177th meeting of the Operation Co-ordination sub-committee will be conducted
through Video Conferencing on 18.11.2020 (in the afternoon, after the outage
meeting) and 19.11.2020 from 11:00 Hrs. The agenda of this meeting has been
uploaded on the NRPC web-site https://www.nrpc.gov.in.
The link and password for joining the meeting will be mailed to respective e-mail
IDs in due course.

1. Confirmation of Minutes
The minutes of the 176th OCC meeting which was held on 14.10.2020 and
15.10.2020 through video conferencing were issued vide letter of even number
dated 06.11.2020.
NLDC vide e-mail dated 12.11.2020 has submitted their comments on Agenda Point
No. 3 and has sought replacement of Para 3.4 with the wordings as given below:
“After the receipt of the outage requests from indenting agencies by appointed
date on RPC outage portal, the consolidated and final list of requests requiring
approval of other RPCs would be forwarded to NLDC. Further, NLDC shall
scrutinize the inter-regional request received and shall forward the such outage
request along with NLDC Comments to concerned RPCs for further deliberations.
However, the responsibility of explaining the shutdown in other RPC’s OCC
meetings shall be with the indenting utilities itself as nature/importance of
shutdown can be explained by them as well as could understand the other
regions requirement. Based on the deliberation in respective RPCs, the outage
would be either approved or disapproved by them. However, if the OCC of other
RPCs is occurring before 05th (the appointed date for receipt of requests at
NRPC), then responsibility of sending the outages to other RPC and its getting
approved/deferred in the concerned RPCs would be on the indenting utilities.”

As per above, negative / significant variation (≥5%) in Actual Power Supply Position
(Provisional) vis-à-vis Anticipated figures is observed for the month of October-2020
in terms of Energy Requirement for all states, except Punjab and Chandigarh and in
terms of Peak Demand similar variation is noted for all states, except Delhi and
Chandigarh.
States/UTs are requested to submit reason for significant variations so that
the same can be deliberated in the meeting.
All SLDCs are requested to furnish provisional and revised power supply position in
prescribed formats on NRPC website portal by 2nd and 15th day of the month
respectively for the compliance of Central Electricity Authority (Furnishing of
Statistics, Returns and Information) Regulations, 2007.
2.2 Power Supply Position of NCR
NCR Planning Board (NCRPB) is closely monitoring the power supply position of
National Capital Region. Monthly power supply position for NCR till the month of
October 2020 is attached as Annexure-A.I. Power supply position of NCR for the
current financial year is as under:

respective state / UT for the month of December-2020 and submit the measures
proposed to be taken to bridge the gap between demand & availability, as well to
dispose of the surplus, if any, in the prescribed format.

NR would be submitted by CPRI.
In the meeting, CPRI representative had stated that as there were diversified
network configurations at the level of DISCOMs, the guidelines to be provided would
be generalized and may also include some empirical formula along with examples
which may guide the DISCOMs for finding out the capacitor requirement.
Based on the above deliberation, CPRI has submitted the report (Annexure-A.II) of
the study which was circulated with all the SLDCs and STUs vide e-mail dated
02.11.2020 (Annexure-A.III) for submission of comments before the OCC meeting.
However, no comments have been received from any of the utilities concerned.
The state-wise capacitor requirement as stipulated in the CPRI report is as given
below:
In the 45th TCC/ 48th NRPC meeting, it was also decided that the study shall be
foreclosed with the submission of report of 2019-20 and regarding payment for the
modified scope of work, it was decided that after the submission of report for 2019-
20 and the guidelines, the same would be studied by same Committee which had
earlier recommended for guidelines and foreclosure of the contract. Based on
Committee’s recommendations, NRPC Sectt. can process the pending bills of Rs.
14 lakhs (Rs. 2 + 12 Lakhs), excluding taxes along with foreclosure of the contract

State/ Utility Status
Haryana More than 1700 feeders were tested from SLDC control room for remote
operation. Regarding the implementation of ADMS at DISCOM level, the
matter is being taken up with the DISCOMs.

