TERMS OF REFERENCE (TOR) Consulting Services for the Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway (Re-bidding) BACKGROUND OF THE PROJECT Camiling River Basin is located in the Provinces of Pangasinan, Tarlac and Zambales. ‘The river basin which is a tributary of the Agno River Basin (a major river basin) has a drainage area of approximately 587 square kilometers, The overflowing of Camiling River during heavy rains caused by the southwest monsoon and typhoons have caused excessive flooding in the Municipalities of Camiling, Mayantoc and Santa Ignacia in the Province of Tarlac and the Municipality of Mangatarem in the Province of Pangasinan. Based on the Project Impact Assessment prepared by DPWH Tarlac 1% District Engineering Office, the proposed construction of floodway at Camiling - Agno will suffice the need of diverting the peak water flow in the Camiling River and will serve as a temporary reservoir to inhibit major contributing factors of damage to public infrastructures and disruption of life. In view of the above flooding issues, the DEO has requested the UPMO-Flood Control Management Cluster for the conduct of feasibility and detailed engineering for the Camiling - Agno River Floodway. ‘The sald areas are considered flood prone as seen in the flood hazard maps prepared under Project NOAH, see Figure 4. OBJECTIVES OF THE CONSULTING SERVICES ‘The main objective of the Consulting Services is to validate and confirm the feasibility of the proposed river floodway/river improvement works and provide Detailed Engineering Design of feasible solutions to the flood problem in the Camiling River and surrounding areas considering a holistic approach that is expected to mitigate the loss of lives and damage to properties. In this connection, the Consulting Services shall aim: 1. To verify and recalculate the design discharge of the study and validate/substantiate the criteria used; 2. To conduct the feasibility study to determine the technical, environmental, social, institutional, economic and financial viability of the proposed river floodway and river improvement works along Camiling and Agno River; 3. To formulate a definitive plan for the identified feasible projects which may include proposed river floodway and ancillary structures and conduct Detailed Engineering Design (DED) based on new topographic and hydrographic data as well as hydrologic and hydraulic study and prepare Program of Works but not limited to the following: a. proposed river floodway; b. proposed flood control structures at Camiling River and Agno River (within the vicinity of the outfall of the proposed river floodway); . proposed irrigation facilities along the proposed river floodway; and d._ proposed roads and bridges across the proposed river floodway. e. other proposed feasible projects 4, To conduct social and environmental impact study; 5. To formulate a right-of-way acquisition plan and Parcellary Survey Reports; and 6. To assist DPWH in conducting Information, Education and Communication (IEC) Campaign and other forms of social preparations. The Consultant shall validate and verify the proposed structural measures/ recommendations in the Master Plan/ Feasibility Study based on current site conditions and conforming to the latest department orders and issuances. Irrigation Traversed by the To be facilities river floodway determined FEASIBILITY STUDY ‘The Consultant is responsible for carrying out on behalf of and in collaboration with this Department and in coordination with the Department of Environment and Natural Resources (DENR), National Irrigation Administration (NIA), Office of the Civil Defense (OCD), Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), Local Government Units (LGUs), Non-Government Organizations (NGO) and other agencies/organizations concerned. The Consultant will make all the coordination and arrangement with the agencies/organizations concerned in order to reach a common ground for the implementation of the activities. A. Detailed Scope of Work Alternative structural flood mitigating measures for the Camiling and Agno River in combination with the proposed river floodway shall be presented and recommend the optimum structural measures using the multi-selection criteria. The Consultant shall use as reference the work schedule attached (see Annex) and perform the work but not limited to the following: 1, Survey and Mapping Requirements All topographic and hydrographic surveys shall conform to the requirements, stipulated under the DPWH Design Guidelines, Criteria and Standards (2015) ~ Volume 28 (Engineering Surveys), Volume 3 (Water Engineering Projects) and Volume 4 (Highway Design), and other applicable provisions of existing laws, codes or Department Orders. For the Feasibility Study, cross-section survey shall be 50 meters interval and must extend beyond the riverbanks to a suitable distance depending if, the area is flood-prone. All cross-sections shall be taken facing downstream. Maximum and ordinary water levels shall also be recorded. ‘Additional surveys, if possible, shall be done to bottleneck areas and/or areas with insufficient discharge capacity. The longitudinal profile of the river should indicate the location of cross sections and key structures (e.g. bridges), lowest riverbed, profile of the right and left riverbanks, with elevations (m) all throughout the required 5|Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway length of the stream specified. For multi-channel streams or rivers, profile along centerline of each channel shall be taken. All conduct of topographic and hydrographic surveys and preparation of plans shall be undertaken/supervised by a registered Geodetic Engineer. ‘The Consultant shall closely coordinate with the DPWH's UPMO-FCMC, Bureau of Design (BOD) and Regional/District Engineering Offices. During the conduct of these surveys, the Consultant shall coordinate with the Implementing Office to schedule and request a representative to verify the survey works by performing a joint field investigation. a. Establishment and Fabrication of Monuments ‘The installation of the concrete monuments of project control stations shall be cast in accordance with the requirements stipulated in Section 2.7.2 of the DPWH DGCS Vol 28 ~ Engineering Surveys. ‘Shown in the table below are the summary of the requirements for each control point, [Requirements Primary GPS | Primary Project | Intermediate | Control Control (BM) —_| Contro! (IBM) Cross-Section (Top) |40x40cm |30x30cm | 20x20cm Cross-Section 45x45cm [35x35cm | 30x30cm | (Bottom) [Length 100 cm 100 em 80 cm [Protruding Above | 20 cm 20cm 20cm | Ground Embedded in Ground | 80 cm 80 cm 60 cm Interval 3 km 500 meters | 250 meters Horizontal Accuracy [3 Order | 3° Order 37 Order Vertical Accuracy [2 Order | 2 Order 2 Order b, Topographic and Hydrographic Survey The Consultant shall coordinate with DPWH Unified Project Management Office (UPMO) - Flood Control Management Cluster (FCMC), Bureau of Design (BOD) and other offices to gather any available topographic data of the site, underground drainage and utilities within the area of influence to ensure that horizontal and vertical alignments will not affect the existing facilities and to determine if all the data is sufficient for their design. ‘The Consultant shall undertake topographic survey for verification of existing topographic condition and existing drainage and other utilities for their final design requirement. 