PART 1 - GENERAL
1.1 SCOPE
A. This section provides information common to the systems providing utilities for the
required facilities and other infrastructure components of the construction work. It will not
be known until the survey is done if all of these 6 systems still exist in the work area:
1. Water
2. Sanitary sewerage
3. Storm sewerage
4. Mechanical systems
5. Electrical
6. Communication systems

A. The publications listed below form a part of this specification to the extent referenced.
Publications are referenced within the text by the basic designation only.

1.4 SUBMITTALS
A. Submit manufacturer's shop drawings, product data, samples, substitutions and operation
and maintenance (O&M) data for approval as required by individual specification
sections. Provide electronic file with approval of Engineer.
B. Unless otherwise noted, provide 6 copies of each submittal. Submit to project Engineer
unless otherwise directed at the pre-construction meeting.
1.6 SAFETY
B. Perform all work in accordance with applicable local safety and health standards.
A. Plant and Facilities: Furnish, install, maintain and remove all false work, scaffolding,
ladders, hoist ways, braces, pumping plants, shields, trestles, roadways, sheeting,
centring forms, barricades, drains, flumes, and the like, any of which may be needed in
the construction of any part of the Work and which are not herein described or specified
in detail. Accept responsibility for the safety and efficiency of such works and for any
damage that may result from their failure or from their improper construction,
maintenance or operation.
B. First Aid: Maintain a readily accessible, completely equipped first aid kit at each location
where work is in progress.
C. Safety Responsibility: Accept sole responsibility for safety and security at the site. Indemnify
and hold harmless the local authority and the local authority’s Representatives,
including the engineer, for any safety violation, or noncompliance with governing bodies
and their regulations, and for accidents, deaths, injuries, or damage at the site during
occupancy or partial occupancy of the site by contractor's forces while performing any part of
the Work.
A. Water: Provide all necessary and required water without additional cost, unless otherwise
specified. If necessary, provide and lay water lines to the place of use; secure all necessary
permits; pay for all taps to water mains and hydrants and for all water used at the established
rates.
B. Light and Power: Provide without additional cost to the local authority temporary
lighting and power facilities required for the proper construction and inspection of the
work. If in the engineer's opinion, these facilities are inadequate, do NOT proceed with any
portion of the Work affected thereby. Maintain temporary lighting and power until the work is
accepted.
C. Heat: Provide temporary heat, whenever required, for work being performed during cold
weather to prevent freezing of concrete, water pipes and other damage to the work or
existing facilities.
D. Sanitary Facilities: Provide sufficient sanitary facilities for construction personnel. Prohibit
and prevent nuisances on the site of the work or on adjoining property. Discharge any
employee who violates this rule. Abide by all environmental regulations or laws applicable to
the work.
A. Bridges: Design and place suitable temporary bridges where necessary for the maintenance
of vehicular and pedestrian traffic.
B. Assume responsibility for the sufficiency and safety of all such temporary work or
bridges and for any damage that may result from their failure or their improper construction,
maintenance, or operation.
A. Protection of Workmen and Public: Effect and maintain at all times during the prosecution of
the work, barriers, lights and enclosures necessary for the protection of workmen and the
public. Perform all work within strict accordance with the local Authority requirements and
other applicable statutory requirements.
B. Provide suitable barricades, lights, signs and watchmen at excavation sites and all other
places where the work causes obstructions to normal traffic or constitutes in any way a
hazard to the public.
1.11 FENCES
A. Existing Fences: Obtain written permission from property owner(s) prior to relocating or
dismantling fences that interfere with construction operations. Reach agreements with the
fence owner as to the period the fence may be left relocated or dismantled. Install adequate
gates where fencing must be maintained. All gates shall be kept closed and locked at all
times when not in use, this is to be verified with Engineer.
B. Restoration: Restore all fences to their original or better condition and to their original
location on completion of the work.
