1 Project Description
This scope of works is for the Security System Package for the Construction of a New interim Storage Facility at 322
Paramatta Road, Clyde. Existing sites at William St., Lidcombe and Strathfield triangle will be relocated to the new
facility.
A breakdown summary of the works is listed below.
1.1 Description of Trade Scope: Security System Package
The scope of works includes but is not limited to the supply and installation of all Swipe Access Entry, CCTV System,
Intercom and the likes. The works includes demolition and/or protection of existing structures, devices and systems
deemed necessary to complete this package.

1.2 Mobilisation & Demobilisation Works


 Delivery & storage of all plant & equipment in preparation for Security System Package.
 Final clean and disposal of all waste to VMG skip bins
 All leftover material to be disposed of offsite by contractor
 All excess spoil from excavation to be taken to the correct location on site for disposal.
1.3 Detailed Trade Work Description:
The Subcontractor is responsible for making allowances to arrange, pay for, coordinate and carry out the following:

1. Demolition/Removal
 Remove existing intercom/swipe access to main entry gate.
2. Works
The works include the entirety of the security system package & services requirements to
arrive at the final completed building. The works below a high-level breakdown of what is included
but is not limited to the points mentioned below.
 Security System: Connection and all the cabling works thereafter, including but not
limited to
o Swipe access entry to doors at office in plan A. (Dwg. No. 60592504-SHT-AU-MB-
101 Rev. 2)
o Swipe access entry to double door at locker room in plan B. (Dwg. No.
60592504-SHT-AU-MB-102 Rev. 2)
o Swipe access entry to doors on existing warehouse.
o Replace new intercom/swipe access facility of the main entry gate. Intercom
receiver/answer facility to be located within new office area in plan A.
o Sensor loop
 CCTV System :
o Allow for new localised CCTV system to provide general coverage to site as well
as coverage of new storage area.
o Cable and fittings to be of suitable quality and approved.
o On completion of work, As built conduit drawings to be provided.
o Contractor is responsible for compliance and to meet the requirements set by
the Client.

 The contractor shall provide the Security system services and supply, install, test and
commission all services in accordance with the AS3000, AS3008, AS4299, AS1428, NSW
Service and Installation rules, the NCC, the requirements of supply authority as well as
relevant Australian Standards and Licencing Authorities.
Note:

1. All new security system equipment to be of the same & manufacture.


2. The drawings showing plan of cable routes, pits, conduits and service pole location be
submitted to the project manager, before proceeding with work site.
3. The contractor to submit the samples of fittings and devices before installation at site.

1.4 General Trade Work Description and Specific Allowances to be made:


The nominated party is responsible for making allowances to arrange, pay for, coordinate and carry out the
following:

1. Subcontractor is to site check, measure and confirm all dimensions / quantities and make
sufficient allowances for measured dimensions / quantities required onsite. Any dimensions /
quantities provided by VMG to the subcontractor are approximates only and must not be relied
upon.
4. Subcontractor to allow for the removal and disposal of trade waste:
5. Subcontractor to allow for the final clean of the work area.
6. Subcontractor to confirm and allow for all works to be in full compliance with the relevant
Australian Standards, Building Code Australia (BCA) / National Construction Code (NCC).
7. Subcontractor to allow for all works to be in full compliance with the relevant Australian
Standards, Building Code Australia (BCA) / National Construction Code (NCC). Subcontractor to
advise VMG PM in wiring if the proposed works are not full compliance of relevant Standards
and Codes.
8. Subcontractor to allow for co-ordination of works with other trades on site

1.5 Supply of Materials, Fixtures, Fittings and Equipment:


1. Subcontractor is to allow for the supply of all required, fixtures and fittings, and equipment
related to this trade package, unless specified by others below:

1.6 Existing Services


1. Investigate location of all existing services affected by new works & disuse, cap off, divert,
upgrade, renew, reinstate & reconnect services as required. Co- ordinate all temporary
shutdowns with site superintendent, providing reasonable & adequate advance notice.
2. All existing underground services indicated on plan are based on information available at the
time of design & are shown in assumed locations only. Investigate & confirm all relevant
locations & connections prior to installation of new pipes & advise superintendent of any
discrepancies.

4 Workshop Drawings:
1. Subcontractor to provide Workshop drawings for this trade package: YES. Remainder as
redlines.
24. Subcontractor to provide workshop drawings in a timely manner, prior to fabrication, for Client
review and approval.
25. Subcontractor to allow to update and modify drawings as required

5 As Built and Works as Executed Drawings:


1. Subcontractor to provide As Built or Works as Executed drawings for this trade package: Redline
drawings for Completion.
26. Subcontractor is to provide all required drawings with the final Progress Claim

6 Practical Completion:
1. Subcontractor to provide a standard of work that is fit for handover (final handover that
matches the head contract) being defect free.
27. Each area is to be signed off by both parties agreeing that the works in the area are complete
and defect free. For finishing trades this will include all waste and dust cleaned before leaving
the area and handing it over.
28. Practical completion sign off represents the finalisation of the works but the Defect Liability
Period (DLP) which is referred to as the “Warranty Period” will necessarily need to match the

DLP for VMG. This will be 52 weeks from our Practical Completion Date. These figures are in
Section 13 in the Subcontract information in the contract.

7 Warranty and Defect Liability Period:


1. Subcontractor to provide an all inclusive warranty of the materials and workmanship for a
period of 7 years, from date of project completion.
29. Subcontractor Warranty to be fully documented, endorsed by company director and issued with
the final progress claim
30. Defect Liability Period for this trade package is 52 weeks from project completion date
31. A defect is considered to be: an error, omission, shrinkage, blemish in appearance or other fault
in the works or which affect the works, which results from a failure of the Contractor to comply
with the Contract. The effect of this is that any minor blemish or minor fault in the look or
operation of the installation/construction will be a defect. We also have tenants who are social
housing and all fixtures and fittings must be robust to prevent damage.

