I am a Chartered Engineer (HKIE & IMECHE) and Competent Designer for Rolling Stock (Safety Critical) responsible for the Project
Control and Design Management of train modification, station side modifications, maintenance review, asset refurbishment, and
failure investigations from 2010 to now.
Some of my recent projects include: “Light Rail platform gap filler installation”, “CCTV vision system for train intruder detection”,
“Passenger seat refurbishment for AEL and LRL train”, “Mid Life Refurbishment of 69 Trains”, “Refurbishment of M-train Traction
Motors”, “Axle Bearing Failure Investigation”, “Wheel Offloading Tests”, including other C&R work.
My duties are:-
1. Define the roles and responsibility of the project team and be a team player in project execution.
2. Drive projects, team communication, and work list management.
3. Prepare Budget Estimates (life cycle costing), Particular Specifications, Tender Documentation, EDOC, and Consultancy
Requisition for various C&R Work.
4. Prepare proposals for PCG(O) and OEMC; Safety project proposal papers for SAFTEC; and Operating Customer proposals
for OSMC.
5. Chair and facilitate project meetings.
6. Negotiate with customers (including EMSD-RB) and conduct asset handover assessment for light rail vehicles and other
assets.
7. Plan site visits to provide technical support to the Maintainer and Contractor.
8. Factory acceptance tests in Mainland China e.g. for safety glass certification, and load testing.
9. Review design changes for implications to vehicle safety, passenger hazards, train aesthetics, project schedule and O&M
documentation.
10. Collaborate and evaluate risk-cost-beneficial solutions.
11. Perform technical investigations to abnormal findings.
12. Execute annual condition monitoring of trains using MEMS vibration sensors.
13. Study/comment on design submissions, FEA reports, NDT reports, consultant reports, work method statements, test
procedures, test reports and technical suggestions.
14. Consolidate team comments and requirements from various sources/specs/international standards/regulations.
15. Manage databases of inspection defects, outstanding issues, action items and general project issues.
16. Attend site inspections, T&C and related meetings and briefings.
17. Benchmark train designs for compatibility assessment.
MAJOR PROJECT COMPLETED – Light Rail Mid Life Refurbishment which involved whole outlook & interior design,
structural reinforcement, contractor management, programme control, and cost control. Elected Hero and LV award.
MAJOR RELIABILITY PROJECT COMPLETED - New Traction Motors for M-Train Fleet which involved preparing specification,
managing China contractors, interfacing workshop/depot, and conducting vibration tests on mainline with artificial full
load. Project received MTR Grand Award.
MAJOR SAFETY ENHANCEMENT COMPLETED for the design of LRV Passenger Safety Barriers (which reduces R2 risk to R3)
and the ongoing trial of Driver Seats with improved seatbelts.
OVERSEAS SUPPORT COMPLETED– acted as fire consultant for Taiwan’s tilting train design, investigator for traction
bearing failure at Shen Zhen depot, and technical support for Hang Zhou depot commissioning.
MAJOR FAILURE INVESTIGATION COMPLETED - LRV Derailment Root Cause Analysis which involved site study, bogie
condition review, consultant management, and report preparation. Achieved MTR Team Grand Award. My other
investigations include bearing failure, fire investigation, high tension cable failure etc.
MAINTENANCE REVIEW of LRV wheel offloading and determination of airbag limits through measurements and statistical
analysis.
ALTERNATIVE SOURCING of train windscreens which led to total redesign, supplier sourcing/tendering, and elimination of
windscreen blur/glare.
REINFORCEMENT WORKS on bogies (MLR train) which involved re-welding, FEA analysis, on-site support for cracks, quality
control management, and extensive vibration testing on mainline.
HAESL - I was project leader for dozens of component repair and maintenance planning jobs communicating with Rolls Royce and
the workshop – such as shot peening, large scale machining, brazing, metal spray, TIG welding, 3D modeling etc. for various civil
aircraft engines.
Having gained 10 years experience in engineering and 5 years in railway, I am excited to expand my career and lead teams for C&R
Works.
In the past I have built myself by being the design engineer and project controller for C&R Works, some which have project sum of
$350M (light rail train refurbishment). Over the years I have been able to predict project risks and recover projects, gaining
recognition by the CEO for Team Leadership.
I am very skilful in tracking tasks in multiple projects, work with Gantt charts, and have even developed my own Excel software to
manage programme templates and generate project statistics. I usually partition projects to reduce delays in procurement and
find ways to boost initial cash flow using collective purchasing techniques.
I have excellent communication skills using two way conversation techniques, and have the ability to write emails effectively
(more than 3000 emails written each year), consolidate information, and participate in document preparation to reduce
resistance in the programme.
I own a formidable database of contractors (small, medium, and large) which I believe can help support almost all types of
projects in the railway industry as I know their strengths and weaknesses.
I have maintained good relations with my stakeholders such as EMSD-RB, procurement, and team managers across departments
so it will be easy for me to deal with them directly.
Finally, I have gained vast experience in resource planning and am the planner for manpower & cost, and have dealt with PCG(O)
and OEMC in a number of occasions such as my recent platform gap filler and CCTV intruder detection projects.
I am very keen to take up the job and I believe my experiences and education make me a very good fit.
