the University shall
issue a notification letter; Orders and instructions can be issued.
