Acknowledgement
This publication is a result of contributions from various organization-
al development practitioners and capacity builders from near and far.
At this onset CBTO would like to acknowledge all who in one way or
the other contributed to the production of this manual.
Since its is not possible to mention all those who contributed one by
one, it is only fair that we mention a few who have been central to
the realization of this manual.
The pre-manual formulation was preceded by a number of pretesting
sessions which where attended by a number of CBTO members, as-
sociates and clients and other organizational development experts
from all walks of the Tanzanian civil society to whom CBTO would
like to express it sincere gratitude for their input, review and correc-
tion of the manual.
CBTO s also grateful all who wrote any of the chapters in this publi-
cation and last but not the least CBTO is grateful to Mr. Samuel Mlay
for organizing the material, Mr Zaa Twalangeti for authoring some
chapters, editing and designing of this Manual.
CBTO is also grateful to Mrs Mary Daffa for coordinating the Manual
formulation process, Mr Tepani Ngunga or overseeing the production
process and ensuring that the manual is relevant for current NGO
conditions and Mrs. Edna Makunguru for providing the necessary
administrative support.
CBTO would further like to thank Tanzania Association of Non-
governmental Organizations (TANGO) for producing the earlier or-
ganizational development Manuals which formed the basis of this
manual.
Preamble
After tens years of inactivity in terms of capacity builders on
ORGANISATIONAL DEVELOPMENT producing user guides for
Tanzanian NGOs CBTO in consultation with the affected NGOs mostly
small and emerming NGOs operating at the sub-national levels take this
to be an opportune time to produce this manual which also accomodates
the new trends and wont in the Tanzanian NGO and CSO sector over last
decade (2010-2020).
CBTO is confident that it will get the support of different partners in rolling
out this Manual to small and emerging NGOs at the sub-national level who
mostly need it— especially the Kiswahili version which has been produced What is
in a popular manner. CBTO is also cognisant that tremendous growth in
different
terms of the size, scope, activities and internal and external posture have
occurred in the non-profit sector and these include but are not limited to about
include: this
¨ Diversification or expansion of the roles of the non-profit sector Manual?
¨ Growth in number, size, and geographical spread of non-profit or-
ganisations in Tanzania.

¨ Increase in non-profit sector revenues and deeper involvement of


non-profit organisations in advocacy and development work.

¨ Change in the relationship between the non-profit sector and the


state.

¨ Shift of external funding, with a more focus on general budget sup-


port

However CBTO is also sure that with the orientation of NGOs to Organi-
sational Development and NGO Management skills Tanzanian NGOs will
be able to effectively navigate the somewhat now undulated NGO opera-
tional, coordination and legislative landscape.

Why
OD?

Purpose of OD
The purpose of OD is to create awareness about values, attitude and structure,
which may hinder an organization in moving towards its vision and fulfil its mission.
OD can help the stakeholders to develop a consciousness about the strengths and
weaknesses of their organisation and thus create commitment to steps for change.
Therefore, organizational development is a process that transforms an organisa-
tion at various levels of leadership, governance, culture and systems and expands
the organization’s capacity to manage and implement change. Further strengthens
an organization’s operational and adaptive capacities.
Operational capacities are capacities an organisation needs to smoothly run day
to day activities;
Adaptive Capacities are capacities needed for an organization to learn and
change in response to changing circumstances
