1 Purpose
1.1 To define the requirements for the design and construction of stations for the Melbourne
metropolitan railway.

2 Scope
2.1 This Standard applies to the design and construction of Metropolitan railway stations.
2.2 This Standard applies to the major upgrading of existing stations.
2.3 Temporary stations for particular projects for a limited period are also addressed.
2.4 The Standard applies to works on the Infrastructure Lease and to a station being designed
and constructed on other land which is intended to expand or enhance the provision of
passenger services and to become part of the Infrastructure Lease.
2.5 The provisions of this Standard are mandatory.
2.6 This Standard takes precedence over other documents relating to the design and
construction of metropolitan railway stations.

4 Definitions
Shall Is used as the descriptive word to express a requirement that is
mandatory to achieve conformance to the standard.
Should Is used as the descriptive word to express a requirement that is
recommended in order to achieve compliance to the standard.
Should can also be used if a requirement is a design goal but
not a mandatory requirement.
Infrastructure Is defined as the meaning in the Franchise Agreement.

5 References & Legislations

5.1 General
5.1.1 The stations shall be designed and constructed in accordance with this Standard,
relevant MTM Standards and Requirements Documents and Australian, Rail
Industry and International Standards. The order of precedence set out in L1-CHE-
GDL-005 shall apply.
5.1.2 The design and construction of the stations shall comply with all legislative
requirements and codes.
5.1.3 This MTM Standard replaces the Victorian Rail Industry Operators Group
Standards 002.1 Railway Station Design Standard and Guidelines, Revision A,
29/03/2011.
5.1.4 Where a conflict arises between Standards or clarification as to the applicability of
a Standard or a part of a Standard is required, the matter shall be referred to the
MTM Chief Engineer for determination.

7 Safety and Environmental

7.1 General
7.1.1 Safety and risk assessments shall be undertaken for the project, addressing all
areas of specification, design, construction, operation and maintenance of the
stations. The risk assessment shall be conducted in accordance with
L0-SQE-PRO-031 - Enterprise Risk Management Procedure.
7.1.2 The approach to the operation and maintenance of the station shall be based on
the principle of providing a safe and functional facility in so far as is reasonably
practical.
7.1.3 The design and construction of the station and its environs shall specifically
address the protection of all persons in the event of smoke, fire, flood and over-
crowding incidents.
7.1.4 The safety of persons at the station and on the Infrastructure Lease in the station
environs shall be enhanced through the design and construction following the
principles of Crime Prevention through Environmental Design.
7.1.5 Where new materials or systems are to be introduced with the design and
construction of the station, the materials and systems shall be subject to type
approval for use on the metropolitan train network in accordance with
L1-CHE-PRO-004 - Type Approval Procedure.
7.1.6 The design, construction and operation of the station shall comply with the
L0-SQE-PLA-005 - Environmental Management Plan.
7.1.7 All new or reconstructed buildings containing materials susceptible to termite
attack shall have physical termite barriers regardless of zone. Barriers shall
comply with AS3660.1-2014.

7.2 Public Safety


7.2.1 The public areas of stations shall be designed and constructed to provide safe
access and movement for the public between the external railway environment
and the station and within the station facilities. The design and construction shall
address all possible hazards within the station and environs for able bodied
persons and persons with special needs including persons who are ambulatory,
sight and hearing impaired.
7.2.2 During periods of little public use of the station such as at night, the design shall
ensure that persons have high visibility of their surroundings and that areas where
a person may be concealed are avoided.
7.2.3 The dimensions of the public areas of the station are to be set using the
passenger circulation and standing criteria of this Standard, the maximum number
of persons projected to be using the station at peak periods and the management
of crowds in an emergency.

7.2.4 The number of persons at the station shall be determined for each of the
conditions given below. The number shall be determined for the present day and
projected for ten years into the future. The projected figures shall be used in
deriving the station dimensions. The dimensions of the public areas shall be set
using the worst case condition.
7.2.4.1 During normal service operations for the morning and evening peak
periods.
7.2.4.2 During delayed service operations for the morning and evening peak
periods based on the cancellation of one train at the peak of the peak
period.
7.2.4.3 During special traffic such as applies for major sporting and public
entertainment events.
7.2.4.4 In an emergency comprising a station evacuation with two crush loaded
trains arriving simultaneously at the station with the platforms
unoccupied prior to the arrival of the train.
7.2.4.5 In an emergency comprising a station evacuation with the station
occupied at morning and evening peak periods and a train arriving on
fire at the platform.
7.2.4.6 In an emergency comprising a station evacuation with the station
occupied at morning and evening peak periods and a fire breaking out
in the station building or structure.
7.2.5 The design and construction of the station shall comply with the requirements of
the National Fire Protection Association of the United States of America, Code
130. Specifically, all persons shall be capable of being evacuated from the station
platforms within four minutes of an emergency. The numbers of persons shall be
as determined in clause 7.2.4 as projected ten years into the future.
7.2.6 The National Fire Protection Association Code 130 also requires that all
occupants of the station be able to escape to a point of safety within six minutes
of an emergency. The station design and construction shall also meet this
requirement.
7.2.7 The design and construction of the station shall ensure that persons are not
exposed to rail to earth potentials in so far as is reasonably practical.

7.3 Staff Safety


7.3.1 The facilities for station staff and all other staff who work at the station including
maintenance personnel shall be designed and constructed to high occupational
health and safety standards.
7.3.2 The station staff shall be provided with a safe environment in which they can
perform their normal duties and manage and assist passengers in case of
emergency.
7.3.3 The station shall be designed such that maintenance personnel can safely and
efficiently perform routine maintenance and fault repairs fully in compliance with
the relevant legislation, regulations and codes without disruption to train services
and with minimal inconvenience to passengers.

8 Station Dimensions

8.1 Passenger Standing and Circulation


8.1.1 The principles of the Fruin levels of service for pedestrian movements are to apply
to station dimensioning.
8.1.2 Each area of the station, comprising entrances, waiting areas, service areas and
platforms together with the overall station and its environs shall be considered in
dimensioning the facility.
8.1.3 Standing persons under normal situations shall be accorded an area per person
of 0.5 square metres. Under crowded and emergency situations, each person
shall be accorded an area of 0.3 square metres.
8.1.4 Areas of the station where persons may queue such as at booking windows,
information displays, ticket vending machines and other sales and vending
locations shall not be included in the areas in which passengers may be
accommodated for standing and circulation.
8.1.5 For normal situations, passenger movements shall be as outlined in Table 1 and
the required areas calculated based on the maximum number of passengers
determined in accordance with section 7.2.

8.1.6 For emergency situations, passenger movements shall be as outlined in Table 2


and the required areas calculated based on the maximum number of passengers
determined in accordance with section 7.2.

9 Station Categories
9.1 Six station categories have been determined given the differing requirements across the
network. The categories are:

10 Functionality
10.1 The station shall deliver the functionality described following and in accordance with the
details of MTM Final Operational Requirements document..
10.2 The overriding requirement is for the design and construction of the station to provide a
safe environment under all conditions of passenger numbers, passenger movements and
train operation.
10.3 Specifically the station shall provide for safe passenger movements between trains and
platforms and safe waiting and circulation areas.
10.4 The station shall be designed and constructed to protect fare revenue.

11 Traction Wiring Requirements at Stations

11.1 Contact Wire Height


11.1.1 The contact wire height adjacent to station platforms shall generally be designed
and constructed to be at 5.2m above top of rail. At existing stations, existing
dimensions may be retained. The minimum contact wire height adjacent to
platforms shall be 4.85m above top of rail. The dimensions given in Table 225.2
of the Electricity Safety (Installations) Regulations do not apply.
11.1.2 Where the contact wire height is below 5.2m above top of rail, the stagger of the
contact wire may be offset to be between the track centreline and 250 mm on the
track side away from the platform. The positioning of the wire shall take account
of mid span offset and wind loading.

11.2 Structures
11.2.1 Traction wiring supporting structures shall not be placed in passenger waiting and
circulation areas on platforms. If necessary, portal structures spanning over
passenger areas shall be provided.
11.2.2 In station environs, overhead structures that may be accessed by persons, even
though the structures are outside the public and passenger movement areas,
shall be at earth potential.
11.2.3 The catenary and contact wire supports shall be double insulated from the
structure in the manner described following.
11.2.4 Two insulators shall be mounted in series with the base of the first attached to the
overhead structure and the top of the second insulator attached to the catenary or
contact wire support.
11.2.5 The first insulator attached to the overhead structure shall be rated at a minimum
of 3000 volts. The second insulator shall be rated at 15kV. The midpoint of the
two insulators shall be bonded to rail. The cable bonding the midpoint of the
insulators to rail shall be protected from damage and insulated to 3000 volts.

11.3 Station Building Clearances


11.3.1 The traction wiring system shall be designed and constructed such that there are
no wiring, cables and fittings above or adjacent to the station buildings that will
affect the ability of either the traction wiring system or the station to be effectively
and efficiently maintained.
11.3.2 All conductors associated with the traction wiring system shall be above the track.
Cables, including those at earth potential, shall not pass over platforms or station
buildings.
11.3.3 The design and construction of the traction wiring system shall ensure that as far
as is practical, the maintenance of the station and its systems including those
systems mounted on the station roof, do not require persons to approach within 4
metres of traction wiring equipment at line potential.
11.3.4 The contact wire and associated droppers for each track shall be the closest
conductor to the platform.
11.3.5 The station designer and overhead designer shall coordinate the designs to
ensure that the constructed stations and overhead system comply with the
provisions of the Electricity Safety (Installations) Regulations except for the
provisions of Table 225.2.

11.4 Separation of Overhead Wiring Structures and Low Voltage Apparatus


11.4.1 Under no circumstances are the low voltage lighting and power installation at a
station and the structures supporting the overhead wiring structures to be
electrically connected.
11.4.2 As a general principle, apparatus supplied at low voltage and all low voltage
cables are to be separated from overhead wiring support structures with a
distance of a minimum of two metres between the low voltage apparatus, any
conducting materials supporting the low voltage apparatus and the overhead
wiring structures.
11.4.3 Where it is necessary for low voltage apparatus and cables to be in physical
contact with overhead wiring support structures, the apparatus and cables shall
be insulated to a level of 3000V to protect the low voltage installation in the event
of failure of the traction supply insulation.