1.12 SECURITY
A. Preservation of Property: Preserve from damage, all property along the line of the work, in
the vicinity of or in any way affected by the work, the removal or destruction of which is
not called for by the drawings. Preserve from damage, public utilities, trees, lawn areas,
building monuments, fences, pipe and underground structures, and public streets. Note:
Normal wear and tear of streets resulting from legitimate use by the contractor is not
considered as damage. Whenever damages occur to such property, the Contractor shall
immediately restore to its original condition. Costs for such repairs are incidental to the
Contract and are paid by the Contractor.
B. In case of failure on the part of the Contractor to restore property or make good on
damage or injury, the local authority may, upon twenty-four (24) hours written notice,
proceed to repair, rebuild, or otherwise restore such property as may be deemed necessary,
and the cost thereof will be deducted from any moneys due or which may become due
the contractor under this contract. If removal, repair or replacement of public or private
property is made necessary by alteration of grade or alignment authorized by the local
authority and not contemplated by the contract documents, the contractor will be
compensated, in accordance with the general conditions, provided that such property has
not been damaged through fault of the contractor or the Contractor's employees.
A. Public utility installations and structures include all poles, tracks, pipes, wires, conduits,
vaults, valves, hydrants, manholes, and other appurtenances and facilities, whether
owned or controlled by public bodies or privately owned individuals, firms or corporations,
used to serve the public with transportation, gas, electrical, local authority, telephone,
storm and sanitary sewers, water, or other public or private utility services. Facilities
adjacent to public or private property that may be affected by the work are deemed included
hereunder.
B. The contract documents contain data relative to existing public utility installations and
structures above and below the ground surface. Existing public utility installations and
structures are indicated on the drawings only to the extent such information was made
available to, or found by, the engineer in preparing the drawings. This data is not
guaranteed for completeness or accuracy; the Contractor is responsible for making
necessary investigations to become fully informed as to the type, condition, and extent
of all public utility installations and structures that may be encountered and that may affect
the construction operations.
C. Before starting construction, identify and mark all existing valves and maintain access to the
valves at all times during construction.
E. If existing utilities are damaged during the work, the Contractor shall immediately notify the
owner of the affected utility. In coordination with or as directed by the Owner, remove,
replace, relocate, repair, rebuild, and secure any public utility installations and
structures damaged as a direct or indirect result of the work under this contract. Costs
for such work are incidental to the contract. The Contractor shall be responsible and liable
for any consequential damages done to or suffered by any public utility installations or
structures; assume and accept responsibility for any injury, damage, or loss that may
result from or be consequent to interference with, or interruption or discontinuance of
any public utility service.
F. At all times in performance of the work, the Contractor shall employ proven methods
and exercise reasonable care and skill to avoid unnecessary delay, injury, damage, or
destruction to public utility installations and structures; avoid unnecessary interference
with, or interruption of, public utility services; cooperate fully with the Owners thereof to that
end.
G. The Contractor shall provide notice to the local authority of any proposed connections to
existing utilities, interruptions of service or shutdowns in accordance with local authority. The
Contractor shall give written notice to the owners of all public utility installations and
structures affected by proposed construction operations sufficiently in advance of
breaking ground in any area or on any unit of the work, to obtain their permission before
disrupting the lines and to allow them to take measures necessary to protect their
interests. The Contractor shall also advise the Chiefs of Police, Fire and Rescue Services
of any excavation in public streets or the temporary shut-off of any water main; provide at
least twenty-four (24) hours notice to all affected property owners whenever service
connections are taken out of service.
A. Work on this project will require operations on private property, rights of way or easements.
B. The local authority has secured the appropriate easements or rights of entry from the affected
property owners.
C. Comply with all easement or rights of entry provisions. Conduct operations along rights-of-
way and easements through private property to avoid damage to the property and to
minimize interference with its ordinary use.
D. Upon completion of the Work through such property, restore the surface and all fences or
other structures disturbed by the construction as nearly as possible to the
preconstruction conditions.