As decided in the 176th OCC meeting, the nominations for the meeting has been
received from HVPN, UHBVN/DHBVN, PSPCL, RVPN (SLDC & Automation),
UPPTCL, KESCO (DISCOM-UP), NPCL (DISCOM-UP).
In regard of other DISCOMs of UP, the nominations were again requested vide e-mail
on 04.11.2020. Further, D.O. letters have been issued to Rajasthan DISCOMs
(AVVNL, JVVNL & JDVVNL) for seeking the nomination for the committee.
Considering that the nominations from Haryana has been received for DISCOM as
well as HVPN, first meeting would be held with Haryana post OCC meeting.
Members may kindly expedite the submission of nominations.
10. Agenda cum Report on failure of 400/220/33kV 150 MVA, TELK make
Transformer T-5 (Y-phase of ICT-2 bank) at BBMB Panipat (agenda by
POWERGRID)
In 174th and 175th OCC meeting POWERGRID has brought the agenda for
condoning the outage of Transformer T-5 till new unit is charged.
OCC has decided that any decision regarding condoning of outage could only be
taken by after ascertaining the reason of fault and fixing its accountability. As the
transformer was located in the premises of BBMB Panipat, BBMB was advised by
OCC to submit in writing the cause of fault initiation.
BBMB and Panipat has submitted minutes of meeting held on 14.10.2020
(Annexure-A.V) wherein the facts related to the incidents are brought out.
Members may deliberate on the proposal of POWERGRID for condoning the
outage based on the minutes of meeting between BBMB and POWERGRID.

Representatives of all states had opposed the request and reiterated a decision
taken in the 123rd TCC meeting held on 17.05.2002, wherein following was decided:
“The Committee decided that the outage period would be considered as non-
available while calculating the availability of PGCIL transmission elements.
PGCIL should recover all charges on account of such outages, only from the
concerned agencies and there should not be any financial repercussions on
the States.”
However, Railways vide mail dated 04.11.2020 have furnished papers wherein a
similar request for outage and deemed availability of 400 kV Rajgarh-Kasor line of
M/s Western Transmission Gujarat Ltd. for facilitating some work of National High
Speed Railway Corporation Ltd. had been made to WRPC. WRPC has calculated
the transmission availability of the said period (January 2020) by considering the
period of outage as deemed available.

SPS also needs to be explored. It was stressed reliability needs to be focused
rather than commercial issues.
• DTL also highlighted that current load-generation scenario has completely
changed now and there is need to conduct a study to explore possibilities such
as consideration of HVDC in island, smaller island of individual generation etc.
Further, stability of islands needs to be checked in view of the load-generation
balance, reactive power compensation considering large no. of cables in Delhi
etc.
• Delhi SLDC highlighted that earlier study through CPRI was carried out for single
islanding and accordingly blocking of HVDC, disconnection of feeders was
designed. Considering changed load-generation scenario, it was decided that
internal discussion with Delhi DISCOMs, SLDC, DTL and other generators may
be carried out and proposal may be submitted to committee.
• Accordingly, the following roadmap was agreed in the meeting:
a. Load wise bifurcation i.e. super critical, critical and essential loads may be
done in meeting with DISCOMs by Delhi SLDC.
b. Detailed modelling of downstream Delhi network may be done for carrying
out study.
c. After submission of model, study to explore different possibility of islanding
design may be done.
Further, NRPC enquired about current preparedness of Delhi during any eventuality
in real time. PPCL informed during any incidence, natural island of PPS–1 and
GTPS is currently having generation of 198 MW and Bawana is having 400-500
MW; hence, around 600-700 MW island can be formed presently in any eventuality
which is without Dadri and APCPL. It was also highlighted that along with
generation of Dadri and APCPL, complete Delhi island with load around 3000 MW
can also be formed.