11.5 Protection against Overhead Wiring Disarrangement


11.5.1 The design and construction of station buildings and structures that comprise
large metallic and conductive materials for other than engineering functions is
permitted but should be avoided. Where conductive materials are necessary, they
shall comply with the minimum clearances from overhead structures and may
need to be insulated for protection against touch potential.
11.5.2 In situations where a disarrangement of the overhead wiring may lead to the
1500V DC wiring becoming in contact with metal or conductive materials, a
specific fault current path shall be provided between the metal or conductive
materials and rail.
11.5.3 Metallic and conductive structures that may become in contact with disarranged
overhead wiring shall not project beyond the Infrastructure Lease or be electrically
continuous with structures beyond the infrastructure lease.

11.5.4 Overhead wiring support structures in station environs fitted with double insulation
to the catenary and contact wiring supports shall be provided with a specific fault
current path to rail.
11.5.5 Appendix A provides an Electrical Failure Risk Assessment for various station
structures.

11.6 Protection of Services against Traction Fault and Stray Currents


11.6.1 Services to station buildings and platforms from supply companies are to be
isolated from the systems external to the station and platform to contain currents
in the event of traction system fault and limit stray current flow at all times.
11.6.2 Water, sewage and gas lines shall have an insulating section inserted in line to
separate the services piping in the station and platforms from the external
systems.
11.6.3 Non-metallic piping currently in use for services meets this requirement.

12 New Stations

12.1 New Station Location and Capacity


12.1.1 The requirement for a new station and the location of the station shall generally
be proposed by the State.
12.1.2 The projected passenger movements at the station, initially and ten years into the
future are to be provided by the State.
12.1.3 The Manager, Network Planning and Development or the equivalent successor
position shall advise the State of MTM requirements and as necessary negotiate
with the State.

12.2 Relationship to External Environment


12.2.1 The functional and technical requirements for the interfaces between the station
and the environment are to be as follows:
12.2.2 Pedestrian Access
12.2.2.1 Functional Requirements
(a) Pedestrian access to the station entry point(s) from the public place
shall be by formed pathways.
(b) Pathways shall be for pedestrian use only and not crossed or
shared with vehicle traffic.

(c) Pathways shall provide direct, open and clearly delineated access
ways between the public land (and if applicable private land) and
the station.
(d) Pathway surfaces shall be slip resistant.

(e) Where vertical circulation is required between the station entry


point(s) and the public place, ramps may be provided. Stairs and
lifts may also be provided.
(f) Where a shared pathway for pedestrians and cyclists is required,
this shall be designed in accordance with the Austroads Guides.
(g) Pathway design shall allow for occasional maintenance access by
elevated work platforms and other light vehicles.
12.2.2.2 Technical Requirements
(a) Pathways may be fenced where it is necessary to prevent persons
being placed at risk from changes in ground level or from moving
vehicles.
(b) Shall be sized to meet Fruin Level of Service specified.
(c) Shall be sized for emergency evacuation of station.
(d) Shall be illuminated at night in accordance with the Franchise
Agreement, including allowance for fault response.
(e) Steps, ramps and lifts are permitted but shall provide for special
needs access.
(f) Shall comply with DSAPT.
(g) Shall comply with AS 1428.
(h) Shall comply with AS 4586 classification R12.
12.2.3 Bicycles
12.2.3.1 Functional Requirements
(a) Bicycle storage may be provided in the station environs.
(b) Bicycle storage shall not be provided on station platforms.
(c) Cycling is not to be permitted on pedestrian access pathways or
ramps.
12.2.3.2 Technical Requirements
(a) Shall comply with AS 2890.3 – Parking Facilities – Bicycle Parking
Facilities.
(b) Parkiteer cage shall comply with the current design and
construction standards.
(c) Signage shall comply with PTV corporate signage.
(d) The number of bicycle storage facilities is to be determined in
consultation with Bicycle Victoria and given in the MTM Final
Operational Requirements document.
(e) A minimum of six external bike hoops are to be provided.
(f) A site is to be provided for a Parkiteer secure bicycle storage cage.
Depending on the outcome of consultation with Bicycle Victoria, the
installation of the Parkiteer cage may be deferred to a later time.

12.2.4 Bus Interchange


12.2.4.1 Functional Requirements
(a) A bus interchange or terminal may be provided in the station
environs.
(b) The bus interchange or terminal shall provide roadways and
parking locations for the exclusive use of the buses and
maintenance vehicles.
(c) The bus stopping locations shall be provided with passenger
shelters to protect persons from inclement weather.
(d) Pathways shall provide direct, open and clearly delineated access
ways between the bus stopping locations and the station (and if
applicable public and private land).
(e) Pathways shall be for pedestrian use only and not crossed by
busses or other vehicle traffic.
(f) Pathway surfaces shall be slip resistant

12.2.4.2 Technical Requirements
(h) Shall comply with AS 2890.

(m) Where the Infrastructure Lease land and/or the existing built form
at the station prevents the separation of pedestrians from bus
movements and other vehicle traffic, pedestrian control measures
are to be implemented. Fencing and traffic light controls may be
required.
(n) Signage shall comply with PTV corporate signage.
(o) Signage shall comply with VRIOGS 008.2.1 - Gazetted Car Park
Signs General Requirements.
12.2.5 Taxi
12.2.5.1 Functional Requirements
(a) Taxi ranks may be provided.
(b) The ranks may be on the Infrastructure Lease or public land as the
site permits.
(c) Taxi ranks are to be as close as practical to the station.
(d) Signage is to be provided in the station indicating the location of
the taxi rank.

(a) Parking may be provided for railway passengers, station staff and
other staff attached to the station.
(b) The location of car parking for railway passengers is to be as close
as is practical to the station entry point(s) without compromising the
pedestrian access.
(c) Parking spaces for persons with special needs are to be provided.
(d) Parking positions for persons with special needs are to be as close
as is practical to the station entry point(s).
12.2.6.2 Technical Requirements
(a) Shall comply with AS 2890.
(b) Access between the car parks for persons with special needs and
the station shall comply with DSAPT.
(c) Shall comply with AS 1428.
(d) Shall comply with VicRoads Standard Specification for Roadworks
and Bridgeworks.
(e) The number of car parks is to be as given in the MTM Final
Operational Requirements document.
(f) A minimum number of car parks for persons with special needs are
to be provided in accordance with Building Code of Australia.
Additional designated parking positions are to be provided in
accordance with the MTM Final Operational Requirements
document.
(g) Where special needs car parks are adjacent to a kerb leading to an
access path, a step ramp shall be provided.
(h) The number of car parks for station staff is to be in accordance with
the MTM Final Operational Requirements document.
(i) The number of car parks for other railway staff attached to the
station is to be in accordance with the MTM Final Operational
Requirements document.

vehicles shall be in a secure fenced location.
(k) Signage shall comply with PTV corporate signage.

12.2.7 Kiss and Ride
12.2.7.1 Functional Requirements
(a) The car park may provide a minimum of two locations where
motorists can stop for a maximum of two minutes to drop off or pick
up railway passengers.
12.2.7.2 Technical Requirements
(a) Signage shall comply with PTV corporate signage.
(b) Signage shall comply with VRIOGS 008.2.1 - Gazetted Car Park
Signs General Requirements.
(c) Shall comply with VicRoads Standard Specification for Roadworks
and Bridgeworks.
(d) Additional “Kiss and Ride” parking positions are to be provided in
accordance with the MTM Final Operational Requirements
document.
12.2.8 Shopping Precinct
12.2.8.1 Functional Requirements
(a) Where the station is located adjacent to or within a shopping
precinct direct connections between the shopping precinct and the
station may be made.
(b) The connections between the station and the shopping precinct
shall not be considered as exits from the station for the purpose of
emergency evacuation.
12.2.8.2 Technical Requirements
(a) Shall comply with DSAPT.
(b) Shall be sized to meet Fruin Level of Service specified.
(c) Separate exits for emergency evacuation shall be provided.
(d) The design and construction shall provide protection between the
station and the shopping precinct against smoke, fire and water
inundation in the event of an incident at either the shopping
precinct or the station.
12.2.9 Sporting and Entertainment Venues
12.2.9.1 Functional Requirements
(a) Where the station is located adjacent to a sporting or entertainment
venue, it shall be designed to manage crowds associated with the
commencement and ending of activities at the venue.

including the ability to close all access points to the platforms
simultaneously, start and stop escalator operation and open
additional entrances and exits to and from platforms.
(c) The design and construction of the station environs shall be
capable of holding a crowd safely outside of the station platforms
and buildings.
12.2.9.2 Technical Requirements
(a) Shall comply with DSAPT.
(b) Shall be sized to meet Fruin Level of Service specified.
(c) Shall be sized for emergency evacuation of station.
(d) Signage shall comply with PTV corporate signage.
(e) The number of persons to be managed in a crowded situation is to
be in accordance with the MTM Final Operational Requirements
document.
(f) The number of additional staff required to be located at the station
for the management of crowds associated with special events is to
be stated in the MTM Final Operational Requirements document.

12.3 Relationship to Railway Assets


12.3.1 The functional and technical requirements for the interfaces between the station
and its environs and the railway assets are to be as follows:
12.3.2 Track Line and Level
12.3.2.1 Functional Requirements
(a) New stations are to be constructed on tangent track wherever
practicable to facilitate the boarding of passengers with mobility
devices.
(b) Renewal of curved platforms is permitted as an exception where
necessary, subject to Chief Engineer approval.
(c) Track gradient is to be level if practical and economic.
(d) Train drivers are to be able to sight the platform surface for the
entire train length from the train cab without the aid of SPOT
system.
(e) The dimensions between the track and the station platform shall be
set and capable of being maintained over time.
12.3.2.2 Technical Requirements
(a) The track shall be surveyed and aligned true to the design in top
and line prior to the station being constructed.
(b) Concave platforms are not permitted.
(c) The maximum track gradient at termini is documented in the MTM
Track Design and Construction Standard MCST 000002-
01.Stations are not to be located on vertical curves.