6|Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway Such additional topographic surveys shall be undertaken by the use of an Electronic Total Station, Real Time Kinematic (RTK) survey equipment and/or Global Navigational Satellite System (GNSS) Equipment in order to gather the precise position of the river tributaries, structures, utilities and other features needed. Hydrographic surveys shall be undertaken by Echo Sounder connected to a GNSS Equipment in order to gather detailed information on river configuration and/or depth of riverbed and materials to be dredged, Direction of flow, flood level information and ordinary water level shall be recorded and validated based on site observations and information from the locality. Cross-sectioning across the river shall be extended 50 meters beyond the riverbank. It shall be conducted at twenty (20) meters interval on straight sections and ten (10) meters interval at minor bends and five (5) to ten (10) meters interval at sharp bends. Ordinary water level and fiood level information shall be reflected on the cross-section sheets, all taken downstream, The longitudinal profile of the river should show or indicate the stationing, reference points, profiles of the lowest riverbed, the right and left riverbanks with elevations, in meters. The use of high-technology equipment is allowed in this project however the Consultant must request clearance from the Bureau of Design prior to its use. ¢. Topographic and Hydrographic Survey Report Plans and Reports ‘The Consultant shall submit to the implementing office (UPMO-FCMC) the following documents: - One set of plan which shall conform to the standard mapping requirements. - Computation sheets, field notes, reference location plan maps, list of established benchmarks complete with technical description and the final draft of survey plans, cross sections and/or profile shall be first submitted to the Director, Bureau of Design through the authorized representative for final review before finalizing the Topographic and Hydrographic survey plans, cross sections and/or profiles for approval. - Such survey plans, cross sections and/or profile shall be subject to the approval of the Director concerned as the case maybe in accordance with the approved delegation authority. 7|Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway 2. - The Consultant shall submit one (1) set of print copies of the survey plans, cross sections and/or profile including any maps/plans referred/used in the conduct of the survey works, together with the corresponding originals, as well as computation sheets, field books, other survey returns complete with signature of the Geodetic Engineer concerned. - The review of the Topographic and Hydrographic survey plans is subject to field verification to minimize changes/modifications and unnecessary delays in the preparation of final survey plans. The review and approval of the said survey plans by DPWH do not relieve the Consultant from responsibility for the accuracy of the survey works and permanency of the horizontal and vertical ground control and reference stations due to improper placement. = Digital Elevation Model (DEM) such as LAS or ASCII File ‘The survey report shall be prepared and submitted together with the survey plans, profiles and cross-sections for review by the Bureau of Design. Survey plans and reports must be compliant to the requirements in the Annex “" of the DPWH Design Guidelines, Criteria and Standards Volume 2B — Engineering Surveys “Engineering Survey Report QA Checklist”. Hydrologic Analysis In preparation of the Hydrologic Report, the Consultant shall use the United States Army Corps of Engineers (USACE)'s Hydrologic Engineering Center (HEC) — Hydrologic Modeling System (HEC-HMS) software or other runoff modeling software subject to the approval of the DPWH which shall be supported by the following data: - Delineated sub-basins/catchment area using GIS software ~ Characteristics of the sub-basins/catchment area - Land use/zoning maps and Comprehensive Land Use Plans - Updated rainfall and/or climate data = Streamfiow and/or river historical records Upon collection of the necessary data, the Consultant shalll establish the design rainfall of 10, 25, 50, and 100-year return periods for comparison and be used in the determination of the design discharge and planning of river/drainage improvements in the area, If rainfall and streamflow data are available in the river basin, the Consultant shall conduct a Hydrological Model Calibration and Validation using the data collected. As such, the monitoring station used shall be assessed whether it is automated, computerized or manual. The Consultant should also notify the implementing office regarding the problems identified 8|Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway in this process, as well as recommendations to be considered regarding this issue. 3. Hydraulic Analysis The Consultant shall use the United States Army Corps of Engineers (USACEY's Hydrologic Center (HEC) — River Analysis System (HEC-RAS) software. However, depending on the complexity of the hydraulic models to be simulated, the use of other suitable hydraulic modelling software such as IRIC may be required (for instance, in the case of extensive floodplain areas). The following key tasks shall be as follows: River characterization, from a hydraulic standpoint (i.e. cross-sections, definition of riverbanks and levees, hydraulic roughness, etc.) Boundary conditions based on the available data and characterization of the river basin, main river and tributaries. Conduct of Scouring and Sediment Transport Analysis provided that it should be carried using the DPWH Design Guidelines, Criteria and Standards, Volume 3: Water Engineering Projects, 2015 Ed., or any internationally acceptable methods approved by the Bureau of Design. A detailed scheme, combining one-dimensional and two-dimensional models) integrating infrastructures (existing and proposed) such as bridges, weirs, dams, dikes, embanks, sabo structures and etc. to simulate the hydraulic analysis for the 10, 25, 50 and 100 ~ year return periods incorporating the present and future land and river use, climactic conditions and proposed projects in the area a. Design Storm Frequency The Consultant shall adopt the following guidelines in the design of flood control structures in accordance with the DPWH Design Guidelines, Criteria and Standards (DGCS) Volume 3: Water Engineering Projects, 2015 Ed. ‘The suggested protection level for the design of flood control structures are as follows: RIVER TYPE DESIGN FLOOD Principal and Major Rivers (40 sq. km drainage area| 100 — year and above) For Small Rivers (below 40 sq. km drainage area) 50 - year b. Climate Change In order to adequately account for this phenomenon, a separate research on all the available studies and scenarios regarding climate change and its potential impacts in flood risk (i.e. rainfall intensity and frequency, extreme events, etc.) shall be conducted. These potential 9|Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway impacts shall then be used to determine possible future climate scenarios which shall be incorporated on the hydrologic and hydraulic analysis of the Study Area. 4. Flood Inundation Analysis A flood and damage mapping analysis for 10, 25, 50 and 100-year flood retum periods and shall be undertaken with the following conditions: ~ Without improvement = With improvement The return periods used for the multiple flood scenarios shall be modelled for current and future conditions which shall incorporate additional scenarios to account for climate change effects, urbanization, deforestation and changes in land use among other things. In addition, all effects of sediment transport shall be accounted for. ‘A fiood damage assessment shall be conducted by the Consultant based on the quantity, values of assets and damage rates, etc. For comparison, only the 50 and 100-year return periods would be necessary to establish the flood-prone areas which must include private and government properties. In addition, the Consultant shall perform the following tasks: Inventory of assets at risk - Determination of the vuinerabilty of the assets at risk ~ Establishment of flood damage curves = Incorporation of outputs into a GIS database 5. Environmental Impact Assessment All requirements of the Environmental Impact Assessment (EIA) must conform to the DENR Administrative Order No. 30 Series of 