This document covers ideas and suggestions proposed by non resident Keralites (NRKs), living in US,
towards Chief Minister’s Office. Proposals related to following topics are covered here. We will be happy to
assist in developing any ideas further, if the ministry sees value in it, would like to dig deeper or interested in

Proposal Today, IT play a key role in governance process of developed nations. Kerala
government can take an initiative to improve this area and make Kerala equivalent
to any developed nation in terms of e-governance capabilities. Below are some US
state government websites as example reference to see the functionalities they


o er to public to perform tasks online.
State government website - Kerala state has its own website and it provides lot of
information and services. On a comparative angle sharing a US website. There are
tremendous amount of information and services useful for its residents, businesses,
visitors made available through US state websites. Some good reference examples

https://www.idaho.gov/ . Government IT department should reference some of these
websites and compare against ours and take initiatives to modernize our website
and make it no 1 state website from India.
Taluk/Village Websites - In US, there is a subdivision called County which is similar


to our Taluks or Village o ces. See an example county website

Title Implement a work ow management tool for managing all public requests.

Current Today there is no work ow management tool e ectively used in governance. Public
State or Ministry or CMO is not getting most uptodate and accurate data and information
real time. No option for requestor to escalate. No options to track aging of requests.


No option to measure performance of government o ces. No option to reward


highly performing o ces.
Proposal IT implementation has transformed the governance process in developed nations.
We are also making good progress in adapting IT but still there are many areas that
needs drastic changes.




Let us classify the public requests to di erent government o ces and ministries
broadly into three categories
Incident Requests: Example is reporting a pothole in road, a water pipe leakage etc.
Enhancement Requests: Example is a road retarring request, hospital block
maintenance request, public library facility upgrade
Project Requests : Example is a request for a bridge, highway, a facility etc.

We should have an IT system where public can register these requests. The system


should trigger a work ow process. Based on the request type, system should


identify respective government departments or o ces the request to be assigned





to and create the complete work ow stages. Each stage in the work ow should

Current Lack of real time view of latest status on critical initiatives. Need to bring / highlight

Proposal Like a CEO of any corporate organization, Chief Minister should be provided with
most up-to-date, real-time, data, status and information. In the era of Information


technology, CM should get critical information on his nger tips 24/7 model. CM




should not be waiting for o cials to provide him updates. A very con dential ,
highly secure system should be made available to CM that will help him take
decision based on concrete data and evidence. A data driven governance is highly
capable model.


Example: General public gives requests to CM for nancial help for medical


treatment and other requests. After CMO review, this goes to Village O cer for


review. Village o cer send this to Thahalsidar for review/approval. Then it goes to


District Collector and nally reaches the CMO. This is a classic example of



‘work ow’ process. This should be ne tuned to avoid unnecessary delay. The best


way is to bring transparency to the process and CMO o ce can view the status real


time. For example, a Village o cer should take an action in 1 week. If not, the


request should show up in red color. If the village o cer approves and moves to
Thahasildar in 1 week, it should be in green.. Thahalsildar can take maximum 3
days to review/approve then collector can take 2 days to review approve In 2

Title Transparent Governance


Current Often times the complaints or suggestions at the concerned departments or o ces
State are unheard
Proposal There should be a centralized call center for everything related to Kerala
Government. Citizens should be able to track their complaints and suggestions in
online platforms. The progress should be promptly updated at least once a week.
Currently water authority has such a platform but it's not showing any updates or
progresses on our complaints PWD has similar platform which is not working at all.

Title Kerala One – Government of Kerala e-Payment Platform Bangalore, India
Current There is no easy way for making payments for using services from government at

payments through cash. This is big burden for the people as well as the
government. There are options such as Card/Online/ Cheque payments for some of


the government services, however it is not e cient enough. These payment
methods are time taking, follows complex process/procedures etc. In some cases
like online, processing charges are also high.


