Invitation To Tender (ITT) for an upgrade of IT facilities at Wolf University.

Dear Sir/Madam

You are invited to submit a tender to provide an upgrade to the IT facilities at Wolf University. The key
requirements for Wolf University are outlined in this document, and you should take this into account in
your response. Please acknowledge via email safe receipt of this letter within ten working days together with
your confirmation of your intention to tender. If you have any questions regarding the ITT content or the ITT
process, please contact me via email. This project is expected to last 3 years.

As part of this tender process Wolf University makes no obligations in any way to:

(i) Pay any vendor for any ITT response; or


(ii) Award the contract with the lowest bid

1. Introduction & Overview

a. Background
Wolf University is seeking quotes from qualified companies with information technology
expertise to design and implement a complete upgrade of their information technology
infrastructure. This project spans the Mobile Lab and Wolf University campuses. Most network
equipment is infeasible or obsolete because the Wolf University infrastructure has not been
updated. With I.T.'s new university plan

b. Project Aims
Upgrade of Wolf University IT infrastructure from a qualified vendor according to the roadmap
provided. Some points include, but are not limited to, replacing older equipment and software,
improving operational efficiency, improving cybersecurity, training support staff, and providing
cloud-based data storage and access. Hmm. Our expected ultimate goal is a significantly
improved infrastructure with simplified management and maintainability.
The new system is extremely easy for users to use and will be easy for future upgrades.

e. Services to be provided

 Internet Services: Implementation of Internet services to ensure high availability of university internal
network connections at a target speed of at least 100 Mbps. Internet connectivity provides a solution aimed at
maximizing time without location-based delays. Maximize these internet uptime options with at least two
different internet service providers (ISPs), including fiber, LTE, telephone lines, and coaxial cable .
 Network Infrastructure A network infrastructure system that connects all network devices to a connection to
the Internet. The system is designed so that other locations, especially mobile education locations, are not
affected in the event of a network failure at the site. It uses a bidirectional connection method, basically
Ethernet with Cat6A Ethernet cable, and also uses deployment of wireless connections. Data flows from left to
right. There are two ways to achieve redundancy. For application access, the border router sets up a VPN to
the university's main lab.
 Email Address system Email is a cheap and common way to communicate over the Internet. You can email
messages, complaints and documents. Email addresses enables the school authority to communicate with
students about learning platforms, including student concerns, course information, timetables, grades, rooms,
access to student portals, and usernames and other general information.
 Website Implementation Websites is used to provide users with information and access to product and
services. Implementing a website will allow students from any location to access portals and register for
programs, online.
 School APP: school web app, hosting e-learning platform, MRO Solution and other student tools such as open-
source software like Python, Java, and all other development software to also be virtually hosted on the app,
online ordering system to allow schools to order and register for courses.
 Database System Upgrade Data from all locations can be managed through new database systems such as
MySQL. This database system replaces legacy systems and gives staff and administrators real-time updates
access to student and company data from anywhere. The implementation of the new database system allows
all mobile units to share data with each other based on specified user privileges, reducing data redundancy
and maintaining data consistency. This means that the school does not have to keep multiple copies of the
same file. All registrations going to the main campus can be easily sent elsewhere.
 Student Management System Student management software is the key to running a school. This software
helps automate normal administrative tasks. Also known as "student information systems," these systems
provide everything from course application to student grade monitoring. They range from student information
systems, learning management systems, classroom management software, school CRM, school ERP and more.
 Online payment System An online payment system is to make payment services at anytime and anywhere. An
online ordering system is to be implemented to provide an alternative way for your student to make tuition
payment pay for them as well.
 Mobile Labs and office Workstations: To access the internet, view, teach, track data, print documents, and
more will all be done on workstations. We advise setting up workstations for employees and management at
each location. Team members will be able to access email, the company website, learning platforms,
inventories, and manage all aspects of digital learning from their workstations.
 MRO Team solution: mobile software solution will be designed for marketing staffs for tracking
schools/colleges and companies most effectively using the mobile lab, and identifying potential students for
future intake.
 In-House Servers: When data is requested, servers are utilized to supply it. Servers can backup data, host
email, host websites, store files, offer network access, and operate software. For example, in the event of a
wireless outage, it can assist in maintaining data access. It also aids in the maintenance of a local storage
system that serves as a backup in the event of an online system assault by hackers or other third parties. It can
also be used to manage all of the faculty's PCs. It will be the major data storage location.
 Cloud-based Back-up System This is required to reduce the risk of data loss, as well as to provide a secondary
data server to eliminate total data losses as a result of ransomware, human mistake, and other factors. These
will be a good backup unit that incorporates software and a subscription service that is essential to ensure that
vital information is not destroyed. Thus, all vital data will be saved and updated on a regular basis.