2003 (DAO No, 30 s2003) and procedural guidelines. ‘The Consultant shall prepare a EIA report that includes detailed environmental management plan (EMP), summary of key impacts, recommendations for environmental mitigation, monitoring and reporting, institutional arrangements and responsibilities for EMP implementation; proposed institutional strengthening activities/capacity building, public consultation, budget, schedule, frequency, location, and responsibilities for implementation of environmental mitigation, monitoring and institutional strengthening activities, ‘The Consultant shall make its services available to clarify issues both with the DPWH, the issuing authority, and other public which have special interests in the project. During the engagement, it shall closely coordinate with the DPWH, and monitor the performance and quality of output of 10|Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway Specialist from data acquisition to ensure that the procedural and substantive requirements are complied with and adequately met. The Consultant shall maintain consistency in the conduct of environmental impact assessment and utilize appropriate methodologies to properly integrate the requirements of the EIS. The study modules of the EIS, IEE and/or the Project Description shall cover the activities and prescribed format described in the DAO No. 30 s2003 for the Procedural Guidelines. ‘The Consultant shall prepare all requirements for the issuance of Decision Document (Environmental Compliance Certificate or Certificate of Non — Coverage) guidelines and scoping with DENR ~ EMB. The complete sets of documents shall be submitted to the DPWH in the required format, ready for submission to the DENR-EMB prior to implementation of the project. The number of copies required to be submitted by the Consultant shall be discussed with the proponent and all reports regarding the environmental aspects shall be reviewed by the DPWH-ESSD, In cases where major flood control structures categorized as environmentally critical projects or within the environmentally critical area (e.g. dam), which require an EIA, only initial assessment of components shall be required in the study. However, for project components which are not categorized as ECP or located within the ECA, necessary documents for the issuance of the corresponding environmental clearance shall be required to be prepared and submitted by the Consultant to the DPWH. (for review ~ ESSD). Social Impact Assessment All activities and planning documents are focused at the river basin level specifically where proposed interventions are designed and located. The Consultant shall coordinate and consult all the key stakeholders and entities involved in each river basin, ‘The Consultant shall identify the socio-economic profile of key stakeholder groups of the proposed projects, assess and categorize potential gender and vulnerability-differentiated impacts of the project and review related policy and framework, as necessary. ‘The Consultant shall conduct a social and poverty analysis through the conduct of field surveys, social and poverty impact assessment, gender analysis, analysis of data and meeting with key stakeholders. - Identify the potential temporary and permanent social impacts as a result of land acquisition, changes in land use, or restriction of access to assets and common property resources, as well as those due to environmental impacts. ~ Assess potential risk and opportunities to affected people; | Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway - Identify strategies and options to restore livelihood and quality of life; - Ensure that gender and indigenous people's concerns (if relevant) are incorporated in resettlement planning. Identify targets and indicators for inclusion in the project and monitoring system. - Link with social development and gender assessment through meaningful consultation with potentially affected persons; and = Provide for updating resettlement plans based on the projects plans, and disclosing the updated plan to the affected persons prior to submission for review and approval of the plans. a. Gender Analysis ‘The Consultant shall conduct Gender Analysis to enhance the needs of both men and women and the decision-making and implementation, including Focus Group Discussion (FD) with women and men who were identified during the stakeholders. The Consultant shall recommend measures that shall be indicated in the design and project implementation, The Consultant shall recognize the policies and strategies for gender and development which includes but not limited to the following: ~ Men and women must equally participate in climate change, disaster risk reduction, decision making processes and other government programs at community, regional and nationwide levels. ~ Integration of gender-sensitivity criteria into planning, design, implementation, monitoring and evaluation of programs, projects and initiatives, and. ~ Allocation of adequate resources to address the needs of women, e.g. funding appropriate and environmentally sound technologies and supporting women’s grassroots initiative in sustainable use of natural resources. To implement such policies, the Consultant shall perform the activities but not limited to the following: + Undertake environmental planning through public consultation or multi-stakeholder's forum and identify gender issues and concerns in the environment of women, youth, senior citizens and disabled persons in infrastructure development. Women should constitute at least 30% of the total participants, = Develop gender-based information within the influence area of the proposed project. = Conduct social gender analysis such as trend of employment of women at all levels (actual construction, technical and management) in infrastructure projects or services, capacity of women to influence decisions about planning, design, operation and maintenance of the infrastructure facilities, resettlement of women and their families as a result of the construction of infrastructure, 12| Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway access of women to water, health and transport services, etc. It is noted that the involvement of women in infrastructure is limited. ‘The Consultant shall develop a Gender Action Pian (GAP) that covers the Design and Monitoring Framework outputs and include gender- inclusive design features, gender targets and indicators, time lines, assigned responsibilities, implementation arrangements and cost estimates. b. Preliminary Preparation of Right-of-Way Action Plan ‘The Consultant shall prepare a preliminary Right-of-Way Action Plan in accordance with the DPWH Department Order 152 series of 2017 (D.O. No. 152 s2017) and Department Order No. 43 series of 2020 (D.O. No. 43 s2020) which shall contain the necessary technical information and cover the following, among other things: 1. Preliminary Land Appraisal (Value) 2. Preliminary Estimation of Replacement Cost of Structures/Improvements 3, Preliminary Estimation of Values of Crops/Trees Cost and Benefit Analysis The Consultant shall determine the contribution of the project toward the development of the national economy. Economic viability shall be examined by comparing economic costs and benefit costs for the situation “without project” and “with project”. It shall define which are the most relevant economic indicators to be considered and how they affect the implementation of the proposed projects. The Consultant shall take into consideration economic, risk analysis, environmental and social concerns/issues, and risk scenario analysis in quantitative and financial terms to reduce costs overruns in subsequent stages, when appropriate. ‘The Consultant shall use appropriate opportunity costs of capital on the various project components with a view to determine the size and timing of the execution of the project. The Consultant/s shall compare the estimated economic costs (as distinct