Based on analysis and studies done by NRLDC using October-2020 voltage data, tap
positions at Dhuri ICTs was changed from 9b to 11 on 29.10.2020. However, after tap
change it is seen that ICT-3 at Dhuri tripped on overflux on 30.10.2020 and
31.10.2020 early morning hours (1-4am). ICT-3 at Dhuri is kept out as it is getting
tripped before the other two ICTs and it was mentioned by NRLDC that settings may
be checked.
Recently, on 9th Nov 2020, ICT-1 at Dhuri has tripped on overflux and ICT-2 has not
tripped. On analysis of these trippings through NRLDC SCADA data, it can be seen
that there is 4-5kV voltage difference between the two 220kV buses. Moreover, at
the instance of tripping the V/f ratio is not even 1.1 (in p.u) for both bus voltages.
Scatter plot data of November (06 Nov-09 Nov 20) was analysed (Annexure-B.I) and
it can be seen that during night hours voltages at 220kV side are getting much higher
(in p.u.) than 400kV side at Dhuri. Same may also be analysed at Punjab SLDC end
and need for change of tap position again back to 9b may be explored.
At Rajpura the voltage on both 400kV as well as 220kV are high and reaching 110%
at both voltage levels. It may be noted that this year there is no unit in service at
Talwandi Saboo or Rajpura and hence no MVAr absorption, which was not the case
in previous years. As a result voltages in the Talwandi Saboo/ Rajpura/ Dhuri
complex are reaching very high levels even in early November.
Punjab SLDC is requested to:
• Check and harmonize overflux settings of all three ICTs at Dhuri as per
protection philosophy approved by NRPC.
• Share and analyse overflux settings of all 400/220kV PSTCL owned ICTs
with protection wing of NRLDC, so that any discrepancy may be
corrected.
• DR/ EL for events of tripping also to be uploaded on NRLDC tripping
portal for analysis purposes.
• Ensure that all reactive power management methods discussed during
175th and 176th OCC meetings are adhered.

especially the reactive power resources which would help in managing the high
voltages during winter season.
b. Tap change exercise in Northern region
In 175th and 176th meeting discussions, utilities were requested to share the present
tap positions of 400/220kV ICTs so that need for tap position change could be
analysed at NRLDC. On the basis of information received from the utilities and
analysis done by NRLDC, list of 400/220 KV ICTs identified for tap changing was
issued by NRLDC letter dated 26.10.2020.
Few of the substations where tap position change exercise was carried out are Dhuri,
Kishenpur and Kaithal. Plots shown below depict the changes in voltage profile after
changing the tap positions.

As per the SCADA data, it can be seen that there is reduction of 400kV voltages by
3-4 kV at these substations. Tap change exercise was also carried out at several
other 400/220kV substations.
As per the decision of 175 and 176 OCC meeting, SLDCs are requested to
confirm and share the tap position change exercise carried out by them as pre-
winter preparedness measure.

In 176th OCC meeting, it was discussed that first time charging procedure is not being
diligently followed by some entities. The documents are being submitted at the last
minute and thereafter it is being urged to NRLDC to give the code for charging. In the
meeting it was also requested that utilities should inform about elements expected for
first time charging in the next one month in advance in OCC meeting. This
information would be helpful in carrying out studies, SPS requirement/modification etc
in time.
In line with the discussions held in 176th OCC meeting, all utilities are
requested to share the information about transmission elements/ generating
units which are expected to be first time charged in the next 45 days.

16. Multiple element tripping events in Northern region in the month of Oct’20
A total of 25 grid events occurred in the month of Oct’20 of which11 are of GD-1
category. The preliminary report of all the events have been issued from NRLDC. A
list of all these events along with the status of details received by 05-Nov-2020 is
attached at Annexure-B.IV.
Further, despite persistent discussions/follow-up in various OCC/PCC meetings, the
compliance of the regulations is still much below the desired level.
Maximum Fault Duration is 960ms in the event of multiple element tripping at
Gorakhpur(UP)on 15-Oct-20 at 13:07hrs.
Delayed clearance of fault (more than 100ms for 400kV and 160ms for 220kV
system) observed in total 9 events out of 25 grid events occurred in the month.
Members may take expeditious actions to avoid such tripping in future and discuss
the same. Moreover, utilities may impress upon all concerned for providing the
Preliminary Report, DR/EL & Detailed Report of the events in line with the
regulations.

