ACCESS CONTROL AND SITE SECURITY

PART 1 - GENERAL

1.1 SUMMARY

A. Access to the Red Sea Development areas is controlled by the Employer (Red Sea
Global), as such, this section is subservient to any access control and Site security
requirements of the Employer.
B. This section describes access to the Site, access control, and security of the works
and property required during the construction of the Works. Site access will be
controlled by the Contractor. The Contractor is responsible to provide a dedicated
representative to attend coordination meetings, to discuss any contingent issues as
related to access and security of their contract works.

PART 2 - PART 2 – EXECUTION

A. The intention of the operation of the Site access is to move the traffic in and out of the
site in a safe and efficient manner with respect held for the specific time slots to
deliver labor, materials, equipment, and special transports.
B. The Contractor shall submit the delivery, permit, and access requirements schedule
to the Contractor’s Representative on a weekly basis.
C. The worker identification system through the course of the project shall be controlled
by the Contractor, to the standards to be agreed with the Contractor’s Representative.
All representatives of the Contractor shall have a project identification badge, hard hat
sticker and basic training as provided by the Contractor, in addition to the detailed site
induction by the Contractor in regard to site access and the restriction of movement in
identified areas.
D. Access to the Works areas shall be controlled by a biometric access control system.
Within 3 days of the Notice to Proceed, the Contractor shall submit to the Company’s
Representative details of its proposed access control system. Within 2 days of
receipt of the Company’s Representative No Objection to the proposed access control
system, it shall be implemented and shall remain active until the Works Completion
Certificate has been issued.
E. All vehicles within the Site must display identification for access to the project Site.
Vehicle access passes must be reviewed and, as appropriate, reissued monthly.

2.1 CONTRACTOR RESPONSIBILITIES

A. SECURITY: The Contractor shall control the access into the Project Site and the
overall security of the work areas when under construction. The Contractor shall
provide a specific security program to maintain security of their work and work areas
until the issuance of Works Completion Certificate. The Contractor shall submit to the
Company’s Representative their Security Program for review and approval prior to
mobilization. The Contractor is to appoint sufficient Site Security Managers to provide
24/7 per week Site security of their areas and work. At least one (1) security manager
is to be contactable by telephone at all times.
B. BADGING ID: The Contractor shall implement a badging/identification and training
program. The program shall include a basic safety training I security course, followed

by a badging I identification process. The Contractor is responsible to see that all
appropriate paperwork is available for each employee being processed through the
badging / identification program, including but not limited to current and valid,
government photo identification. All Site identification shall be worn in a most
prominent and visible position on the person's garments while functioning on the
project Site. Any person not displaying the appropriate identification shall be
immediately removed from the Site.
C. Individual personal vehicles are to be limited to avoid mixing personal vehicles with
labor transportation buses, other heavy construction traffic and as well due to space
limitations for parking.
D. Delivery vehicles which are not part of the vehicle identification program shall have a
Site Delivery Permit as obtained from the Contractor prior to arrival. Lack of such
paperwork shall result in deliveries being detained or turned away from the Site
access point. All deliveries are to be escorted by the Contractor from the Contractor's
access point to the place of delivery.
E. Site visitors shall comply with Contractor's Site Visitor Program that will be part of the
"Visitors Induction".
F. The Contractor is responsible to notify Security Authorities, the Employer, the
Company and the Company’s Representative as soon as reasonably possible, but not
later than 2 hours of the occurrence of a breach or if they suspect the safety/security
of the project areas may be compromised. The Contractor is to notify Engineer
immediately after the Security Authorities has been contacted.
G. The Contractor shall retain all ID badges of all relinquished employees which were
prior associated with the Contractor, and shall remove their access rights from the
access control system, but not their records.

2.2 SUBMITTALS

A. The Contractor shall provide to the Company’s Representative a Security Program


including all of the above and with the following details.
1. Strategy and implementation of security of the Contractor's work and work
areas.
2. Named security staff and managers, including contact information.
3. Weekly records of office and field staff.
4. Weekly records of quantity of field labor, both direct hire and subcontracted.
5. Weekly records of buses to handle field labor.
6. Weekly records of buses to handle office staff.
7. Requested Quantity of field and personal vehicles on the Site.
8. Weekly access control system transaction records.