(d) For suspended slab platforms, ballast retention structures shall be


provided the full length of the platform, at a minimum offset of
1700mm from the track centreline, and shall have a minimum
height of 100mm above the top of the sleepers.
(e) Permanent markers for track top and line through the station shall
be provided to enable the track and platform relationships to be
checked and maintained over time.
(f) Turnouts shall not be located adjacent to a station platform.
12.3.3 Signalling
12.3.3.1 Functional Requirements
(a) For new stations along a line, the station location shall not
compromise the signalling of the line in any manner.
(b) For new terminal stations, the signalling shall be designed in
accordance with the MTM Standard - Operational Signalling
System.
12.3.3.2 Technical Requirements
(a) New stations are to be located clear of existing signals or the
signals are to be redesigned and repositioned to accommodate the
station.
(b) The station shall be within a single block section, signalling
overlaps for the line speed shall be maintained and the track
capacity shall not be lowered.
(c) The platform end shall be a minimum distance of 20 metres from a
signal in advance of the platform.
12.3.4 Traction Power
12.3.4.1 Functional Requirements
(a) The station location shall not compromise the traction power supply
to the line in any manner.
(b) The station building including the platform and all structures shall
be protected by design and construction against electrolytic
corrosion.
12.3.4.2 Technical Requirements
(a) Air gaps shall not be within the length of a station platform.
(b) New stations are to be located clear of existing air gaps or the air
gaps are to be redesigned and repositioned to accommodate the
station.
(c) The traction power capacity to support the additional station
operations shall be determined prior to the station being
constructed.
(d) All metal structures at the station shall be isolated from the rails
and trains and overhead traction supporting structures that may be
at rail potential.

(e) In all areas accessible to the public a minimum distance of 2


metres between structures supporting overhead wiring and other
metal structures shall be maintained.
(f) Station buildings and structures shall be designed and constructed
so that the traction power system and the station building and
facilities can be maintained in accordance with regulations and
codes and best OH&S practices and without disruption to train
operations.

12.4 Station Buildings – General Requirements


12.4.1 Station buildings shall be designed and constructed to meet the functional
requirements and in sympathy with the built form of the surrounding structures.
12.4.2 The station building is to be fit for purpose and employ contemporary building
construction methods. Long life structures that are economic and efficient to
operate and maintain are required.
12.4.3 Structures incorporating novel designs are not required. Specifically,
constructions that necessitate special arrangements for maintenance and
cleaning over their life are unacceptable.
12.4.4 The station building including ramps, stairs, bridges over tracks and all
architectural features shall be designed and constructed recognising the safety
and operational requirements of trains. Surfaces and colours that may conflict
with railway signalling indications and give rise to reflections or lighting that inhibit
train drivers views of the railway track and signals are not to be used.

12.5 Station Buildings – Horizontal Passenger Circulation


12.5.1 The functional and technical requirements for horizontal passenger circulation at
the station are to be as follows:
12.5.2 Entrances
12.5.2.1 Functional Requirements
(a) Station entrances shall be clearly identifiable, open and inviting.
(b) Station entrances shall cater for the number of passengers under
normal conditions, with interrupted services and under emergency
conditions.
(c) The station entrances and platform access points for the various
stations along the line shall be arranged to encourage passengers
to spread along the train to give uniform loading of the carriages.
(d) Floors shall be slip resistant.
12.5.2.2 Technical Requirements
(a) The number of persons at the station shall be determined in
accordance with section 7.2.
(b) The dimensions of the entrance(s) shall be determined in
accordance with section 8.
(c) Shall comply with the Building Code of Australia.

(b) Station concourses shall cater for the number of passengers under
normal conditions, with interrupted services and under emergency
conditions.
(c) Floors shall be slip resistant.
(d) Concourses provide the opportunity for locating passenger
facilities.
(e) Concourses provide the opportunity for locating passenger
information and infotainment.
12.5.3.2 Technical Requirements
(a) The number of persons at the station shall be determined in
accordance with section 7.2.
(b) The dimensions of the concourses shall be determined in
accordance with section 8.
(c) Shall comply with the Building Code of Australia.
(d) Shall comply with AS 1428.
(e) Shall comply with AS 4586 classification R12.
(f) Special requirements are to be as specified in the MTM Final
Operational Requirements document
12.5.4 Passenger Transit Routes
12.5.4.1 Functional Requirements
(a) Clear unobstructed routes for passenger movements shall be
provided to and from the public open area (street, car park, or
private property) through the station entrance(s), concourse(s),
waiting area(s) and along the platform(s).
(b) Passenger Transit Routes shall cater for the number of passengers
under normal conditions, with interrupted services and under
emergency conditions.
(c) Floors shall be slip resistant.
12.5.4.2 Technical Requirements
(a) The number of persons at the station shall be determined in
accordance with section 7.2.
(b) The dimensions of the Passenger Transit Routes shall be
determined in accordance with section 8.

(c) Passenger Transit Routes shall be determined with all passenger


seats, designated passenger standing areas and waiting areas fully
occupied.
(d) Depending on the complexity of the station layout, designated
passenger transit routes may be shown on the floor and pavement
of the station.
(e) In all cases, a design is to be provided that demonstrates that the
passenger transit routes have been considered and sized in
accordance with this MTM Standard.
(f) Where the design of a station requires pedestrians to walk 1,000
metres or more between the station entrance and platforms,
moving pathways may be provided.
(g) Moving pathways shall be provided where the platform clearance
requirements or the movement of persons to a point of safety in an
emergency as specified in NFPA Code 130 cannot be met through
other means. Moving pathways used in emergency shall be
supplied from a high reliability power source with backup.
(h) Shall comply with the Building Code of Australia.
(i) Shall comply with AS 1428.
(j) Shall comply with AS 4586 classification R12.
(k) Special requirements are to be as specified in the MTM Final
Operational Requirements document.
12.5.5 Passenger Standing Areas
12.5.5.1 Functional Requirements
(a) Designated areas are to be provided where passengers may stand.
(b) Floors shall be slip resistant.
(c) An area is to be provided for passenger queuing at ticket sales and
information windows, Card Vending Machines, Fare Payment
Devices, Ticket Barriers and Stand Alone Enquiry Machines.
(d) Areas are to be provided around Customer Help Points, static
displays, vending machines and retail outlets.
(e) Platforms are to be dimensioned for standing passengers with the
designated standing areas being separate to the Passenger Transit
Routes along the platform.
12.5.5.2 Technical Requirements
(a) The number of persons at the station shall be determined in
accordance with section 7.2.
(b) The number of ticket sales points and card vending machines will
be provided in the Final Operational Requirements.
(c) The areas around Customer Help Points, static displays, vending
machines and retail outlets shall comprise a minimum width of one
metre or the width of the vending machine or retail outlet,
whichever is greater and a depth of one metre.

(d) Under normal conditions of train service and passenger numbers,


each person standing shall be accorded an area of 0.5 square
metres.
(e) Under crowded and emergency conditions, each person standing
shall be accorded an area of 0.3 square metres.
(f) Under crowded and emergency conditions, areas generally
allocated for queuing and transit purposes may be considered as
standing positions.
(g) Depending on the complexity of the station layout, passenger
standing areas may be shown on the floor and pavement of the
station.
(h) In all cases, a design is to be provided that demonstrates that the
passenger standing areas have been considered and sized in
accordance with this MTM Standard.
(i) Shall comply with the Building Code of Australia.
(j) Shall comply with AS 1428.
(k) Shall comply with AS 4586 classification R12.
(l) Special requirements are to be as specified in the MTM Final
Operational Requirements document.
12.6 Station Buildings – Vertical Passenger Circulation
12.6.1 The functional and technical requirements for vertical passenger circulation at the
station are to be as follows:
12.6.2 Elevated and Below Track Structures
12.6.2.1 Functional Requirements
(a) Concourses within buildings may provide the link between vertical
circulation elements.
(b) Elevated bridges may provide the link between vertical circulation
elements.
(c) Below track underpasses may provide the link between vertical
circulation elements.
(d) The concourses, bridges and underpasses shall provide for the
number of persons at the station.
(e) Floors and pavements shall be slip resistant.
12.6.2.2 Technical Requirements
(a) The number of persons at the station shall be determined in
accordance with section 7.2.
(b) The dimensions of the entrance(s) shall be determined in
accordance with section 8.

(c) If the link between the vertical circulation elements provides for use
by the public as well as passengers, the dimensions of the
elements shall be determined based on the total number of
persons at the site projected ten years in the future determined in
accordance with section 8.
(d) The minimum ceiling height of a concourse within a building shall
be 2.7 metres above floor level.
(e) Elevated bridges shall be roofed with a minimum floor to ceiling
height of 2.7 metres.
(f) The soffit of underpasses shall be a minimum of 2.5 metres above
pavement level for underpasses 10 metres or less in length and 3.5
metres for underpasses greater than 10 metres in length.
(g) Where it is required that signage, displays, CCTV cameras and the
like be mounted from the ceiling or soffit, the minimum dimension
between the underside of the device and the floor level shall be 2.5
metres.
(h) Shall comply with the Building Code of Australia.
(i) Shall comply with AS 5100.
(j) Shall comply with AS 1428.
(k) Shall comply with AS 4586 classification R12.
(l) Special requirements are to be as specified in the MTM Final
Operational Requirements document.
12.6.3 Stairs
12.6.3.1 Functional Requirements
(a) Stairs may be provided for passenger movements at the station.
(b) Stair shall be slip resistant.
(c) Pedestrians to be provided with clear sight of the stairway from
floor to floor including any intermediate landings.
(d) Stairs shall not be the only means for vertical circulation as they do
not meet the requirements of DSAPT.
12.6.3.2 Technical Requirements
(a) The number of persons at the station shall be determined in
accordance with section 7.2.
(b) The stair width shall be determined in accordance with section 8.
(c) Where pedestrian movements are between a stairway and an
escalator, the stair width shall be such so as to provide capacity
equal to that of the escalator.
(d) The preferred maximum rise of stairs is to be 5 metres.
(e) The minimum and maximum number of risers per stairway shall be
in accordance with the Building Code of Australia.
(f) Intermediate landings shall be a minimum of 2 metres in length.