PROJECT PHASES SUPERVISED BY THE CONSULTANT (Scope of Work)

The following are key project phases for the upgrade Vision:

 Project-1: Evaluation and upgrading of the Datacentre CORE, Computer Security, and Wlan Solution
Integration of new network infrastructure to provide 10G network and main routes for packet filtering and
protection firewalls with DNS encryption, and also modern IT services Infrastructure malware protection for
Office 365, all users and devices on the network with the latest technology for central control, with advanced
feature and greater coverage strength and quick access, guest network access, and centralized visibility of the
wireless network is requested. Platform for everyday operations and administrative activities that integrates
compute, server, storage, and virtualization into a single managed appliance with full application availability.
In order to achieve a virtualized workload, convert all IT applications to a managed service agreement and
deliver real-time reporting.
 Project-2: Deployment and Installation of hard wares in computer labs, workstations, offices, mobile labs, and
installation of operating systems, open-source software, and infrastructure testing to ascertain optimum
performance.
 Project 3: Deployment of mobile apps, email system, websites and training of support personnel

2. Requirements
a. Internet/ Network Requirements
Functional Requirement
 Throughout the duration of the contract, Network Engineering consulting will be provided.
Consultancy services comprise the following and are not included in the standard network
operations services: Deployment, configuration, and integration WOLFU-owned network elements
into the given MPLS backup communications infrastructure or backup internet connection.
 Within 20 days of the project's start date, the current network's first circuit test will be completed.
 Separate local area networks should be set up for the campus and the mobile unit. Furthermore, all
staff users will have access to the campus's resources as needed.
 Provision of an online tool for proactive monitoring of all aspects of their MPLS and internet service:
Identifying faults such as when a link is down; when a link is at 80% usage; physical problems on any
of the CPE devices deployed; computing the previous bandwidth usage per internetwork line (MPLS
and internet direct line). Layer 4 protocol, often known as application layer protocols, is used to
determine how much bandwidth is used.
 For the internetwork infrastructure, point fault notification is provided. A Network Operation Centre
(NOC) that will establish a fault log and send email or notification to the selected point of contact.
And promptly debugging the circuit until the problem is confirmed to be rectified, at which point
the ticket will be closed.
 Configuring and managing a 100MBPS Multi-Protocol Labelling Switching backhaul network with PE
routers placed in various places connecting the main campus and all mobile labs.
 Option to boost bandwidth at a set rate, with service charges modified in accordance with the
increased rate.
 IP ADDRESS table is to be provided
 Dedicated services should be configured on servers for departments to avoid any conflicts of
departmental network accesses.
 Providing the required resources, finishing, and equipment, as well as the required connectivity.
 A security system should be implemented to prevent lab (student) access to other office's networks.
 The use of a planned network topology.
 All wireless users should have internet access through routers; however access should be restricted
based on user type.
 The network architecture should obviously be based on a user-centric approach.
 Create a sub interface for the VLANs on the router, including an expanded access list, and then link
the routers to the cloud for communication with devices in different geographical locations.
 To avoid vulnerabilities, access points should be configured with security parameters.