E. Do not remove any material from private property without the consent of the property owner
or responsible party in charge of such property.
F. Save the local authority harmless from any claim or damage arising out of or in connection
with the performance of work across and through private property.
A. Assume and accept responsibility for all injuries or damage to culverts, building
foundations and walls, retaining walls, or other structures of any kind met with during
the prosecution of the work.
B. Assume and accept liability for damages to public or private property resulting there
from. Adequately protect against freezing all pipes carrying liquid.
A. Protect with boxes, trees and shrubs, except those ordered to be removed. Do not place
excavated material so as to cause injury to such trees or shrubs. Replace trees or
shrubs destroyed by accident or negligence of the Contractor or Contractor's employees with
new stock of similar size and age, at the proper season, at no additional cost to the local
authority.
B. Leave lawn areas in as good condition as before the start of the work. Restore areas
where sod has been removed by replacement with sod.
A. During Construction:
1. Keep the site of the Work and adjacent premises free from construction
materials, debris, and rubbish. Remove this material from any portion of the site if
such material, debris, or rubbish constitutes a nuisance or is objectionable.
2. Remove from the site all surplus materials and temporary structures when they are no
longer needed.
3. Neatly stack construction materials such as concrete forms and scaffolding when not in
use. Store pipe to be incorporated into the Work in accordance with AWWA standards.
Promptly remove splattered concrete, asphalt, oil, paint, corrosive liquids, and cleaning
solutions from surfaces to prevent marring or other damage.
4. Properly store volatile wastes in covered metal containers and remove from the site
daily.
5. Do not bury or burn on the site or dispose of into storm drains, sanitary sewers,
streams, or waterways, any waste material. Remove all wastes from the site and
dispose of in a manner complying with applicable ordinances and laws.

C. Noises:
1. Maintain acceptable noise levels in the vicinity of the Work. Limit noise production to
acceptable levels, in accordance with the general conditions, by using special
mufflers, barriers, enclosures, equipment positioning, and other approved methods.
2. Supply written notification to the local authority sufficiently in advance of the start of
any work that violates this provision. Proceed only when all applicable authorizations
and variances have been obtained in writing.
D. Hours of Operation
1. For operation of the equipment which generates noise obtain written consent
from the local authority for the time and duration of usage.
2. Do not carry out non-emergency work, including equipment moves, on weekends
without prior written authorization by the local authority.
E. Dust Control
4. Provide for the drainage of storm water and any water applied or discharged on
the site in performance of the Work. Provide adequate drainage facilities to prevent
damage to the Work the site, and adjacent property.
5. Supplement existing drainage channels and conduits as necessary to carry all
increased runoff from construction operations. Construct dikes as necessary to divert
increased runoff from entering adjacent property (except in natural channels), to
protect the local authority's facilities and the Work, and to direct water to
drainage channels or conduits. Provide ponding as necessary to prevent
downstream flooding.
6. Maintain excavations free of water. Provide, operate, and maintain pumping
equipment.
F. Pollution
A. Parking
1. Provide and maintain suitable parking areas for the use of all construction workers and
others performing work or furnishing services in connection with the Contract, to
avoid any need for parking personal vehicles where they may interfere with public
traffic or construction activities.
B. Access
1. Conduct Work to interfere as little as possible with public travel, whether vehicular or
pedestrian. Provide and maintain suitable and safe bridges, detours, or other
temporary expedients for the accommodation of public and private travel.
Whenever it is necessary to cross, obstruct, or close roads, driveways, and
walks, whether public or private, give reasonable notice to owners of private
drives before interfering with them. Such maintenance of traffic will not be
required when the Contractor has obtained permission from the owner or tenant of
private property, or from the authority having jurisdiction over the public property
involved, to obstruct traffic at the designated point.
A. Section 01400 - Quality Requirements: Transport, handle, store and protect products.
B. Provide temporary end caps and closures on piping. Maintain in place until installation.
C. Protect piping systems from entry of foreign materials by temporary covers, completing
sections of the work, and isolating parts of completed system.