from the financial costs) with the benefits expected to accrue (for economic life of the flood control structures) from the proposed alternative improvement levels. The Consultant shall estimate the total benefit of the measure based on the annual average benefit covering the entire project life, estimate of economic losses and damages of flood events, estimation of the economic internal rate of return and the net present value. Social benefits shall also be defined and quantified to the extent possible and both quantifiable and non-quantifiable benefit s shall be discussed in 13| Page Feasibility Study and Detailed Engineering Design forthe Proposed Camiling-Agno River Floodway the light of their importance to the national economy and socio-economic objectives of the Government, with particular emphasis to the areas influenced by the river. ‘The Consultant shall carry out the following key tasks: - Estimate the total benefit of the countermeasures based on the annual benefit covering the entire project life. - Estimate the economic losses and damages of flood events and the reduction of losses due to countermeasures; and = Estimate the economic internal rate of return (EIRR) and the net present value (NPV) and Benefit-Cost Ratio. ‘The Consultant shall consider the estimated feasibility level of accuracy (+ 20%) for the principal quantities and total cost of each component of the projects, taking as reference the recent bids. The preparation of cost estimates using unit price analysis method includes construction cost, engineering design, supervision, acquisition of Right-of-Way (ROW), local wages, operation and maintenance cost and contingencies. The calculation in the quantities of the different types of work shall be incorporated. Cost estimates shall include, but not be limited to the following: (i) estimates of economic and financial costs; (ii) future costs of routine and periodic maintenance. Benefits to be derived shall include, inter alia, the following: (i) reduction of damages in properties, agricultural land and other infrastructures; (ii) reduction and elimination of loss of lives; (ii) increased economic activity directly induced by the measure (i.e. net value added of increased agricultural production or induced tourism benefits vis- avis generated flood free benefits. ‘The preparation of unit price analysis of each work items on each project area shall carry out the following key tasks: a. Direct Cost «Cost of materials (cost at source, transport, handling, storage, miscellaneous expenses and allowance for wastage); + Cost of construction plant and equipment including depreciation or rental rates, wages of operators, fuel, oil and lubricants and maintenance; and * Cost of labor, including salaries, wages, cost of living allowances and all fringe benefits. b. Preparation of Investment Coordinating Committee — Project Evaluation Form (ICC-PE) The feasible projects in consideration of all the measures shall be ranked according to their order of importance to the national and regional economies, The Consultant shall accomplish as part of their report, the NEDA prescribed ICC-PE Forms Nos. 1 to 7. The DPWH shall assist the Consultant in coordinating with the Regional Development Council (RDC) to determine the social development and economic plan in the study area. 9. Final Feasibility Study The Consultant shall review the Feasibility Study of the priority projects based on feedback (comments and recommendations) received from the DPWH and other key stakeholders in the river basins. The Consultant shall prepare minutes of workshops/stakeholder’s meetings for record purposes and to serve as basis for the revision/finalization of the document. DETAILED ENGINEERING DESIGN The identified priority projects under the FS shall undergo the preparation of a definitive plan which states all findings and recommendations for the implementation plan and detailed design based on the results of additional field survey/investigation. ‘And the preparation of Detailed Engineering Design in accordance with Department of Public Works and Highways (DPWH) Design Guidelines, Criteria and Standards (DGCS) 2015. This Department shall provide any available data, reference materials but the Consultant shall remain solely responsible for the following activities: evaluation of data accuracy, preparation of field surveys and investigations, and presentation of findings and recommendations in the reports. The Consultant shall adopt any of the evaluation models recognized and acceptable to the Government. A. Survey and Investigation Refer to DPWH Design Guidelines, Criteria and Standards (DGCS) 2015 Edition (Volume 2A: Geohazard Assessment, Volume 2B: Engineering Surveys, and Volume 2C: Geological and Geotechnical Investigations) and applicable provisions 15| Page Feasibility Study and Detailed Engineering Design forthe Proposed Camiling-Agno River Floodway of existing laws, codes or Department Orders that include, but not limited to the following: 1. Additional Conduct of Technical Surveys The Consultant upon identification of the selected area for improvement, shall conduct additional topographic and hydrographic surveys. Additional survey points shall be considered for proposed improvements such as multi-purpose and sabo dams, floodways and/or re-channeling. 2. Geotechnical Investigation ‘The Consultant shall coordinate with UPMO-FCMC and BOD to gather available data of the site. ‘The Consultant shall undertake geotechnical investigation in the study area in accordance with the DPWH DGCS 2015 Edition Volume 2C - Geological and Geotechnical Investigations. Considerations for such Geotechnical Investigation shall consist of, but not be limited to, the following: ‘a. Soil drilling and sampling along the proposed project alignment at interval of 60-120 meters along the alignment of tributaries with drilling depth of at least twice the proposed dike height for each borehole unless three (3) successive SPT N-values > 30 were obtained before that depth. b. Conduct laboratory tests to determine soil properties, such as but not limited to its shear strength and consolidation properties, particle size, plasticity index, specific gravity, natural moisture content, and classification. . Sources of construction materials shall be investigated and identified to determine the adequacy of suitable materials. Samples from identified sources shall be taken for laboratory testing to determine the compliance to the standard specifications. d. At each proposed construction materials source, two (2) test pits shall be made and sufficient samples shall be taken for laboratory analysis of physical and mechanical properties. Results of the Geotechnical Investigation and Design shall be submitted in the form of Geotechnical Report and Geotechnical Plan, the contents of which should conform to the requirements provided in the DPWH DGCS Volume 2A and Volume 2C and compliant to the approved DPWH-BOD-SID-QMSF-05c and DPWH-BOD-SID-QMSF-06b or “Ready Checklist for Geological/Geotechnical Investigation” and “Approval of Plans” serving as reference document. 16 |Page Feasibilty Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway 3. Geological and Geohazard Assessment Survey The Consultant shall undertake the Geological and Geohazard Assessment Survey to determine the geological background and identify the geohazards that may affect the foundation stability of the proposed flood control structures and adjacent areas. For requirements and specific procedures on the conduct of geological and geohazard assessment, refer to DGCS Volume 2A & 2C, 2015. B. Environmental Impact Assessment ‘The Consultant shall prepare the IEE Checklist Report in accordance with the Revised Procedural Manual for DENR Administrative Order No. 30 Series of 2003 (DAO No. 30 2003) (Implementing Rules and Regulations of Presidential Decree No. 1586, Establishing the Philippine Environmental Impact Statement System, 2007), and also the DPWH Updated Social and Environmental Management Systems Manual of Operations of 2014, Specifically, the consultant shall perform the following: 1. Understand the description and scope of work of the project by reviewing information/reports/drawing provided. 