Department of Information Technology was established in the year 2007.

The Department of
Information Technology (DIT) Bihar, aims at attracting investors and venture capitalist to invest in IT
sector of Bihar and flourish by taking benefit from various policies of the Government of Bihar, which
are devised to give leverage to the investors and help them start their business smoothly with ease.

The Department of Information Technology is additionally the directing power for different branches of
the state for the utilization and organization of Technology empowered administrations for their
advantages and benefit for the people they cater to.

The Department of IT, with an objective to take Information Technology to the whole State delivered its
IT Policy in Year 2011 zeroing in on Tier-II and Tier-III urban communities of the state utilizing the
experience of Rajgir as IT City. This arrangement plans to implement the situation of Bihar as an alluring
objective for the IT/ITeS industry investors, improve resident administrations through e-Governance and
m-administration model and give a unique spotlight on Start Ups and sprouting Entrepreneurs to thrive
in the state.

The Vision statement of Department of Information Technology is ”To establish information technology
as a vehicle for grand development of the state with inclusive growth”.

Department of Information Technology, Government of Bihar’s mission is to leverage IT as an engine for


growth of Bihar and to position the state as one of the preferred IT investment destination in India. And
the objective of Department of Information Technology is creation of skilled IT resource along with
additional employment opportunities in the state across all regions.

Under the great leadership of Honorable Chief Minister Shri Nitish Kumar, The Department of
Information Technology, is headed by Minister of Information Technology & Labour Resources
Shri Jibesh KumarMishra. Mr Santosh Kumar Mall is the Principal Secretary for the Department who has
played a pivotal role in the digital advancement of Bihar.

Department of Information Technology is taking huge strides in pursuing its aspiration of making Bihar
the next TI hub of the country and generating plethora of employment opportunities for the young and
talented work force of Bihar.

Department of Information Technology, Government of Bihar is working towards making Bihar digital.
Efforts are being made to promote people in the field of employment by making many districts an IT
hub. Bihar has to be identified in the country by making IT Parks & IT Towers. IT parks will be opened in
5 districts to provide new employment opportunities to the youth of the state.
The IT department has started work on this. IT department claims that the department is working on the
idea of increasing opportunities and creating wider employment.

The construction work has also started. In the coming days, Bihar's IT Park will also establish a credible
reputation in the country.

"Patna, Bihta, Rajgir, Bhagalpur and Darbhanga have been included. After this, the youth of the state will
get employment opportunities. The creation of IT Park will provide employment opportunities to the
youth at the local level.

Along with setting up IT parks in 5 districts, there is a plan to build the largest IT tower at Dakbangla
intersection in the capital Patna has been included in the action plan. The model of another state was to
be seen, but COVID epidemic came in the way. A software technology parks are being developed in
Darbhanga and Bhagalpur with the intention to develop these two districts as an IT center.

DIT assures that the projects are approved according to the budget. However if the need for more fund
arise, it will be arranged and fulfilled. Skilled youth from Bihar work all across the country and face
various challenges in the day to day life, by dwelling away from home.

With all the amenities and facilities available in their home town and world class infrastructure with
healthy work culture on offer, the youth of Bihar will have the opportunity to excel in their field of
expertise, without having to migrate for their livelihood. This will lessen the brain drain and skilled,
educated and resourceful youth of Bihar will remain in the state, which will boost the overall socio-
economic condition of the state and will contribute to economic development of the state.

With the efforts of the government, it is expected that Bihar will develop as an IT center in the days to
come and the department is engaged in acquiring the business related to it.

"Policies have been made easier to attract investors. By which investors will give priority to the state of
Bihar. There is no shortage of skilled work force in the state and if it is available at an economical price,
the investors will be lured towards investing in Bihar. The steps taken by Department of Information
Technology, Government of Bihar will lead Bihar in making its own identity as an IT hub in the region
and will provide employment to the people in the state.
DIT promises No Brain drain in the days to come.

This new initiative of the government has raised new hope for employment among the youth.

In order to achieve its objective of generating myriad number of employment in the state of Bihar, The
Department of Information Technology, Government of Bihar is actively running ‘Invest IT Bihar’
Campaign across all social media platforms and enthusiastically participating in business events held
across the globe.

The Invest It Bihar campaign main objective is to persuade the investors to invest in IT sector of Bihar. In
order to entice the investors and entrepreneurs for investment the Government of Bihar has made
amendments in the regulatory framework, also they have devised policies like Startup policy which not
only eases off the process of setting up a new business but also provides fiscal benefits and support from
the government, Industrial Investment Promotion policy which leverages the investor to seek
customized support from the Government of Bihar.

In the recent times Department of Information Technology, Government of Bihar, participated in


Convergence India 2021 held on 25 to 27th March 2021 at Pragti Maidan in New Delhi. The key
highlights of the events were: -
