The department of education says no to condom

Department of education should not decline the proposal to use condom from the department of health
since the HIV epidemic is increasing.

HIV cases are increasing.According to the Department of Health, 62 percent of new HIV diagnoses in the
country this year (2018) were among young persons aged 15 to 24. "More than half of the 29 Filipinos
infected per day in the Philippines are between the ages of 15 and 24." Twenty-five of the 29 are
between the ages of 15 and 30, according to NYC commissioner Percival Cendaña. According to the
Department of Health (DOH), more than 55,000 Filipinos will contract HIV this year.

It protects people from having HIV infection and reduces the probability of HIV transmission and annual
HIV incidence. Condoms are protective against HIV infection, according to a new assessment by the
International Institutes for Health, reducing the probability of HIV transmission per sex by up to 95% and
the annual HIV incidence by 90-95 percent when used consistently.

Condoms are 90 percent effective for preventing HIV transmission. Condoms' significance in AIDS
prevention in the poor world has been re-examined after two decades of experience and research. This
study and synthesis are based on computerized searches of scientific literature as well as reviews of
conference presentations, publications from national and international organizations, and popular

However, department of education did the right choice about not giving condoms to students since they
will be confident on having sexual intercourse because of the low risk of getting HIV/AIDS.Indeed, some
of those points are valid. However, using condom has a lot of benefits to students who used it. For
example, using condom do not affect future fertility for either a woman or a man. There are less
expensive than hormonal methods of birth control and there is the most effective protection available
against STI, HIV and AIDS.

Therefore, condom is necessary to use because according to the news, young people ages 15 to 24 years
old is proven to have HIV. Charlotte Watts, Peter Vickerman, Lori Hiese (2004) stated that, condoms it
protects people having HIV infection, it reduces the probability of HIV transmission and annual HIV
incidence when it used constantly. In addition, according to Norman Heast and Sanny Chen (2004),
condoms are 90 percent effective for preventing HIV transmission.
