1 Project Description
This scope of works is for the scaffolding at 26-30 Thurralilly St. & 36 Pound St. Queanbeyan East.
A breakdown summary of the works is listed below.
1.1 Description of Trade Scope: Scaffolding
The scope of works includes but is not limited to the design, delivery, erection, dismantling and removal of
scaffolding for the Proposed 18 Dwelling Senior Housing Development at Queanbeyan East.

1.2 Mobilisation & Demobilisation Works


 Delivery & storage of all necessary materials in preparation for scaffolding
 Final clean and disposal of all waste to VMG skip bins
 Subcontractor to provide all necessary materials handling equipment
 Subcontractor to provide all horizontal and vertical lifting as required to erect scaffolding and all ancillary
items
1.3 Detailed Trade Work Description:
The Subcontractor is responsible for making allowances to arrange, pay for, coordinate and carry out the following:

1. Works
The works include the entirety of the scaffold requirements. The works below a high-level
breakdown of what is included but is not limited to the points mentioned below.
 Supply all equipment, materials and labour for the design, delivery, erection, dismantling
and removal of scaffolding to all areas as required for the safe access to all working areas
including
o 2 lifts to all external faces of building consisting of a 3-board bay and 2-board hop
ups
o 8 tonne capacity loading bays in nominated locations
o Stretcher stair access points (level with bay height)
o Scaffolding access & bird cages to stair voids
o Buttress bays & raker ties where required
o Standards & handrails to minimum 1m above all gutters and ridge lines as required
for compliance to WH&S
o Ladder beams over nominated ground floor entry locations to allow access
 Scope is to be inclusive of the following items:
o Monthly inspection and certification of all scaffolding onsite
o All required kickboards, handrails, planks, tie downs, bracing and outriggers where
and as required for full compliances
o All lifts to be level and tied in together
o All boards & planks to be tied down with tie wire
o Gaps between scaffolding and structures to not be above 225mm
 All vertical and horizontal cranage, lifting and cartage
 All scaffolding is to be placed in accordance with VMG Quality Plans & ITP’s,
2. Inspection & Check Hold-points (as required)
 Inspection and checks will be done periodically during the works to check for compliance
with drawings and scope of works
o Erection & prior to scaffold handover certificate
o Monthly inspections & sign off

1.4 General Trade Work Description and Specific Allowances to be made:


The nominated party is responsible for making allowances to arrange, pay for, coordinate and carry out the
following:

1. Subcontractor is to site check, measure and confirm all dimensions / quantities and make sufficient
allowances for measured dimensions / quantities required onsite. Any dimensions / quantities provided
by VMG to the subcontractor are approximates only and must not be relied upon.
2. Subcontractor to allow periodically clean work area and fill waste into skip bins provided by VMG
3. Subcontractor to allow for the final clean of the work area following completion
4. Subcontractor to confirm and allow for all works to be in full compliance with the relevant Australian
Standards, Building Code Australia (BCA) / National Construction Code (NCC).
5. Subcontractor to allow for all works to be in full compliance with the relevant Australian Standards,
Building Code Australia (BCA) / National Construction Code (NCC). Subcontractor to advise VMG PM in
wiring if the proposed works are not full compliance of relevant Standards and Codes.
6. Subcontractor to allow for co-ordination of works with other trades on site

2 Programme and Staging of Works:


1. VMG intend to take possession of Site on: 01/07/2019
2. This trade package is to commence on site no later than: 20/01/2020
3. This trade package is to be completed by no later than: 20/02/2020
4. The Defect Liability Period: N/A
5. Staging Required for this trade package: as per construction program

3 Deliveries, Material’s Handling, Site Access:


The nominated party listed below is responsible for making allowances to arrange, pay for, coordinate and carry out
the following:

1. Delivery to Site: Subcontractor


2. Unloading of materials and equipment: Subcontractor
3. Traffic Control: VMG supplied traffic plan. Subcontractor to co-ordinate their works.
4. Materials handling / relocation to work area: Subcontractor
5. Lifting into place: Subcontractor
6. Access Equipment: Subcontractor
7. Fixed Scaffold: VMG
8. Mobile Scaffold: Subcontractor
9. Anchor Points: VMG
10. Provision of storage onsite: Subcontractor
11. Protection of stored materials and equipment: Subcontractor

5 As Built and Works as Executed Drawings:


1. Subcontractor to provide As Built or Works as Executed drawings for this trade package: YES

6 Standards of Work, Compliance and Certification:


1. All works and materials to be in full compliance with the following:

5. National Construction Code (BCA / NCC)
6. Industry Best Practice
7. Manufacturers / Suppliers instructions
2. Subcontractor is to provide written certification that the completed works meets all required
standards and project specifications. Certification of completed works to be issued with each
Progress Claim.
3. Subcontractor to notify the VMG Project Manager in writing if the proposed design and
specifications is noncompliant to the NCC, Australian Standards, incomplete, erroneous or if
discrepancies exist

7 Meetings and Coordination:


1. Allow for all meetings as required
2. Allow to coordinate works with other trades

8 Design Requirements:
1. Design development is considered a part of the contract. Where there are gaps and omissions in the
design and these do not constitute a structural warranty or compliance issue, then the subcontractor
is to construct as per the code and to gain compliance.