 VLANs should be added to the server for device communication.
 Every server should be protected against various forms of attacks.
 Internet connection settings for all users accessing the school network.
 All labs must be able to communicate directly with each other.
 Committed Information Rate (CIR) as the needed line speeds at WOLFU, as indicated in the
Bandwidth Agreement.
 The CIR is 100 percent of the bandwidth required for all bandwidth specified.
 Traffic profiling and bandwidth shaping should be allowed across the whole network infrastructure.
 Prioritization of traffic based on DSCP traffic tagging
 Prioritization of traffic based on destination IP address.
 A complete network diagram of the full MPLS network is provided.
 Rerouting traffic across the MPLS way to minimize latency.
 Local ISP peering for content housed in THE Mobile units for local routing and connection.
 Documentation of all network segments, including but not limited to local loops, cable systems,
peering connections with local and global Internet Service Providers, as well as other Web
requirements such as IP addresses, domains, and so on.
 Provisioning, installing, and managing network equipment that will enable active-active use of
current and new Internet, MPLS, and IPVPN networks.
 Assist with the provision of direct internet service, including the configuration of all DNS entries,
including reverse lookups and other services for the allocated non classed network.
 Provision for disaster recovery simulation and switchover testing.
 Managing other links, internetwork connectivity, and devices that are not owned or controlled by
the Service Provider but must be linked into the backup MPLS and internet services at the request
of the WOLFU.
Non-Functional Requirements
 Security: The network should be built with enhanced security algorithms to avoid network data
manipulation threats.
 Availability: A high-availability network that prevents any disruptions in internet connectivity while
in use.
 Scalability: The network may be scaled up or down by adding new devices to the network.
 The sort of network to which you're connected is indicated.
 Report logs are protected from tampering and erasure.
 The latency of the connection should not exceed 70ms while executing a ping test. 
 The average transit time from WOLFU to ISP's peer equipment is 60 milliseconds.
 WOLFU shall receive the following documents as part of the turn-over process: (a) compiled
summary tests; (b) Network Operations Centre SLA with escalation procedures and points of
contact; (c) network topology diagram; (f) signed inventory of all turned-over equipment; (g) rack
diagram (if any); (h) operating manuals of monitoring tools and ticketing systems that WOLFU can
use for network monitoring and reporting issues; and I project performance (actual versus baseline)
based on schedule (e.g. computation of schedule performance index, etc.)

System requirement
 Within the MPLS backhaul network, all traffic requests to the public internet will be routed to the
via direct internet link hosted on the WOLFU Campus its 300Mbps backhaul connection, and will be
sent out via the 100 Mbps internet line.
 Two repeating test patterns with minimum Error Rate (BER) test for MPLS network and the direct
internet line.
 The Internet Direct Line must support IPv6 and have at least 100 assignable public IP addresses, as
well as a dependable primary and secondary Domain Name Service (DNS)

 In accordance with ISO 22301:2012 Business Continuity Management System and ISO 27001:2013
Information Security Management Systems, the NOC must have applicable processes and systems
in place.
 It is necessary to resolve bandwidth-related issues within 24 hours.
 Equipment must be compliant with WOLFU's electrical system.
 The equipment's rack or wall-mounted enclosures must be independent from the current network
infrastructure and given as part of the project's deliverables

Personnel Requirement
 Technical Support Services (TSS) training. On all Managed Devices, all Service Requests for status
monitoring, route editing, IP address allocation, traffic report generation, basic troubleshooting, and
stopping/starting/restarting of network equipment if needed must be responded to swiftly.
 Educating personnel on how to operate the Network Operations Centre (NOC) and assembling a
team of certified network professionals, including at least MEF-CECP (MEF – Carrier Ethernet
Certified Professional) personnel, at least Fibber Optic Association certified personnel, and CCIE
personnel, to monitor, troubleshoot, and maintain the MPLS service/network 24 hours a day, seven
days a week.
 The Service Provider's Project Manager must be a certified Project Management Professional (PMP),
as well as a network engineer with certifications such as CCNA, CCNP, Microsoft 365 Certified:
Security Administrator Associate, Microsoft 365 Certified: Security Administrator Associate,
CompTIA A+, and Microsoft 365 Certified: Security Administrator Associate. Network+, network
architecture, with a minimum 4 years field experience.

b. Requirements for the School App:


Functional Requirement
 Reports and Analytics: a platform where learners progress ay be viewed, reports as well as other
data statistics in order to fully understand user engagement and improve content.
 Secured checking, verification, and online identification for accreditation and registration purposes
while maintaining data protection standards
 Should provide host instructional content: Marketing teams may simply generate, edit/update, and
submit educational content (text, audio, videos, visuals, etc).
 A user-friendly and simple format for training purposes, as well as other specifications and functions
that reflect an innovative solution.
 Attestations from users: the system should create attestations from attendees for their participation
in learning events.
 Community and collaborative exchanges: Allow learners to communicate with internal teams or
other users in order to develop a sense of belonging.
 Customization and branding options in a variety of languages are available.
 Device versatility: the platform may be accessed from a variety of platforms, including desktops and
mobile devices such as tablets, laptops, and smartphones.
 Content is easily updatable and expandable
Non-Functional Requirement
 Availability: It should be accessible via the internet at all times and with a high bandwidth.
 Scalability: adaptability is necessary, as additional resources must be added or removed as needed.
Scalability in terms of access, for example, will increase during exam time and then be inactive
following the exam.
 Protection: even if the application is hosted on a public cloud, the user information protection
policy must be observed.

