BHAKTIYA GROUP is in the business of import and export since 1927. In


1963 BHARTIYA GROUP was appointed the representatives of M's,
MOTOKOV, Foreign Trade Corporation. Czechoslovakia. M's. MOTOKOV
was the specialised monopoly organisation of the Government of
Czechoslovakia for exports, imports and services and we ere authorised to
enter into contracts for exports programmes for motor cars, commercial
vehicles and buses, spare parts, components etc BHARTIYA GROUP was
importing Crash Fire Tenders, a highly sophisticated life saving equipment
used for fighting aviation fires. Till 1983, BHARTIYA GROUP had supplied
over 500 Crash Fire Tenders to different organisations such as Indian Air
Force, Civil Aviation Department, Indian Navy. Defence institute of Fire
Research etc,

In 1984. Bhartiya Vehicles and Engg. Co. Ltd. was established by


BHARTIYA GROUP to undertake its manufacturing activities. Bhartiya
Vehicles and Engg. Co. Ltd. acquired u piece of land admeasuring 20000 sq.
mtrs with a built up area of 2200 sq. mtrs. in Sahibabad Industrial Area, Dist.
Ghaziabad. An ultra modem factory was built to manufacture Crash Fire
Tenders under technical assistance from M's. MOTOKOV of Czechoslovakia.
The Director General of Technical Development also accorded Industrial
Licence to Bhartiya Vehicles and Engg. Co. Ltd. in 1982 and subsequently
approved its Phased Manufacturing Programme. Bhartiya Vehicles and Engg.
Co. Ltd. started commercial production of Crash Fire Tenders in 1987.

INFRASTRUCTURE:

The factory of BVEL is situated al A-29. Industrial Area. Site-4, Sahibabad. Dist.
Ghaziabad (U P ), which is nearly 8 km from New Delhi, the ultra modem factory is
situated on a piece of land admeasuring 193.959 sq. ft. The constructed area comprises
of following:
(i) Administrative block 8000 sq.ft.
(ii) Work Shed 22660sq.ft.
(iii) Staff Quarters 2225 sq.ft.
(iv) Other misc. construction 650 sq ft

The factory has its own water and electricity generating arrangement. The factory has

modem machinery for manufacturing automotive parts and ancillaries.

PRODUCT:
The company is presently manufacturing and supplying Airfield Crash Fire Tenders
under the technical collaboration of M/s. Tovama Hasici Technikv s.r.o.. Policka.
Czech Republic (THT). M s. THT is the leading manufacturer of fire fighting vehicles
tn the Czech Republic as well as in the Slovak Republic for over 100 years. The
Quality Management System of M's. THT is in accordance with the requirement of EN
ISO 9001:2008 Quality Standards.

The company is also representing Ms. Rosenbauer International AG.. Leonding,


Austria, who is one of the leading manufacturers of Fire Fighting Equipment in the World.
In collaboration with M/s. Rosenbauer. BVEL. has supplied about 130 next
generation and state of the art PANTHER Airfield Crash Fire Tender to various users in
India.

Besides Crash Fire Tenders, the company is also engaged in production of domestic tire
lenders for Local Fire Departments, refineries etc. The company has executed contracts
for over 50 such domestic tenders for the Government of Uttar Pradesh.

The Company is also engaged in the refurbishing rebuilding of old Airfield Crash Fire Tenders
The Company has overhauled 350 Crash Fire 1 enders belonging to the Indian Air Force,
Airports Authority of India, Aviation Research Centre. In its pursuit for perfected, new
advanced technologies with the help of foreign collaborators have been established to ensure
increase in the vehicle service life. The R&D Department rigorously tests each and every
component before putting it into the vehicle. Each assembly is tested and inspected by the
qualified inspectors of the company before integrating it to the vehicle. An Order for
overhauling of 37 BA/ Combat Vehicle was given to the company in 2010 by Indian Air
Force. A quantity of 7 Nos. BA/ vehicles were overhauled but due to non availability of spare
parts from Ukraine, the project was short closed.