17. Details of tripping of Inter-Regional lines from Northern Region for Oct’20
A total of 19 inter-regional lines tripping occurred in the month of Oct’20. The list is
attached at Annexure-B.V. Out of 19 number of trippings, 16 tripping incidents is
related to HVDC system. The status of receipt of preliminary reports, DR/EL within
24hrs of the event and fault clearing time as per PMU data has also been mentioned
in the table. The non-receipt of DR/EL & preliminary report within 24hrs of the event
is in violation of various regulations. As per regulations, all the utilities shall furnish
the DR/EL, flag details & preliminary report to RLDC/RPC within 24hrs of the event.
They shall also furnish the detailed investigation report within 7 days of the event if
fault clearance time is higher than mandated by CEA (Grid Standard) Regulations.
Members may please note and advise the concerned for taking corrective
action to avoid such trippings as well as timely submission of the information.
18. Status of DR/EL and tripping report of utilities for the month of Oct-2020
The status of receipt of DR/EL and tripping report of utilities for the month of Oct 2020
is attached at Annexure-B.VI. It is to be noted that as per the IEGC provision under
clause 5.2 (r), detailed tripping report along with DR & EL has to be furnished within
24 hrs of the occurrence of the event. However, it is evident from the submitted data
that reporting status is not satisfactory and needs improvement.

1.0 Introduction.
With reference to the letter NRPC/OPR/104/05/2018/5990 dated 08/05/2018, Northern Region Power Committee
(NRPC) has utilized the services of Power Systems Division (PSD) of Central Power Research Institute (CPRI)
for carrying out the Capacitor Bank requirement for the Northern region of Indian Grid for years 2019-20.
Northern region consists of Central Transmission utilities (CTU), (Power Grid/POSOCO) and state Transmission
utilities (STU) of Uttar Pradesh, Rajasthan, Haryana, Punjab, Delhi, Uttarakhand, Himachal Pradesh and
Himachal Pradesh, Jammu & Kashmir( UT) and Ladakh (UT).
As per the information provided by NRPC, approximate demand of the northern region is 62140.6 MW against a
power generation of 47951 MW in July 2018. It is also learned from NRPC that, voltage profile in most of
Northern region was extremely poor, especially during winter and summer periods. Particularly in summer, the
voltage profile in Uttar Pradesh and Rajasthan is extremely poor, while JK & Punjab are experiencing same
problem in winter period. This poor transmission voltage profile of state utilities, results in heavy drawl of reactive
power over Interstate transmission line (ISTS) and inter-regional power transmission lines of Central utility.
In this context, a study has been carried out for recommending of required capacitor bank for year 2019-20 at
132 kV & 220 kV substations of the NRPC state utilities, to minimize the exchange of the reactive power on
interstate transmission lines. This will subsequently relieve inter-regional power transmission lines from heavy
exchange of reactive power during extreme loading conditions in the Northern Grid.
The study involved analyzing the data provided by NRPC, assess the voltage profile for substations of Northern
states as per this data, identifying suitable buses with appropriate size of capacitor bank at each of these buses for
improving the system voltage profile as whole. So, the objective of the study is to recommend, for each state
involved in the study, the size of capacitors and their locations to improve the voltage profile in each of these
states. The scope of work is confined up to transmission level at 220kV and 132 KV buses . CPRI was also
requested to devise a thumb rule for translation of identification compensation to distribution level based on
loading profile and nature of loading.
NRPC has provided the PSSE data file for the Indian grid with the scenario of Northern region for which the
assessment of capacitor requirements needs to be done and recommended by CPRI. Load flow is carried out in
PSSE software with the base case scenario. The power flow results in terms of active and reactive power flow in
the northern region with respect to different STU & CTU is listed in Table.1 below. It consists of various power