Proposal Kerala One - is a common platform for all the services o ered by Kerala
government. This contain the following

All the Govt departments connected to a Central Payment Interface Portal


Di erent VPA (Virtual Private Address) for each Departments (such as Electricity,
Health, education etc.) For example if a person want to make hospital bill at any of
the hospital, he can open the KeralaOne app on his mobile phone and make the
payment by selecting the appropriate option. In case instant validation by the


receiving o cer is needed, the person can give the transaction ID of the payment


and the o cer can verifying it by logging into central payment interface portal or


an App/Instance of the corresponding o ce/Department. I am ready to make a


design for a workable model if Kerala government is interested and I believe this


proposal will make immense e ciency in the services and friendly to the common

Title Build Aviation Industry & Aviation Talent Pool in Kerala


Current Next 20 years, the world has signi cant shortage of Pilots, Cabin Crew, Aircraft
State maintenance technicians. Kerala can invest and plan to develop talent to meet this
global resource demand
Proposal The Boeing company has published this report on global aviation resource needs
recently https://www.boeing.com/commercial/market/pilot-technician-outlook/ . This is a
serious resource shortage issue for aviation Industry as well an opportunity for
governments and industries to work on.

The global aviation industry needs 612,000 new pilots by 2040.


The global aviation industry requires 626,000 new aircraft maintenance technicians
y 2040.
The global aviation industry needs 886,000 new cabin crew members by 2040.


Kerala can de nitely plan to develop talent and contribute to this talent pool
requirements. Cabin crew, Maintenance Technician, Pilots is the lowest to highest
expense for developing talent. Government of Kerala should form a group of
Aviation Industry experts, including retired pilots, technicians, cabin crew and
design a program to develop talent in Kerala to supply to global demand.

Developing cabin crew talent is something quick to achieve. Probably can be done
in association with airlines. Developing aircraft maintenance technicians and pilots

Title Develop Aviation Education Opportunities in Kerala (CUSAT/KTU)
Current Today, there is no university education or vocational education focused on

Proposal All engineering degrees are under KTU today. CUSAT campus in Kalamasseri has
ship technology as an engineering course today. We should plan to introduce
Aeronautical engineering, aerospace engineering, aviation degrees under KTU. US


and Europe has many universities o ering the degree and creating talents to serve
these industries. India has limited aviation studies. Kerala can lead the way by
introducing Aviation in the higher education space. As Boeing studies showed,


global aviation industry needs signi cant number of aviation talent in next 20
years. Partnering with some of the US universities such as Purdue University,
Embry-Riddle Aeronautical University, University of North Dakota, Ohio state
university, San Jose State University, etc. to develop a curriculum and program.
This can focus on building aerospace engineers, aircraft maintenance engineers,


ights schools to develop pilots. Another opportunity is to introduce courses in ITIs


and Polytechnics which will be bene cial in creating aircraft maintenance


technicians. The challenge will be the nancing required for these programs.

innovations in insurance industry. There is a huge gap in insurance coverage, in
developing countries, and as per the projection next 30 years insurance


penetration will rise signi cantly in Asia (particularly India and China). By starting
insurtech innovations, build insurance ecosystem in Kerala.

Background :- InsurTech companies are startups which is re imagining the


insurance industry. It is combining insurance and emerging technology (AI, ML,
cloud etc. ) to enable the value chain of the current insurers and/or disrupt the
traditional insurance companies.

Current landscape- About 14 billion USD is currently funded in insurTech startups,


most of them are less than 10 member startups. US leads the innovation with 40%
, and India's share is about 5%. . As per projections India insurance coverage will
double in next 10 years. Currently India's Property and casualty insurance is way
low and it is impacting the public.

Current Unmanned Aircraft System (UAS) or Drones Industry is an emerging industry that

Amazon, FedEx, UPS etc. are ahead in this space. Flying cars is a related concept
developing on same technology. Companies like Uber, Boeing, Airbus etc. are
investing in this today

Inviting major UAS/Drone companies to Kerala to start their o shore operations is

focus and investment in this space will help to develop skilled resources in this

Another way we can boost this area is by supporting Kerala based UAS/Drone
startups. Give them incentives and support through Kerala startup mission.

Proposal In many countries, Co ee shops are meeting places for creative minds. Many


business ideas, thoughts were originated in these co ee shop discussions. In US,




Starbucks co ee chain is a main meeting place for many people. Indian Co ee


house is a di erent model shop but it has a connection to Malayalee's. The brand


name of Indian Co ee house is deep in the heart of every Keralite and we carry an


a ection for the restaurants. Why cant we give focus and develop it into a Kerala
model social and business model.



