Dear Hon. Magallon:

The Ramon Aboitiz Foundation Inc. – Dolores Aboitiz Children’s Fund (RAFI-DACF) through the
years has been working on enabling the communities to champion for children to reach their full
potentials. One of its programs, the Grants for Early Education - Infrastructure, aims to provide
children with a nurturing learning environment where their development is ensured and optimized.
RAFI-DACF believes that high quality early childhood education benefits not only the children but
also families, communities, and the larger society.

Since March 2020, we are faced with different challenges brought about by the COVID 19
pandemic. It has affected thousands of individuals, families, organizations/groups, and
companies immensely. The outbreak also made a distress in the education system in the
Philippines. A ‘new normal’ type of education also emerged through the provision of Self-
Learning Modules (SLMs) with the alternative learning delivery modalities to be offered for
various types of learners nationwide.

For early childhood education, an innovative approach is also being implemented through the
Department of Social Welfare and Development (DSWD), the Early Childhood Care and
Development Council (ECCD Council), and the Local Government Units (LGU) following the “No
face-to-face” Policy. This means that no sessions shall be done at the Child Development Centers
and the provision of the ECCD learning materials and the Supplementary Feeding shall be done
through house to house distribution.

With this new approach in Early Education, we, in RAFI-DACF, are putting our Grants for
Early Education – Infrastructure program on hold until the new guidelines for the usage of
the Child Development Centers from the concerned government agencies are already
finalized and released.

However, because your LGU is part of our strategic partners in RAFI-DACF, we shall continue to
uphold our promise of assisting you on your early education program. In this connection, we shall
be providing the children enrolled in the following Child Development Centers from your LGU our
“Kiddie Hub Bundles”:
- Barangay Montpeller
- Barangay Lepanto
- Barangay Poblacion

We shall be turning over the donation to your office within second to third week of November
2020. We would be very grateful for your presence during the turnover and, if you can spare some
time after that, we would also be glad to meet with you to discuss our partnership.