8 Standards of Work, Compliance and Certification:

37. Subcontractor is to provide written certification that the completed works meets all required
standards and project specifications. Certification of completed works to be issued with each
Progress Claim.
38. Subcontractor to notify the VMG Project Manager in writing if the proposed design and
specifications is non compliant to the NCC, Australian Standards, incomplete, erroneous or if
discrepancies exist

9 Meetings and Co ordination:


1. Allow for all meetings as required

10 Design Requirements:
1. Allow for all necessary design and documentation required to co ordinate, communicate and
complete the works.
2. Design development is considered a part of the contract. Where there are gaps and omissions in
the design and these do not constitute a structural warranty or compliance issue, then the
subcontractor is to construct as per the code and to gain compliance.

11 Safety Management Requirements:


1. The contractor must provide all their own barricading and delineation of their worksites to
ensure safety and protection of others. VMG will not be providing labour on site to look after
subcontractor’s safety.
2. All works to be carried out safely, in full compliance with current Work Health and Safety
legislation, Codes of Practice, Client and VMG requirements.
40. Follow client and VMG Site Safety Management Plan, Policy and Procedures, Site Rules and
Conditions of Entry. All documents are available upon request.
41. All workers must have a “white card” with them when onsite (general construction induction
card)
42. All workers must have all licences, training and qualifications for the works they are
undertaking. Example, High Risk Works Licence, Rail Industry Worker (RIW) card, Police Security
Clearance, Department of Defence Security Clearance, and as required to access the site and
carry out the works safely
43. All workers must complete both the Client and VMG site specific site induction prior to
commencing works on site
44. Subcontractor to carry out a documented Risk Assessment prior to commencing works onsite
45. Subcontractor to develop a site specific Safe Work Method Statement, addressing all site risks,
hazards, work procedures.
46. Subcontractor to consult with their workers during the development of the SWMS.
47. Subcontractor to train their workers so that they can undertake the works safely and in full
compliance of the SWMS.
48. Subcontractor to updates the SWMS if asked to do so, and to address changing site conditions
and work methodologies.
49. Safe Work Method Statement to be issued to VMG management 7 days prior to starting on site.
50. Safe Work Method Statement to be signed by all workers undertaking the works to confirm that
they understand the SWMS and that they will follow the SWMS.
51. Subcontractor to supply and wear all necessary PPE and equipment to carry out the works
safely – VMG sites have the following mandatory minimum requirements:
52. Long and Long (work shirt and work trousers)
53. Hard hat (in date, no stickers, good condition)
54. Steel capped boots
55. Hi visibility shirt / vest
56. Gloves, eye protection, ear protection
57. All other PPE and equipment as required to carry out the works safely, in compliance with
Codes of Practice safety, Legislation, Client requirements, and as stated in your approved Safe
Work Method Statement (SWMS).
58. Provide all Safety Data Sheets for any chemicals, paints, adhesives, cleaning agents or other
materials brought onto site
59. Test and Tag all equipment and provide a Test and Tag register for all electrical equipment
brought to site

12 Environmental Management Requirements:


1. All works to be carried out without damaging the surrounding environment, in full compliance
with current Environmental legislation, EPA requirements, Local Council requirements, Client
and VMG requirements.
60. Follow Client and VMG Environmental Management Plan, Policy and Procedures, Site Rules and
Conditions of Entry. All documents are available upon request.
61. All tipping receipts must be retained and issued to VMG upon request.
62. Protection of trees and tree roots as per the Arboriculture Impact Assessment.

13 Quality Management Requirements:


1. All works to be completed to a very high standard of workmanship and in accordance with
Australian Standards, Industry best practice, Client and VMG requirements.
63. Follow Client and VMG Quality Management Plan, Policy and Procedures, Site Rules and
Conditions of Entry. All documents are available upon request.
64. Follow Inspection Test Plans and observe all Hold and Witness Points. Such points are to be
factored into the overall programme for the subcontractor package.
65. Conduct material testing if required to confirm that the installed materials meet Australian
Standards, project specifications and are fit for purpose
66. Subcontractor to provide and fill out their own ITP’s.

14 Cultural Heritage
1. Respect, protect and preserve any Heritage items and structures on site – Not relevant.
2. Any cultural heritage finds are to be reported immediately.

15 Training Plan
1. The project is subject to a training plan with the LAHC rules being applied:
a. Apprentices are to be 20%of the workforce,
b. Aboriginal and Torres Straight Islander(ABTSI) labour and expenditure targets apply.
3. All inductees will be asked if they are apprentices or identify as ATSI

16 Insurances:
1. Subcontractor to arrange and pay for all insurance premiums as required for the works. Make
allowances for the following:
67. Public and Products Liability Insurance: $20,000,000.00
68. Workers Compensation Insurance for all wages paid
69. Insurance for all materials, equipment and tools kept on site or in transit

17 Commercial Terms:
17.1 Form of Contract:
1. Subcontractor to provide an all inclusive, fixed price lump sum to complete the works as per the
Scope of Works. Contract is GC21 Subcontract.

17.2 Payment Terms:


1. 30 days from end of month
70. Final Payment at completion of work

17.3 Retention:
1. A maximum of 5% of contract value with be held
71. Half of the retention amount will be released at practical completion and upon all handover
documents, as built drawings, warranties, testing and certifications
72. The remaining half will be released at the end of the defect liability period, provided that the
works are defect free
73. Bank guarantees will be accepted

17.4 Liquidated Damages


1. Yes. See clause 51 Delay Costs in GC21 Subcontract Information.
