16. SECURITY

A. GENERAL

The Project Management Team (on behalf of OWNER) has the overall responsibility for
security access control at the project. In accordance with Saudi law a third party security
services contractor will provide the personnel to perform security guarding on the project.
Security of the facility will be turned over to the National Security Forces when the facility is
handed over to the Owner.

Company is responsible for securing its own property and material on the project.

B RESPONSIBILITIES

SITE MANAGEMENT

• Ensuring that all employees under their direct control at the project obey all security rules
and regulations.
• Securing company tools, equipment and material.
• Reporting any loss of tools, equipment, materials or other breaches of security to the
Owner’s Site Security Coordinator as soon as they are discovered.
• Ensuring that all employees under their direction process ID badges and report to the site
with picture ID badge displayed on the front upper left portion of their torso.
• Ensuring all employees under their direction report to the site with steel toed leather safety
shoes; wear long sleeve shirt and full length trousers; an ANSI approved safety glasses and
ANSI approved hard hat with the employee name; badge number and company name on the
front of the hat just above the brim. The lettering will be at least 1/4 in height and printed in
a color that stands out and makes the information easily readable.
• All employees boarding bus for transport to the site and lay-down facilities have a photo ID
badge visible on the upper left torso of their body.
• Ensure that random searches are conducted of employee lunch boxes and carry on items to
prevent employee from bringing alcohol, firearms or illegal drugs onto the jobsite.
• Ensuring that random searches of lunch boxes and carry on items are conducted to prevent
theft of project materials as employees board the busses in the evening to leave the project.
• That each day by 10:00 AM the company provides the Owner’s Site Security Coordinator
with an accurate head count of all employees on site.
• Notifying the Owner’s Security Coordinator 24 hours in advance of all visitors and submit
an application for a visitors badge.
• Providing full time escort for visitor(s) while on the project site and lay-down facilities.
• Ensuring that all vehicles and equipment have a valid inspection and access pass to gain
access to the project site.
• Ensuring that vendors make deliveries to the project with vehicles that are in safe operating
condition in order to be allowed on the project.

C. CONTROL MEASURES

1) Perimeter Fencing and Gates

The project site and lay-down facilities perimeter will be enclosed with fencing and
access / egress gates as detailed in civil drawings. Gates will be constructed of heavy
gauge metal and have the capability of being securely locked. All gates will be locked
during the hours of no work.

2) Access and Egress

All craft personnel will be bussed to site and lay-down facilities and will ride buses
from designated pick up points to the project.

All project employees, including subcontractors and/or vendors and visitors shall use
only the designated gate for entrance and exit to and from the job site and lay-down
facilities. Procurement and contract personnel will make arrangements with vendors
and subcontractors so that they will know which gate to use and specific area location
on the project.

Access of project personnel, subcontractors, vendors and visitors, vehicles and


equipment will only be allowed with a valid entry pass.

3) ID Badges / Identification / Vehicles

Issuance of all badges to project employees and visitors will be done only after
completing an application form and attending a safety orientation training session at the
main Safety and Security office located in the lay-down area.

a) Project Employees

Project Management Team on behalf of Owner will issue and control all badging of
all employees on the project and visitors going into and out of the site. The ID
badge and identification system shall be used in identifying and controlling all
persons entering the site.

The ID badges will include:

1. Recent photo of bearer.


2. Name of bearer.
3. Employee number.
4. Company name.
5. Training color coding.
6. Date of issue and expiry date.
7. Colored background.
8. Project logo.

All personnel shall wear their badges at all times when on the project. The badge
shall identify the employee by company, employee name and assigned number.
Employees shall wear only company issued hard hats that comply to OSHA and
ANSI standards. Subcontractor(s) will wear a different color hard hat than that of

Company, Project Management Team, Owner or other subcontractor(s) on project


site.

b) Visitors

Visitor admission to the site will require permission to enter by the management of
the company being visited and written authorization by the Owner’s Site Security
Coordinator.