9 Safety Management Requirements:


1. The contractor must provide all their own barricading and delineation of their worksites to ensure
safety and protection of others. VMG will not be providing labour on site to look after
subcontractor’s safety.
2. All works to be carried out safely, in full compliance with current Work Health and Safety legislation,
Codes of Practice, Client and VMG requirements.
3. Follow client and VMG Site Safety Management Plan, Policy and Procedures, Site Rules and
Conditions of Entry. All documents are available upon request.
4. All workers must have a “white card” with them when onsite (general construction induction card)
5. All workers must have all licences, training and qualifications for the works they are undertaking.
Example, High Risk Works Licence, Rail Industry Worker (RIW) card, Police Security Clearance,
Department of Defence Security Clearance, and as required to access the site and carry out the
works safely
6. All workers must complete both the Client and VMG site specific site induction prior to commencing

7. Subcontractor to carry out a documented Risk Assessment prior to commencing works onsite
8. Subcontractor to develop a site-specific Safe Work Method Statement, addressing all site risks,
hazards, work procedures.
9. Subcontractor to consult with their workers during the development of the SWMS.
10. Subcontractor to train their workers so that they can undertake the works safely and in full
compliance of the SWMS.
11. Subcontractor to updates the SWMS if asked to do so, and to address changing site conditions and
work methodologies.
12. Safe Work Method Statement to be issued to VMG management 7 days prior to starting on site.
13. Safe Work Method Statement to be signed by all workers undertaking the works to confirm that
they understand the SWMS and that they will follow the SWMS.
14. Subcontractor to supply and wear all necessary PPE and equipment to carry out the works safely –
VMG sites have the following mandatory minimum requirements:
15. Hard hat (in date, no stickers, good condition)
16. Steel capped boots
17. Hi visibility shirt / vest
18. Gloves, eye protection, ear protection
19. All other PPE and equipment as required to carry out the works safely, in compliance with Codes of
Practice safety, Legislation, Client requirements, and as stated in your approved Safe Work Method
Statement (SWMS).
20. Provide all Safety Data Sheets for any chemicals, paints, adhesives, cleaning agents or other
materials brought onto site
21. Test and Tag all equipment and provide a Test and Tag register for all electrical equipment brought
to site

10 Environmental Management Requirements:


1. All works to be carried out without damaging the surrounding environment, in full compliance with
current Environmental legislation, EPA requirements, Local Council requirements, Client and VMG
requirements.
2. Follow Client and VMG Environmental Management Plan, Policy and Procedures, Site Rules and
Conditions of Entry. All documents are available upon request.
3. All tipping receipts must be retained and issued to VMG upon request.
4. Protection of trees and tree roots as per the Arboriculture Impact Assessment.

11 Quality Management Requirements:


1. All works to be completed to a very high standard of workmanship and in accordance with Australian
Standards, Industry best practice, Client and VMG requirements.
2. Follow Client and VMG Quality Management Plan, Policy and Procedures, Site Rules and Conditions
of Entry. All documents are available upon request.
3. Follow Inspection Test Plans and observe all Hold and Witness Points. Such points are to be factored
into the overall programme for the subcontractor package.

4. Conduct material testing if required to confirm that the installed materials meet Australian
Standards, project specifications and are fit for purpose
5. Subcontractor to provide and fill out their own ITP’s.

12 Cultural Heritage
1. Respect, protect and preserve any Heritage items and structures on site – Not relevant.
2. Any cultural heritage finds are to be reported immediately.

13 Training Plan
1. The project is subject to a training plan with the LAHC rules being applied:
2. Apprentices are to be 20% of the workforce,
3. Aboriginal and Torres Strait Islander (ABTSI) labour and expenditure targets apply.
4. All inductees will be asked if they are apprentices or identify as ATSI. This is a positive for the
company and is not discriminatory.

14 Insurances:
1. Subcontractor to arrange and pay for all insurance premiums as required for the works. Make
allowances for the following:
2. Public and Products Liability Insurance: $20,000,000.00
3. Workers Compensation Insurance for all wages paid
4. Insurance for all materials, equipment and tools kept on site or in transit

15 Commercial Terms:
15.1 Form of Contract:
1. Subcontractor to provide an all-inclusive, fixed price lump sum to complete the works as per the
Scope of Works. Contract is GC21 Subcontract.

15.2 Payment Terms:


2. 30 days from end of month
3. Final Payment at completion of work and completion of defects

15.3 Retention:
1. A maximum of 5% of contract value with be held
2. Half of the retention amount will be released at practical completion and upon all handover
documents, as built drawings, warranties, testing and certifications
3. The remaining half will be released at the end of the defect liability period, provided that the works
are defect free
4. Bank guarantees will be accepted

15.4 Liquidated Damages


1. Yes. See clause 51 Delay Costs in GC21 Subcontract Information.