Introduce a co ee pub version of Indian Co ee house (ICH) may be. With all




di erent co ee choices. The cold co ee of ICH was a huge hit in the 90s.The menu
hasn't modernized from there to include Mocha, cappuccino, Latte etc. ICH can


modernize and be a state/cooperative society owned Co ee shop chain that can




take own any Indian or multinational co ee chains such as Cafe Co ee day, Barista,
Starbucks, Costco etc. This is only covering a business model aspect of ICH.
Now how this ICH space can be converted into a social gathering & creative space.


Provide an extended space in the co ee shop , with some extra some chairs and
tables, where people can sit with laptops and have small meetings and discussions,
provide some selected books about entrepreneurship, social development, promote


unity, scienti c thinking etc. Malayalam and English Classics can also be provided.

use and in excess for which there is no supply chain system available today to
procure and sell. Kudumbashree with some IT & Business Management support can



e ectively ll in this gap and create this as a successful model in Kerala.
Proposal
Government can come up with an Online website for selling Organic
vegetables/fruits and Handicrafts goods. Right now most of the public is going to
Shopping malls/super markets for such items. We can use ‘Kudumbasree’ units for
cultivation and logistics, Online shop setup can be done by Any government
agencies like CDAC. This can be extended for handicraft materials, umbrellas etc.

Let organic farmers of any size register to Kerala government’s organic farming


website. Government should be able to provide ‘organic certi cations’ to farmers


which should be veri ed regularly using agricultural and health departments.
Identify and deploy Kudumbashree units as the marketing & sales agency for local
organic farmers. X number of farmers will come under a Kudumbashree unit.
Provide basic IT system use, management lessons training to Kudumbashree units.
Enable them to work proactively to get customers for the organic produce.

Proposal Well established Public Libraries are something US has developed all across the
country. A concept of library is very broad in US. World classics (Books, DVDs, CDs.
E-Books) are made available to every citizen through public libraries. They also


o er children's programs such as story telling and provide meeting/conference
rooms for community meetings, study zones for students, Computers, Printer,
Internet for community use. Kerala can have an initiative to build public libraries in
every town. Building large libraries in cities like Trivandrum, Cochin, Calicut will


only bene t urban population. The intention should be to build a library culture all
over Kerala and people living in small towns and villages should have access to
libraries. Sharing couple of ideas.
Initiative to form libraries in every school. Books can be collected through donation
from parents, public, local businesses etc. Work with publishing houses to give
books at reduced price. Introduce 1-2 hours of reading time in school curriculum.
Librarian/Teachers suggest students the books to read. Let kids take home books
and reading assignments. The books should have Malayalam literature English

Current Kerala needs to transition from a remittances based services-trade economy to a
State Knowledge economy. For far too long, educated youth of Kerala have left Kerala for
greener pastures elsewhere. This loss of educated, skilled and work ready
demographic hurts the state economy.
Proposal For far too long, Kerala's biggest exports have been tourism, small scale industries,
services and labor export. This can and should be converted to a knowledge based
economy, where new knowledge based economy drives future growth opportunities
and drives innovation and large scale employment. Kerala is sitting on a goldmine
in terms of its trade partnerships, availability of educated labor, stable political
environments and peaceful social indicators. Kerala can and must invest in
technologies of the future to drive its growth. Investments need to be made in
developing & growing skills in Materials science, Enhancing Medical science &


biomedical research elds, nanomaterial technologies and precision equipment
manufacturing services among others for instance. The human resources dividend
we have today can drive our economy for the future vs building the economies of
other states/countries. The govt needs to encourage and incentivize research
centers across the state and incubate basic research centers. This exists in some
form but needs to be expanded. Research is an unknown term in most colleges and
universities and very little private-public partnerships and funding exists. The
situation is ripe to develop university-private industry partnerships and establish

Current The biggest challenge the world at large and Kerala in particular faces is the e ect


State of climate change. Kerala is already seeing the devastating e ects of Climate


change and the oods & rains seen recently attest to that. This needs to be dealt
with today so future generations are not impacted. Climate change can trigger
massive upheavals in food production, economy, health, water, and force death,
erosion, and mass migration.
Proposal Here are a few ideas the govt should try and work out in partnership with other
stakeholders:
Set local emission goals - By setting such a goal at the local level, governments can



gure out what solutions t their community’s needs and work within their state’s
legislative landscape. Eg.using 100 percent wind or solar power, designing a LEED
Gold public works building, working on zoning changes to incentivize green
building, low-impact stormwater infrastructure, and working with local school kids,
teachers and families to plant trees. 

