CHAPTER 3

STANDARD OPERATING PROCEDURE (SOP)

3.1 INTRODUCTION

Standard Operating Procedure or known as SOP is a specific guideline procedure of any


related operation that describes the activities necessary to complete tasks in accordance with industry
regulations, provincil laws or even the companies standards for running the business. Currently, the
COVID-19 outbreak a global health emergency where the World Health Organization (WHO) has
declared COVID-19 is a global pandemic. COVID-19 also called as Coronavirus disease 2019 is
defined as illness caused by a novel coronavirus. This disease have a potential to cause harmful to
human through exposure to infected by skin- contact and environment. Therefore, to deal with this
disease, the strict SOP has been established in order to reduce the number of human being infected.

Construction sites operating during the COVID-19 pandemic also has their SOP to ensure
they are protecting their workforce minimize the risk and spread of infection. The standardized
protocols for all construction site outline has been established subjected to regulations issued by
Ministry of Health (MOH) Malaysia and The Malaysian National Security Council (NSC) also
comply with any SOPs issued by Construction Industry Development Board (CIDB). The protocols
which include prevention, detection and response measure will minimize the impact of the crisis and
ensure business continuity in the construction industry.

3.2 OBJECTIVES

Prioritize the health and safety of workers and their surrounding communitis:

1. Apply recommendations and best prectices from health authorities to construction site
procedures

2. Establish and maintain a common COVID-19 Pandemic Response Plan across


construction site

3. Foster open communication among stakeholders and ensure a respectful work


environment.

3.3 NATIONAL RECOVERY PLAN (PPN)

National Recovery Plan PPN has been announced by Prime Minister Tan Sri Muhyiddin
Yassin where include four-phase exit stratergy from the COVID-19 crisis. The strategy of National
Recovery Plan is based on three indicators which are:

1. COVID-19 transmissions among the community based on the number of daily COVID-
19 infection

2. Capability of public healtcare system based on the bed utilisation rate in intensive care
unit (ICU) wards

3. How much of the population is protected against COVID-19, based on the percentage
that has received two doses of vaccines.

3.4 SOP FOR CONSTRUCTION SECTOR

In construction sector, it was provides guidance for employers and workers such as those
enganged in site construction work, earthwork and onters, This guidance supplements the general,
interim guidance for all workers and employers of workers with potential occupational exposures to
COVID-19. The standardized protocols for all construction site outline has been established
subjected to regulations 16 P.U. (A) 293/2021 Act 342 emergency Ordinance (Prevention and
Control Infectious Diseases) (Amendment) 2021 issued by Ministry of Health (MOH) Malaysia and
The Malaysian National Security Council (NSC) also comply with any SOPs issued by Construction
Industry Development Board (CIDB). The Standard Operating Procedures was divided into three
phases according to the stratergy of National Recovery Plan (PPN).

3.4.1 PHASE 1

The first phase of the plan entails the implementation of the full movement control order
(FMCO) in light of the high Covid-19 cases, critical state of the healthcare system and low
vaccination rate. Table below shows the SOP for phase 1 in construction sector.

ii. Periodic inspection and repair of elevator/ travelator/ escalator


and others critical mechanical and electrical equipment

iii. Repair, maintenance and upgrading of facilities on the premises


critical services

iv. Maintenance works, cleaning and drying of stagnant water


spraying pesticides on construction sites to prevent breeding
Aedes mosquitoes and other pests

v. Repair and maintenance of railway tracks such as MRT, LRT,


commuter, single/ double track and rail projects;

vi. Detached residential repairs

vii. Construction of Bailey Bridge at the site of the collapsed bridge

viii. Toll Highway Maintenance.

b) Construction works involve of public infrastructure include

i. Tunnels

iii. Bridges and viaducts

iv. Certified highways achieve physical progress of eighty percent


(80%) and the above

v. MRT, LRT, ECRL, commuter, single/double track and rail


projects

vi. Infrastructure related to electricity, telecommunications, dams,


drainage and sewerage, oil and gas

c) Construction works –

i. Which has approved employee accommodation on the


construction site

ii. Which places employees in approved Centralized Worker


Quarters (CLQs)

iii. Performed by Contractor G1, G2, G3 or G4

iv. Government Funded Project

v. Certified hospitals achieve eighty percent (80%) physical


progress and above

d) Renovation works for single-storey house

e) Land investigation work

f) Professional services/ consultants involved for permitted construction


work operate;

g) Services in the supply chain involved for permitted construction work


operate.

3. Prepare and stored the following documents at the construction site /


premises for review by authorized party.

a) Name and cost of the project

b) Project location (GPS coordinates)

c) Details of the officer in charge

i. Director of the Company

ii. Project Supervisor Officer

iii. Chief coordinator

iv. Owner or Manager who manages employee accommodation.

d) Project Implementation Schedule

e) Number and list of employees of the main Contractor / company


according to the trade involved

f) Number and list of subcontractors and employees by trade involved


(if related)

g) List of suppliers of building materials and materials to be used (if


applicable)

h) List of heavy machinery suppliers, name of operator, license and


machinery to be used (if applicable)

i) List of consultants and employees involved (if applicable)

j) Employee accommodation information

k) Employee movement records and employee symptom/ health


screening, hygiene and site / premise management

l) CIDB Pledge of Allegiance.