systems elements which are contributing to the generation/absorption of the reactive power in the northern region
of national grid. The Transformer, lines reactance, shunt reactors and load are main sink centers and while
generating stations, line/cable charging and shunt capacitor bank are source for the reactive power. The total
reactive power demand in the northern region is 69511.6 MWVAr which consists of 17595.8 MWVAr load
demand, line shunt absorption of 25844 MWVAr and network reactive loss of 26071.8 MWVAr. This huge
reactive power is met from Generating station (3270 MVAr), line changing (70548.5 MWVAr), bus shunt
capacitor/inductor (-4820.9 MVAr) and total is 68997.6 MWVAr. A deficient of 514 MVAr is imported from
other region of the Indian national grid. The units for P and Q are in MW and MVAr respectively.

C) Inter-regional flows:
The commutative import of reactive power from the other region is 514 MVAr and is listed in Table 3.
The study for assessment of capacitor requirement for Northern region is carried as per following procedure:
A) Criteria for capacitor placement
Central Electricity Authority (CEA) in its Indian Electricity Grid Code (IEGC) has provided the limits on the
transmission system voltages of various levels as can be seen in Table 4. The same limits have been considered
in this study while recommending the capacitor placement locations and size. This study considered the criteria
mentioned in the IEGC and transmission planning manual. It has been suggested in these references that the
reactive power compensation and/or other facilities, shall be provided by State Transmission Utilities (STUs),
and users connected to ISTS as far as possible in the low voltage systems close to the load points at the respective
states. In this study, all these criteria are adopted for recommendation of capacitor banks at outgoing of 132kV
and 220 kV substations of STUs to main the bus voltage with in IEGC limits & minimized flow of reactive power
exchange on the ISTS & inter regional lines. Highly sensitive buses are identified for recommending location for
installation of new capacitor banks.
It is well known that lack of enough reactive power support in the system is one of reason for low voltages at the
network buses. So reactive power compensation using synchronous condenser method is initially followed to get
the candidate bus locations for fixed shunt placement in the network. For each state, all load buses are selected
and synchronous machines with zero active power limits & nonzero reactive power limits are placed at these
buses. Then load flow was performed to get flat voltage profile. The synchronous generator absorbing reactive
power locations are then eliminated and buses with synchronous machines delivering reactive power is selected
as the candidate locations for fixed shunt placement. Then load flow is again performed after removing newly
added synchronous machines and placing fixed shunt at the candidate locations. This improves the voltages at all
load buses to 1pu. Later the capacitor value is scaled down and tuned to get desired voltage profile of 0.97pu as
per the following steps.
The buses are sorted in descending order of their respective voltage along with capacitor MVAr placed. Then
the capacitor sizes at the buses whose voltage is greater than or close to 1.0 pu , are reduced and in case of some
buses, capacitors are removed (where capacitor size is small). Also buses which have gone below 0.95 pu voltage
limit are checked and capacitors banks with incremental sizes are placed. Then load flow is run again to see the
improvement in voltage profile. These steps are done iteratively until no further local optimization is possible at
that stage by partial removal as well as removal and incremental addition of capacitor banks.
The recommended capacitors for the northern region are placed and the load flow simulation is done, which is
giving voltage profile at 0.95 pu or above at almost all the buses and also meets the constraints provided by NRPC.
A consolidated view of reactive power compensation recommended state wise can be found in Table 5. The total
break up showing the buses and size of capacitor banks already existing and capacitor banks recommended in this
report are presented in the Annexure-3-(X).-3. The total recommended capacitor banks for NRPC is 5401.41
MVAr. The existing operational capacitor banks provided by the utilities in northern grid are 8226.95 MVAr
(switched shunt capacitors) & 423.47 MVAr (fixed shunt capacitors). The total required capacitor bank (5401.41
MVAr ) is obtained by considering all the in service switched shunts and fixed shunts are in operation.

