1. People as resource are a way of referring to a country’s working people in
terms of their existing productive abilities and abilities.
2. Investment in human capital through education, training, medical care etc
helps in human resource formation
3. People with higher incomes gain higher income. In fact human capital is in
one way superior to other resources like land and physical capital.
4. Population of a country can be turned into a productive resource by
investing in education, training and healthcare facilities.
5. Countries like Japan have invested in human resource and became
developed country even though they don’t have good natural resources. A
child too, with investments made on her education and health can yield a
high return in future in the form of higher earnings and greater contribution
to society.
6. Why do we consider people of a country as resource?
a. They make better use of natural resources.
b. They will develop parallel resources like nuclear energy, tidal energy
etc.
c. They make best use of natural resource.
d. Better human resource will lead to the development of a country.
Example: Japan.
7. The term health refers to the condition of free from illness. There are two
type of health
a. Mental Health – Free from stress, managing the emotions in the right
way.
b. Physical Health – Free from diseases
(A healthy habit such as Yoga, Sports, good family time, meditation, games,
listening and singing music, drawing, paintings etc helps us to maintain mental
health.)
b. Birth rate – number of babies born for every 1000 people during a particular
year.
c. Death rate – number of people per 1000 who die during a particular year
d. New medical colleges are setup to train and help the human resources to become
doctors.
11. The government of India as a part of its human resource development, a separate ministry
of human resource development is made. By its investments in education (150 crore in first
five year plan to 3766.90 crore in eleventh five year plan) aiming to increase literacy rate.
12. Following are some of the examples though which government is trying to increase the
literacy rate.
a. Sarva Shikshana Abhayan.
b. Right to Education act.
c. Navodaya vidyalaya in each district.
d. Free and compulsory education to children as a fundamental right.
e. Providing free uniforms, text books, Stationaries and mid-day meals.
