Christopher is a Graduate Engineer with BSc. Engineering (Mechanical) from Makerere


University, Kampala, MSc. Municipal Water and Infrastructure specialization Water Supply
Engineering from UNESCO-IHE Delft in the Netherlands and is a Member of the Uganda
Institution of Professional Engineers (PE/661). He has a wide experience in the maintenance of
hydropower plants, fluid power systems and rural water supply systems. He is good at planning,
analysis, design and installation of both Mechanical and Civil engineering hydraulic systems
(Industrial fluid power systems, drainage, water supply, hydropower and irrigation systems). He
has lectured Fluid mechanics and Hydraulics to the students of National Higher Diploma in
Mechanical and Civil Engineering respectively at Uganda Technical College, Kichwamba
between 2003 and 2008.

3.0 Employment History


This shows all the positions and assignments the applicant has held and executed respectively
since graduation to date.

3.1 Employment as Assistant Lecturer


After completing BSc. Engineering in 1994, I took up the position of Assistant Lecturer at
Uganda Technical College, Kichwamba in Kabarole District. As an Assistant Lecturer I taught
Power Production and Mechanical Engineering Science. In July, 1995 I was assigned the task of
supervising the students of Uganda Technical College (Kichwamba) who were carrying out their
industry training in the Kampala and Jinja areas.

3.2 Employment as Graduate Trainee Mechanical Engineer


On the 21st June, 1995 I was appointed to the position of Graduate Trainee Mechanical Engineer
in Uganda Electricity Board. As a Graduate Trainee Mechanical Engineer, I underwent a two
years on job training. During these two years, I trained and worked in most of the Departments in
Uganda Electricity Board. These Departments were: Operations, Personnel, Finance, Audit, MIS,
Corporate planning, Customer service, Development and Generation. Each of these departments
were headed by a Chief Officer. I spent a considerable time of my on-job training in the
Operations, Customer service and Generation departments.

3.2.1 Operations Department


This department was composed of the Protection, Communication, Control, and Electrical
Workshop, Meter testing, Transport, Distribution and Transmission Sections.

Protection Section

This Section carried out the maintenance, installation and testing of the power system protection
equipment. Such components included Circuit breakers, relays, metering units, voltage and
current transformers.

Communication Section

This Section carried out the testing, installation and maintenance of communication equipment.
The department was also responsible for the maintenance of control circuits at the Owen Falls
Power Station. The equipments installed and maintained by the Department were VHFradios and
telephones. The VHF (Very High Frequency) radios were used by the field workers to inform
each other of their findings in the system. The telephones were for the communication between
the different officials across the departments and stations.

Electrical Section

This section carried out the maintenance of transformers, circuit breakers and metering units.
Most of the work in the workshop involved replacement of burnt windings, laminated cores,
insulation oil, and purification dirty transformer oil.

Meter Testing Section

This Section was responsible for repairing and testing energy meters. Such metres included
single phase meters, three phase meters and KVA meters.

Transport Section

This carried out the maintenance of the Vehicles, fork lifts, hydraulic excavators and mobile
cranes.

Distribution Section

This Section was responsible for the maintenance of the 11 KV distribution lines. The different
types of underground and overhead conductor joints were made during the construction of
distribution lines.

3.2.2 Customer Service Department


This department was headed by a Station Engineer. The Graduate Trainee Engineer working
directly under the Station Engineer carried out the following tasks;

 To provide supply to new customers and ensure that continuity of supply was within the
standards prescribed by Uganda Electricity Board

 To ensure that safety rules were complied with

 To contribute to reduction in system losses to acceptable levels by continuous monitoring


that all customers were appropriately metered and that all the meters and or metering
units met the required installation standards and were in good condition

3.2.3 Development Department


This had the Construction, Mechanical workshop and the Pole plant sections. In construction,
both high and low voltage lines were constructed. The department also carried out system
improvements. In the mechanical section there was fabrication of materials for the construction
of both the high and low voltage lines. Fabrication of these of materials for the construction
electricity lines involved cutting of components and joining them with the different types of
joining methods. Metallic parts could be cut using hack saws and an electric saw and joining
could be done by using fasteners such as bolts and nuts, studs, screws and sometimes by using
gas and arc welding. Parts like machine shafts were turned and faced on lathe machine while
holes were made using both the hand held and fixed drilling machines depending on the type of
work.

3.2.4 Generation Department


In this department I got to know the locations and lay out of the different equipments,
installations and machinery in the power house and the substation. In the plant I got to know the
basic civil structure of the power station from the intake dam to the tailrace. To understand fully
the functioning of the machines and equipments in the plant, I physically got involved in the
daily cores of the day and discussed with the seasoned engineers the issues about the
maintenance and operation of the turbine, generator and system auxiliaries. While at the power
station I was involved in a number of activities ranging from the overhaul of the generating units
to the maintenance of the individual components of the generating sets.