2. Clarify/Confirm the scope of the environmental study with the concerned EMB DENR office specifically the necessary additional information that shall be gathered; 3. Conduct the Rapid Site Assessment to gather pertinent data as requirements to the ECC application; 4. Recommend mitigation measures/enhancement procedures for each potential environmental impact; 5. Provide assistance to conduct necessary courtesy call and coordination meetings with relevant LGUs; 6. Prepare the IEE Checklist Report including the environmental studies and EMP; 7. Assist the DPWH in acquiring the decision document (ECC/CNC) from DENR- EMB . Detailed Engineering Design a. Conduct further detailed surveys and investigations as necessary; b, Conduct mathematical simulations and validate through hydraulic model experiments when necessary on the proposed facilities. Results of the mathematical simulations and model tests shall be reflected in the detailed engineering design report; . Develop detailed engineering design with the corresponding design analysis and calculations of the selected alternative in accordance with the design criteria and standards established to the required level of protection and according to the agreed implementation approach and packaging (i.e., the 17| Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway designs may be developed to the level required for construction to proceed, or be developed for tendering on the assumption that further drawings will be issued during construction); d. In constricted areas such as near bridges, scouring analysis shall be undertaken using the provisions in the DPWH DGCS 2015 Edition; e. Incorporate the recommendations in the environmental management plan as stipulated in the environmental impact study; f. Prepare all necessary design drawings at an appropriate scale for the civil works to be implemented; g. Estimate quantities in accordance with the construction pay items; h. Prepare the construction execution plan covering construction procedures, construction schedule, location and size of construction camp and equipment motor pool/workshop, safety measures, methodologies to mitigate environmental impacts, disposal sites of dredged materials, materials sources, material transport routes and traffic control measures along the transport routes, and environmental monitoring system; i. Study inflow of construction materials and outflow of construction waste and disposal materials and identify all negative impacts; to specify possible mitigation measures in the special provision of the construction contract; J. Prepare the Traffic Management Plan during construction to avoid or at least mitigate traffic congestion, traffic accidents, traffic disturbance to school children, commuters, local business, etc., that is to be specified in the special provisions of the construction contract; k. Undertake unit price analysis classified into labor, material, equipment, tax, overheads, profit, etc.; to estimate cost based on the established unit prices; |. Perform constructability review and value engineering review, m. The Consultant shall prepare the following deliverables, including but not limited to: Hydrologic Analysis Hydraulic Analysis, Scouring Analysis Seepage Analysis Sediment Yield and Transport Analysis Stability Analysis Settlement Analysis Steel Sheet Pile Analysis Structural Analysis Detailed Engineering Design Pian Detailed Quantity Calculations Parcellary Survey Plan n. The Consultant shall prepare the specifications based on the Detailed Engineering Design including but not limited to: and; * Preparatory Works ~ Access road and temporary facilities - Water and electricity supply system - Field laboratory equipment and safety facilities 18| Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway © Civil Works - Excavation/embankment, dikes, revetments, bank protections, retarding basins, river floodways and other structures where necessary ~ Construction of foundation/substructures, field/site office, etc. © Equipment. = Water level gauge and rainfall gauge, if necessary ~ Information transmission facilities 0. Seek DPWH’s comments on the Detailed Design Report that includes all the items stated above. D. Parcellary Survey In preparation for the ROW Action Plan for the project, the Consultant shall conduct a Parcellary Survey which shall be guided by the DPWH Department Order No. 152 series of 2017, Department Order No. 43 series of 2020 and its procedural guidelines, The Consultant shall follow each necessary procedure stipulated in the aforementioned Department Order and submit to the Implementing Office the Parcellary Survey Report for review before requesting for the approval of the Undersecretary for UPMO Operations. The objective of the parcellary survey is to identify affected lots within the Right- of-Way (ROW) limits as indicated in the detailed engineering design plans for river improvement projects approved by the DPWH Secretary or his authorized representative, and segregate the affected lots for the purpose of registering them in favor of the Government. The consultant shall provide all labor, instruments/equipment like Global Positioning System, Electronic Total Stations, Electronic Distance Measurement, Theodolites, Transits, etc. calibrated by the DENR Land Management Bureau; materials, supplies, vehicles, etc., necessary to perform satisfactorily the survey works herein required, viz: - Establishment of horizontal ground controls based on the Philippine Plane Coordinate System or the Philippines Transverse Mercator Grid and/or Executive Order No. 45 (Adopting the Philippines Reference System of 1992 as the Standard Reference System for Survey in the Philippines), + Traverse Survey = Research Work on the affected lots/properties. = The Consultant shall identify and detail the parcels of land in coordination with the DPWH and Land Registration Authority (LRA) for information and required data with respect to Alignment of Interest (AOI) in accordance with the Memorandum of Agreement (MOA) between DPWH and LRA on December 19, 2017 or as extended. 19| Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway 1. Preparation of Parcellary Survey Reports ‘At the conclusion of the Parcellary survey, the consultant shall prepare a Parcellary Survey Plan/Report which shall contain the following information: ‘a, General location of the project b. Parcellary Survey Plan shall consist of the following: 1. Cover sheet 2. Location Plan showing the adjoining Towns, Municipalities/Barangays, vicinity map, general notes, direction of meridian, technical description of all controlling points, legends/symbols, index maps . Plotted in grid coordinate system . Right-of-way limit . Match line stationing in every sheet of plan . Name of Municipalities/Barangay/Sitio to be traversed/affected . Technical descriptions of monuments/reference points . Land classification (residential, agricultural, commercial, industrial) 9, Stationing at every 100 meters interval 10. All corners shall be indicated by small circle with their respective number description 11, Name, license number, date and place of issuance, signature and seal of Geodetic Engineer 12, Date of survey 13, Waiver drafted in every sheet of plans 14, Name of signatories/approving officials in every sheet of plan 15, Indicate per sheet in tabular form the following: = Name of claimant/s or owner/s of lots with corresponding lot number and lot areas (remaining and affected) in sq. meter ~ Technical description and tie lines of all lots affected by the ROW eNausw 16. Other Related Documents ~ Lot data computation of affected lots ‘The lot data computation that shall delineate the affected area from the mother lot shall be prepared