HSE POLICY

This Policy is in compliance with the Saudi Arabian Safety Regulations and the Royal Decree
code of Conduct giving preference to the labor Safety, Health and Welfare Issues arising in the
Workplaces and in the care of the Establishment. This Establishment wants the Labor to be safe
Physically, Mentally and Morally by not effecting his personal issues.

We, here at Rayan Gulf are fully committed in providing a Safe working environment where
everyone is confident in approach towards his work and in contributing towards Health, Safety
and Welfare of Living Being.

The main implementing regulations addressing environmental and occupational health and
safety issues in Saudi Arabia are the Labor Law and the General Environmental Law.

This Policy is created taking into consideration

SECTION 01.

INTRODUCTION:

We at Rayan Gulf have a vision to provide a Safe, Healthy Workplace to all the employees,
Clients & Contractors. Safety Comes First and Last for us, it is a step we take seriously and are
keen to make others also follow the same as a fact to provide a safe and a healthy workplace
where everyone can work with full safety, efficiency and productivity and at the end of the day
everyone can return safely to their destination.

Fire is recognized as a major threat. An outbreak of even a small fire creates risk to both life and
property, damage to the environment and may compromise our normal business activities.The
Establishment will ensure, so far as is reasonably practicable, that the risk associated with fire
will be managed. The aim of this policy is, therefore, to provide a robust fire safety framework
which will be implemented to secure the safety and wellbeing of everyone.

All our employees are trained and are made knowledgeable on the basics of Fire Safety
Prevention and Protection Plans. All the Safety Supervisors and Site Engineers are committed
to:

 Promote a culture in which employees share this commitment


 Prevent accidents and cases of work related ill health
 Maintain safe and healthy working conditions
 Transparency in reporting on HSE topics
 Preserve the environment by the implementation of sustainable development initiatives

They have been assigned with a Safety Professional to get their safety needs fulfilled.

For us the safety of personnel is the first concern, as they are the real assets we have and they
give us our work done. Safety of the individuals matters most to us.

SECTION 02.

RESPONSIBILITIES:

This Fire Safety Policy applies to all premises and activities falling, to any extent, under the
Establishment’s control. The policy sets down the framework by which the Establishment and
all members of the Establishment are expected to undertake their relevant duties.

Every single person of our Establishment is responsible first for the safety of themselves and
secondly for the safety of their fellow mate. Everybody here is willing to work in a safe
environment by following the implemented safety plans and procedures. All employees here
have a duty to follow steps to ensure that they do not place themselves or others at risk or harm.
All employees are expected to co-operate fully with any procedures that may be introduced as a
measure to protect the safety and well-being of staff, Clients & Contractors. All personnel on this
Establishment’s worksite are needed to be aware of the Fire Emergency Plans & Procedures,
Evacuations Procedures, Contact no’s etc., by consulting the Fire Safety Representative.

Management:
Our Management is responsible to:
 Provide Workplaces with required amount of Fire Safety Equipment by consulting
with the Safety Officer or Site Safety Representative.
 Respond to requests regarding the Implementations made or to be made on the site
by reviewing and discussing it with the Safety Officer.
 Ensuring that any recommendations from risk assessment reviews, relevant to areas of
responsibility, are responded to diligently.
 Ensuring that all works undertaken by contractors, relevant to areas of responsibility, are
supervised and where “critical works” are to be carried out, that the appropriate approval
is completed.
 Ensure that all staff receives fire safety training on induction and at regular intervals
thereafter.
 To ensure that the appropriate statutory licenses are applied for and renewed where
necessary.

Safety Department:
 Our Safety Department has the very responsibility for the safety of all the personnel that
comes in contact with us either directly or indirectly.
 They have to make sure that no one gets hurt while they are at work as far as reasonably
practicable.
 Our Safety Supervisors and Officers are responsible for safe implementation of the laws
in compliance with the Saudi Arabian Laws and also the client’s Safety requirements.

 They make sure to keep the workplace “Near To Zero” risk free and help Personnel to
follow safety by making up their minds to think how important their safety matters.
 They are also responsible to keep everyone updated regarding new assessments carried
out and any changes made to the existing Fire Safety Plans.
 Our Safety Personnel go through new updates and implementations in regarding to the
OSHA (Occupational Safety and Health Administration) and NFPA (National Fire
Protection Association-US) procedures and try to implement them in a typical or a
customized way.
 They make sure to update themselves and others regarding the new laws or factors that
need to be considered through newsletters, banners and other applicable media.
 Support the Fire Safety Officers in their role and provide adequate training to maintain
competence.
 Ensure initial Fire Risk Assessments are carried out for all new premises as soon as is
practicable.
 Ensure a Fire Warden training program is provided as required.
 Provide a program for staff fire safety training.
 Review all fire safety risk assessments as necessary or when required.