MANPOWER:
The company is headed by a full time Managing Director, Joint Managing Director, Vice
President (Finance). Vice President (Sales) and 4 General Managers to head the different
departments A large number of technical staff, specialising in automobiles is available with the
company. Over 250 skilled/semi-skilled workers are also working in the factory. The Service
Engineers of M/s. THT and M/s. Rosenbauer arc frequently visiting the factory of BATE and
arc regularly supervising the production programme of the company A11 major technical
issues are being implemented in the company only after consulting the foreign collaborators.
The company has its own R&D Section. Internal Inspection Section and FIRD Section headed
by experienced and knowledgeable Managers

3 The validity of this security clearance shall be for a period of five years from the date of issue of security
clearance or the period of validity of contract with the airport operator, whichever is earlier, upon expiry of which
a fresh clearance would be required to be taken from this Bureau, for which application has to be submitted
through proper channel at least three months in advance

4. Further the entity shall submit Security Programme, in prescribed template enclosed herewith as
“Annexure-A” to concerned RD as applicable for each airport of operation, The RD will examine the draft and
forward comments/findings, if any. to BCAS HO for consideration of approval,

Duties of Duty Manager/Supervisor

• He will do the security coordination with VARANASI Airport, ASG and BCAS
• He will inform immediately any incident/accident/about unclaimed items to VARANASI
Airport, ASG and BCAS
• Any breach of security will be informed to VARANASI Airport, ASG and BCAS
• He will ensure that all the authorized staff will have their background check done before they
apply their AEP's.
• He will ensure that all the staff will always display their AEP's while they are inside the
Terminal building/SHA.

h) Resources – Financial, Human & Material.

time should be meticulously followed at the airport where the entity is assigned to work.

We shall undertake all precautions and follow all instructions issued time to time by the BCAS
inform AVSEC Order and Circulars and follow all orders issued by Regional Director, BCAS to
prevent any unlawful interference with civil aviation in VARANASI Airport, VARANASI.

To establish proper security control so the secure operating environment is available for
operations in the Domestic/International/All areas/Security hold Area (SHA) of VARANASI
Airport, VARANASI for which we have appointed Mr Manendra Pratap as Ser. Engineer
of M/s Bhartiya Vehicles & Engineering Co. Ltd. who shall Co-ordinate with CISF/Security
Person for all security related issues and abide by all security instructions issued by BCAS.

• In case a customer / employees enquire about the lost items, the Retail, the supervisor
will verify and direct him / her to the VARANASI Airport Security Control Room.
B. Lost & Found belongings not posing as a potential security threat to
premises (Items posing a threat are to be clarified from time to time VARANASI Airport

• Such as credit cards, cash, Jewellers etc., are kept in safe.

• Retail supervisor will maintain a register for lost and found items with relevant details.
• In case a customer/employee enquires about lost items, the retailer supervisor will
verify the customer's claim by cross check.

• After identifying the customer / employee the retail supervisor will issue the item after
taking a customer / employee signature.

• In case any item remains unclaimed, the same should be handed over to VARANASI

e) Incident Reporting:
• Incident reporting by the service provider with regard to security related
incidents at their place.

• Necessary instruction has been issued to our staff to report the entire incident that may
occur in the Work shop immediately to the airport Manager of the airport operator on duty
and to the on duty SHA in-charge of ASG and to the Supervisor.

f) Contingency Plan to deal with Bomb Threat


Terrorists frequently (but not always) give telephonic warning of Bomb explosions. The person
responding to warning calls should gain maximum amount of useful information of the call. The
following Questions to ask. The information's received will be note down immediately and communicate
to ASG and Airport Operator, Terminal Manager.
• WHERE is the bomb?
• WHEN will it go off?
• WHAT does it look like?
• WHO are you?
• WHY are you doing this?

A standard form is designed for all such critical incidents which capture the vital information. This
would be handed over to the chief of Airport Security/ASG/AOCC to apprise them of the situation.

When the store receives a warning that its premises are at risk, whether or not the threat is considered to
be credible, the Operations Head should:

• Contact the VARANASI Airport Terminal Manager/ASG immediately and follow


the instructions given by them.
• Search the premises.
• Consider whether to evacuate the premises according the VARANASI Airport
Terminal Manager / ASG instructions.

cooperate with the authorities, that is VARANASI Airport and CISF, in carrying out evacuation
of our staff and also helping other passengers. In addition, we will depute our staff to one day
Aviation Security Training, Fire Fighting Training, etc.

