HEALTH, SAFETY, AND EMERGENCY RESPONSE PROCEDURES

PART 1 GENERAL
1.01 SECTION INCLUDES
A. Construction Safety Program.
1. Responsibility for safety onsite rests with Design-Builder.
2. The regulations of the OSH Act 2004 (Amended 2006) apply as a minimum.
3. Employer will provide Design-Builder with any known information regarding hazards to the
health or safety of persons in the workplace.

1.03 CONSTRUCTION SAFETY PROGRAM


A. Develop a safety program acceptable to Employer. Submit program in accordance with Section
01 33 00.
B. Abide by the provisions of OSH Act 2004 as amended.

1.04 SITE SAFETY PLAN

A. Conduct a job hazard assessment and prepare a Site Safety Plan giving the names and
emergency telephone numbers of Design-Builder, Design-Builder’s Project Manager, and Site
Safety Officer.
B. Plan shall show the details of the construction procedure relating to site access, maintenance
of any required exits, barricades, traffic control, scaffolding and swing stages, hoisting
equipment, fire protection facilities, emergency shut-off locations, material storage, waste

materials, control of dust and debris, protection of the edges of each floor and any other items
required by Employer.
C. Present the Site Safety Plan to Employer and Project Coordinator at the first Project Meeting
described in Section 01 31 00.
D. The Site Safety Plan shall be adjusted to reflect the current stage of construction activities.
E. A separate Fire Safety Plan for the construction site shall also be submitted

1.05 PROXIMITY TO OVERHEAD POWER LINES


A. Where work must be conducted in an area which is in close proximity to overhead power lines,
Design-Builder to coordinate with authority having jurisdiction to provide assurance in writing
that the power lines are de-energized, or require guarding.

1.06 ROOF TOP ACCESS


A. Design-Builder will confirm with Employer that elevated access is restricted to authorized
persons only.

1.07 CONFINED SPACES

A. Design-Builder must conform to Project Coordinator directives with respect to entering confined
spaces such as manholes, etc. Design-Builder must perform a risk assessment and secure
necessary confined space entry permit from Project Coordinator prior to entry into respective
space.

1.08 PROTECTIVE CLOTHING AND EQUIPMENT


A. Design-Builder is required to provide their own protective clothing and equipment or otherwise
ensure workers comply with Employer requirement for full PPE onsite at all times. This
includes, but is not limited to items such as, hard hats, safety footwear, respirators and
protective coveralls.
B. Items which require custom fitting, such as respirators, shall not be made available for use by
more than one person.

1.09 BARRICADES AND BARRIERS

A. Barricades and barriers on construction sites to conform to safety practices required by


regulations and good practice. Barriers for work outside construction site to be visible both day
and night.

B. Build walkways in close proximity to job sites with overhead protection where overhead work
is being performed in close proximity.
C. Provide adequate warning for visually impaired pedestrians in pedestrian areas. Chain link
fencing or hoarding is preferred as it allows blind persons to feel the base of the barricade with
their canes.
D. Before setting up barricades in pedestrian areas notify Employer at least 48 hours in advance
in order that necessary personnel can be made aware.

E. Conform to the requirements of the Ministry of Works and Transport – Highways Division for
placement of all barriers in vehicular areas.

1.10 FIRST AID


A. Arrange for the provision of first aid facilities and an Accident Prevention Program to the
requirements of regulations and Employer and Project Coordinator policies.

1.11 LOCKOUT PROCEDURES


A. When the need arises, develop and implement a procedure for the control of hazardous energy.
Submit for approval of Project Coordinator in accordance with Section 01 33 00.

1.12 X-RAYS AND OTHER CONSTRUCTION TESTING


A. Non-destructive testing involving X-ray sources or X-ray emitting devices shall be in
accordance with the respective regulations to minimize radiation exposure to workers, other
building occupants and passersby.

1.13 FIRE PROTECTION DURING CONSTRUCTION


A. Refer to requirements of the Fire Services Act, Regulations and Bulletins.

B. Onsite fires including those for burning garbage and construction waste materials are not
permitted.
C. Provide and maintain temporary fire protection equipment during performance of Work required
by insurance companies having jurisdiction governing codes, regulations and bylaws.
D. Maintain placed or installed fire resistive construction, fireproofing, and firestopping to protect
the portions of the Work during construction