on prescribed LMB forms ~ Miscellaneous Data This shall include all research materials and documents pertaining to the affected lots such as certified true copies of OCT/TCT, technical description of the lot, tax declaration of real property and approved subdivision plans in LMB form c. Subdivision plans Subdivision plan shall be in accordance with the requirements of the Land Management Bureau (LMB), DENR, together with other documents to be approved by the said agency to be used for land registration purposes. d. Land use plans (either from the CLUP/PPFP or from copies obtained from HLURB) 11, Map showing if the project is located within an NPA 2. Survey Operation and Submittal of Plans a. The Parcellary survey and preparation of Parcellary survey plans and subdivision plans shall be supervised by a duly registered Geodetic Engineers who have adequate experience in the conduct of Parcellary surveys. b. The survey operation shall commence immediately upon receipt of the Notice to Proceed (NTP) on the services. The preparation of all documents such as Parcellary plans, subdivision plans and reports shall be completed within the timeframe after the submission of the final design drawings and reports for each corresponding river sections. Prior to submission to LMB and other concerned agencies/offices, the consultant shall submit one (1) set of subdivision plan (print copy) to the BOD for use as reference in the review. c. All field data, records, computations, notes, designs, drawings, reports, memoranda, survey plans, map diskettes, and other technical data furnished by the consultant shall remain as properties of the Government which shall have the right to use them for any purpose in the future. d. All field data, records, computations, etc. shall be submitted by the consultant in standard DENR/LMB forms subject to field verification, and acceptance of DPWH, BOD. e. All other survey requirements not expressly specified herein must conform to the provisions of the Manual for Land Surveys in the Philippines (DA 098- 12). f. The subdivision plans (sepia copies, approved by the Director, Lands Management Bureau, DENR shall be submitted to DPWH, BOD, together with survey report in one (1) set of print copies. g. The Parcellary and subdivision plans and the technical descriptions shall be stored in electronic format and submitted to the DPWH, BOD for permanent storage in the R-O-W data system of the Department. h. The review and checking of Parcellary plans shall be undertaken by the DPWH, BOD. At the discretion of the Director, BOD, rejected survey work items shall be returned to the consultant/Geodetic Engineer who shall 21| Page Feasibilty Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway perform the additional work to satisfy the requirements of the DPWH at no additional cost to the Government. i. The review and approval of the Parcellary survey plans by DPWH do not relieve the Survey Contractor/Consultant from responsibility for the accuracy of the survey works and permanency of the horizontal ground controls and reference stations due to improper placement. E. Right-of-Way Action Plan (RAP) To estimate ROW costs as part of the DED for project implementation, the RAP shall serve as basis for inclusion of ROW costs in the project budget. The Consultant shall be guided by the DPWH Department Order No. 152 series of 2017 and Department Order No. 43 series of 2020 and follow each necessary procedure for the preparation of the Final RAP Report for review of the Implementing Office before requesting for the approval of the Undersecretary for UPMO Operations. 1, Preparation of Land Appraisal In preparation for the Appraisal Activity the project, the Consultant shall follow each necessary procedure stipulated in the aforementioned Department Order that contains the following information: a, With the help of cadastral maps and tax maps, identify the exact location of the affected land b. Appraise the affected land using market-based valuation using the appropriate option for property appraisal ¢. Using the data gathered above, prepare Preliminary ROW Cost Estimate for Land (see Appendix 13 of D.O, 152 series of 2017) 2. Replacement Cost Estimate a. Using a satellite map or drone camera or through ground survey, estimate the number and types of structures affected by the project. Since this procedure will require an expert opinion, it must be carried out by the IO Using an engineer with extensive experience in this field or a licensed IPA, b, In the case of owners of structures/improvements who do not have legally recognized rights to the land, check if they meet all the criteria to be considered eligible of Replacement Cost of their structures/improvements affected by the ROW in accordance with Section 6.8 of RA 10752-IRR. The owner and occupant must also show a proof of ownership of the structure/improvement, e.g., Certification from Barangay Informal settler families classified as underprivileged and homeless and not qualified under the criteria of Section 6.8 of RA 10752-IRR shall be entitled to relocation per RA 7279 in accordance with Section 14 of RA 10752-IRR. . Prepare cost estimates of all structures and improvements per square meter bases on Replacement Cost, as defined in the IRR of RA 10752. Where necessary for major. projects, this task may be carried out by the FS consultant, if any, as part of its scope of services, or separately by a qualified GFl/licensed IPA using an engineer with extensive experience in this field, under the strict supervision of the 10. 22| Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway ‘As provided in Section 15 of RA 10752-IRR, for projects that are at the PFS or FS stage only, the proposed budget for the Replacement Cost of affected structures or improvements may be based on benchmark or rule-of-thumb Unit cost which are derived from industry standards and accepted by the DPW. As an example of benchmark unit cost is cost per square meter of fioor area of a house or building. d. Using the data gathered above, prepare the Preliminary ROW Cost Estimate for Structures and Improvements. (see Appendix 14 of D.O. 152 series of 2017) F, Preparation of Bidding Documents ‘The Consultant shall prepare the bidding documents and the following: Contract Plans The following plans shall be made in accordance with Department Order No. 55 series of 2020, Revised Guidelines in Preparation of Conceptual Design, Detailed Engineering Design, “As-staked”, Revised and “As-built” Plans for Highway, Bridge and Water Projects. - Cover Sheet + Index of Drawings + Location Plan/Vicinity Map - General Notes = Legends, Symbols and Abbreviations - Summary of Quantities = Typical Section Sheets - Details + Plan + Profile - Detailed Cross Sections ‘The approval by the authorized government officials of the detailed engineering surveys and designs undertaken by the Consultant neither diminishes the responsibility of the latter for the technical integrity of the surveys and design nor transfer any part of that responsibility to the approving Officials. Quantities/Cost Estimates/Unit Price Analysis All quantities/cost estimate shall be computed to an accuracy of +10% and shall be done using the latest Construction Price List issued by the Bureau of Construction. A detailed analysis of all applicable unit prices shall be provided as well by the Consultant. 23| Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway G. Conduct of Information, Education and Communication (IEC) Campaign In order to formulate plan/strategy for the effective campaign/publicity, the major works to be carried out are itemized as follows: a. Conduct stakeholder meetings to the affected families and beneficiaries to promote public interest and awareness on the project and flood disaster management. b. Formulate effective plan/strategy for information campaign/publicity in order to solve the issues and mitigate measures for the project. + Study similar undertakings for campaign/publicity in other countries/projects as basis in the identification of effective measures for the project ‘+ Preparation of recommendation of each organization and its major task effectively carry out campaign/publicity and sustain it. . Prepare the action program including setting up of manpower functional organization and schedule. * Coordinate with Stakeholders Relation Service (SRS) of DPWH in the information campaign/publicity © Prepare/organize workshops/seminars on community involvement and cooperation during construction, operation and maintenance, including prevention of informal settlers in the project area * Study on the participation and involvement of the community leaders. d. Conduct and monitoring of the IEC Based on the action program formulated in the plan, the Consultant, with the assistance of DPWH, NHA and LGUs, sets up organization and its preparation for campaign/publicity. The Consultant will monitor the response of the people to be affected and the agencies concerned with the project implementation in order to adjust to a more effective/detailed action plan of campaign/publicity. The services will include close consultations with DPWH and LGUs. e. Conduct of Campaign/Publicity ‘Through the proposed organization and the preparation of the detailed action plan, the Consultant will conduct the campaign/publicity for the effective ‘operation and maintenance of the project, as well as, non-structural measures for flood disaster mitigation, 24|Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway H. Design review and approval by the Bureau of Design (BOD) and UPMO — FCMC of this Department In order to facilitate the process of the approval of the Detailed Engineering Design plans by BOD and UPMO ~ FCMC, the following activities shall be undertaken: a, Clearance from BOD and UPMO - FCMC regarding design criteria and specifications b. Coordination and discussion with BOD and UPMO ~ FCMC on the preliminary and final design For approval of plans the Consultant shall be guided by the DPWH Department Order 55 series of 2020. STAKEHOLDERS MEETINGS/PUBLIC CONSULTATIONS/COORDINATION MEETINGS The Consultant shall undertake/perform stakeholders meetings, public consultations and coordination meetings, in accordance with the health and safety protocols set by the concemed government agencies and LGUs. To establish the mode of meetings/consultations to be undertaken (online, face to face or both (hybrid), the Consultant shall coordinate with the UPMO-FCMC, LGUs and other stakeholders concerned for the guidance and assistance. Engineer Licensed Civil Engineer with at least 5 years of experience as a team leader or deputy team leader in the preparation of feasibility study and/or detailed engineering design of flood control/river improvement works; coordination with LGUs; and projects with land acquisition. The Team Leader shall: a. Be responsible for the overall management and direction of the Project; b. Be responsible for the review and approval of the results; consolidation, preparation and submission of deliverables; ¢. Be responsible for the overall management of the F/S and Design Team members, including inspection, investigation and assessment of the study areas; d. Lead the planning and conduct of the Feasibility Study and Detailed Engineering Design in accordance with the TOR; e. Lead the preparation of the Final F/S and Design Reports and other required deliverables of the Project; and 28|Page Feasibility Study and Detaled Engineering Design forthe Proposed Camiling-Agno River Floodway f. Conduct the field inspection, review existing studies/reports, and prepare necessary reports/plans/drawings. 2. Hydraulic Engineer/Drainage Engineer Licensed Civil Engineer with at least 5 years of experience in river engineering and hydraulic analysis, modelling and design for flood control projects. The Hydraulic Engineer/Drainage Engineer shall: a. Lead the conduct of field investigation and collection of historical flood reports and supplemental information on the existing condition of flood prone areas, prevailing conditions of the river and drainage systems, tentative identification of alternative fiood mitigation measures; b. Assist the collection of pertinent data and conduct of field surveys (hydrographic, topographic, drainage, structure, road survey, etc.); . Assist the identification of Planning Criteria and preparation of Preliminary and Detailed Design Drawings with Cost Estimates; d. Be responsible for the technical analysis and location and alignment of proposed fiood mitigation measures, i.e, rive floodway, ring/embankment dike, check-gates, dredging, etc; e. Overall responsibility in the hydraulic analysis of flood control and river improvement; f. Conduct inspection, investigation and/ or assessment of the study area to determine the prevailing conditions of the river with emphasis on the hydraulic aspects of the Project; g. Lead the conduct of the flood survey to locate the existing flood control systems and identify the flood prone areas within the study area; h, Undertake the hydraulic design of the river basin; i. Consolidates and prepares the Final Hydraulic Report of the project. 3. Hydrologist Licensed Civil Engineer/Agricultural Engineer with at least 5 years of experience in the hydrological and hydraulic analysis, modeling and design. The Hydrologist shall: ‘a. Responsible in the preparation of Hydrologic Analyses, which include Rainfall and Runoff Analysis; b. Conduct Hydrologic Analysis for the river basin; ¢. Conduct inspection, investigation and/ or assessment of the study area to determine the prevailing conditions of the river with emphasis on the hydrologic aspects of the Project; , Assist the conduct of Hydrographic Survey; . Provide hydrological inputs including estimate of runoff discharge to the sub- project areas and their tributaries for the planning and design of flood control structures, bridges, drainage systems and other related structures; f. Consolidates and prepares the Final Hydrologic Report of the project.; and 29| Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway 4, 6. @. Assist the preparation of Detailed Engineering Design and drawings, Structural Engineer Licensed Civil Engineer with at least 5 years of experience in detailed engineering design of flood control/river improvement works. The Structural Engineer shall: a. Be responsible in all the structural design works of the Project, such as flood control structures, drainage system and other river improvement works. b. Review the existing data and study reports and other relevant documents for consistency and accuracy. . Assist the conduct of inspection, investigation and/or assessment of the study area to determine the prevailing condition of the river, existing flood control structures, drainage system and other river improvement works. 