A request for visitor passes must be submitted with a visitor badge application
along with copies of the visitor’s identity document or copies of the passport to the
Owner’s Site Security Coordinator 24 hours in advance of visitor arriving. Visitors
also need to receive safety orientation training prior to issuing the visitor’s badge.

After authorization is obtained, the vendor or visitor will be issued a temporary


visitor badge that is to be worn at all times while on the project and returned to
security upon each departure of the site.

Visitors will be accompanied while on site or the lay-down facilities. Visitors must
have the required personal protective equipment while being on site.

c) Vehicle and Equipment Passes

Employee driving company vehicles onto the project will be required to submit an
application for a project vehicle pass to the Owner’s Site Security Coordinator 24
hours prior to requesting admittance to the project.

Applications must be submitted completed correctly with valid copies of driver


license and/or equipment operator’s competency certification and equipment, third
party inspection certificate where required, license plate number and description of
vehicle and current insurance documents.

All vehicles and equipment entering the project site and lay-down facilities must be
in safe operating condition and will therefor be subjected to a safety inspection by
Management and Owner’s Safety Department. The inspection shall at a minimum
include the proper safe working of (1) brakes; (2) lights; two headlights; taillights,
brake light; (3) horn; (4) muffler; (5) safety glass; (6) windshield wiper and rear
view mirror. Vehicles having dual wheels shall be equipped with suitable flaps
behind each dual wheel so objects will not be ejected past the flaps to the rear,
when the vehicle is in motion.

The vehicle passes will be displayed on the inside of the windshield on the left side.
Equipment passes must be displayed on the outside to the left side of the
equipment. Vehicles and equipment without a valid pass will not be allowed access
to the site or lay-down facilities.

Vehicle passes and equipment passes will not be issued if documentation is


incomplete or if all requirements are not met.

d) Delivery Vehicles

Owner will issue delivery vehicles with temporary vehicle passes. These passes
must be displayed inside the windshield on the vehicle left side. Temporary passes
can be obtained at the security gates.

4) Emergency Gates

The main access gates to the site will also serve as the emergency evacuation gates.

5) Emergency Evacuation

If project evacuation is mandatory, Owner will ensure that the main access / egress
gates are not obstructed and will assist regulating the traffic to allow the project
personnel to exit the site.

6) Searches of Person and/or Property

Security will conduct random searches of vehicles, lunch boxes, property and personal
carry items of project personnel and visitors as they enter or exit the project. Bags and
attaché cases hand-carried by persons authorized to have access shall be voluntarily
presented for inspection to the security guards on duty at the main gates.

7) Material Control

All tools and materials, other than trash, that is removed from the project must be
accompanied by a material exit pass. All trash that is removed from site will be
checked by security to verify the content.

a) Incoming Materials.

All packages for delivery to personnel on site shall be inspected by the security
guards at the access gates. The addressee shall be informed about the arrival of the
package prior to inspection. After inspection, the package may be collected by the
addressee, or stored in the Security office, depending on the addressee’s advice or
the contents of the package.

All incoming deliveries of supplies, materials and equipment for the project shall
be accompanied by a material entry pass, or a delivery note, if from a vendor.
Security will examine the material and/or equipment and compare with the
delivery note or material entry pass and notify site management of the delivery.
Security will retain a copy of the material entry pass or delivery note. Delivery
materials will have to be escorted from the main gates by a representative, to the
warehouse or its final destination.

NOTE: No vendors will be allowed through any gate without a Project ID badge
and pass and will not be allowed outside their vehicles without wearing a hard hat,
safety glasses and safety shoes and proper clothing.

b) Outgoing Materials

All supplies, materials and equipment to be taken off the site or lay-down facilities
shall be presented for inspection to the security guards on duty at the gate and
signed off by the security supervisor. The corresponding gate pass for said items
shall be presented to the security guards on duty.

A designated representative(s) of Management must sign the material exit pass to


authorize material exit. All signatures will be checked against a list of authorized
signatories, which will be maintained at the security office. A copy (original) of
the gate pass shall be retained with the Security.