All buildings to have solar windows and solar roo ng - Start with govt buildings &
install solar panels to generate power and plow back to national grid.
Encourage electric vehicles - Incentivize companies to setup electric vehicle plants
in Kerala. The government could electrify a majority of their vehicles and induce
businesses to follow their lead. State and local governments could also experiment
with electric-only delivery zones and use other innovative incentives to encourage

Title Creation of Chief Management O ce.
Current Projects are run without proper management oversight. Money is wasted. Lack of
State accountability. 

Proposal Our roads are in poor shape for years. We really need a Chief Management O ce
(CMO) which should be run by retired people from management consulting
companies like Mckinsey, PWC, Deloitte etc. The CMO department should hire MBA
graduates from top university. They should study and manage every project that's


funded by government like roads, bridges. This o ce should manage and oversee


the quality of work and nance to eliminate sub standard work and fraud.


Bene ts Projects management will help deliver projects on time with quality and within the
budget. Project management team will also identify right contractors , their
capabilities and eliminate wastage of money for bribe and usage of low quality


materials. The same management o ce (CMO) can study public sector entities like


KSRTC and others and bring them back to pro tability.

Title Goodwill concept implementation in Kerala to build a public donation platform
Current No donation platforms exist today across Kerala

Proposal Build a platform for the rich to donate any used but looks new and non damaged
items - Books, Dress, Furniture, Toys, etc. Those who are in need of these items can
buy it from stores all over kerala at a minimal price. The money collected from this
revenue should be used for running this program and other social causes.
Government may use co-operative societies or Kudumbashrees to execute this

Current At present major cities in Kerala doesn’t have the urban facilities and night life of

lot of advantages like good weather conditions and water availability. In fact, Kerala
has the potential to provide the best nightlife in India. The law and order situation
is very strong. Ladies can contact or walk into police station. We need to be able to


attract not only investors but also talent. Anything that Bangalore o ers to an
investor as well as the working class should be made available in Kerala.

Current The current system and process are not in par with a global standard of data
State collection and processing. Data is the new petroleum as per an analogy to highlight
the value of data. This is a foundation project for e-Governance projects.
Proposal We need to have better data collection and analysis mechanisms in place for
various purposes. Master data collection at a panchayat ward level (F Name, L
Name, DOB, Address, Age, Sex, Occupation, Employer, Education Degree, School
attended, Health information, Income etc.). This data can be analyzed to observe
patterns and address any issues. For example, one type of cancer is being reported


in speci c area - look into it and evaluate all the related attributes of the data.
Number of high school drop outs are high in certain region - May be some
awareness campaign needs to run there. The number of requests that are serviced
per day or per week at some panchayat or Taluk is much lower than state average.


Look into the reasons and if it is shortage of sta and high number of requests,
address the cause. On the other side some Pachayat/Village/ Taluk etc. are


performing at higher rate than state average. If they are highly e cient and
executing cases at a fast paced environment, then reward them for their good


work. Collecting data is the rst step. Second step is applying analytics and
producing insights based on which actions can be taken. The long delays happening




at certain government o ces are mainly due to ine ciencies. Through the data
collection and analytics, we can bring visibility and transparency to the governance
process.

Current E-governance initiatives are too slow and lacks depth

Proposal There should be a project intake repository under IT mission where NRK's can


submit socially bene cial technology product ideas/requirements. This repository
can be used by universities/ engineering colleges for students to pick up projects
and build as part of their academic projects. Such a list can be
moderated/governed by a body of nominated members who can groom/size and
rank them and also review/guide progress. Government should promote some of
such projects with good ROI by providing grants/prizes and also should drive
colleges to own the operation of such products in long term. Eg: The free
OneBusAway app was created as an open-source project by students at the
University of Washington. It's providing Seattle transit riders real-time information
regarding arrival times of buses and trains.
NRK's have visibility into many such ideas which are working well across the globe
and also got the know how of what it takes to implement them. Such small projects
owned by every college/university makes a big impact if organized and added as
part of academic projects.

