Course This course discusses the nature, features, issues, and


Description idiosyncrasies of the local governments in the 10 selected
States in the world. The comparative analysis will
highlight the complexities of each LGUs particularly the
tiers of governance, the inter-relationship between the
local and national governments and make a clear
comparison and contrasting on the praxis in the
Philippines. In the end of each case-state, lessons can be
drawn that would be key takeaways to recommend
innovations and enhancements in the country.

Course Outcomes At the end of the course, the students will be able to:

1. Develop an understanding of the conceptual and


theoretical frameworks as well as the paradigms shifts
in local governance;
2. Compare and contrast the local government of the
selected states in the world and relate these with the
praxis in the Philippines
3. Explain the historical and ideological forces which
have shaped the theory and practice of local
governance;
4. Exchange views and opinions about the problems and
issues in local governance;
5. Gain insights on the actual experiences of local
government innovative activities that work.