(g) The minimum width of the stairway between handrails shall be


determined using Fruin Level of Service for pedestrian movement.
The absolute minimum width for any stairway shall be 2.4 metres
and provide for circulation under emergency situations as specified
in Section 7.2.
(h) The vertical clearance above stairs (nosing to ceiling) is to be a
minimum of 2.7 metres.
(i) The preferred going and rising dimensions are 300mm and
150mm. The going may be within the range of 280mm to 300mm
and the riser 150mm to 165mm.
(j) Risers shall be enclosed.
(k) To ensure that there is a clear area for persons leaving a stairway
to enter, the stairs shall be provided with run off lengths.
(l) The run off area shall comprise the width of the stairway and the
length as given in Table 4.
(m) Shall comply with the Building Code of Australia.
(n) Shall comply with AS 1428.
(o) Shall comply with AS 4586 classification R12.
(p) Special requirements are to be as specified in the MTM Final
Operational Requirements document.
12.6.4 Ramps
12.6.4.1 Functional Requirements
(a) Ramps may be provided for passenger movements at the station.
(b) Ramps shall be slip resistant.
(c) Persons using the ramp to be provided with clear sight of the ramp
ahead including any intermediate landings.
12.6.4.2 Technical Requirements
(a) The number of persons at the station shall be determined in
accordance with section 7.2.
(b) The ramp width shall be determined in accordance with section 8.
(c) Where pedestrian movements are between a ramp and an
escalator, the ramp width shall be such so as to provide capacity
equal to that of the escalator.
(d) The maximum gradient of a ramp is to be 1 in 14.
(e) Ramps of a gradient of 1 in 40 or less shall be regarded as level for
passenger circulation purposes.
(f) Level walkways and landings shall be provided with a crossfall no
steeper than 1 in 40.
(g) Landings shall be provided at the ends of ramps.
(h) Intermediate landings are to be provided at 6 metre intervals for 1
in 14 ramps. Landings shall be a minimum of 1.2 metres in length.

12.6.5 Escalators
12.6.5.1 Functional Requirements
(a) Escalators may be provided for passenger movements at the
station.
(b) Escalators may be provided for passenger convenience, amenity
and safety.
(c) Escalators shall not be the only means for vertical circulation as
they do not meet the requirements of DSAPT. As a minimum,
ramps or lifts shall also be provided.
12.6.5.2 Technical Requirements
(a) As a minimum, escalators shall comply with L1-CHE-STD-020 -
Escalators
(b) The number of persons at the station shall be determined in
accordance with section 7.2.
(c) The number of escalators shall be determined in accordance with
section 8.
(d) The requirement for escalators shall be determined by patronage
levels and vertical clearances. Escalators should be provided to
stations with high patronage levels and/or medium to large height
variations.
(e) Passenger flow modelling shall be undertaken and escalators
provided where the minimum Fruin Level of Service requirements
cannot be met using ramps, stairs or lifts.
(f) Escalators shall be provided where the platform clearance
requirements or the movement of persons to a point of safety in an
emergency as specified in NFPA Code 130 cannot be met through
the use of stairs and ramps. Escalators shall be supplied from a
high reliability power source with backup.
(g) To ensure that there is a clear area for persons leaving an
escalator to enter, the escalators shall be provided with run off
lengths.
(h) The run off lengths shall be provided at both ends of the escalators
as the escalators may be operated in both directions.

(j) Escalators should only be provided at stations that have staff
present during all hours of train operation. For the purpose of
determining vertical circulation, escalators at other stations shall be
assumed to operate only during periods when staff are present.
(k) Escalators shall be of a standard design and construction for
servicing and maintenance.
(l) Shall comply with the Building Code of Australia.
(m) Shall comply with AS 1428.
(n) Special requirements are to be as specified in the MTM Final
Operational Requirements document.
12.6.6 Lifts
12.6.6.1 Functional Requirements
(a) Lifts may be provided for passenger movements at the station.
(b) Lifts may be provided for passenger convenience, amenity and
safety.
(c) Lifts shall not be the only means for vertical circulation.
(d) Where the train running through a platform is not unidirectional and
to avoid the need for persons with special needs access to travel
the length of crowded platforms to board the train at the first
carriage, lift access at both ends of the platform should be
considered.
12.6.6.2 Technical Requirements
(a) As a minimum, lifts shall comply with L1-CHE-SPE-130 – Vertical
Transport Lifts.
(b) A run off length of 4 metres shall be provided in front of lift
entrances.
(c) In all cases, the lift entry and exit path shall be parallel to the
platform edge and rail track centreline. Lifts shall not be placed
such that a person exiting the lift is directed towards the platform
edge.
(d) For new stations or where a new overpass is being provided to an
existing station, the location of the overpass, the location of the lift
and the platform shall be designed as an entity to achieve the
amenity and ensure that no concealed areas exist.
(e) Shall comply with the Building Code of Australia

12.7 Platforms
12.7.1 The functional and technical requirements for platforms shall be as follows:
12.7.2 General
12.7.2.1 Functional Requirements
(a) Platforms shall be designed and constructed for passengers to
safely board and alight trains.
(b) Platforms shall be designed and constructed to accommodate the
number of passengers at the station including persons standing
and persons in transit along the platform.
(c) At all entry points to the platform a clear uninterrupted view of the
whole of the platform shall be provided for pedestrians.
(d) Platforms shall be designed and constructed to provide train
drivers with a clear view of the side of the train and the platform
coping for a width of 900mm over the length of the platform using
train mounted rear vision mirrors.
(e) Train stopping indicators shall be provided for the assistance of
drivers.
(f) Platforms shall be provided with a yellow marking line to define the
area adjacent to the platform coping to be kept clear by persons
except when boarding or alighting trains.
(g) Platforms shall be bounded by buildings or fences to prevent
unauthorised entry and protect revenue.
(h) Platforms shall be provided with verandas and shelters for the
protection of passengers from wet weather and sun exposure.
(i) Platform surfaces shall be slip resistant.
(j) Platform surfaces shall be free draining of surface water.
(k) The platform coping shall protect against rail to earth potentials
between trains and the platform structure.
(l) Platforms shall be designed to prevent unauthorised access below
the platform, and to prevent the build-up of rubbish which creates a
fire risk.

12.7.2.2 Technical Requirements


(a) The number of persons at the station shall be determined in
accordance with section 7.2.
(b) The dimensions of the platforms shall be determined in accordance
with section 8. Also see the following section.
(c) To assist train drivers observing passenger movements, the
platform coping and platform surface shall be painted white for the
length of the platform and for a width of 600mm from the platform
edge.
(d) In heavy passenger loading situations the installation of CCTV to
assist drivers’ view of the train may be required.
(e) Train stopping indicators shall comprise an 1100mm by 300mm
rectangle painted on the platform surface and a blue reflector
attached vertically to the platform coping at the position required for
the front of the train. The 300mm dimension shall be parallel to the
track. For Up trains the rectangle shall be painted yellow and for
Down trains white.
(f) Train stopping indicators shall be provided for the different lengths
of trains operating at the platform.
(g) Where platforms are surfaced with asphalt, a minimum 50mm
thickness shall be provided to accommodate tactile ground surface
indicators.
(h) Tactile ground surface indicators (TGSI) shall be provided in a strip
750 mm from the platform edge and of 585mm in width along the
length of the platform.
(i) The 585mm shall comprise 12 rows of TGSI of which three rows
will form a yellow marking line (See Figure 1).
(j) To meet the requirements of the Electricity Safety (Installations)
Regulations, station verandas shall not extend beyond a line
projected vertically 850mm from the face of the platform coping.
(k) The requirements of the verandas and shelters including locations
on the platform, length and width are to be as specified in the MTM
Final Operational Requirements document.
(l) The veranda roof shall slope away from the track with the roof
drainage adjacent to the station building.
(m) The minimum veranda ceiling height shall be 2400mm from the
finished floor level to the underside of PIDS or any other fittings.
The ceiling height also needs to take into account the 200mm
allowance above the PID for maintenance of PIDS/fittings.
(n) Fences at platform ends shall be 1200 mm high to provide a clear
view of the platform and railway signals for drivers.
(o) Fences at the rear of platforms shall be 1800mm high.
(p) The platform surface shall slope away from the platform coping at a
minimum gradient of 1 in 60 with a maximum gradient of 1 in 40.

(q) Platform coping edges shall be constructed of non-conductive


materials.
(r) The requirement for “mind the gap” stencilling on platform edge
shall be assessed in accordance with L1-CHE-GDL-003.
(s) Screens preventing unauthorised access below the platform shall
be installed under suspended slab platforms and have a maximum
aperture size of 50mm.
(t) A minimum of 3 hinged panels should be provided for maintenance
access under suspended slab platforms, with one hinged panel
located at each end and one at the centre of the platform. Where
practicable, hinged panels should be located at the face of the
platform remote from the track or, where this cannot reasonably be
achieved, at platform end faces. Hinged panels may be located at
the track-side face of the platform where this is unavoidable due to
site-specific constraints. The hinged panels shall be a minimum of
900mm wide and 700mm high. The hinged panels shall be
lockable.
(u) Shall comply with the Building Code of Australia.
(v) Shall comply with AS 1428.
(w) Shall comply with AS 4586 classification R12.
(x) Special requirements are to be as specified in the MTM Final
Operational Requirements document.

12.7.3 Platform Dimensions


12.7.3.1 Functional Requirements
(a) Minimum platform dimensions are specified.
(b) Platforms shall be designed and constructed to cater for pedestrian
loads and the loading given by maintenance devices required for
the maintenance of the platform and buildings.
12.7.3.2 Technical Requirements
(a) The platform coping height shall be 1170mm above top of rail with
a construction tolerance of +/- 10mm.
(b) The platform coping offset from track centre line shall consider
construction and maintenance tolerances appropriate to the
specified track form. On tangent track the absolute minimum offset
distance is 1550mm.
(c) The platform length shall be 160m unless varied by the MTM Final
Operational Requirements document, particularly at terminating
and turn back stations where provision for drivers to complete
inspections needs to be considered. The length of a platform is
defined as the actual platform edge distance running parallel to the
track from one platform end barrier to its corresponding opposite
platform end barrier.
(d) The design of the platform shall provide for a later extension to
bring the overall platform length to 230 metres.
(e) The minimum platform width from the coping to platform mounted
structures, seating and other objects shall be 3500mm.
(f) The widths of island platforms shall be such as to meet the
requirements of section 8, provide a minimum distance between
the coping and platform objects and have a minimum coping to
coping distance of 7.0 metres.
(g) The widths of single face platforms shall be such as to meet the
requirements of section 8, provide a minimum distance between
the coping and platform objects and have a minimum coping to
back of platform distance of 3.6 metres.
(h) The pedestrian load shall be 5kN per square metre.
(i) The mass of the maintenance devices required to access the
platform, ramps and concourses shall be considered and allowed
for through the safety in design process . A minimum 13kN
concentrated load over an area of 0.3m x 0.3m shall be adopted,
unless varied by the MTM Final Operational Requirements
document.
(a) The route for the maintenance devices to access the platforms and
the route for the devices along the platform shall be determined
and described in the MTM Final Operational Requirements
document.

shall be fit for purpose. The structures shall not be designed for
excess loadings.