A simple use case is modernize all ministry websites comparable to state


departments websites of US which are at a highly matured state. There is no much
investment needed to execute this projects through crowd sourcing

Current The main failure today is not the lack of IT systems but the lack of accountability

Proposal There are di erent IT systems and tools developed by IT departments under
government and respective ministries. For example Samagra is an excellent e-
learning portal. But this is not 100% utilized by 100% of teachers in Public schools
today. This is now ‘optional’ not ‘mandatory’. This has to be used without fail.
Teachers should be trained to use technology, they should take exams and get


certi cations to make sure the teacher is successfully learned and gained the


necessary pro ciency to use the IT systems. They should daily submit the summary
of system usage. Parents and students should be given information about the tool
and given assignments to work from home. If the computer in a classroom or


school has any technical issues, it should be logged in a work ow management tool


by the teacher and there should an SLA to x it by IT support groups. Today if a
computer stops working, the situation may continue for entire school year. There is
no accountability and transparency into this. If a class needs more computers, a
request should be raised by the teacher to Principal & PTA. Principal should raise
the request to local government bodies like Panchayat under which the school is
functioning. The PTA should plan to take teachers needs for the classes, review and

Current Government schools in Kerala is largely managed by the government of Kerala
State itself though they come under local bodies. There is not much accountability for
each local government bodies regarding the quality of schools and the results that
each school produces. The same people who are ready to give hundreds of
thousands for religious institutions are not ready to work for the betterment of local
schools because they don’t feel it to be closer to them. There is no way the state
government alone keep up with the ever changing needs in the education sector.
By the time we upgrade all the schools to smart schools they will end up to be “not
so smart”. This is because the technology is changing so quickly.
Proposal I think if there is more accountability and power given to the Gramapanchayath
and/or block panchayat things could get better. They should have the ownership
and they should drive the progress of the school. There needs to be a sense of
competition between the panchayats and blocks in terms of the quality of schools.
If a school under a panchayat is performing poorly then the panchayat should be
answerable for that.
The PTA should be an integral part of decision making regarding the schools and
how the fund should be spent. (Every project like constructing a block/building,
constructing a badminton court etc. should be well discussed with PTA, Project plan
should be published on school notice board, school website/school district website.
Every paisa spend or planning to spend for that project should be made transparent
ahead of the construction and public grievances if any should be addressed. A more
aggressive strategy would be to collect school tax from the residence of the

Current Parents are not aware on what their student is learning at school. Families receive a
State report card that only summarizes student’s grades without any indication of grades
of individual assignments.
Proposal Maintain a strong parental and teacher PTSA involvement in students/school
growth.
Teachers should regularly update parents on classroom activities and progress of
the students. This needs to happen over a student portal (website and mobile app)
to cater to present day needs.
Parents and students should be constantly aware of student’s current grades rather
than having a quarterly report card. They should also be available afterschool or
through email for additional support.
Students should be aware of upcoming deadlines, tests and activities.

Build and maintain dedicated school/ class portals managed by teachers, access to
students and parents – can be part of Learning Management System solution. Non
resident keralites in US can provide any support and assistance in terms of
requirements, design and overall project management of building one such portal
with partnership with Kerala government IT department.

Current One big thing missing in our education system is that it does not nurture innovative
State thinking. the level of knowledge a student gains is still largely depends on the level
of knowledge and skills of the teacher. This will have to change. Students should be
able to go one step ahead of the teachers. Until a decade back a revolutionary


change in this would have required a huge change in the teacher’s pro ciency


itself. But today there are other methods to make the students more self-su cient
and innovative.
Proposal There are several well designed and prepared learning materials out there on
internet. Udacity, Khan academy are just examples. These are prepared by the best


brains in the world. The contents are prepared keeping students with di erent way
of thinking in mind. Only problem is that they are in English. It may hugely help if
we could translate those contents into Malayalam and add the references to the
content in the textbooks. Each chapter in textbook can have the URL or course
code relevant to that topic. Going through this content should be a part of the daily
classroom activity. Say a typical period can be changed to teacher's lecture for 40
minutes and watching a video for 10 minutes and a discussion on the topic for last
10 minutes. There can be online forums were the students can ask questions,
discuss their ideas and answer someone else’s question. Imagine the students from


across the states discussing challenges and nding solutions.