Staff:

 Observing all instructions, information and training intended to secure fire safety.
 Co-operating with the Establishment’s Safety Department on all matters relevant to fire
safety.
 Attending the fire safety trainings and fire drills whenever they are initiated.
 Employees, who know operating an extinguisher, alerting the people etc., will be needed
to inform the Safety Department about the skill they possess in order to make it useful.
 The Staff members need to consult the Safety Professional if they are not familiar or if
they are in doubt regarding any safety procedures to be followed.

Contractors:
 Contractors on the site are required to report to the Fire Safety Officer or Safety
Representative in order to get themselves familiar of the fire safety plans and
procedures.
 They are required to review and follow the risk assessments made
 Where contractors are on site it will be the duty of the relevant person with the
responsibility for the works undertaken by them, to ensure the appropriate level of fire
safety provision is incorporated within any work schedule.
 Contract agreement or risk assessment and where such works are likely to impact on the
existing fire safety provision notification must be communicated to the Fire Safety
Officer for his consideration.
 Contractors will also require to be made aware of the Fire Action Plan relevant to the
area they are working in or are likely to attend.

SECTION 03

TRAININGS:

Staff Training:

 Staff will be needed to undergo Fire Safety Trainings and all new employees need to be
informed of the fire safety provisions that are relevant to the workplace.
 The manager is responsible for ensuring that arrangements are made to ensure new
employees are advised of the following;
o Fire action arrangements, including the Fire Safety Policy Means of escape within the
premise
o Location of fire exits Location of firefighting equipment
o Details in relation to relevant findings of the fire risk assessments and dangerous
substances.
o On line fire safety training
 Employees holding special duties in case of emergencies like operating a fire
extinguisher, sounding an alarm, operating other extinguishing media will be provided
special guidelines on use of the equipment.
 Employees need to clear their doubts regarding the emergency procedures if they have
any.

Safety Personnel:

 Safety Officers and Other Safety Personnel will be provided training annual wise in order
to make them know about the new Safety Laws that affect the existing Laws.
 Safety Officers will also be made to undergo special trainings required to make them
more competent.
 Safety Personnel will also be made to attend the safety trainings from third party
institutions.

Workers/Labors:

 Workmen are provided with trainings in SWP (safe work practices), depending upon the
field they are working i.e., construction, industrial or maintenance facilities.
 Workmen who know how to operate a fire extinguisher will be given special attention
and advices to follow in case of emergencies.
 Workmen who are skilled will be educated on reporting system, like reporting of unsafe
acts/conditions, reporting of accidents/near-misses, reporting of any unusual activities
that are unknown to the management.
 Individuals on the site will be given TBT (Tool Box Talks) frequently as required or
whenever their scope of work changes.
 Training will be given to the personnel on the premises and on the site on how to raise
alarm in case of Emergencies.
 Training will be provided, as necessary, to the employees giving extra fire safety
responsibilities to persons who know how to use a Fire Extinguishing Equipment.

SECTION 04

WORKPLACES:

Section04.a): INDUSTRIAL:

Industries are subject to many health and environmental hazards with its increasing work day to
day. We while working in an industrial city as JUBAIL, KSA, take much precaution in order to
be safe and make safe environment for the individuals. We undertake HAZOP (Hazard
Operability) technique to eliminate the hazards available to the possible point.

Section 04.b): CONSTRUCTION:

Construction Sites are very hazardous areas to work, as every construction site involves various
techniques to get the work done and it also challenges the individuals who are experienced and
have skills to get it done. It involves different activities as the time goes so Safety Risk
Assessments need to be updated or reviewed as the activity changes or the scope of work
changes.

Section 04.c): OIL & GAS:

Production Units or Workplaces involving Oil & Gas hold a serious threat to the living being; a
more effective safety approach will be needed to approach places like that. Dedicated teams will
be in charge of actively addressing Health and Safety topics, identifying continuous
improvements and leading preventive actions.

Section 04.d): MAINTENANCE FACILITIES:

Maintenance Facilities don’t hold hazards and risks like in construction and industrial
workplaces but they are also need to be taken seriously, cause it involves a more frequent
checking of the Fire Alarming Devices like (Sprinklers, Detectors, Risers, Call Points and
FACP’s). They need to be checked for operability and need to be replaced or repaired if they are
damaged or defected.