 Verification: The cloud service provider should provide a multi-factor authentication mechanism to
authorize valid learners.
 Usability: A user-friendly interface that supports adaptability and customizing is essential.
 Privacy: Aside from the high security provided by the public cloud, some data is kept private for the
organization and its learners.
Personnel Requirement
 The Project Manager of the Service Provider shall be a certified Project Management Professional
(PMP) Agile methodology expert, full stack software engineer with experience writing the following
language ruby, JavaScript, python, and mysql.

c. Requirements for the Database:


Functional Requirement
 Whenever a user logs into the system, strong user authentication is necessary.
 Ease of retrieving information from a new database, even if the name has changed
 Naming consistency for established sub-basins
 Allows you to check the history of prior point sources in the database.
 Using aggregated data to calculate flows and loads
 Content editing by authorized people is now possible.
 Database administrator has the ability to change the structure.
 Data accessibility Upload data, partial or whole, directly into the database.
 When data is absent or suspect, a data comment option is available.
 The ability to change previously entered data in the database.
 Provide monitoring reports based on various parameters
 Make a report regarding data change and who did it.
 Able to shut down the system in the event of a cyber-attack as a form of security.
 When a person registers for the first time on a computer system, he or she receives a verification
email.
Non-Function Requirements
 There should be a 10-hour email latency time, and each request should be processed within 10
seconds.
 When there are more than 10,000 concurrent visitors, the site should load in 3 seconds.
System Requirement
 Hardware requirements: 8 cores, 2.8 GHz CPU, 40 GB RAM, 2TB SATA RAID hard disk, 1.4 Gbit
network adapter
 Windows Server 2022 (including Server Core), 2019, 2016, Windows 10 are supported operating
systems.
 Supported Databases: Microsoft SQL Server: Versions 2015 or higher (Express Edition or better)
Including High Availability features (Always On Availability Groups, Windows Server Failover
Cluster), PostgreSQL 9.0 or higher, Microsoft Azure SQL DB.
 Microsoft .NET Framework: 4.5+ is required
 Supported versions of IIS or IIS Express: IIS Express versions 8+
Personnel Requirement
 The Project Manager of the Service Provider shall be a certified Project Management Professional
(PMP) Agile methodology expert, backend engineer, database engineer, data analyst.

d. Requirements for Cloud Services:


 On-demand computing service availability: On an API call or a user click, a response time of at
least 3 seconds is required.

 It must be able to handle several itch-free users at the same time.
 Per-second billing and pay-per-use pricing: services should be charged depending on
consumption.
 Availability of traffic analysis: a customer usage analysis that demonstrates how customers use
and pattern of use in order to improve infrastructure and services.
 Data security measures that guard against hacking and data loss at all times.
 The cloud service allows users to deploy user or bought applications written in programming
languages onto their cloud platform.
Non-Functional requirement
 Scalability: with the deployment of automation software to handle up to launch for users,
resources can be added or removed as needed.
 Availability and resiliency: Some higher-level services distribute workloads between availability
zones automatically. To avoid downtime, resources on the cloud platform must be available at all
times, with regional dependencies minimized to eliminate single points of failure. Users' flexibility
in being able to spread their workloads throughout available zones, with redundant networks in
close proximity.
 Broad network access: The cloud service must be able to give users with the ability to access data
or upload data to the cloud from any location with an internet connection.
Personnel Requirement
• The Service Provider's Project Manager must be a certified Project Management Professional
(PMP), Agile methodology expert, certified network engineer cloud engineer with expertise in.net
framework, php, java, python, Microsoft Azure, cloud architect, and data analyst

e. Requirements for Hardware and Software for Computer Lab, mobile labs, and workstations:
Functional Requirement
 Computers and other electronic devices Each package will contain all of the equipment required to
install, configure, and run one computer, and will be carefully packed with all essential accessories.
Also included is the lab's basic technician's toolkit, which may be used to maintain and repair
equipment, as well as safely remove dust and blockages from external ports and clean internal and
exterior surfaces and contacts. There will be a total of 5000 computers.
 The user's operating system and software configuration must be able to be factory reset to a
known-good state by rebooting and performing a single keypress combination of comparably easy
operations.