D. Store products horizontally with slotted sides down, on pallets off the ground in
manufacturer's unopened packaging until ready for installation.
E. Do not store in direct sunlight or in high heat environment exceeding 150 degrees F (66
degrees C).
F. Store and dispose of solvent-based materials, and materials used with solvent based
materials, in accordance with requirements of local authorities.
1. Receive engineer’s approval for the products. Use mechanical joints for fittings and
appurtenances.
B. Fire Hydrants
1. Receive engineer’s approval for the products. Mechanical joints for fittings and
appurtenances.
D. Valves
1. Receive engineer’s approval for Pre-cast concrete, or built in place masonry, with cast
in place steps if deeper that 1220mm.
1. Receive engineer’s approval for the product. Lids should have cast in letters stating
‘Storm Sewer’.
1. Concrete Encased Duct banks - Receive engineer’s approval for the products.
2. Direct Burial Ducts - Receive engineer’s approval for the products.
3. Manholes - Receive engineer’s approval for the products.
B. Manhole Frames and Covers - Receive engineer’s approval for the products. Covers to
have cast in letters stating either ‘Electric’ or ‘Telephone’ as appropriate.
2.4 MATERIALS
A. Piping: Provide either of the following, 150mm diameter, unless otherwise shown on the
drawings:
2.5 ACCESSORIES
A. Manufacturer's standard joint covers and pipe sleeves as required for installation.
B. Filter Fabric: Water pervious, non-woven, needle punched, and Geotextile polypropylene
fabric.
PART 3 - EXECUTION
A. The design should include all necessary specifications and drawings to adequately
detail the work to be installed. The contractor should also be aware that in some
cases portions of the exterior utility work may be accomplished by subcontractors
doing work specified in other divisions. A single, comprehensive drawing showing all
site work and utilities are to be provided. Depending on the complexity of the project,
individual drawings may also be required.
B. Clearly specify soil compaction requirements for the backfill in the trenches used for
the installation of all of the utilities in this section.
C. Clearly specify that all trenching activities comply with the tree protection requirements
as per the British standards and other applicable rules and regulations.
D. The contractor should give special attention to assuring that all required permits for
both the construction of these utilities and the operation of them are obtained from the
regulating authority.
F. The design is to comply with all local codes having jurisdiction, applicable safety and
health regulations, Disability Act compliance, and any applicable seismic codes.
G. Clearly specify the appropriate level of testing and inspections that are required of the
individual utility systems and the specific phases of the inspections to be done at
intervals of the installation, i.e., prior to backfill of the trench over any piping.
H. Clearly specify that the products to be provided for installation under this section are
in strict accordance with the product and material listing for this section.
A. Trenchless Utility Installation : When the site incorporates trenchless utility installation
(directional boring or jacking) in instances that are either economically feasible or are a
better choice in dealing with possible disruption of other services on the site. Consult with the
Engineer concerning options for utilizing this method of construction.
B. Utility Line Signs, Markers, and Flags: The site maintains a thorough mapping of the
utility systems on the site. Although special attention is given to obtaining field locations
of these utility systems as they are installed, various methods of marking these utilities for
future reference is also desired. The Contractor is encouraged to utilize current
technology available in providing on-site marking methods that will assist in utility
location at later dates.
1. The site operates its own potable water distribution system, receiving water from Dubai
Electricity and Water Authority.
2. If the distribution pressure varies around the site, then for any proposed facility,
request that a flow test for both static and residual pressure be made (the
engineer can usually conduct these tests as needed).
1. Specify the installation of appropriate thrust blocks that are needed to properly
anchor piping at changes in direction and other required locations. The design
should clearly indicate the details required for these thrust blocks.
2. Clearly specify the coordination of any permitting requirements for the installation
of these water lines - both the permit to construct and the permit to operate
the system. Specify the level and the method of disinfection of these water lines in
accordance with permit requirements or other code requirements.