4. Display the responsibilities stated in this SOP in a visible place.

B. Employees 1. Display the responsibilities stated in this SOP in a visible place. The
number of employees on the construction site / premises should be limited

to allow for physical distancing at least 1 meter is observed. Encouraged:

a. Risk management, work scheduling and distribution of employees in


a "sequence" or "staggered" implemented

b. Establish a suitable work -from -home system for employees who are
not involved in on -site activities building/ premises

c. Hold meetings virtually.

2. Professional Services / Consultants dealing on construction sites must be


in a minimum number and required to perform critical tasks.

3. Practice 3 W (Wash, Wear, Warn) which is to wash your hands regularly


with soap, wear a face mask and warning not to shake hands, cover mouth
when sneezing / coughing, disinfect and get treatment when symptomatic
should be implemented.

4. Practice 3 C/S (Crowded Places, Confined Space, Close Conversation)


that is to avoid crowded places, closed and narrow, as well as avoiding
close chatting should be implemented.

5. All workers (local and foreign) at the construction site must undergo the
COVID-19 Detection Test before start work.

C. Vehicles 1. Employee transportation must be provided for the movement of workers.

2. Employee vehicles shall :

a) Carry out the process of cleaning and disinfection each time after use
and recorded for the purpose inspection

b) Restricted to movement between employee accommodation and


construction site only.

D. Movement of 1. If national border controls are opened, workers who have just returned

construction site/premises and needing treatment at a health facility.
Regular hand hygiene practices using water and soap or hand sanitizer
should be practiced.

3. The Project Supervising Officer and the Contractor are fully responsible

ensure control of the movement of workers in and out of the construction

site as well compliance with SOPs at construction sites.

4. Establish an Emergency Response Protocol for preparation and

implementation emergency case management procedures (there is an

infection or an infection investigation COVID-19).

5. Bear the cost of cleaning and disinfection at the construction site/premises

6. To bear the cost and provide alternative accommodation (if necessary) for

the purpose of quarantine of close contacts working on the construction

site/premises.

H. Contract Tracing 1. Employees need to download and register the MySejahtera application
into their mobile phones for meeting contact detection.

2. Collaborate with the District Health Office in the management of


COVID-19 positive cases and contacts to case

3. Report positive cases to PKD immediately after finding that there are
positive cases at the construction site and employee accommodation.

4. Provide MySejahtera QR code at each construction site/Premises and


ensure employees/suppliers/visitors or any person wishing to enter the
premises/construction site checks in the premises/construction site using
MySejahtera or write your name and phone number.

3.4.2 PHASE 2

The government will consider shifting into phase two of the plan if:

1. Average daily Covid-19 cases fall below 4,000

2. The healthcare system is no longer at a critical stage, with ICU bed usage returning to
moderate levels

3. 10% of the population has received two doses of Covid-19 vaccines

Restrictions include:

1. Economic activities reopening in phases, with up to 80% of workers allowed onsite

2. Only certain sectors will be allowed to operate. The government will add more sectors
to the current list, such as cement manufacturing to support construction activities and
sales of computers and electronic devices to cater for those who work from home

3. No social activities and interstate travel allowed.

3.4.3 PHASE 3

The government will consider moving on to phase 3 if:

1. Daily Covid-19 cases fall below 2,000

2. ICU bed usage reduced significantly

3. 40% of the population has received two doses of vaccines

Restrictions include:

1. All economic activities (except those that involve large gatherings) will be allowed to
operate with up to 80% workforce.

2. Manufacturing activities will be allowed in accordance with strict SOPs. However,


companies are allowed to operate at 100% capacity if all workers have been
vaccinated.

3. Activities, where physical distancing is hard to maintain, are banned, including


conventions, pubs, spas and beauty salons.

4. Sports and social activities are allowed to resume in stages.

2. Professional Services / Consultants dealing on construction sites must


be in a minimum number and required to perform critical tasks.

3. Practice 3 W (Wash, Wear, Warn) which is to wash your hands


regularly with soap, wear a face mask and warning not to shake hands,
cover mouth when sneezing / coughing, disinfect and get treatment
when symptomatic should be implemented.

4. Practice 3 C/S (Crowded Places, Confined Space, Close Conversation)


that is to avoid crowded places, closed and narrow, as well as avoiding
close chatting should be implemented.

5. All workers (local and foreign) at the construction site must undergo the
COVID-19 Detection Test before start work.

C. Vehicles 1. Employee transportation must be provided for the movement of


workers.

2. Employee vehicles shall :

a) Carry out the process of cleaning and disinfection each time after
use and recorded for the purpose inspection

b) Restricted to movement between employee accommodation and


construction site only.

D. Movement of 1. If national border controls are opened, workers who have just returned

3.5 CONCLUSION

The construction industry is largely a service industry. In most instances, compliance with
these Standard Operating Procedures (SOP) involves changes to the schedule or delivery programme
for construction projects. Therefore, the implementation of these SOP’s must have the support of the
client and be implemented in accordance with the necessary contractual instructions from clients. A
contractor cannot operate unilaterally and each site and project is unique in terms of its design and
the tasks associated with its construction. Clients must therefore accept that adapting and complying
with the good practice illustrated in this SOP has productivity and cost implications. It is therefore
recommended that before construction resumes on any site, a revised risk assessment is conducted by
the client and contractor to ensure the project can recommence, revised delivery schedules are agreed,
revised work programmes are agreed and/or any necessary contractual instructions are issued by the
client which make it possible to comply with these SOP’s..