General Points in all the workplaces:

 The Worksite is provided with a clean and hygienic shelter with drinking water facilities
and washroom facilities.
 The worksite will be inspected for any hazards arising subject to work change or weather
changing conditions.
 The worksite will be provided with appropriate amount of Fire Fighting Media to avoid
any delay in combating the Fire if any.
 The worksite will be made “Near To Zero” risk free, by carrying out Assessments and
doing Safety Analysis for a critical Job.
 Only Authorized employees will be at the workplace and every unauthorized entry or
individuals without any identification won’t be allowed at the site.
 Personnel on the site will be provided with required PPE, and any other job related
specific PPE when required.

 The workers are also made responsible for the use of PPE when working.
 The workers will be reporting any damages made to their PPE for replacing them.
 The PPE’s provided will be checked on a frequent basis for any damages and
replacements.
 Every workplace will be provided with required amount of Fire Extinguishing Media and
other Fire and Safety needs.
 All the Fire Extinguishing Media will be taken into third party inspections frequently or
on a quarterly basis.

 First Aid Facilities will be provided on every workplace.
 First Aid needs will be taken care with full responsibility.
 Fire risk assessments have been undertaken and are reviewed regularly. However, other
reviews will occur if there are changes that will impact on them.
 Fire risk assessments are carried out by the Health and Safety Officers.
 Fire Evacuations Plans will be taken into consideration after an inspection is carried out
of the workplace where our scope of work takes place.
 Everybody will be made to remember the escape routes and procedures in case of
Emergencies and persons to contact.

SECTION 05

EQUIPMENT’S SAFETY:

Moving EQUIPMENTS:

Equipment’s like Cranes, JCB’s, Man-lifts, Fork Lifts and other heavy equipment’s need
to be operated with full caution:-
 All the machines will be maintained in good working order. All the vital parts of the
equipment will be inspected before every working activity.
 All the controls, hydraulics, booms, operation oriented controls and emergency stop
controls must be checked prior to use.
 Before starting the job, the operator will be given instructions and required safety talk on
the operation of the equipment.
 Before starting/stopping the equipment, the operator must ensure that all the controls
are in neutral position.
 Operators need to be trained in operation of the equipment.
 All the machinery must be operated in limited speeds.
 All the machinery must be shut off while refueling.
 Be aware of hydraulic leaks and the pressure behind them.
 A small pin whole leak can cut you like a razor.
 If you get cut or injected with hydraulic oil seek medical attention immediately.
 Never approach power lines with any part of your machine. Be sure to follow all local,
state and federal (OSHA) required safety regulations. Use extreme caution.
 All the deck plates and platforms must be kept free from slippery fluids like grease, oil
etc.
 The cleaner the equipment is, the easier it will be to inspect.
 Only certified competent operators need to run the equipment.
 Operators should avoid wearing loose clothing.
 Personnel other than operators or riggers if any are not allowed to work around the
heavy equipment and should never ever endanger themselves or others.
 If any work requires being done near to the equipment firstly stop doing it or no matter
what avoid the blind spots of the equipment’s.
 Always do a 360* walk before starting the job.

Hand/power tools:

 Five basic safety rules can help prevent hazards associated with the use of hand and
power tools:
o Keep all tools in good condition with regular maintenance.
o Use the right tool for the job.
o Examine each tool for damage before use and do not use damaged tools.
o Operate tools according to the manufacturers’ instructions.
o Provide and use properly the right personal protective equipment.

 Use the right tool for the job. Don't use your wrench as a hammer. Don't use a screwdriver as a
chisel, etc. Go back to the tool house and get the right tool in the right size for the job.
 Don't use broken or damaged tools, dull cutting tools, or screwdrivers with worn tips.
 Cut in a direction away from your body.
 Make sure your grip and footing are secure when using large tools.
 Carry tools securely in a tool belt or box. Don't carry tools up ladders. Use a hoist or rope.
 Keep close track of tools when working at heights. A falling tool can kill a co-worker.
 Pass a tool to another person by the handle; never toss it to them.
 Use the right personal protective equipment (PPE) for the job. Follow company instructions for
selecting and using safety eyewear, steel toed shoes, gloves, hard hats, etc.
 Never carry sharp or pointed tools such as a screwdriver in your pocket.
 Select ergonomic tools for your work task when movements are repetitive and forceful.
 Be on the lookout for signs of repetitive stress. Early detection might prevent a serious injury.
 Always keep your tools in top condition. A dull blade or blunt point can lead to injury.
 Store tools properly when you stop work.
