for Los Bambues Compound

1.0 INTRODUCTION
1.1 The United States Department of State (DOS) requires the re-build of the water filtration
system and the installation of a water softener for the water supply system in Los
Bambues Compound in the US Embassy of Santo Domingo, Dominican Republic. The
proposal should include the replacement of minerals, filters head and controls, installation
and programming of water softener and chlorinators. It also includes start-up,
commissioning and training on the new water softener. The water filtration system will
filter the water from the city and well before storing in the underground water tank
(Cistern) for posterior use. This work shall include all needed labor and equipment and
materials needed to provide water quality to the Facility Compound. The supply and
installation of the water filtration system will be coordinated with the Facilities
Management section of the US Embassy.

1.3 A pre-bid walk-thru will be coordinated with invited bidders by GSO Procurement, the
COR and the Facility Manager (FM). The equipment supply and installation schedule,
along with other miscellaneous project specifics will be reviewed during the walk-thru.

2.0 GENERAL REQUIREMENTS


2.1 Basic Work Summary. The Contractor shall provide labor, materials and expertise
knowledge to provide:
2.1.1 – Provide and replace all minerals of existent filters (Sediment and Activated
Carbon) and new twin water softener of 20 cu. ft. each filter with NSF certified and
approved mineral:
- Filter Gravel, anthracite, quartz sand, garnet.
- Multimedia Sand 5 to 10 micron Turbidex or Similar NSF approved.
- Activated carbon GAC: Bituminous coal-based and acid washed, Calgon Carbon
Corporation’s Carbasorb 40 AW, or equivalent, with a minimum hardness number
of 90, and a surface loading rate of 1.4 to 4.1 lps per square meter (2-6 gpm per
square feet).
- Ion-Exchange Resin: High-capacity, sulfonated polystyrene that is stable over
entire pH range with good resistance to bead fracture from attrition or shock.

- Salt for Brine-Tank Applications: High-purity, sodium chloride that is free of dirt
and foreign material. Rock and granulated forms are unacceptable.
2.1.2 - Re-build existing filter heads with Pentair, Fleck or similar UL NSF approved.
2.1.3 – Provide and install a twin water softener of 20 cu. ft. of resin capable to handle a
water hardness of 120 - 150 ppm. Including brine tank.
2.1.4 – Provide and install chlorination pump for disinfect water before enter the cistern.
2.1.5 – Provide and install floats and electro valve control for the cistern full level.
2.1.6 – Provide and install all plumbing piping work in PVC SCH 80 including all its
fittings. Pipe and fitting must be NSF approved and ASTM Standard D1784. Also all
valves and pressure gauges must be brass and stainless steel NSF approved.
2.1.7 – Provide and install all anchors and safety features to secure filters equipment and
piping to the walls and floor.
2.1.8 - Install drains as indirect wastes to spill into open drains or over floor drains.
2.1.9 – Deliver Drawings and schematics of the new water softener and the modification
of the current water flirtation systems to the Compound staff after the start-up of any
installation and/or modification.
2.2 Location. The services shall take place at Los Bambues Compound in Santo Domingo,
Dominican Republic, Ave. República de Colombia 57, Altos de Arroyo Hondo, Santo
Domingo, Dominican Republic.
2.3 Tools and Equipment. The Contractor is responsible for bringing all needed tools,
including heavy duty movers, crane service and any specialized equipment to the Work
site.
2.4 Safety. The Contractor is responsible for the safety of for his/her employees, and for
conduct of the work in a manner that prioritizes the safety of Compound residents,
employees, and visitors.
2.5 Damage. Protect furniture, furnishings, carpets, and any exterior and interior finishes
from damage. Damage caused by the Contractor to architectural and finishes will be
returned to original condition by the Contractor.
2.6 Interruptions of Service. The Contractor shall maintain existing systems in service to the
maximum extent possible and coordinate interruptions of any utility services in advance
with the Facilities Manager (FM).
2.7 Drawing, Specifications and O&M Manual Files. If needed for reference, available
existing design/construction documentation, including Drawings, Specifications and O&M
Manuals of the installed system shall be shared with the Contractor onsite.
2.8 Shipping. The Contractor is responsible for shipping, delivery, and storage of all tools,
materials, and equipment to the Work site.
2.9 Warranty. The contractor shall provide warranties on all equipment, materials, and
workmanship.

3.0 SCOPE OF WORK
3.1 Provide qualified technicians, tools and materials necessary to perform the requested
supply and start-up of the twin water softener and re-build of existing water filters in Los
Bambues Compound. It is required that the contractor is a current engineering, equipment
and services provider for potable water and filtration system.
3.2 The qualified contractor must have 5 year of experience working with potable water and
water filtration system in Dominican Republic.
3.3 Provide the following Test after installation:
- Leak Tests: After installation, charge system and test for leaks. Repair leaks and retest
until no leaks exist.
- Operational Test: After electrical circuitry has been energized, start units to confirm
proper operation. Remove malfunctioning units, replace with new units, and retest.
- Test and adjust controls and safeties. Replace damaged and malfunctioning controls and
equipment.
3.3 All filters should have an individual water flow by-pass in each of the existing filters and
new water softener system.
3.4 Training: The contractor shall provide training for all new water filtration
equipment/systems to the facility maintenance staff. Coordinate with COR and FM.
3.5 All waste, debris, trash and hazardous materials will be removed from the property and
disposed of properly. At a minimum, materials shall be removed weekly. Locations for
dumpsters are not guaranteed. Access for trucks/dumpsters shall be coordinated with the
COR and FM. The Contractor is responsible for ensuring that disposal of equipment,
debris, and hazardous material complies with the laws and regulations of the US and the
Dominican Republic.
3.6 The Contractor is responsible for coordination and supervision of all activities under this
SOW. The Contractor shall designate a representative who will be responsible for
managing the required services described in this SOW, including delegating requests
along with any instruction required, and ensuring smooth and effective operations of
Contractor personnel and equipment at all times.

4.0 QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)


The QASP provides a method for the FM and/or authorized representative to monitor Contractor
performance, advise the Contractor of unsatisfactory performance, and notify the Contracting
Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible
for management and quality control to meet the terms of this SOW. The role of the Government is
to monitor quality to ensure that service standards are achieved. This plan defines how the
performance standards will be applied, the frequency of surveillance, and the minimum acceptable
defect rates. The Contractor shall develop and implement procedures to identify, prevent, and
ensure non-recurrence of defective services.
