Based from location of temporary house and public house location looks I have come up with this

thought

 even though number of temporary for people from Hirono,Kawauchi, and Naraha is quiet
big but there's no public house for them
 No temporary house for Namie people but they got portion for public house
 all of public housing that have planned are for people from greatly affected city
(Tamioka,Okuma,Futaba, Namie)
 There's some public housing complex have mixed resident ( 3 different city in 1)
 these public house are planned near accesses(train station/road) and near the temporary
house area.

My proposal

 Divide two new zone based on posibility of returning to their home land
 Put same origin resident in the same complex for reducing anxiosity or stranger feeling,
but the complex location can be among the Iwaki resident to avoid social complexity

 1st zone: put a land use for public housing for hirono,kawauchi and naraha people in
yotsukura and north taira.
Reason:
 So if the evacuess want to come back they can reach nearer access
 Yotsukura not so densed with residential area and have a good portion of
commercial area, that can support the new commer resident
 2nd zone : public housing for Futaba,Tamika Okuma and Namie people in Nakoso and
onahama.
Reason:
 these people have to be stay in Iwaki city for long time, and have to continue
their livelihood, Nakoso and Onahama have Industrial and comercial land use
more than other area, in hopping they can make some living from it.