We should work with selected institutions like Khan Academy, Udacity etc. to
get necessary copyright and permission to translate the content to Malayalam. May
be the selection and translation of content can be done by crowdsourcing. There

Current Kids carry most natural ideas. The more we get used to an environment the less we

the problems around us. It does no matter how big or small the problem is. It is a
shame that even today a human must climb the coconut tree to harvest it. It shows
lack of our innovation. Our next generation should be free from the factors that
stopped us to be innovative. We should pass the message that no idea is a bad
idea. We need a generation who can think out of the box and solve our problems.


Proposal As a rst step toward nurturing innovation in students we can add an hour every
month just for logging innovation. An hour a day in every month must be dedicated
for kids to write down a problem that they see around them or to write down a
possible solution for a problem they see. There needs to be a body to skim through
the list and remove duplicates and post the list on a portal. Let the kids go through
this list and vote for the ideas they like. The ideas with more votes can get ranked
up and taken up for next steps of discussion and possible implementation. An idea
could be as trivial as ""how to clean the drawing board without causing a lot of dust
in the classroom”. A problem statement could be” headache due to sunlight on
assembly day”.
We have so many start-up companies in Kerala who might be interested to get
access to innovative ideas and common man’s problems. These companies should
be able to access the ideas coming from schools. They could pick up them for
solution.

our people behave or react on a daily basis. People think only about their ‘own’

a generation of people, our society is going backwards.
Proposal Introduce classes and workshops for our children at school for helping them
become responsible citizens:
1) In lower classes, educate them about how to behave well – like respecting
elders, respecting others feelings, how to talk without hurting others. In middle


school level, teach them how to manage con ict, how to treat/talk to people nicely
irrespective of their social status, cast, religion, rich or poor, color, how to be
safe(police, hospital, avoiding abuse), bring awareness about children rights,
keeping surroundings clean, personal hygiene etc. In higher level classes, teach


them how to behave in public, following tra c rules, following law of the land,
drinking responsibly, avoid getting into trouble(crime, drugs etc), helping each


other, managing love a airs/failures, how to handle behave with the opposite
gender etc.
2) Start teaching them about good aspects of multiple religions, their custom etc so
that they get exposure to other culture, thoughts etc. In most developed nations,
religion is becoming less important. Help our children understand that religion is a
nice to have, but is no way more important than humanity and shouldn’t let it take

Proposal Today, society and schools only focus on academics and mark sheets. Life is worth
much more than mark sheets . There needs to be dedicated moral value class as

suicidal ) . Counsellors and Teachers need to be proactive in their methods and
identify depression and children from abusive homes , provide them the necessary
encouragement and support , rather than being reactive when an untoward
incident happens. Focus on preventive measures .

In light of the rising rape incidents and atrocities towards women , we need to
ensure not just the safety of our women in the workforce but also inculcate moral
values in children. These incidents arise because of lack of moral values and double
standards for boys and girls. Teach them about ‘Equality’. All men and women are
to be treated equally.

Teach them about existence of LGBT community and the need to treat them with
respect and include them in everything. Educate our children to be inclusive about
all sects of community.

Current As per current model, we are printing and publishing same books every year. As


State long as there are no signi cant changes to the books, we should cultivate the habit
of reusing the books. In the beginning of the school year books can be issued
through school library with an expectation to return them back by end of the year
in good shape.
Proposal Providing new text books for free to students every year doesn't look like an
optimum use of resources. Instead, if the design of books is changed a little bit,
(like for each subject, the text book and work sheets can be separated to two


di erent books), the text books can be used for 2 to 3 years. Students can be asked
to return their text books to the school at the end of the year and if atleast half of
the books come back it is going to be a considerable saving in the next years'
printing cost. This savings can be used to improve the respective school libraries.

volunteers from students, extend it to family and everyone contributes on a regular
basis will earn Social Quotient score which can help them earn prestigious social
position. Create app extensions to make the green brigade volunteers get social
credits which is based on App that will get access to free travel tickets in Train or
Bus, exchanged for medicines (useful for retired people to volunteer).

Waste Management should be a topic in the syllabus. Students should be taught on


waste segregation, waste disposal, recycle as practical studies and encouraged to
implement at homes. Volunteer waste management projects by students in public
places also to be encouraged. The objective is to create a generation that is aware
of the need of waste management and care for the environment.

is a good idea to partner with Indian organization in US called North South
Foundation https://www.northsouth.org/

North south foundation today works with Javahar Navodaya Vidyalaya all over India
to conduct the academic competitions in JNV schools. They are also developing
curriculum based academic tests for CBSE. Their plan is to extend this into all
Kendriya Vidyalayas as well.