System Requirement
 Wi-Fi router device capable of delivering wireless network connectivity to over 5000 students at
any same time. These routers will use Power Over Ethernet (PoE) and will be housed in a
protective case that will allow them to be installed on the outside of a building. Provisions for
mounting should also be made.
 Antennas with a coverage range of up to 180 degrees, enough to connect with a common
consumer WiFi device such as phones, tablets, and PCs across 100 meters of unobstructed space
 Enough network cable to connect the router to the Ethernet switch where it is located.
 Spare network 'patch' cables with RJ45 connectors on both ends and a length of at least 20
meters.
 Windows 10 client system with academic license in accordance with Education standards, as well
as with the following minimum software application set:
I. Microsoft Office 365, for example.
II. The web browsers Google Chrome and Mozilla Firefox;
III. Email client software or anything similar;

IV. Open-source software like Python, Java, or Visual Basic.
V. Other software applications, such as the school app
 A computer monitor with a 21-inch LED or LCD display.
 mSATA interface solid state disk (SSD), minimum 128GB capacity, 512 GB preferable;
 A quad-core CPU with a clock speed of at least 2.3 GHz is required;
 Graphics card with a minimum of 4 gigabytes
 A minimum of 6 GB of RAM is required
 At least 6 USB 2/3 ports;
 HDMI video output;
 Gigabit LAN + WLAN interface
 Maximum standby power consumption: 3W; maximum idle power consumption: 8-10W;
maximum peak power consumption: 100W.
Personnel Requirement
 The Service Provider's Project Manager must be a certified Project Management Professional
(PMP) Agile methodology expert, a Comptia A+ certified computer engineer, a system analyst, and
a network engineer.

f. Requirements for Student SMS, MRO App and website


Functional Requirements.
 User tracing must be available using the UEID provided by SMS, and user information must be
able to be changed without being linked to ECR.
 Students, instructors, program administrators, access, views, functionality, and security must
be able to be managed by technical administrator.
 You should be able to preview content before publishing it.
 It is necessary to permit the provision of custom fields.
 Access to downloadable content in a variety of formats (e.g., PowerPoint, MS Word, PDF)
from a computer or mobile device.
 An instructor-led training course's CBT and e-Learning webinars allocation function should be
enabled.
 Exams and tests must be linked to courses and curricula.
 CBT and webinar streaming from the student's account must be available.
 Electronic management of training materials should be possible.
 Notification of course completion, course registration sheets, and evaluations must be
enabled on student accounts.
 The application must provide a text editor with HTML capabilities.
 Associating classes with instructor names for individual sessions is required
 Associating courses with training materials is required.
 Instructions and criteria course - related, such as training module completion, must be
available.
 Courses and events must have their own unique ID numbers.
 The platform should allow for course registration.
 The ability to prevent enrolment in a course if a requirement/prerequisite has not been
completed must be enabled.
 Students must be able to track their courses and webinars using their student account.
 Students can self-register for classes through the course catalog.
 A notification system for students, instructors, and administrators about lectures, and other
events, must be enabled.

 Notification of a message indicating a "change in class status." The capacity to send emails to
students, supervisors, and teachers is part of this. Any changes to the status of the class, such
as the location, start times, or instructor, must be communicated via a pre-formatted email.
 Management should be able to track students' progress toward completing their coursework
and certifications.
 The SMS and its features must be accessible via a mobile-friendly browser-based interface or
a mobile application.
 User interface data extraction and import should be enabled.
 Select data elements such as name, address, and student identification number must be
enabled to generate reports and work lists.
 The ability to view all enrolled students in a course based on their status in class offerings,
such as authorized or pending approval.
 Incorporate student progress reports into a certification program.
 The status of a course's registration, including the number of students enrolled, should be
presented.
 There should be a course roaster and it should be exported to the admin page.
 The ability to generate individual student transcripts should be enabled.
 It should be possible to receive notifications of compliance and non-compliance with
mandatory training.
 Student interface with many search criteria based on course aspects.
 Ability to track ongoing training activities, such as successful course completion.
 Student flagging of duplicate enrolment and registration.
 The updating process should not be limited to content alone, but should also include design
and navigation.
 Features for uploading and storing downloadable files on the website/microsites so that users
can download the files they want.
 When new content is uploaded to websites, existing content should not be destroyed;
instead, it should be rendered inactive and retained in the database for recordkeeping.
 The back-end interface should allow website managers to make changes to the live website's
content without having to worry about downtime.
 The website must be accessible at all times.
 Advertisements and pop-ups, particularly those unrelated to school activities, should not be
on the webpage; but, it should be able to conduct online surveys as necessary, with the ability
to activate it based on the Authority's needs.
 Site maintenance should follow the Website Information Security rules.
 A standard feedback form with categorization to ensure that specific comments are kept in
the proper database by allowing visitors to leave brief feedback remarks in a text box.
 On the news section, there is a feedback interface.
 A bulk mailing service will be enabled.
 Proper website interaction with other apps and social media networks.
 The site's design should also include the ability to create blogs with various themes, as well as
content moderation tools.
 From time to time, back-end databases are created. To enable online applications, this should
feature the ability to update input fields. It should also confirm the online application,
preferably by allowing the user to print it.
 Complies with ISO web site design guidelines.