3.3 Employment as a Generation Engineer


On the 16th August, 1998, I was promoted out of the Graduate trainee category to the position of
Generation Engineer and was posted to Owen Falls Power Station on the 31 st October, 1998. At
the station I worked in the Mechanical Maintenance Section. The Section was headed by a
Principle Generation Engineer who was responsible for the Senior Generation Engineer. I was
being supervised by the Senior Generation Engineer. Just after being promoted to the position of
Generation engineer I took up the Project of Installing water flow meters on the ten generating
sets at then Owen-falls Power Station (Now Nalubale Power Station). The water flow meters
were for measuring the water that flows from the water bus-main through the water strainers to
the air coolers. The air coolers remove the heat generated by the stator windings as current
passes through them.

As a Generation Engineer, my tasks were:

 Ensure availability and reliability of the generating sets

 Review designs, redesign systems to improve on the system performance

 Write technical reports on the system to the Senior Generation Engineer

 Supervise the technical staff under the position of Generation engineer in the Mechanical
Maintenance Section

 Take any other duties as assigned by the Senior Generation Engineer

In 1999, I worked under the company ABB (Sweden) during the construction of Kiira Hydro
Power. I fully participated in the in the installation of the generators and their system auxiliaries.
In the same project I supervised the installation of the hydraulic turbine and the governing
system under the company GE-Hydro that was Sub Contracted by ABB (Sweden)

In the year 2000, after commissioning one of the generating units at Kiira Hydro Power Plant, I
took the position of Shift Charge Engineer which position had the responsibilities shown below:

 Control the power generated by the generating sets

 Make isolations on the machines for maintenance purposes

 Issue work permits to the staff before carrying out maintenance of generating sets and/ or
machinery

 Communicate with the control centre officials at Owen falls and/or Lugogo on matters
relating to system status

 Compile reports on the daily and monthly power generated, turbine discharge and lake
levels

 Monitoring the performance of system auxiliaries

 Starting and stopping of the generating sets

3.4 Employment as Engineer (Mechanical)


On the 29th March, 2001, my services with Uganda Electricity Board, Generation Department
were transferred to the Uganda Electricity Generation Company Limited. At the time of transfer
of services, the Uganda Electricity Generation Company was managing both Owen Falls Power
Station (Nalubale) and Kiira Hydro Power Station. On the 3rd July, 2011, I was confirmed at the
rank of Engineer and was re-designated Engineer (Mechanical). Below are the details of the
responsibilities of the Engineer (Mechanical):

 Ensure accuracy and efficiency of all maintenance

 Supervise technical staff in the department

 Ensure availability of spare parts and service equipment

 Assist in drawing up maintenance programmes and work scheduling

 Obtain work permits to all plant and equipment that requires inspection or maintenance

 Carry out designs and modifications to suit new machine conditions and avail drawings
for such modifications

 Ensure safety regulations are followed

 Undertake feasibility studies and projects

3.5 Employment as a Superintendent of Works


On the 18th October, 2003 the Kabarole District Service Commission appointed me to the
position of Superintendent of Works. The duties of the superintendent of works at Kabarole
District Local Government were:

 Initiate, supervise and provide technical guidance on the maintenance of construction


equipment, vehicles, pumping stations and other installations in accordance with
mechanical engineering standards

 Oversee maintenance of construction equipment, vehicles, pumping stations, workshop


equipment, generators and other installations in the District

 Develop technical specifications and terms of reference for the procurement of spares and
services for repair of vehicles, construction of plant and subsequent evaluation of bids

 Develop and maintain records of all plants and vehicles including cost estimates as well
as develop, implement and monitor control systems and measures for all plant plans and
equipment

 Make schedules of duties, plan activities, and make work plans and budgets for the
Department

 Take any other duties as assigned by the District Engineer

3.6 Employment as District Water Officer


In August 2010, the District Service Commission of Kyegegwa District Local Government
appointed me to the Position of District Water Officer. Below are the responsibilities of the
District Water Officer:

 Participate in the planning for the construction of the water supply and sanitation
facilities in the community
 Ensure the proper operation and maintenance of the water supply and sanitation facilities
among the communities

 Collaborate with other technical officers and water providers to ensure equitable and
planned distribution of water
 Provide technical advice to the relevant authorities on water and sanitation related issues
 Gather data prepare technical reports on the status of water supply and sanitation
facilities in the communities
 Take any other duties as assigned by the District Engineer

As a District Water Officer I supervised the following projects in the Financial Years shown
below:-

a) Financial Year 2010/11


 Construction of nine (09) shallow wells
 Rehabilitation of twenty four (24) shallow wells
 Drilling of seven (07) hand pump boreholes
 Drilling of one (01) production borehole
 Rehabilitation of five (05) boreholes
 Feasibility study and design of the pumped piped water supply system for Kitaleesa Rural
Growth Centre
 Design and Installation of rain harvesting gutters in fifteen (15) primary schools and ECD
centres
 Construction of ten (10) VIP five stance latrines in five primary schools
 Construction of five (05) VIP four stance latrines in five health centres

b) Financial Year 2011/12:


 Construction of seven (07) shallow wells
 Rehabilitation of twelve (12) shallow wells
 Drilling of seven (05) hand pump boreholes
 Rehabilitation of five (05) boreholes

 Hydraulics to the students of Higher Technical Diploma in Civil Engineering.