(l) Shall comply with AS 5100.
(m) Shall comply with AS 1428.
(n) Shall comply with AS 4586.
(o) Platform coping edges shall be constructed of non-conductive
materials.
(p) Special requirements are to be as specified in the MTM Final

12.7.4 Island Platform
12.7.4.1 Functional Requirements
(a) The width of the island platform shall not compromise the design
and operation of the railway.
(b) Platforms shall be designed and constructed to provide train
drivers with a clear view of the platform.
12.7.4.2 Technical Requirements
(a) New platforms are to be constructed on tangent track wherever
practicable.
(b) Concave platforms are not permitted.
(c) Where track junctions are required adjacent to the island platform,
the width of the platform shall not force the junctions to be at such
a distance from the platforms that the line speed and train
frequency of the services are compromised.
(d) The provision of a convex platform shall be specified in the MTM
Final Operational Requirements document.
12.7.5 Single Face Platforms
12.7.5.1 Functional Requirements
(a) Platforms shall be designed and constructed to provide train
drivers with a clear view of the platform.
(b) On two or more tracks, single face platforms may be placed
opposite each other.
12.7.5.2 Technical Requirements
(a) New platforms are to be constructed on tangent track wherever
practicable.
(b) Concave platforms are not permitted.

Final Operational Requirements document.
12.8 Passenger Facilities
12.8.1 The functional and technical requirements for passenger facilities shall be as
follows:
12.8.2 Seating
12.8.2.1 Functional Requirements
(a) Seating shall be provided for passengers awaiting trains.
(b) Priority seating shall be provided for persons with special needs.
(c) Seating shall be distributed along the platform to encourage
passengers to board all carriages on the train and not congregate
in one area. Maximum distance between resting points shall
comply with DSAPT.
12.8.2.2 Technical Requirements
(a) The number of seats on each platform shall be a minimum of 20.
(b) Seats shall be vandal resistant and firmly affixed to the platform or
building. Armrests shall be configured to inhibit passengers or
other members of the public from sleeping on seats.
(c) Shall comply with AS 1428.
(d) The number of seats shall be confirmed in the MTM Final
Operational Requirements document.
12.8.3 Waiting Room
12.8.3.1 Functional Requirements
(a) An enclosed waiting room shall be provided at Premium Platinum,
Premium B and Premium C stations.
(b) An open waiting room shall be provided at host stations.
(c) A waiting room shall be provided at terminal stations.
(d) The enclosed waiting room shall be under visual supervision by the
station staff.
(e) The enclosed waiting room shall be air-conditioned.
(f) The waiting room shall have seating including priority seating for
special needs persons.
12.8.3.2 Technical Requirements
(g) Shall comply with the Building Code of Australia.
(h) Shall comply with AS 1428.
(i) The air-conditioner may be a unit that also supplies the station
offices.
(j) The number of seats shall be confirmed in the MTM Final
Operational Requirements document.

12.8.4 Vending Machines


12.8.4.1 Functional Requirements
(a) The station may be provided with various vending machines for the
use of passengers.
(b) Automatic Teller Machines (ATM) may be provided.
12.8.4.2 Technical Requirements
(a) Electrical, water and waste water systems associate with the
particular vending machines are to be specified.
(b) The types and numbers of the vending machines are to be as
specified in the MTM Final Operational Requirements document.
12.8.5 Retail Outlets
12.8.5.1 Functional Requirements
(a) The station may be provided with retail outlets, kiosks and shops
for the benefit of passengers.
12.8.5.2 Technical Requirements
(a) All services associated with the retail outlets are to be specified.
(b) Shall comply with the Building Code of Australia.
(c) The types and numbers of the retail outlets are to be as specified in
the MTM Final Operational Requirements document.
12.8.6 Toilets
12.8.6.1 Functional Requirements
(a) Toilets for railway passengers are to be provided at Premium
Platinum, Premium B, Premium C, Host and Terminal stations.
(b) At least two Unisex accessible DDA compliant toilets shall be
provided mirrored to suit left and right handed operation, with
additional fold down rails to suit ambulant users..
(c) A baby change table shall be incorporated into the special needs
toilets.
(d) The corridor or passageway from which the toilets are accessed
shall be under visual supervision by the station staff.
12.8.6.2 Technical Requirements
(a) Toilets shall be individual cubicles entered directly from a corridor
or passageway.
(b) The number of toilets to be provided will be based on patronage
numbers.
(c) Shall comply with the Building Code of Australia.
(d) Shall comply with AS 1428.
(e) Special requirements are to be as specified in the MTM Final
Operational Requirements document.

12.9 Station Staff Facilities


12.9.1 The functional and technical requirements for station staff facilities shall be as
follows.
12.9.2 Ticket Office
12.9.2.1 Functional Requirements
(a) Premium Platinum, Premium B and Premium C stations shall be
provided with a ticket office.
(b) The ticket office shall have a minimum of two ticket sales points,
one at standard height and one compliant with DSAPT.
(c) The public area comprising the ticket sales points shall be open,
inviting and of high amenity.
(d) Persons in the public area shall have a restricted view of the
interior of the ticket office. Under no circumstances shall the public
be able to view cash drawers or security devices.
(e) Staff at the ticket sales point shall have vision of the station
entrance, waiting room and the corridor or passageway which
provides access to the toilets.
(f) The ticket office shall be a secure environment with locked doors
accessible by authorised persons only.
(g) Secure storage for tickets and cash.
(h) Provide high amenity for staff.
12.9.2.2 Technical Requirements
(a) Shall comply with the Building Code of Australia.
(b) Shall comply with AS 1428.
(c) A safe for secure storage of valuables.
(d) Carpeted floor and air-conditioned.
(e) A synchronised digital clock visible to passengers and staff.
(f) The number of ticket sales points and special requirements are to
be as specified in the MTM Final Operational Requirements
document.
(g) The door(s) to the ticket office shall open outwards from the office.
(h) Where specified in the MTM Final Operational Requirements
document, the functionality of the Station Control Room shall be
incorporated into the Ticket Office.
(i) Special requirements are to be as specified in the MTM Final
Operational Requirements document.

12.9.3 General Office


12.9.3.1 Functional Requirements
(a) Premium Platinum, Premium B, Premium C, Host and Terminal
stations shall be provided with a general office.
(b) The general office shall have the necessary facilities for the
management of the station.
(c) The general office shall be adjacent to the ticket office and provide
overview of the ticket office.
(d) The general office shall be a secure environment with locked doors
accessible by authorised persons only.
(e) Secure storage for tickets and cash.
(f) Provide high amenity for staff.
12.9.3.2 Technical Requirements
(a) Shall comply with the Building Code of Australia.
(b) Shall comply with AS 1428.
(c) A safe for secure storage of valuables.
(d) Carpeted floor and air-conditioned.
(e) The design and construction of the general office shall provide for
the supervisor or senior person in a seated position to view through
one way glass the ticket office and persons in the public area at the
ticket sales points.
(f) Sign-in bench for station staff.
(g) The door(s) to the general office shall open outwards from the
office.
(h) Doors between the station building and the public areas of the
station shall open inwards.
(i) Special requirements are to be as specified in the MTM Final
Operational Requirements document.
(j) Where specified in the MTM Final Operational Requirements
document, the functionality of the Station Control Room shall be
incorporated into the General Office.
12.9.4 Staff Amenities
12.9.4.1 Functional Requirements
(a) Premium Platinum, Premium B, Premium C, Host and Terminal
stations shall be provided with Staff Amenities.
12.9.4.2 Technical Requirements
(a) Shall comply with the Building Code of Australia.
(b) Shall comply with AS 1428.

(f) Shall include a meals area for persons to sit for meals.
(g) Shall include change and locker rooms for males and females.
(h) One locker is to be provided for each staff member with 0.7 square
metres of floor area per locker.
(i) The number of staff at the station shall be as given in the MTM
Final Operational Requirements document.
(j) Special requirements are to be as specified in the MTM Final
Operational Requirements document.
12.9.5 Staff Toilets
12.9.5.1 Functional Requirements
(a) All stations shall be provided with Staff Toilets.
(b) All stations shall be provided with at least one shower which will be
available for males and females.
12.9.5.2 Technical Requirements
(a) Shall comply with the Building Code of Australia.
(b) Shall comply with AS 1428.
(c) The staff toilets will be provided for and accessible by station staff,
authorised officers and protective services officers.
(d) The number of staff at the station shall be as given in the MTM
Final Operational Requirements document.
(e) Special requirements are to be as specified in the MTM Final
Operational Requirements document.

12.10 Supervisors Office


12.10.1 The functional and technical requirements for the supervisor’s office shall be as
follows:
12.10.1.1 Functional Requirements
(a) A supervisor’s office shall be designed and constructed such that
the supervisor can supervise and manage the station.
(b) The provision of a supervisor’s office is an operational
management decision.
12.10.1.2 Technical Requirements
(a) Shall comply with the Building Code of Australia.
(b) If a supervisor’s office is required it shall be specified in
the MTM Final Operational Requirements document.

12.11 Station Control Room


12.11.1 The functional and technical requirements for the station control room shall be as
follows:
12.11.1.1 Functional Requirements
(a) The station control room shall comprise monitors for the CCTV
system for the station and for other stations supervised by the
station.
(b) The station control room shall be provided with train running
information from the PRIDE or similar successor system.
(c) The station control room shall be provided with communication to
Metrol.
(d) The control room operator shall be provided with the facilities to be
capable of responding to Customer Help Point calls, making public
address announcements, changing messages on passenger
information displays and managing emergency situations.
12.11.1.2 Technical Requirements
(a) Shall comply with the Building Code of Australia.
(b) If a station control room is required it shall be specified in the
MTM Final Operational Requirements document together with the
stations supervised.
(c) The station control room shall include a desk, chair, phones, CCTV
and other fittings specified in the MTM Final Operational
Requirements document.
(d) The station control room shall be a secure room.
(e) Detailed requirements are to be as specified in the MTM Final
Operational Requirements document.
12.12 Signal Box
12.12.1 The functional and technical requirements for the signal box shall be as follows:
12.12.1.1 Functional Requirements
(a) The signal box at a station shall incorporate all functionality for the
working of trains.
12.12.1.2 Technical Requirements
(a) Shall comply with the Building Code of Australia.
(b) A toilet is to be provided for the use of the signalman with entry
from the signal box only.

