Competency Assessment and Certification of TVET
Trainers for TM Level I Number I , series of 2014

In line with continuous improvement and to facilitate effective and efficient implementation of
the Competency Assessment and Certification of TVET Trainers under the Philippine TVET Trainers
Qualification Framework (PTTQF), TESDA Circular No. 13 and 13-A, series of 2011 are hereby
amended. There will be a separate guidelines for TM Level I (Trainer/Assessor) and TM Level II
(Training Designer/Developer).
The amended guidelines for the implementation of assessment and certification for TM Level I
are hereby issued:
General Principles
1.1. The TVET Trainer is one of the most critical components in ensuring quality-assured
delivery of TVET programs.
1.2. The PTTQF provides for the recognition of the competence of TVET Trainers at different
roles and qualification levels.
1.3. The Assessment and Certification of TVET Trainers is anchored on the Philippine TVET
Trainer Qualification Framework (PTTQF) and is part of the National Assessment and
Certification Program.
1.4. To attain the appropriate National TVET Trainer Certificate (NTTC) Level , the following
are required:
1.4.1. NC Level of the qualification appropriate to the training program being handled but
not lower than NC II;
1.4.2. Trainers Methodology Certificate (TMC) I; and
1.4.3. Industry work experience as may be provided in Section 3 of the respective TR
In summary:

1.5. The validity of the NTTC shall be based on the expiration of the NC.
1.6. All TVET Trainers of WTR-registered programs must be holders of at least NTTC Level I,
while TVET Trainers of NTR-registered programs must be holders of at least Training
Certificate for TM Level I.
Objective
These Guidelines are to assure that TVET Trainers are certified in areas of technology and
methodology to ensure quality training delivery.

Coverage
These Guidelines shall apply to all Trainers of TVET programs.

Definition of Terms
Certificate of Competency (COC) — is the Certificate issued to Trainers who were
assessed as competent in a single unit or cluster of related units of competency leading to
a qualification level under the PTTQF.

COC 1 (Deliver Training Session) - is a cluster of units under Trainer Methodology I


composed of five (5) out of the six (6) Units of Competency. Cluster one includes the
following : Plan Training Session; Facilitate Training Session: Utilize Electronic Media in
Facilitating Training; Maintain Training Facilities; and Supervise Work-Based Learning.

COC 2 (Conduct Competency Assessment) - is one unit out of the six (6) Units of
Competency under Trainer Methodology I.

Competency Assessment Tools (CATs) — are materials containing both the instructions
and instrument for gathering and interpreting evidence.

Evidence — information and documents gathered and matched against a unit of


competency to provide proof of competence.

Expert Panel — a team of three (3) qualified trainers / TM Level I assessors who are
authorized by the TESDA Director General to assess competencies of TVET Trainers for
national certification.
National Certificate (NC) - is the Certificate issued to individuals who have achieved all the
required Units of Competency of a National Qualification as defined in the promulgated
Training Regulations.

National Lead Expert Panel — is a team of three (3) Technical Experts who participated in
the development of Competency Standards and Competency Assessment Tools for TM
Level I. Each member is authorized by the TESDA Director General to train and assess
Regional and Provincial Expert Panel Members.

National TVET Trainer Certificate (NTTC) — is the Certificate issued to the Trainer who
has complied with the requirements of the PTTQF described in Section 1.4 of this
Circular.

Portfolio Assessment - is an evidence gathering method wherein competence is


determined based on accumulated pieces of evidence demonstrating work outputs that
have been collected by an individual over a period of time and may come from different
sources.

Qualification - is a defined set or group of Units of Competency identified by industry


experts, which meets workplace requirements and standards.

Trainer-candidate — is a TVET Trainer candidate/applicant who shall undergo competency


assessment for TM Level I.

Trainers Methodology Certificate I (TMC I) - is the Certificate issued to trainers who have
achieved all the required units of competency identified in Level I (Trainer/Assessor) under
the PTTQF.

V. Assessment and Certification Arrangements

To attain the National Qualification of NTTC I, the candidate must demonstrate


competence in all the Units of Competency identified in the promulgated Training
Regulations.

TMC I may be achieved through accumulation of Certificates of Competency as


identified in the Training Regulations.

V.3. The candidate shall be assessed using a combination of the evidence gathering
methods.

Competency Assessment Written report

An individual who has gained relevant competencies through formal/informal training,


previous work or life experience may apply for certification subject to compliance with
assessment requirements.

Accreditation of Assessment Center/Designation of Assessment Venue

V.5.1. The Provincial Office shall accredit assessment centers for the conduct of TM I
assessment
V.5.2. Assessment shall be scheduled by the PO and conducted at accredited
Assessment Centers for TM I or a venue duly designated by the accredited
Assessment Center.