1. The disinfection of new water distribution systems and piping should be specified in
accordance with the concerned authority.
1. The storm sewerage system is generally laid out in three major distribution trunks,
each draining approximately one-third of the site. Proper storm drainage is to be
addressed on any new structure or facility tied into the existing system. The
contractor should be aware of the permit requirements from the applicable
authority of, and assure that any applicable aspects of these requirements are
complied.
2. Design calculations for large drainage projects are to be submitted to the Engineer.
Specify that all construction requirements of any storm water permits are to be strictly
adhered to by the Contractor.
3. The storm sewer system is not designed to handle storms of greater intensity
than the theoretical ten-year frequency.
A. Specify that drainage lines are to be laid true to line and grade with properly connected joints
and fittings. The minimum acceptable size for storm drainage piping receiving surface
water from ground or paved areas is 15 inches in diameter.
B. Drainage systems serving foundations, areaways, and roofs should connect to the storm
sewer system at a catch basin with a top elevation lower than the ground floor elevation of
the building.
C. Curbs and gutters should be planned to facilitate the disposal of storm water. Planter boxes
and planted areas surrounded by walks should be piped to the storm sewer system, rather
than discharging onto walkways.
1. Site operates its own power distribution system through both concrete encased duct
bank systems and the main utility tunnel system.
2. Consult the Engineer for the primary voltage to be provided for a project and guidelines
on the specific circuit and connection equipment required and the number of conduit to
be installed in a particular duct bank system.
1. The site operates and maintains its own communications distribution system for
information and data and cooperates with the concerned authority in the distribution of
the telephone cabling system on the site.
2. Consult the Engineer for guidelines on the required number of conduit to be installed in
a particular duct bank system to accommodate the communication system being
installed.
3.8 EXAMINATION
A. Examine surfaces and adjacent areas where products will be installed and verify that
surfaces conform to product manufacturer's requirements. Do not proceed until unsatisfactory
conditions have been corrected.
1. Verify that excavation base is ready to receive work, and excavations, dimensions, and
elevations are as indicated on drawings.
2. Verify location and invert elevation of system connection with site storm drainage
system.
3.9 PREPARATION
A. Hand trim excavations to required elevations. Correct over-excavation with bedding material.
B. Remove large stones or other hard matter that could damage drainage pipe or impede
consistent backfilling or compaction.
C. Protect benchmarks, property corners, and other survey monuments from damage or
displacement. If marker needs to be removed, removal and replacement shall be performed
by a licensed land surveyor.
3.10 INSTALLATION
A. Excavate, trench and backfill as specified in Section 02300 and ASTM D 2321 to dimensions
and invert elevations indicated on drawings.
B. Line excavation with filter fabric with minimum 300mm end laps. Allow sufficient fabric
material to encase perforated pipe and aggregate fill.
C. Install and join pipe and pipe fittings in accordance with manufacturer's published
instructions.
1. Lay pipe at a 0.33% slope unless otherwise indicated on Drawings; with maximum
variation from true slope of 1/8 inch in 3000mm.
2. Lay pipe with perforations facing downward.
3. Do not install piping when bedding is wet or frozen.
D. Place filter fabric over levelled top surface of aggregate cover before start of backfill.
E. Protect pipe and filter aggregate cover from damage and displacement until backfill begins.
G. Connect drainage system piping to site storm drainage system with unperforated pipe;
1500mm outside building perimeter as indicated on Civil Sitework Drawings.
3.11 CONSTRUCTION
1. Test drainage piping with water to ensure free flow before backfilling.
2. Remove obstructions, replace damaged components, and repeat test until results are
satisfactory.
3. Inspect drainage piping installation, location, invert elevations and connection to site
drainage system prior to placing aggregate cover over pipe.
4. Correct deficiencies in work which inspection indicates are not in compliance with
contract documents.
1. Test drainage system backfill in accordance with utility trench backfill specified in
Section 02300.