12.13 Train Drivers’ Facilities


12.13.1 The functional and technical requirements for the train drivers’ facilities shall be as
follows:
12.13.1.1 Functional Requirements
(a) Facilities for train drivers may be required at a station.
(b) The station may be a meal break location or a depot for drivers.
12.13.1.2 Technical Requirements
(a) Shall comply with the Building Code of Australia.
(b) Toilets are to be provided for the use of train drivers adjacent to the
locker room and amenities separate to the other toilets at the
station.
(c) If facilities for drivers are required it shall be specified in the MTM
Final Operational Requirements document.
(d) The type of facilities, a depot or a meal location, shall be provided
in the the MTM Final Operational Requirements document.
(e) The number of drivers, male and female shall be provided in the
the MTM Final Operational Requirements document.
(f) Special requirements are to be as specified in the MTM Final
Operational Requirements document

12.14 Authorised Officers’ Facilities


12.14.1 The functional and technical requirements for the authorised officers’ facilities
shall be as follows:
12.14.1.1 Functional Requirements
(a) Facilities for authorised officers may be required at a station.
12.14.1.2 Technical Requirements
(a) Shall comply with the Building Code of Australia.
(b) If facilities for authorised officers are required it shall be specified in
the MTM Final Operational Requirements document.

provided in the MTM Final Operational Requirements document.

12.15 Protective Services Officers’ Facilities


12.15.1 The functional and technical requirements for the protective services officers’
facilities shall be as follows:
12.15.1.1 Functional Requirements
(a) Facilities for protective services officers are to be provided at every
station.
(b) The facilities shall comprise as a minimum a workspace, amenity
area and a holding area. The size and number of protective
services officers and holding areas shall be determined in
consultation with Victoria Police.
(c) Protective services officers are to be on platforms and in the station
environs highly visible to train passengers and the public.
12.15.1.2 Technical Requirements
(a) The number of protective services officers at a station shall
generally be two persons.
(b) Shall comply with the Building Code of Australia.
(c) Protective services officers will have access to staff toilets at
staffed stations.
(d) Protective services officers will have access to staff amenities at
staffed stations.
(e) A unisex toilet is to be provided for the use of protective services
officers at Local Stations.
(f) A meal room is to be provided for the use of protective services
officers at Local Stations.
(g) A shared of if necessary separate room for cleaning material or
storage be provided for the use of protective services officers at
Local Stations.
(h) Special requirements are to be specified in the MTM Final
Operational Requirements document.

12.16 Revenue Protection


12.16.1 The functional and technical requirements for revenue protection shall be as
follows:
12.16.2 Public and Ticketed Areas
12.16.2.1 Functional Requirements
(a) The public areas and the areas in which persons are to be in
possession of a rail ticket are to be clearly delineated.
(b) Entrance(s) to the ticketed areas are to be clearly signed.
(c) Buildings and fences shall border the station and the platforms to
prevent unauthorised entry and exit to and from the station.

12.16.3 myki Smart Card System
12.16.3.1 Functional Requirements
(a) The smart card system comprises Card Vending Machines, Fare
Payment Devices, Ticket Barriers and Stand Alone Enquiry
Machines.
(b) The smart card system devices shall be placed where they are
accessible to passengers.
12.16.3.2 Technical Requirements
(a) The Fare Payment Devices shall be placed at the boundary
between the public and ticketed areas. All other devices shall be
placed in the public areas of the station.
(b) The number and location of the smart card system devices shall be
as determined in consultation with the State.
(c) Shall comply with AS 1428.
(d) Special requirements are to be as specified in the MTM Final
Operational Requirements document.
12.17 Operational & Control Systems (OCS)
12.17.1 The functional and technical requirements for Operational & Control Systems
shall be as follows:
12.17.2 Passenger Information Displays
12.17.2.1 Functional Requirements
(a) Passengers shall be provided with visual displays of the route,
stopping conditions and scheduled time for the next train and the
minutes to the actual departure time.
(b) Passenger information displays shall be provided in the waiting
room and at the platform entry(s).
(c) Persons arriving at the platform shall be capable of viewing at least
one passenger information display.
(d) The passenger information display may also be capable of
displaying other information.

12.17.2.2 Technical Requirements


(a) The route, stopping conditions and scheduled time of the next train
and the minutes to the actual departure time shall be provided by
the PRIDE system or similar successor system.
(b) The station staff shall be provided with the means to provide
messages to passenger information displays as required with
service disruptions and for emergency responses.
(c) At larger stations additional passenger information displays may be
required.
(d) Signage shall comply with PTV corporate signage.
(e) Passenger information displays used for emergency management
shall be supplied from a high reliability power source with backup.
(f) Shall comply with AS 1428.
(g) All OCS devices including displays, PIDS, clocks, and PA speakers
on platforms shall be a minimum of 2400mm from the face of the
platform coping to the nearest edge of the device to facilitate
maintenance and cleaning during daylight hours with train services
operating.
(h) Special requirements are to be as specified in the MTM Final
Operational Requirements document.
(i) Where practical CCTV and SPOT cameras are to be mounted at a
minimum of 2400mm from the face of the platform coping to the
nearest edge of the camera. Where the devices are at a height
above the platform surface in excess of 3500mm the provisions of
the Victorian Regulations for working at heights shall be applied.
12.17.3 Public Address System
12.17.3.1 Functional Requirements
(a) A public address system shall be provided at the station which
shall be audible to all persons at the station and persons at the
station entrance(s).
(b) The public address system shall automatically provide the route
and stopping conditions of the trains as they arrive in the platform.
12.17.3.2 Technical Requirements
(a) The route and stopping conditions of the next train shall be
provided by the PRIDE system or similar successor system.
(b) The station staff shall be provided with the means to make public
announcements as required with service disruptions and for
emergency responses.
(c) At larger stations the public address system may be required to be
arranged in zones.
(d) At stations in close proximity to residences, the volume of the
public address system shall be reduced early morning and at night.

12.17.4 Staff Information Display
12.17.4.1 Functional Requirements
(a) Staff may be provided with train running information in visual
format.
(b) Staff shall be provided with train running information audibly from
Metrol.
12.17.4.2 Technical Requirements
(a) The train running information in visual format shall be provided by
the PRIDE system or similar successor system.
(b) A speaker system is to be provided that enables Metrol to advise of
train running information as necessary.
(c) The locations for the visual and audible displays shall be as given
in the MTM Final Operational Requirements document.
(d) Special requirements are to be as specified in the MTM Final
Operational Requirements document.
12.17.5 Customer Help Point
12.17.5.1 Functional Requirements
(a) A Customer Help Point (CHP) shall be provided on each platform
and in situations where passengers may congregate other than in a
waiting room.
(b) The CHP shall comprise a red push button, green push button,
microphone, speaker and signage describing the operation of the
device.
(c) Passenger activation of the red button shall connect the person to
the Station Control Room and provide two way communications
between the passenger and the control room staff. Activation of the
red button shall also initiate CCTV surveillance of the CHP and
persons in front of the CHP.
(d) Passenger activation of the green button shall connect the person
to the train running system which shall provide audible advice of
the next scheduled train.
12.17.5.2 Technical Requirements
(a) The route and stopping conditions of the next train shall be
provided by the PRIDE system or similar successor system.
(b) The CHP is for use by passengers in emergency and shall be
supplied from a high reliability power source with battery backup.

12.17.6 CCTV
12.17.6.1 Functional Requirements
(a) CCTV coverage is to be provided of all public and passenger areas
of the station.
(b) CCTV is to be specifically provided where the system is to be used
for crowd management and for emergency response management.
12.17.6.2 Technical Requirements
(a) CCTV is to comply with the MTM Standard – CCTV.
(b) The CCTV shall be used for passenger and public protection and
emergency management and shall be supplied from a high
reliability power source with battery backup.
(c) Special requirements are to be as specified in the MTM Final
Operational Requirements document.
12.17.7 Phones
12.17.7.1 Functional Requirements
(a) Phones are to be provided at all desk and work locations within the
station.
(b) A pay phone for passenger use shall be provided at the exit(s) of
down platform(s).
12.17.7.2 Technical Requirements
(a) Special requirements for phones are to be as specified in the MTM
Final Operational Requirements document.
12.17.8 Security System
12.17.8.1 Functional Requirements
(a) A security system shall be provided for the protection of staff.
(b) The security system shall provide asset protection.
12.17.8.2 Technical Requirements
(a) Concealed duress alarms shall be provided in all cash handling
and ticket sales and storage areas. The duress alarm shall alert the
appropriate station control room.
(b) The security system shall be activated when intruders enter areas
of the station not planned to be accessible to members of the
public. The alarm shall alert the appropriate station control room.
(c) The security system shall be activated when intruders enter the
station when the station is closed. The alarm shall alert the
appropriate personnel.

12.17.10 Infotainment and Active Advertising

(a) Infotainment and active advertising may be provided at stations.
12.17.10.2 Technical Requirements
(a) Infotainment or active advertising shall be designed, constructed
and operated so as to have no impact on the operation of trains.
(b) The display shall be aligned to be not visible to train drivers or
use colours that may be confused with railway signalling.
(c) The display may become inactive with a train approaching the
station.
(d) If infotainment or active advertising is to be provided it is to be as
specified in the MTM Final Operational Requirements document.
12.17.11 Data Points
12.17.11.1 Functional Requirements
(a) Data points for all information and communication systems,
including office computers shall be provided.
12.17.11.2 Technical Requirements
(a) The numbers and locations of data points are to be as specified
in the MTM Final Operational Requirements document.
12.18 Static Displays
12.18.1 The functional and technical requirements for static displays shall be as follows:
12.18.2 Statutory Signage
12.18.2.1 Functional Requirements
(a) Statutory and regulatory signage shall be provided as required by
legislation.
(b) Statutory signage covers such items as defining public and ticketed
areas, prohibited access points to tracks, no smoking areas, car
parking positions and times, parking for persons with special needs
etc.