I spoke to NSF director regarding possibilities of extending the program to Kerala


government schools. They are positive about it but highlighted some challenges
such as – (1) The academic competitions can be conducted in public schools if the
students are ready to take the tests in English (2) The schools can provide atleast
20 computers for student use. They are ready to work with education ministry


o cers who has the authority & power to implement the program in an aggressive
way with no delays in the process. They are open to run a pilot program if the
criteria is met.

Current In Kerala, we are not fully utilizing the resource and talent available in the public for

Proposal Kerala government or Education ministry should start a website for public who are
experienced in any skill can register with the website to volunteer. Volunteering is


free service to society. However, government can appreciate their e orts through
some kind of perks based on some point system. For example, if someone
completes 1000 hours of volunteering hours in a year, they will be given a


certi cate of appreciation. They should get preference like senior citizens or
something like that. Government can build apps for volunteers and track their


volunteer hours and collect bene ciary feedbacks.

Parents, grant parents can register to volunteer in schools. They can work with


school sta and contribute to giving special attention, teaching to kids who need
help in the classes. Retired teachers, house wives can go to public schools, spent
weekly hours, spent time for students who needs support. They can run reading
clubs. In US schools various clubs such as Science, Math, Geography, Public
Speaking, Spelling, Debate, Robotics, Coding, Finance etc. are driven by


volunteering parents during after school hours. The di erence that is making to
students and the school are tremendous.

students can reach out to for counselling. One counselor can work in multiple


schools in di erent days of the week. Bottom line is every student should have
access to clinic and counselors. The existing issue is not lack of programs, lack of

while they are in Kerala. A government controlled governance body should be

initiative happens through this platform is reviewed and approved, and no misuse is

Make strict rules around this. Slaughtering can only happen in government
approved slaughter facilities only. Those facility standards should be high to ensure

Current Disaster management is not all about pre-planning, preparedness, recovery and relief

Current There are e ective screening methods which can identify theUSA disease at an early

cancers are part of routine health maintenance in developed countries. We should
start implementing this in Kerala.
Proposal
I have seen several instances when cancers like colon cancer were diagnosed at a
late stage when the prognosis is poor. On the other hand, cancers like colon cancer,
if diagnosed at an early stage have a better prognosis if appropriate treatment is
initiated. I have seen/ come to know about instances of colon cancer and breast
cancer diagnosed at a late stage even in well educated people which indicates that
we do not have a system or process in place which emphasizes the importance of
screening for these conditions on a proactive manner. An obstacle to implement
screening for these type of cancers and other preventive care is the lack of co-
ordination of care within a system where there is no existing concept of a primary
care physician/ family physician. We should introduce the concept of every
individual have a primary care physician or family physician who will have end to
end medical history of his/her patients.

Screening for the above mentioned cancers should start at the appropriate age
based on guidelines. This should be government sponsored (for those who have low
income) or should be covered through insurance

Current Dengue has overtaken the threat of malaria in Kerala. Mosquito borne diseases are

without having right waste management, drainage systems etc. Dengue has




become a major cause of fatal illness and death in Kerala. It a ects the nancial

dengue a second time. Today mosquitoes can easily survive inside the house. Most
of the mosquito bites and spread of diseases happens inside the house while we
are asleep. The mosquito control mechanism that the local government bodies uses
like spraying is not addressing this problem.

Current There are growing rates of teens in school a ected by depression,

State stress which often leads to other negative behaviors such as substance abuse or
suicide.
Proposal Increasing the availability of mental health resources in schools including
counselors, trained professionals, and mental health education. This can help
decrease the levels of stress, depression, and anxiety in teens. It will also help


create a bridge between students and sta or parents to give them somewhere
safe to take their issues. Having one counselor in each school per 150 students will
make sure that the counselor can meet the need of each student when necessary.
Counselors should be required to check in with students at least twice throughout
the year and make sure they can solve any problems that arise as the school year
goes on. Programs have been attempted throughout districts in Kerala, however,


they have not been e ectively implemented and a state-level intervention could
help ensure that the students are receiving mental health support.

Waste Management should be a topic in the syllabus. Students should be taught on


waste segregation, waste disposal, recycle as practical studies and encouraged to
implement at homes. Volunteer waste management projects by students in public
places also to be encouraged. The objective is to create a generation that is aware
of the need of waste management and care for the environment.

