3.1 INTRODUCTION
Construction sites operating during the COVID-19 pandemic also has their SOP to ensure
they are protecting their workforce minimize the risk and spread of infection. The standardized
protocols for all construction site outline has been established subjected to regulations issued by
Ministry of Health (MOH) Malaysia and The Malaysian National Security Council (NSC) also
comply with any SOPs issued by Construction Industry Development Board (CIDB). The protocols
which include prevention, detection and response measure will minimize the impact of the crisis and
ensure business continuity in the construction industry.
3.2 OBJECTIVES
Prioritize the health and safety of workers and their surrounding communitis:
1. Apply recommendations and best prectices from health authorities to construction site
procedures

3.3 NATIONAL RECOVERY PLAN (PPN)
National Recovery Plan PPN has been announced by Prime Minister Tan Sri Muhyiddin
Yassin where include four-phase exit stratergy from the COVID-19 crisis. The strategy of National
Recovery Plan is based on three indicators which are:
1. COVID-19 transmissions among the community based on the number of daily COVID-
19 infection
2. Capability of public healtcare system based on the bed utilisation rate in intensive care
unit (ICU) wards
3. How much of the population is protected against COVID-19, based on the percentage
that has received two doses of vaccines.
In construction sector, it was provides guidance for employers and workers such as those
enganged in site construction work, earthwork and onters, This guidance supplements the general,
interim guidance for all workers and employers of workers with potential occupational exposures to
COVID-19. The standardized protocols for all construction site outline has been established
subjected to regulations 16 P.U. (A) 293/2021 Act 342 emergency Ordinance (Prevention and
Control Infectious Diseases) (Amendment) 2021 issued by Ministry of Health (MOH) Malaysia and
The Malaysian National Security Council (NSC) also comply with any SOPs issued by Construction
Industry Development Board (CIDB). The Standard Operating Procedures was divided into three
phases according to the stratergy of National Recovery Plan (PPN).
3.4.1 PHASE 1
The first phase of the plan entails the implementation of the full movement control order
(FMCO) in light of the high Covid-19 cases, critical state of the healthcare system and low
vaccination rate. Table below shows the SOP for phase 1 in construction sector.

3.4.2 PHASE 2
The government will consider shifting into phase two of the plan if:

3.5 CONCLUSION
The construction industry is largely a service industry. In most instances, compliance with
these Standard Operating Procedures (SOP) involves changes to the schedule or delivery programme
for construction projects. Therefore, the implementation of these SOP’s must have the support of the
client and be implemented in accordance with the necessary contractual instructions from clients. A
contractor cannot operate unilaterally and each site and project is unique in terms of its design and
the tasks associated with its construction. Clients must therefore accept that adapting and complying
with the good practice illustrated in this SOP has productivity and cost implications. It is therefore
recommended that before construction resumes on any site, a revised risk assessment is conducted by
the client and contractor to ensure the project can recommence, revised delivery schedules are agreed,
revised work programmes are agreed and/or any necessary contractual instructions are issued by the
client which make it possible to comply with these SOP’s..