4d, Consolidate and prepare the Final Structural Design Report of the project, ¢. Lead the preparation of structural design plans and drawings. . Geodetic Engineer Licensed Geodetic Engineer with at least 5 years of experience in geodetic survey of any infrastructure project. The Geodetic Engineer shall: a. Be responsible for the overall supervision of topographic and hydrographic surveys of the study areas and overall supervision of the preparation of complete survey plans and data to be used for detailed engineering design, including hydrologic and hydraulic analysis. b. Be responsible for the overall supervision in the conduct of Parcellary Survey c. Review all applicable existing data and study reports, and other relevant documents for consistency and accuracy. d. Conduct river survey consisting of cross-sectional survey and longitudinal profile survey for all rivers and other waterways subject for design and analysis. fe. Establish vertical and horizontal controls. Bridge Engineer Licensed Civil Engineer with at least 5 years of experience in detailed engineering design of bridge. The Bridge Design Engineer shall: a. Be responsible for all bridge design works of the Project. b. Review the existing data and study reports and other relevant documents for consistency and accuracy. . Assist the conduct of inspection, investigation and/or assessment of the study area to determine the prevailing conditions of the study area, specifically the existing bridges to be affected by the Project and new bridge constructions. d. Consolidate and prepare the Final Bridge Design Report of the project. e. Lead the preparation of road design plans and drawings 30|Page Feasibility Study and Detailed Engineering Design for the Proposed Camiling-Agno River Floodway a Quantity /Cost Engineer Licensed Civil Engineer with at least 5 years of experience in the preparation of detailed analysis of all applicable unit prices and with experience in cost estimation and preparation of quantity take-off. The Quantity/Cost Engineer shall: a. Review the applicable existing data and study reports and other relevant documents for consistency and accuracy. b. Prepare the construction cost consisting of direct and indirect costs in consideration of price levels, contingencies, VAT, etc; design drawings and unit prices of construction items. c. Prepare the Bill of Quantities (B0Q) d. Prepare the cost of land acquisition, house/building relocation, informal settlers’ family and incidental relocation of utilities which will be affected by the implementation of the project in close coordination with the DPWH and concerned authorities and agencies. Prepare the Final Cost Estimates of the project. Prepare program of works. Geologist Licensed Geologist with at least five (5) years of experience with specialization in engineering geological survey and geohazard assessment of any infrastructure project, ‘The qualified geologist shall be responsible for the following; a. Geological mapping which includes the identification of rock formations, geologic structures (i.e, faults, folds, etc.) within the project site, The output should be geologic map with a 1:10,000 scale covering the vicinity of the project site. b. Identify geologic hazards that may affect the stability of infrastructures. ©. Conduct liquefaction assessment in accordance to the DPWH DGCS Volume 2A, 2015 d. Recommend appropriate structures to mitigate the identified geological hazard/s. e, Prepare the Geological and Geohazard Assessment Report. Geotechnical/Soil/ Materials Engineer Licensed Civil Engineer with at least 5 years of experience in geological/geotechnical investigation and soil mechanics and laboratory testing for FS and detailed engineering design of flood control/river improvement works. 5 years of experience related to materials testing and quality assurance and control particularly for flood control, roads and bridges structure. The Geotechnical Engineer/Soil/Materials Engineer shall: a. Be responsible for the conduct of geotechnical investigation and analysis. b. Be responsible in the conduct of soil/material investigation works, laboratory testing, analyze the field and laboratory results and recommend for the acceptance and rejection of construction materials intended for the use in the project. d. Be responsible in the preparation of the draft and final Soil Investigation Report e. Prepare the Final Geotechnical Design Report of the Project. 10.Socio-Economist Must have a Bachelor's Degree in Sociology/ Economics/Social Science with at least 5 years of experience in the conduct of social and economic preparations of similar projects. The Socio-Economist shall be responsible for the social survey and all other tasks that will deal with the social and economic component of the Detailed Engineering Design, including preparation of Social and Economic Assessment/Report, and provide inputs to the required deliverables related to his/her expertise. 11.Land Appraisal Specialist Must be a Bachelor degree holder with at least 5 years of experience in the field of parcellary and cadastral survey and land appraisal. He/She should be an accredited appraiser or have a certificate from a professional association of appraisers or from independent property appraisers recognized by the Banko Sentral ng Pilipinas (BSP). The Land Appraisal Specialist shall: ‘a. Appraise the land and properties and determine the Present Market Value of the affected properties in the Project Area b. Provide inputs to the required deliverables related to his/her expertise c. Carry-out asset evaluation, and determine replacement costs 12.RAP Specialist Must be 2 Bachelor's Degree in Sociology/Anthropology/Social Science with at least 5 years of experience in the conduct of Right-of-Way Action Plans and other social preparations of infrastructure projects. Degrees in other discipline will also be accepted as long as practical work experience in this position is duly substantiated. 13.Contract and Specification Engineer Licensed Civil Engineer with at least 5 years of experience in the preparation of contracts and specifications of any infrastructure project. The Contracts and Specifications Engineer shall: a. Prepare the technical specifications for all major construction works, equipment schedule and construction methodology appropriate to the prevailing condition, 32|Page Feasibility Study and Detailed Engineering Design forthe Proposed Camiling-Agno River Floodway b. Be responsible in the preparation of tender and contract documents for the project, including pre-qualification documents, general and technical specifications and tender drawing as well as the Implementation Program. 14.Environmental Specialist Licensed Environmental Planner with at least 5 years of experience in EIA studies of similar projects. He/she should have experience in the conduct of environmental management and monitoring of similar projects. He/she shall provide inputs to the required deliverables. The EIA Specialist shall lead in the conduct of the following tasks: Scoping, baseline and impact assessment works Household Surveys Preparation of the Environmental Impact Statement (EIS) Defense of the EIS, public hearing and other services. pogo 15.IEC Specialist Graduate of any environmental, social and communication course, preferably licensed, with at least 5 years of experience in IEC and social preparation of any infrastructure project. The IEC Specialist shall be responsible for the formulation of the plan/strategy for the effective campaign/publicity, including the following: a. Conduct survey on issues and difficulties in the non-structural measures for flood disaster management and implementation, operation and maintenance and further sustainability of flood control projects. b. Conduct study on the potential roles of the respective rivers and swamps in economic, social and urban environment. c. Analyze and evaluate effective measures taken for issues and difficulties. d. Formulate effective plan/strategy for information campaign/publicity in order to solve the issues and mitigate measures for the project fe. Prepare the action program including setting up of manpower functional organization and schedule. f. Conduct Monitoring and Campaign. 9. Prepare IEC Report. 16.Gender Specialist Must be a Bachelor degree holder in Gender Studies/Sociology/Anthropology/Social development or any of equivalent field with at least five (5) years of experience or background in gender laws and practices, including the following: ‘a, Conduct gender analysis relevant to flood disaster risk reduction and management and submit recommendation; b. Review existing reports/documents related to gender concerns in accordance with Harmonized Gender and Development Guidelines (HGDG). d. To facilitate the smooth and effective implementation of the services, DPWH would provide access to data, information and available documents relevant to the project. 2. In connection with the task of the Consultant that require inputs from other government agencies, the DPWH shall provide assistance in liaising with those agencies.