12.19.3 Electrical Room
12.19.3.1 Functional Requirements
(a) The electrical supply point shall be to the station building.
(b) The supply shall provide for all electrical services to the station and
platform and for the pedestrian, car park and passenger
interchange areas and the station environs.
(c) The incoming electrical supply(s) and switchboard may be installed
in a separate room.

12.19.3.2 Technical Requirements


(a) Where the size of the station electrical installation requires, a
separate room is to be provided for the main switchboard.
(b) If provided the separate room is to be accessed from within the
station.
(c) Shall comply with the Building Code of Australia.
(d) Not required to be air-conditioned but may be if convenient.
(e) Special requirements are to be specified in the MTM Final
Operational Requirements document.
12.19.4 Smart Card System Cabinet or Room
12.19.4.1 Functional Requirements
(a) A smart card system cabinet or room shall be provided as

(a) A plant room(s) and machinery spaces shall be provided as
necessary.
12.19.5.2 Technical Requirements
(a) Plant rooms and machinery spaces are to be provided for air-
conditioners, lifts and escalators.
(b) Plant rooms and machinery spaces shall be sized for the
equipment and for persons to have access around the equipment
for maintenance.
(c) The minimum headroom in a plant room or machinery space shall
be 2400mm.
(d) The minimum width between equipment and walls or other
equipment shall be 900mm.
(e) Access doors to plant rooms and machinery spaces for personnel
shall be 2000mm high by 850mm wide.
(f) Access to plant rooms and machinery spaces shall not be through
floor hatches.
(g) Where equipment in plant rooms and machinery spaces is to be
exchanged over the life of the station, the design and construction
shall provide for the removal and replacement.
(h) Shall comply with the Building Code of Australia.
(i) Special requirements are to be specified in the MTM Final

12.19.6 Signal Equipment Room
12.19.6.1 Functional Requirements
(a) A room shall be provided as necessary for the housing of signalling
equipment.

(a) The room is not to be air-conditioned but is to be vented to the
exterior of the building.
(b) To be fitted with a grated cleaner’s sink with hot and cold water.
(c) Shelving for the storage of cleaning chemicals in accordance with
codes.
(d) An area for the display of the Material Safety Data Sheets for the
cleaning materials used.
(e) Cupboard for storage of brooms, mops and vacuum cleaners.
(f) Shall comply with the Building Code of Australia.
(g) Requirements are to be specified in the MTM Final Operational
Requirements document.
12.20 Materials and Finishes
12.20.1 The station materials and finishes shall comply with the following functional and
technical requirements.
12.20.1.1 Functional Requirements
(a) The materials and finishes shall be fit for purpose.
(b) Materials and finishes shall be proven to be durable in the
operating railway and local environment.
(c) Materials and finishes shall be vandal resistant.
(d) Material and finishes that present colours or glare that may affect
the safe operation of the railway are not acceptable.
(e) Cleaning and repair of the materials and finishes shall be
performed in accordance with regulations, codes and best practice
and not disrupt train operations.

12.20.1.2 Technical Requirements


(a) Novel designs requiring complex construction techniques and high
costs are not acceptable.
(b) Only proven materials shall be used in the station construction.
(c) The use of glass as a fence or barrier material is to be limited due
to its potential to be defaced and broken.
(d) All glass is to be fitted with protective film to mitigate against
damage through vandalism.
(e) Glass window sizes within a station shall be uniform for
maintenance and repairs.
(f) Large flat metallic surfaces that may be defaced by scratching are
not acceptable.
(g) All vertical surfaces are to be resistant to graffiti vandalism.
(h) Glass and reflective materials are to be used with care. Placement
of the materials such that they may direct sun light to affect train
driver and operational staff sighting of signals and platforms is not
permitted.
(i) Glass and reflective materials may also reflect lighting at night.
Placement of the materials such that they may direct night light to
affect train driver and operational staff sighting of signals and
platforms is not permitted.
(j) Glass fitted to lift shafts shall comply with L1-CHE-SPE-130–
Vertical Transport Lifts.
(k) Colours of fixed materials and lighting of red, yellow or green shall
be used with care. The use of these colours is to be limited and
placed such that there can be no confusion whatsoever with
railway signals.
(l) The design life of structures including platforms shall be 60 years.
(m) Shall comply with the Building Code of Australia.
(n) Shall comply with AS 1428.
(o) Shall comply with AS 4586 classification R12.
(p) Special requirements are to be specified in the MTM Final
Operational Requirements document.

12.21 Building Services


12.21.1 The station building services shall comply with the following functional and
technical requirements.

12.21.3.1 Functional Requirements
(a) Lighting is to be provided to the interior and exterior of the station,
the platforms and environs.
(b) Lighting shall not affect the safe operation of the railway.
12.21.3.2 Technical Requirements
(a) Shall comply with AS 1680.
(b) Shall comply with AS 2293.
(c) Shall comply with the Franchise Agreement.
(d) Exterior lighting shall be designed and constructed so as to not
affect the sighting of railway signals.
(e) Poles supporting platform lighting shall be free standing and a
minimum of 2 metres from any structure supporting traction
overhead wiring.
(f) Poles shall be mounted on concrete footings that extend above
surface level, with connections accessible for repair.
(g) Exterior lighting shall not spill from the Infrastructure Lease into
private property.
(h) The edges of platform lighting mounted fittings under verandas on
the soffit of structures above the platform and on free standing
poles shall be a minimum of 2400mm from the face of the platform
coping to facilitate maintenance and cleaning during daylight hours
with train services operating. Where the light fittings are at a height
above the platform surface in excess of 3500mm the provisions of
the Victorian Regulations for working at heights shall be applied.
(i) Special requirements are to be specified in the MTM Final

12.21.4.1 Functional Requirements
(a) The station is to be fitted with reverse cycle air-conditioning.
12.21.4.2 Technical Requirements
(a) Shall comply with the Building Code of Australia.
(b) Shall comply with AS 1668.
(c) One or more air-conditioners may be provided at the station
depending on the building layout and the most economic and
efficient system design.
(d) Redundant air-conditioners serving the same area are not to be
provided.
(e) The air-conditioner(s) shall be capable of being serviced in
accordance with regulations and codes and without any disruption
to the operation of railway services. Specifically, clearances to
traction wiring and aerial electrical conductors shall not be infringed
by persons maintaining the air-conditioner(s).
(f) Air-conditioner compressors and condensers shall not be
accessible to the public and shall be protected from vandalism.
(g) Special requirements are to be specified in the MTM Final
Operational Requirements document.
12.21.5 Security
12.21.5.1 Functional Requirements
(a) The station is to be secure for staff performing their duties and the
asset protected when the station is unoccupied or closed.
(b) The design and construction of the building shall be appropriate to
the security level required.
12.21.5.2 Technical Requirements
(a) Cash handling areas shall be in secure rooms with solid timber
doors.
(b) Security screens shall be provided to ticket sales points.
(c) Doors between the public areas and the station operational areas
shall be solid timber and fitted with protection against break-in.
(d) The need for security roller shutters to the station operational
areas, waiting room and passenger areas should be assessed on a
station by station basis.. Where provided, roller shutters are to be
electrically operated with a manual back up in the event of failure.
(e) Shall comply with the Building Code of Australia.
(f) Special requirements are to be specified in the MTM Final
Operational Requirements document.

12.21.6 Waste Management


12.21.6.1 Functional Requirements
(a) Secure receptacles for rubbish are to be provided in public areas.
(b) Rubbish bins are also placed in all staffed areas of the station.
(c) Hygienic management of waste is required.
12.21.6.2 Technical Requirements
(a) Rubbish bins in public areas are to be firmly attached to the floor,
pavement or structure.
(b) An outdoor secure area is required for the collection of waste prior
to its removal.
(c) Waste shall be collected in two separate bins, one for recyclable
materials and one for general waste.
(d) Skip bins within waste enclosures shall be fitted with a lid and
closed against flies and vermin.
(e) Waste bins shall be accessible for collection of waste by truck.
(f) Special requirements are to be specified in the MTM Final
Operational Requirements document.

13 Station Refurbishment

13.1 Overview
13.1.1 This section deals with the refurbishment of existing stations. It requires the
station to be brought up to the current standards for passenger and staff safety.
Heritage conditions will be respected but where there is a conflict between
heritage construction and current safety provisions, safety shall prevail.

13.2 Existing Station Refurbishment


13.2.1 The refurbishment of a station shall generally be proposed by the State. The
scope of refurbishment may be minor through to reconstruction and incorporation
into a new structure such as a shopping precinct.
13.2.2 The projected passenger movements at the station, initially and ten years into the
future are to be provided by the State.
13.2.3 The heritage classification of the station shall be determined and the
refurbishment undertaken in accordance with the protection of the heritage
assets.
13.2.4 With the refurbishment of existing stations reference should be made to the MTM
Asbestos Register. The register shall not be relied upon solely to ensure that the
site is clear of asbestos materials.
13.2.5 To achieve the required passenger accommodation at the station, including
standing and transit routes for the numbers of passengers, it may be necessary at
heritage stations for the refurbishment to provide additional horizontal and vertical
circulation areas to those in the original structure.

13.2.6 The Manager, Network Planning and Development or the equivalent successor
position shall advise the State of MTM requirements and as necessary negotiate
with the State.

