3. Reflection question:
In what circumstances and to what extent may the international
organiazations interfere with the domestic affairs of states?
Article 15 reads as follows: No State or group of States has the right to intervene, directly or
in- directly, for any reason whatever, in the internal or external affairs of any other State.
However, there are still exceptions depending on the circumstances and extent. It is difficult
to be categorical about what is, and what is not, prohibited by the principle. Much may
depend upon the context, and on relations between the States, the general state of society in
the States concerned and their level of political development.
