(a) The organization that control the international trade is World Trade Organization (WTO).
The functions of WTO;
1. Provides a forum for trade negotiations among member states on matters covered by the
agreements and for further liberalisation of trade amongst members. It negotiates
agreements intended to minimize or eliminates obstacle to international trade, thus
contributing to economic growth and development.
2. Administers the WTO Agreements and facilitates their operation and implementation.
3.Responsible for the settlement of differences and disputes between members.
4. Responsible for periodic reviews of the trade policies of members.
5. Also provides technical assistance and training for developing countries.
6. Cooperates with other international organisations on subjects of mutual interest.

(b) Members should publish regulations. Members shall ensure that all sanitary and
phytosanitary regulations which have been adopted are published promptly in such a
manner as to enable interested Members to become acquainted with them.

Except in urgent condition, Members shall allow a reasonable interval between the
publication of a sanitary or phytosanitary regulation and its entry into force in order to allow
time for producers in exporting Members, and particularly in developing country Members,
to adapt their products and methods of production to the requirements of the importing
Member.

Establish Enquiry Point: Each Member shall ensure that one enquiry point exists which is
responsible for the provision of answers to all reasonable questions from interested
Members as well as for the provision of relevant documents.

Establish Notification Procedures: Whenever an international standard, guideline or


recommendation does not exist or the content of a proposed sanitary or phytosanitary
regulation is not substantially the same as the content of an international standard,
guideline or recommendation, and if the regulation may have a significant effect on trade of
other Members, Members should notify the subject through Notification Procedures.

Like all other aspects of the Commission’s work, the procedures for preparing standards are
well defined, open and transparent. A national government or a subsidiary committee of the
Commission usually makes the proposal for a standard to be developed. They then prepare
a discussion paper that outlines what the proposed standard is expected to achieve,
and then a project document that indicates the time frame for the work and its relative
priority.

Getting started - The Commission reviews the project document and decides whether the
standard should be developed as proposed.

Elaboration of the standard - The preparation of a proposed draft standard is arranged by


the Commission Secretariat and circulated to member governments, observer organizations
and other Codex committees for two rounds of comments and special advice.

Conclusion - Standards can take several years to develop.


Once adopted by the Commission, a Codex standard is
added to the Codex Alimentarius and published on the web
site.

(a) FDA is responsible for protecting the public health by ensuring the safety and security of
US nation’s food supply (vital part of FDA's mission and a primary task of FDA’s Center for
Food Safety and Applied Nutrition, CFSAN). The FDA Foods Program promotes and protects
the health of humans and animals by:

1.Ensuring the safety of foods for humans, including food additives ,dietary supplements.

2. Setting science-based standards for preventing food borne illness and ensuring
compliance with these standards.

3. Ensuring the safety of animal feed and the safety and effectiveness of animal drugs
including the safety of drug residues in human food derived from animals

4. Protecting the food and feed supply from intentional contamination.

5. Ensuring that food labels are truthful and contain reliable information, that consumers can
use to choose healthy diets.

The scope of control of FDA include foods, food additives , infant formula , dietary
supplements , human drugs , vaccines , blood product and other biologics , medical devices
, electronic products , cosmetics , feed, drugs and devise in pets , and tobacco products.

(b) Goods intended for export need not meet FDA requirements if:

1.Products meets specs of importing country

2.Not in conflict with laws of importing country

3.Labeling of shipment clearly indicates that it is for export.

(c)To export my shrimps to Europe,I have to follow as follows;

2. EC Regulation 852/2004: General Hygiene Rules for Animal Products

3. EC Regulation 853/2004: Specific Hygiene Rules for Animal products. Must comply with
the animal health rules governing the production, processing, distribution and introduction
of products of animal origin for human consumption.

4. EC Reg. 931/2011 regarding the traceability requirements for unprocessed or processed


food of animal origin.

5. EC Reg. 2073/2005 regarding microbiological criteria for animal products.

6. EC Regulation 854/2004: Controls of products of animal origin. The law that is equivalent
to MOH Food Export Regulations 2009. The regulation is about Compliance to animal health
requirements for imports of product of animal origin

7. EC Regulation 882/2004: Official Controls. The exporting country needs to establish an
official control entity which is MOH in Malaysia in issuing health certificate (for animal origin)
under the Malaysian Food Export Regulations 2009

8. After establishing all the hygienic practices in the factory, you should apply for the Health
Certificate for Export from the Ministry of Health Malaysia, which will allow me to get an
establishment number from the EU. This establishment number will allow your animal
products automatic entry at any EU port.

(c) If Mr Lee interested in importing food, food additives, containers/packages, or any other
food related apparatus into Japan must submit a Notification Form of Importation of Foods,
etc. to the Food Sanitation Inspection Section of the MHLW Quarantine Stations. The
Quarantine Station will examine the product to determine if it conforms to the Japanese
Food Sanitation Act. Products that require examination will be inspected on the spot at a
designated bonded warehouse. Samples will be taken and forwarded for laboratory analysis.
The product will be allowed entry into Japan once it is examined and found to be in
compliance with Japanese food regulations. The Notification Form will receive a stamp of
approval if the food requires no examination and is found to be in compliance with the
Japanese Food Sanitation Law.

(d) In China, food quality and integrity is governed by the PRC Food Safety Law (2015) and
its implementing regulations. The PRC Food Safety Law sets out comprehensive statutory
requirements governing the production, circulation, recall and import/export of food
products in China. Additional regulatory requirements apply to different stages of food
safety.Food production is governed by the Administrative Measures for Food Product Permits
(2017), issued by the China Food and Drug Administration (CFDA). Due to a recent
structural change, CFDA is now part of the State Administration for Market Regulation

Regulations.Food trading is governed by the Administrative Measures for Food Trading
Permits (2017), issued by the CFDA. The general measures apply to online food trading. In
addition, the CFDA has further elaborated on certain aspects of internet-based food-related

Online Food Safety (2016). Food import/export is governed by the Administrative Measures
for Food Safety in Importation and Exportation (2011), issued by the PRC General
Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).

(a) Due to the above food safety issues, a code of conduct or practices need to be
established in order to curb any problems that may arise from human doings. To align some
form of self regulations amongst food scientists / technologists. A code of practice can be a
document that complements occupational health and safety laws and regulations to provide
detailed practical guidance on how to comply with legal obligations, and should be followed
unless another solution with the same or better health and safety standard is in place.

(b) To maintain the highest degree of integrity in our research efforts;
