COMMISSIONING OF SITE UTILITY SYSTEMS

PART 1 GENERAL
1.01 SECTION INCLUDES
A. Requirements for commissioning the Facility site utilities systems, related subsystems and
equipment. This Section supplements the general requirements specified in Section 01 91 00.
B. Refer to Section 01 91 00 for more details regarding processes and procedures as well as roles
and responsibilities for all Commissioning Team members.

F. Division 33 00 00 – Utilities: Sanitary Sewer and Stormwater Utilities: include testing and
commissioning of systems not specified in this manual and left to discretion of Design-Builder.

1.03 COMMISSIONED SYSTEMS

A. Commissioning of a system or systems specified is part of the construction process.
Documentation and testing of these systems in accordance with respective sections of this
manual is required. Design-Builder shall perform the necessary activities to commission and
deliver adequate and functional site utility systems in accordance with the requirements of
these specifications and in cooperation with authorities having jurisdiction.

PART 3 EXECUTION
3.01 CONSTRUCTION INSPECTIONS
A. Commissioning of Site Utility systems will require inspection and testing of individual elements
of the site utility systems construction throughout the construction period. Design-Builder shall
coordinate with Project Coordinator and authorities having jurisdiction in accordance with
Section 01 91 00 and the Commissioning plan to schedule site utility systems inspections as
required to support the Commissioning Process.

3.02 PRE-FUNCTIONAL CHECKLISTS

A. Design-Builder shall utilize Pre-Functional Checklists in accordance with stated plans,
manufacturer recommendations and respective sections of this manual to verify systems,

 subsystems, and equipment installation is complete and site utility systems are ready for
Functional Performance Testing.

3.03 DESIGN-BUILDER TESTS

A. Design-Builder tests as required by other sections of this specification manual shall be
scheduled and documented in accordance with requirements stated. All testing shall be
incorporated into the project schedule. Design-Builder shall coordinate with authorities having
jurisdiction and shall provide no less than 14 days’ notice of testing. Authorities having
jurisdiction will witness selected Design-Builder tests at their sole discretion.

3.04 SYSTEMS FUNCTIONAL PERFORMANCE TESTING

A. Design-Builder shall provide required labor, materials, and test equipment to perform site utility
testing. Testing shall be coordinated with and witnessed by the appropriate authority having
jurisdiction.

3.05 TRAINING OF EMPLOYER PERSONNEL

A. When specified elsewhere, provide competent, authorized personnel to provide instruction to
operation and maintenance personnel concerning the location, operation, and troubleshooting
of installed utility systems.
B. Comply with requirements stated elsewhere.