V.5.3. The Certification Office (CO) shall organize Assessment and/or Assessment
Calibration in pursuit of continuous improvement and quality assurance or
when there is amendment in the TR, in designated venues, for which a TESDA
Order shall be issued accordingly.

V.6. Organization of TM I Expert Panel Members

V.6.1. The selection of Expert Panel Members for TM I assessment shall be based
on the following criteria:

- Minimum of two (2) years- experience in conducting training and national


assessment;
- Holder of NTTC Level I; and
- Endorsement by the Regional Director; or the RTESDC; or by a
TVET/industry association.

V.6.2. Training of Regional Lead Expert Panel Members shall be done by the
Certification Office. They shall be trained and assessed by the National
Lead Expert Panel.

V.6.3. The Regional Lead Expert Panel Members trained by the Certification Office
shall be assigned by the Regional Director to conduct training to prospective
Expert Panel Members in their areas.

V.7. Appointment of TM I Expert Panel Members

V.7.1. The Members of the Expert Panel for TM I shall be appointed by the Director
General for a period of one (1) year, or as specified in the Appointment.

V.7.2. Appointment of Expert Panel Members shall be renewed upon expiry, subject to
submission of the following:

Updated Profile;
Certification signed by the Regional Director stating the dates the Panel
Member conducted TM I assessment;
Performance Evaluation Report (Annex 1 hereof); and
Photocopy of Certificate of Attendance in Assessment Calibration

V.7.3. Renewal of Appointment is NOT automatic. It shall be based on the results of the
periodic performance evaluation to be conducted by the RO and regular
participation of the Panel Members in the conduct of TM I assessment.

V.B. Conduct of Assessment


V.8.1. Assessment for TM I shall be done by a Panel composed of three (3) Members to be
designated by the Provincial Director. Each Panel Member shall rate the candidate
individually. The Competency Assessment Results Summary (CARS) shall be
signed by all Members of the Expert Panel.

V.8.2. During the TMI assessment, the PO must ensure that there is simulation of
training/assessment delivery as required in the Competency Assessment Tools
(CATs), where there is a Learner/Candidate being trained/assessed by the Trainer-
Candidate.

V.8.3. A qualified TESDA Representative trained by the RO should be present in all TM I


Assessment. The TESDA Representative is assigned by the PD.

Assessment Fee
V.9.1. The Assessment Fee for TM I shall be in the amount of P700.00 per Certificate
of Competency. The breakdown is as follows:

V.9.2. Change in Assessment Fee shall be subject to the approval of the Director General
and the Committee on the Review of Training, Assessment and other Fees.

Issuance of Certificate

V.10.1. The PO shall issue the TMC and COC, while the RO shall issue the NTTC.
Attached herewith are copies of COC, TMC and NTTC (Annexes 2,3 and 4
hereof). The Certification Office shall facilitate the printing and availability of
the Certificates which shall include security features same as provided in the
National Certificates.

V.11. Validity of the Certificates


V.11.1. The COC and the TMC shall be valid for a period of five (5) years. However,
if a new Training Regulations for TM Level I is promulgated, the holder shall
undergo assessment based on the new TR.

V.11.2. The NTTC shall be valid only until the expiry date of the NC. Upon expiration
or three (3) months prior to expiration, the holder shall file for renewal for both
the NC and the NTTC.

V.11.3. The name of the TVET Trainer shall be automatically delisted from the
Registry upon expiration of the NTTC.

VI. Sanctions and Penalties

VI.1. The NTTC issued to erring TVET Trainers shall be cancelled on the following
grounds:

VI.1.1. Falsification of requisite documents and/or false statement in connection


with the application for Trainer Certification;

VI.1.2. Tampering of NTTC;

VI.1.3. Violation of any defined procedure in the conduct of Training and


Assessment; and

VI.1.4. Any act resulting to serious injury of a person committed by the NTTC
holder in the practice of his/her job as a Trainer or Assessor.

Program Monitoring and Reporting

The Regional and Provincial Offices shall be responsible for monitoring, reporting
and conduct of compliance audit. The Certification Office shall maintain the .Registry of
NTTC trainers, which shall be uploaded in the TESDA website on a monthly basis. The
Certification Office may conduct Field Monitoring and Technical Assistance and / or
compliance audit, as may be necessary.

Effectivity

This Circular shall take effect thirty (30) working days upon issuance of this
Circular and shall supersede TESDA Circular Nos. 13 and 13-A, series of 2011.