Injury to Persons: First aid kit will be available at the premises. In case of any minor injury, immediate
first aid will be provided by the co-staff & in case of any major injury/serious sickness, AAI medical
team will be intimated and further action will be initiated as per the advice of AAI medical team.
Electrical Failure: In case of Electrical failure, standby provision is being made by Airport Operator
(AAI).
Communication Failure: Departmental Managers have been provided corporate mobile phones
connections to communicate in case the land line route is disrupted in any way. In case of emergency
customer sales executive will inform to supervisor and supervisor will inform to Duty
Manager/ASG/VARANASI Airport (Airport Operator) Terminal manager for further action.

Part IV-PHYSICAL SECURITY MEASURES

a) List of all items, that entity would require to bring into SRA and mandatory method of
security control such as screening, physical checks, etc.,

24 hrs, the designated Duty Manager/supervisor and on duty staff boy/girl will take

care of the security procedures.

Method of security control for all the items that may be brought into aerodrome such as
screening etc. - Frisking/baggage checking by X-BIS, ETD,EVD/physical check
etc./charter of duties of security staff.
Method of Security Control for all our items:
i. All saleable items/goods will be X-Ray screened by ASG at the Level B, before taking into
operations/usage.
ii. A list of items which will be taken inside our location will be given to the Incharge (SHA)
before taking them at the screening point along with a certificate/undertaking that “The
cartoons/packets/boxes contain saleable items only and no prohibited/banned items are there
which are not allowed on board as per BCAS norms”.
iii. All items will be checked by the supervisory staff before packing the cartoons/packets and
record of physical of items will be maintained along with the name of the supervisory staff
who has carried out the physical check.
iv. All material which is taken inside the SHA will properly label.
v. No prohibited article including LAGs etc, which may be used for unlawful interference with
civil aviation operations, will be carried/provided to any passenger in contravention to the
existing instruction of BCAS.
vi. All deliveries would be done by our staff from the lifting points till SHA, who have the SHA
pass. A list of the delivered items will be given to the inspector in charge ASG every time
before screening and a record will be maintained for the inspecting officer of BCAS.
vii. All the items which would be brought in SHA will be put through the x-ray machine.

viii. All the items would be checked by our supervisory staff before packing in carton/trays.
A record of the physical check items will be maintained along with the name of the supervisory

We will submit a certificate to inspectors in charge of ASG in SHA that there are no

Co. Ltd. and will be produced before the inspecting Officer on demand.
b) Maintenance of security related documents of such items are subjected to security control. All
security related documents will be kept in almirah, which shall be locked and key will be kept in
safe custody. During regular visit the documents will be shown to BCAS.

b) Inventory of the restricted items, if any being used by the Auxiliary Service Provider during
the operations and method of screening.

a) Inventory and location of security equipment's to be used by service provider


including movement of items with the help of Bar Code/RFID. Movement of
items to be checked by Bar Code/RFID.
i. All material movements would be under proper challans/invoice etc. we may
introduce Barcode system also.
ii. The deliveries would be supervised by a Manager.
iii. Items would be packed in cartons/trays(including any frozen item)
iv. No item will be packed in loose packaging.
c) Facility security measures, if located at Airport:
i. XBIS, DFMD, HHMD, ETD etc are installed by airport operator in the SHA will be used
in case of any doubt.
All goods inside the shops are bar coded and which allow us to keep a check on any pilferage
etc. Frequent stock count is done so as to quickly know about any shortages.
ii. Installation of Vapor and Trace detection equipment.
EVD/ETD is already installed in the SHA and is maintained by ASG. In case any doubt arises,
cartoons/packets will be checked/screened by ASG through EVD/ETD before taking the items
into our shop.
iii. Smoke detectors based fire alarm will be installed, by VARANASI Airport. In case of
emergency the following security equipment will be used by ASG.

a) List of staff that has been provided AVSEC Awareness Training.

The Duty Manager/Supervisor will be trained first with AVSEC awareness training. He will be
responsible for all security procedures for each and every item and security briefing to the other
staff before each shift start about their responsibility to keep the airport safe and secure and to
know about the prohibited items as per BCAS circulars and AVSEC orders.

The staff deployed in shops will also be attained with AVSEC awareness conducted by airport
operator.