13.3 Relationship to External Environment


13.3.1 The relationship to the station external environment may be fixed or redeveloped
as a part of the station refurbishment.
13.3.2 Pedestrian access to the station shall conform to the requirements for New
Stations.
13.3.3 Bicycle storage may be provided. Where provided, the facilities shall conform to
the requirements for New Stations. The number of bicycle storage facilities is to
be given in the MTM Final Operational Requirements document.
13.3.4 Taxi ranks may be provided. Where provided, the facilities shall conform to the
requirements for New Stations. The number of taxi positions is to be given in the
MTM Final Operational Requirements document.
13.3.5 Parking may be provided. Where provided, the facilities shall conform to the
requirements for New Stations. The number and allocation of car parks is to be
given in the MTM Final Operational Requirements document.
13.3.6 A Kiss and ride facility may be provided. Where provided, the facilities shall
conform to the requirements for New Stations. The number of kiss and ride
facilities is to be given in the MTM Final Operational Requirements document.
13.3.7 Where an existing station is located adjacent to or within a shopping precinct it
may be that the direct connections between the station and the precinct do not
meet the Fruin Level of Service specified. In such cases the existing connections
may remain as the connections shall not be considered as exits for the purpose of
emergency evacuation of the station. Protection shall be provided between the
station and the shopping precinct against smoke, fire and water inundation in the
event of an incident at either the shopping precinct or the station.
13.3.8 Where an existing station is located adjacent to a sporting or entertainment
venue, so far as is practical, the facilities shall comply with the requirements for
New Stations.

13.4 Relationship to Railway Assets


13.4.1 For existing stations the relationship to the railway assets are generally fixed
13.4.2 Should the station refurbishment require alterations to the track, signalling or
traction power, the requirements shall conform to the requirements for New
Stations. The requirements shall be detailed in the MTM Final Operational
Requirements document.
13.5 Station Buildings – Horizontal Passenger Circulation
13.5.1 The horizontal passenger circulation at the station following refurbishment is to
comply with the requirements for new stations as far as is practical. Where a
compromise to the requirements is proposed, it shall be risk assessed against the
criteria for public and staff safety under normal and emergency conditions. The
provision of staff to actively manage passenger flows is an option to mitigate risk.

13.5.2 The station entrances shall conform to the requirements for New Stations. Special
requirements are to be as specified in the MTM Final Operational Requirements
document.
13.5.3 Station concourses shall conform to the requirements for New Stations. Special
requirements are to be as specified in the MTM Final Operational Requirements
document.
13.5.4 Passenger transit routes shall conform to the requirements for New Stations.
Special requirements are to be as specified in the MTM Final Operational
Requirements document.
13.5.5 Passenger standing areas shall conform to the requirements for New Stations.
Special requirements are to be as specified in the MTM Final Operational
Requirements document.

13.6 Station Buildings – Vertical Passenger Circulation


13.6.1 The vertical passenger circulation at the station following refurbishment is to
comply with the requirements for new stations as far as is practical. Where a
compromise to the requirements is proposed, it shall be risk assessed against the
criteria for public and staff safety under normal and emergency conditions. The
provision of staff to actively manage passenger flows is an option to mitigate risk.
13.6.2 In all cases, station refurbishment is to comply with AS 1428 to provide access for
persons with special needs.
13.6.3 The dimensions of elevated and below track structures at existing stations are
most likely to be fixed. Where modifications are proposed or required as a part of
the station refurbishment, the structure shall conform to the requirements for New
Stations. Special requirements are to be as specified in the MTM Final
Operational Requirements document.
13.6.4 If not required to be altered by the refurbishment, the existing stairs may remain in
place. Where a stairway is to be modified, it shall be built to conform to the
requirements for New Stations. Modifications shall be made to complete stairways
and where there are sequential stairways in a passenger transit route, all stairs
shall be constructed to the same going and rise dimensions. Special requirements
are to be as specified in the MTM Final Operational Requirements document.
13.6.5 Wherever practical, ramps are to be reconstructed to provide a maximum gradient
of 1 in 14. Where the requirements of DSAPT cannot be met a Standard Waiver
shall be raised. Special requirements are to be as specified in the MTM Final
Operational Requirements document.
13.6.6 Escalators may be provided under the refurbishment. The escalators shall
conform to the requirements for New Stations. Special requirements are to be as
specified in the MTM Final Operational Requirements document.
13.6.7 Lifts may be provided under the refurbishment. The lifts shall conform to the
requirements for New Stations. Special requirements are to be as specified in the
MTM Final Operational Requirements document.

13.6.8 Generally the stairway and escalator run off lengths shall conform to Table 4 as
applies for New Stations. Where it is impractical to achieve these lengths, a risk
assessment of the impact shall be made. Special requirements including risk
mitigation arrangements are to be as specified in the MTM Final Operational
Requirements document.
13.7 Platforms
13.7.1 As far as is practical, the refurbishment of platforms shall conform to the
requirements for New Stations.
13.7.2 The area of the platforms shall safely accommodate the numbers of passengers
at the station in accordance with sections 7.2 and 8 of this MTM Standard. Where
this requirement is compromised, a risk assessment shall be conducted and a risk
mitigation strategy put in place to ensure passenger safety. Special requirements
including risk mitigation are to be as specified in the MTM Final Operational
Requirements document.
13.7.3 Where the minimum platform width in Section 12.7 cannot be achieved, and
subject to meeting the requirements for passenger circulation and standing
described in section 8, minimum clearances as per DSAPT and AS1428.2 are to
apply as follows:
(a) 3135mm from coping edge (1800mm clear of TGSI zone) should be
provided to enable two wheelchairs to pass. Where this setback cannot be
achieved, passing spaces at intervals of not more than 6 m shall be
provided. The path of travel at passing spaces shall be not less than
2000mm long and 1800mm wide.
(b) The absolute minimum setback at platform and dead ends shall be
3075mm (1740mm clear of TGSI zone) to enable 180 degree wheelchair
turn.
(c) The absolute minimum platform setback shall be 2535mm (1200mm clear
of TGSI zone).

13.8 Passenger Facilities


13.8.1 The passenger facilities shall conform to the requirements for New Stations.
Special requirements are to be as specified in the MTM Final Operational
Requirements document.
13.9 Station Staff Facilities
13.9.1 The passenger facilities shall conform to the requirements for New Stations.
Special requirements are to be as specified in the MTM Final Operational

13.10 Supervisors Office
13.10.1 The supervisor’s office shall conform to the requirements for New Stations.

13.18 Static Displays

13.19 Station Equipment Rooms
13.19.1 The station equipment rooms and facilities shall conform to the requirements for
New Stations. Special requirements are to be as specified in the MTM Final
Operational Requirements document.
13.20 Materials and Finishes
13.20.1 The materials and finishes shall generally conform to the requirements for New
Stations. The materials and finishes at heritage stations shall be modern materials
but will respect the heritage design, construction and materials of the heritage
station. Special requirements are to be as specified in the MTM Final Operational
Requirements document.

13.21 Building Services


13.21.1 The building services shall conform to the requirements for New Stations. Special
requirements are to be as specified in the MTM Final Operational Requirements
document.

14 Temporary Stations

14.1 Overview
14.1.1 This section deals with stations associated with projects where the station is of a
temporary nature with a life of 24 months or less. It provides for the use of
scaffolding and temporary construction for platforms and stairs such as is used for
public events such as the Grand Prix. It does not preclude the station being non-
compliant with DSAPT but may require staff assistance for persons with special
needs or substitute public transport services.
14.1.2 For all temporary stations a risk assessment shall be carried out to identify all
risks and controls in accordance with L0-SQE-PRO-031 – Enterprise Risk
Management Procedure.
14.2 Temporary Station
14.2.1 A temporary station is one built specifically to support the provision of rail services
during a project. The station is sized for the passenger numbers at the station
during the life of the project only.
14.3 Station Location and Relationship to External Environment and Railway Assets
14.3.1 The temporary station shall be designed and constructed as necessary to safely
manage the number of persons using the station and located as required for the
efficient construction of the project.
14.3.2 Pedestrian access may be controlled by purpose built access ways. The
pathways shall be designed and constructed to isolate pedestrian access from the
project construction site.
14.3.3 Pedestrian crossing of the railway at grade is not permitted. Where persons
require access to both sides of the railway corridor, the crossing shall be by
stairways or ramps.
14.3.4 The facilities at the temporary station are not required to comply with DSAPT or
AS 1428. If the temporary station does not meet DSAPT or AS 1428 the project
team shall provide assistance to persons with special needs to access public
transport. Such assistance may require specific staff to assist persons or
substitute public transport services to be provided.
14.3.5 Facilities for bicycles, taxis, parking and “kiss and ride” are not required.
14.3.6 Interchange with bus transport is usually required at temporary stations. The
design and construction shall ensure that passenger transfer is able to be
conducted safely and orderly under all conditions with the maximum number of
persons at the station.

14.3.7 The preferred location for temporary stations is on tangent track. If construction
on a curve is necessary it may be undertaken but the project team shall ensure
that the management of trains departing the station is conducted safely. This may
require a CCTV installation or staff to supervise the movement of passengers
boarding and alighting the trains and advising the train driver when it is safe for
the train to depart.
14.3.8 The signalling and traction power arrangements for the temporary station shall be
determined during the design phase and confirmed as suitable for the purpose
prior to construction.

14.4 Station Buildings


14.4.1 Station buildings shall comprise demountable buildings commonly used as project
site offices. The buildings shall be of good standard with internal fittings
appropriate to the function and air conditioned. The facilities and number of
persons to be accommodated in the temporary buildings shall be as given in the
MTM Final Operational Requirements document.
14.4.2 The passenger transit routes and standing areas shall comply with sections 7.2
and 8 of this MTM Standard.

14.5 Platforms
14.5.1 The temporary platforms shall comply with this MTM Standard except that the
provision of facilities in accordance with DSAPT and AS 1428 are not required if
assistance for persons with special needs is managed by other means.
14.6 Passenger Facilities
14.6.1 The provision of passenger facilities may be minimal consistent with limited
seating, protection from weather and access to toilets. The numbers of these
items shall be determined in the design phase and given in the MTM Final
Operational Requirements document.
14.7 Station Staff and Other Staff Facilities
14.7.1 The facilities for station staff and other staff shall be as detailed in the MTM Final
Operational Requirements document. The facilities provided shall be minimal and
limited due to the temporary nature of the station.
14.8 Revenue Protection
14.8.1 Myki Card Vending Machines, Fare Payment Devices and Stand Alone Enquiry
Machines shall be provided at the station. Ticket barriers may be provided if
necessary. The myki system details are as given in the MTM Final Operational
Requirements document.
14.9 Information and Communications Technology
14.9.1 The functional and technical requirements for the information and
communications system shall be in accordance with this MTM Standard.
14.10 Static Displays
14.10.1 Static displays shall be limited to statutory, way finding and passenger information
such as timetables. Advertising is not required.

cleaning and refuge removal for the period the temporary station is in use.