Current Chemical waste, Plastic waste and other waste contents are today getting moved

Proposal Kerala is seeing an increase in the number of cancer patients today. Along with
providing healthcare facilities for treatment, we should work on the root causes.
Our drinking water, food & environment are getting contaminated with chemical
wastes mercilessly. It is high time we should consider this issue as high priority
item and address it from all possible angles. We should have clear metrics to
measure monthly, quarterly, yearly to make sure that government is able to bring
down the pollution such as Industry wastage into atmosphere, water
contamination, plastic pollution.
Those who are contaminating water should be held accountable. Build strong rules
and regulations to control polluting water bodies with any industrial waste or
materials. In US, washing car with soap is not allowed in houses/apartments and
that needs to be done only in dedicated car wash centers where the waste water
will be treated separately. The reason behind this is that the chemicals will get into




the streams, rivers, lakes, oceans and a ect the sheries and ecosystem. Such
careful decisions should be made and our environmental policies should be
updated time to time. Run the environmental authority of the state as a high
performance institute, let it be driven by data and metrics rather than an
organization that is dormant or namesake. The environment ministry should work

Proposal Signi cant number of road accidents can be avoided if strict rules are imposed and


followed. E ective use of government machinery with public support.


A driver who is responsible for an accident or tra c violations should have a ticket
charged on him/her. Department of transportation to maintain a ticket database. A




minor tra c violation to be given 2 ticket points. A medium tra c violation to be


given 4 ticket points. A serious violation should be given 8 ticket points. Every point


should carry a ne ( 2 Points = 5000 Rs, 4 Points = 15,000 RS, 8 Points = 50,000 +
Rs). Those who make more than 4 points violation in a year should get license
suspended for 6 months. Those who get 8 points should get license suspended for
minimum of 1 year and maximum of life term based on the intencity of the
violation.

The Insurance companies should be able to query the tickets database and provide
insurance quotes based on that. A clean driver will get low quote. If a driver gets a
2 point ticket, his/her insurance will go up by 25% for next 3 years unless no other
ticket he gets in 3 years. A 4 point will get 40% insurance premium increase and an
8 point will get 100% premium increase. Good drivers will get rewarded and bad


drivers will get punished nancially

Current Kudumbashree can bene t a lot and expand their reach to the whole state and

support team from the IT department to guide them through the process. If they
are connected to the postal department and Speed Post services, they can manage
delivery to more locations across the state to consumers.
Proposal Online retailers like Amazon, Flipkart etc., in partnership with DTDC, DHL etc.,
already have transport models in place to deliver anywhere within in India.
Kudumbasree already has the resources and products in place to sustain a


continued and pro table production model and the postal service also has existing
services like Speed Post in place. My proposal is that there should be a
government-sponsored technical support system in place to guide them through
the internet and social media, eg: to form an online website / social media
(WhatsApp, Facebook groups) / other technical needs. "Amazon Handmade" is an

Proposal Many of the NRK women are staying outside Kerala or India to support their
families, because their spouse is working there(not because the women themselves
are working there). Many of them are highly educated and unemployed. In USA,
they are not allowed to work until they get an EAD which is going to take years,
and by that time they might have drifted far away from their career. When they


return to Kerala after a career break, it becomes even harder to nd a job. A lot of
women, residing in Kerala are also facing this issue because of the career break
they are compelled to take to build a family. Reserving a certain percentage of
government jobs for women will be a help. A part of the vacancies reserved for
each category can be reserved for the women from that category. Also relaxing the
upper age limit for women by a couple of years will be a support for them.

Title Afterschool care for school age kids of working parents

Proposal The timing of most of the schools in Kerala is until 3.30-4.00 pm. But, many of the
working moms have to stay at their workplace until 6.00 or later. If an afterschool
care ( Just a room to accommodate the kids and a caretaker who can be a
volunteer or a person from organizations like Kudumbasree) can be provided in
every Government school, it will improve the quality of work their moms are doing
at their workplace as they are tension free, and it will provide a safe place for our
kids.

management . Remove the middle men and have the stakeholders directly interact
with those at the ground level. More middle men can cause the unnecessary
dilutions to the execution plan and possible chances of corruption. Have time based
tasks that can be audited and persons who are accountable.