C) Inter-regional flows:
The simulation results for inter-regional flows of the northern grid with other regions after compensation are
presented in Table 8. Because of the compensation provided locally and the subsequent improvement in the
voltage profile, the reactive power import in most of the cases is get reduced and export get increased. Thus a net
change in the reactive power flow from -514 MVAr to 71 MVAr was achieved on the lines interconnecting the
northern region with the rest of the grid.

5.0 Recommendations
Based on the capacitor compensation studies carried out for assessing the capacitor requirement for Northern
region, all the states meeting the criteria and constraints provided by NRPC the following recommendations are
made (a) capacitor placement of 629.25 MVAr for Punjab (b) 1304.83 MVAr for Haryana (c) 1659.4 MVAr for
Rajasthan (d) 1254.3 MVAr for Delhi, (e) 37 MVAr for Uttarpradesh, (f) 163 MVAr for Uttarakhand and (e)
353.63MVAr for Jammu & Kashmir. The details of these recommended capacitors giving the bus locations and
size of capacitor banks are presented in Annexure-3-(X)-3. It is observed that no compensation is recommended
in Himachal Pradesh. While, maximum compensation is required in Rajasthan, Haryana and Delhi . The
recommended compensation improves the bus voltage profile resulting in re-distribution of the reactive power
flow in the northern grid. The re-distributed reactive power flow with contribution from all individual constituents
is listed in Table 8 above. From this table it can be concluded that recommended compensation reduces the flow
of reactive power from neighboring STU lines, inter regional tie lines, ISTS lines and results in overall network
loss reduction and voltage profile improvement.
The improvement in bus voltage profile with recommended compensation with respect to each STU and their
substation is listed in Annexure-3-(X).-1. The substation wise existing and recommended ratings of capacitor
banks for all STU’s in the northern grid are listed in Annexure-3-(X).-2 and Annexure-3-(X).-3 respectively.
6.0 An empirical relationship for Capacitor bank requirement against voltage profile in
distribution– A General case Study
Local compensation close to the loading stations will avoid artificial stress on the transmission infrastructure . So
recommendation of additional capacitor banks at 33/11 LV is ideal choice. But non availability of distribution
network data is one of the hindrance to carry out the such studies at present. However utilizing the knowledge of
the distribution network configuration, loading profile and variance of power factor are key factors which can
be studies to derive an empirical relationship for Capacitor bank requirement against voltage profile in
distribution. Although the proposed empirical relation will not guarantee the amount of exact compensation
needed downstream substation due to broad assumptions considered in distribution systems . But it may work
as a thumb rule for distribution utility for capacitor bank planning. The performance of proposed index is studied
for a few distribution configurations in terms of the capacitor bank requirement identified at a 132 kV substation.
Distribution systems data of Haryana state has been reviewed and it is observed that there are two general
distribution systems configurations Viz 132/33/11kV (Config-1) & 132/11kV (Config-2) as shown in Annexure
4 (Figure (a), & Figure(b)) . The no. of 11 kV substations vary from 4-6 of each configuration. The load is placed
at 11 kV buses and desired capacitor bank are provided to regulate the voltage at these buses. The study has been
performed for 50 % to 90 % loading capacity of 132 kV Power transformers. As per the study same pattern for
additional compensation required for step change in voltage is obtained. The loading at all these 11 kV buses in
varied of to generate the a low voltage profile of order generally observed in Northern region . Table 9. gives
the additional compensation requirement for 0.1 p. u boost in the downstream bus voltage. It is observed that
additional compensation required for different configuration is different for same per unit change in bus voltage.
These variation are arising due to different network connectivity, no. of feeders and no. of distribution
transformers associated with each configuration. But the additional compensation for per unit increase for buses
voltage needed more or less fixed for a configuration as shown in Table.9 and Fig.1.