Non-Functional Requirement

Compatibility with the most recent versions of web browsers including Google Chrome,
Firefox, and Internet Explorer, among others.
 The navigation style must allow users to access all of the website's important information.
The site will have links to other associated websites, such as e-learning sites, MRO sites,
student portals, and email.
 Homepage
 The school's logo and colour should appear on the website's graphical interfaces.
 When browsing the site for the first time, the homepage should be simple to comprehend
from the starting of a task to the end.
 The fonts should be readable.
 Original, credible information should be maintained, not just random links. This link should
give the user the information they need at a glance without requiring them to read the entire
document.
 Graphics should be utilized sparingly. Properly managed spaces.
 Use a site tool that allows users to the site to get quick access to information.
 Site arrangement
 The pages should not be clattered and it should be easy to navigate through to get the
information required.
 Related information should be together.
 Homepage information should be grouped into categories based on the audiences.
 Site map should be available
 Order of content displayed should be consistent on all pages.
 Graphics
 Graphics should be simple, original, and of excellent quality and resolution.

 To obtain a student's training history, the system must use the REST API and provide the SMS
Product, Agency Code, and USID of the SMS core system.
 The SMS must have unique course numbers.
 It is necessary to organize related courses into a series with a unique identification.
 Use the USID of the SMS core system to track interest in a course.
 Student, a series, a course, and a class have a daily interval.
 Ability to reference daily intervals for a student, series, course, and class system import via
REST API by using SMS core system reference table fields for drop down listsThe SMS must
have the ability to consume and publish specified catalogue and event driven data (e.g.
addition and removal of students, completion of training classes, listing of training providers)
via secure REST API to and from the SMS Core System.
 The SMS must be able to publish and consume catalog and event-driven data (e.g., employee
additions and removals, training class completions, training provider listings) in the format
defined by the ECR System via batch files.
 This SMS solution requires a public cloud-based environment.
 All system downtime must be scheduled at least 24 hours ahead of time.
 Service must not be disrupted during the failover.
 Support and system updates, as well as patches, must be completed without disrupting
service.
 Employee training history is stored and retrievable within 48 hours for a 5-year record.
 Capacity expansion should be achievable when the staff grows and new departments are
added.

 Self Help should be built into the system.
 Training materials in the following file kinds are acceptable: Microsoft Word, Excel, and
PowerPoint supported product formats, Adobe Acrobat Reader (PDF), standard video file

 Maintaining an audit log of all user activity and the ability to report on them.
 Provide reports and full outcomes of import and export documents upon request.
 Student information, including the USID issued by the SMS Core System, is tracked and
displayed.

 Role-based authentication can be configured.
 Accessibility from mobile devices (e.g., phones and tablets).
 Support all current versions of modern web browsers, as well as any earlier supported ones.

Personnel Requirement
 The Service Provider's Project Manager must be a certified Project Management Professional
(PMP) Agile methodology expert, and other team members must be full stack engineers,
Product Managers, Application Architects, Senior Software Developers – Analysts, Senior
Business Intelligence Specialists, Junior Software Developers: javascript (react native), python
developer, ruby, User Experience Designers, Application Testers, graphics designers, and
content writers.
 For this SMS solution, the contractor must be at least NIST 800-171 compliant.

a. Response Guidelines

Responses after the 23rd April 2022 will not be considered. Please submit two identical copies of your
proposal, one being an electric copy, the other being an A4 paper sized copy presented bound in a folder.
Your Bid manager should sign the paper copy. Please include references for any similar work carried out,

alongside the financial records for the last 3 years. (Failure to do so will significantly affect the evaluation
score of your response).

All responses to this ITT will be put through the same evaluation process. Each proposal is
evaluated and a decision matrix is used to score the proposal. The proposals which score at least
55 out of 80 are then shortlisted and will be invited to an interview on 28 th April 2022. Wolf
University will contact the shortlisted tenders to confirm the interview. Tenders will be notified
the result on 31st April 2022.