8) Gambling

All forms of gambling are prohibited.

9) Cameras

Cameras are prohibited without the express written consent of Project Management
Team and/or OWNER.

10) Liquor, Drugs, Firearms and Explosives

Any person under the influence of or in the possession of any intoxicating liquor or
illegal substances will not be permitted to enter the project or loiter on property.

Firearms, alcoholic beverages, narcotics or explosives will not be permitted on


the property.

l) Smoking

Smoking and smoking materials are strongly discouraged from admission to the
site. Designated smoking areas will be identified and smoking will only be
allowed in these designated areas.

11) Traffic Regulations

a) Driver's license

Motor vehicle drivers and equipment operators shall be qualified and licensed
in accordance with the regulations of Saudi Law. Vehicle drivers will be in
possession of a valid Saudi driver’s license and equipment operators will be in

possession of a valid Saudi equipment operator license specific to the type of


equipment operated and a competency certificate issued by management.

b) Warning flags and lights

Red flags shall be used during hours of daylight and red lights during the hours
of darkness on any load that extends beyond the front, side, or rear of any
vehicle.

c) Traffic signs

All traffic signs and signals, whether fixed or portable, shall be obeyed, and
drivers shall cooperate with representatives appointed to direct traffic.

d) Speed limit

All vehicles shall be operated within the 20-kilometer per hour posted speed
limits on the project.

e) Walks and Roadways

All personnel and/or subcontractors will use only designated walks and
roadways, on the left side of the road facing on-coming traffic, when entering
or leaving the job site, when moving from one area to another, or when
obtaining material. The use of short cuts or undesignated pathways is
prohibited.

f) Driving and parking

Vehicles shall be driven on the right side of street. Parking will be permitted in
designated areas only. Vehicles shall not be parked in such a manner as to slow
down, hinder, or interfere with the free flow of traffic. Vehicles shall not be
parked so as to block or interfere with the use of fire hydrants or fire
equipment. Vehicles shall not be left unattended with the motor running.
Vehicles parked on site shall be left open with the keys in the ignition switch
should it be necessary to move it in case of an emergency.

All vehicles on the property will be there at the risk of the vehicle’s owner.
Neither Client/ nor Project Management Team accepts responsibility for
damage to or theft of such vehicles.

g) Right-of-way

All motor vehicles shall give right-of-way to pedestrians, ambulances, and fire
fighting equipment and other emergency vehicles. All drivers of motor
vehicles shall practice extra ordinary driving courtesy.

h) Passengers

Passengers shall be limited to the number according to the design of the vehicle
and manufacturer’s specification and the vehicle shall not be overcrowded.
Drivers of motor vehicles shall not permit passengers to ride on fenders,
running boards, tops, or bumpers of motor vehicles and in the back of pick-up
trucks. Passengers shall keep all parts of their bodies inside the cab or body of
vehicles and must be seated while vehicle is in motion. Tailgates must be kept
closed. Passengers shall not get on or off a vehicle while it is in motion.

i) Windshield or window obstruction

Vehicles having nontransparent window materials, which interfere with clear


visibility through any side window or windshields with cracks in the windshield
shall not be operated on the project. All vehicles shall be equipped with
adequate rear-view mirrors.

j) Back-up alarm

All heavy vehicles and motorized equipment shall be equipped with a back-up
alarm that is audible at a distance of 30 meters.

k) Obstructing streets, roads, fire equipment or fire fighting facilities

Roads/streets shall not be blocked without permission from Project


Management Team or Owner. When work obstructs a road or street, approved
lights, barriers, warning devices, and/or signal men must be provided. Parked
vehicles must not block fire equipment, fire fighting facilities and fire hydrants.

l) Cranes / Heavy Equipment

Large crawler or mobile cranes, when operating off the main roads or when
turning on roads, shall be operated on hard-wood mats. Matting shall also be
used when cranes pass over firewater or other underground utility lines.