For sake of analysis, we have chosen two 132kV stations 121088- DHAMTAAN and 121080- RAI _1 with
downstream arrangement as shown in Annexure-4 (Fig.a & Fig.b). The voltage profile of these buses with and
without capacitor bank placement is given in Table 10. The amount of compensation obtained at transmission
level is denoted by Qt and summation compensation identified at 11 kV buses using empirical relation (Qem)
are compared. It is observed that the summation of compensation found at all 11kV buses for each 132kV stations
are in close proximity with compensation found at transmission level as per the initial study.

Table 11 below, gives downstream 11kV bus voltage profile with and without capacitor bank placement. The
amount of compensation Qem listed in Table 9 is obtained by summation of compensation identified at each
and every 11 kV bus. For example the initial bus voltage of one of the 11kV bus under 121088 having
configuration1 (625720-KHA_TF1) is 0.84p.u, then the amount of compensation required to boost this voltage
to 0.95pu is 2.86 MVAR . The improvement in voltage for incremental capacitor compensation is studied for
other feeder. It is observed that, there is a consistency in bus voltage improvement and amount of compensation
needed for each configuration and result are Tabulated in Table.11.

Similar more detailed analysis regarding the establishment of empirical relation of Qem for different voltage
profile for other configuration is listed in Annexure-4.
The stability of this empirical relation is studied with following broad assumptions:
The main outcome of this study is aggregation of compensation required for 2019-20 at 132 kV substations. This
compensation is identified for around 30 % of total 132kV substation. The identified compensation will improve
the overall northern region voltage profile with in desired voltage limits for peak loading conditions. The inter-
regional and interstate flow of the reactive power flow is regulated to minimum value, so that reactive power
support can be met for local identified sources.
The identification of the compensation at 33/11 kV loading substation is a real challenge without modelling the
distribution network. But an attempt has been made in this report, where the compensation identified at 132 kV
substation is distributed to 11 kV substation based on variation of loading, voltage profile and amount of
compensation required.

Capacitor bank distribution to downstream network – General Case Study
A. Study for Dhamtaan 132 kV
The general distribution network for Dhamtaan a 132 kV substation is considered for study as under in Fig.a.
This 132 kV substation have both configuration-1 (132/33/11kV) and configuration-2 (132/11kV). Red ink
marked portion is 11kV distribution systems and green ink marked portion are 11 kV above network.
In addition to Dhamtaan 132 kV substation, another two neighboring 132 kV substation with bus no. 121091&
121180 with same configuration as shown in Fig.a are also considered for analysis.
The amount compensation (Qem) required at 11 kV buses to boost the bus voltage to desired voltages in step
wise rise manner are listed in Table-4.(I).
Although in above, the compensation is identified for a very low voltage profile. In Northern region the voltage
profile is not so low and it varies from 0.85 to 0.95 p.u. Therefore the amount of Qem required for improving
the voltage from 0.85 to 0.95 p.u is computed and listed in Table-4.(II).

Report of System Study for Capacitor Requirement in NR for the year 2019-20
As per the deliberations held in 45th TCC and 48th NRPC, CPRI has carried out system
study for capacitor requirement in NR for the year 2019-20 at 220 / 132 kV level and has
submitted the report along with general guidelines based on some empirical formula for
DISCOMs for working out the requirement of capacitor at downstream level.
The aforementioned report is attached for your perusal. Any comments on the findings of
the report may be sent via e-mail to seo-nrpc@nic.in & dubey.akshay@gov.in.
Kindly ensure submission of comments before the next OCC as the findings of the report
is proposed to be deliberated during the meeting.

INTRODUCTION
Delhi Islanding Scheme was framed based on the
recommendations of enquiry committee constituted under
MOP, India for providing remedial measures in case of any grid
collapse as occurred on 30 and 31st July 2012 which states
that “Efforts should be made to design islanding scheme
based on frequency sensing relays so that in case of
imminent grid failure, electrical islands can be formed.
These electrical islands can not only help in maintaining
supply to essential services but would also help in faster
restoration of grid”.
