Sub: Regarding re-submission of drawings and GTP of 132kV and 33kV Isolators of M/s Ultima make by M/s
Shyama Power India Limited against Construction of 25 MVA, 132/33 kV Substation at AIIMS Campus
(Changsari).
Sir,
With reference to the above, this is to inform you that M/s SPIL had submitted drawings and GTP of 132kV
and 33kV Isolators of M/s Ultima make against 132/33kV AIIMS S/s (reference no. 2). Since the manufacturer is
completely new for AEGCL, the firm was asked to submit complete Type test reports and Performance certificates of
the Isolators along with some modifications in the GTP/ drawings vide our letter under reference no.3. Accordingly, M/s
SPIL has submitted the revised GTP and drawings along with partial Type test reports and other credentials for 132kV
and 33kV Isolators of M/s Ultima make (reference no. 4). The same were checked and the following observations were
made:
1. M/s SPIL had not submitted performance certificates of Isolators of M/s Ultima make.
2. The type tests carried out are on 145kV Double break Isolator instead of 145kV Centre break Isolator as
per bid requirement.
3. Mechanical Endurance test report not submitted for 145kV Isolators.
4. The short circuit withstand current and peak withstand current for 36kV Isolators are not as per
specification.
5. Temperature rise test report not submitted for 36kV Isolators.
Pertaining to the points mentioned above, it was intimated vide our letter under reference no. 5 that the
drawings and GTPs of M/s Ultima make Isolators cannot be approved at this end.
Now, M/s SPIL has re-submitted the previous drawings and GTP along with reply of M/s Ultima against our
earlier comments. Based on the reply of M/s Ultima, the following points may kindly be noted:
1. Vendor approval letter and supply invoice cannot be treated as certificate of successful performance.
2. Type test reports may be accepted only if it is carried out of equipment of similar rating and type.
3. Short circuit current rating of the offered 33kV Isolator is not as per requirement as per approved SLD.
