DEPARTMENT OF PUBLIC WORKS & HIGHWAYS TERMS OF REFERENCE CONSULTING SERVICES FOR THE PREPARATION OF FEASIBILITY STUDIES OF NATIONAL SEWERAGE AND SEPTAGE MANAGEMENT PROGRAM 2021 - OZAMIZ 1.0 CITY AND LOS BANOS (RE-BIDDING) INTRODUCTION The Department of Public Works and Highways (DPWH) is mandated under the Republic Act No. 9275, series of 2004 also known as the Clean Water Act of 2004, to take the lead in the preparation/implementation of the National Sewerage and Septage Management Program (NSSMP). AS part of the initial stage in the project development cycle, feasibility study (FS), assessment of the technical, financial, economic, environmental, and social impacts of the project are essential. The FS Is also a documentary requirement that the Local ‘Government Units (LGUs)/Water Districts (WDs) need in their NSSMP application in order to avail of the National Government (NG) subsidy, and other financing needed to complete a sewerage/septage project. ‘Since most of the LGUs and WDs have no technical and financial capability in preparing project feasibility studies, the Department through its Planning Service (PS) procured consulting services for the preparation of FS for sewerage and septage projects on FY 2016 for two Highly Urbanized Cities (HUCs) as pilot projects. Once the FS is completed, the two HUCs selected as beneficiaries of the project shall submit their application to avail of the NG subsidy, along with the prepared FS in compliance to the NSSMP Documentary Requirements. For the Consulting Services for FY 2016, DPWH instructed the Consultants to rank the seventeen (17) HUCs according to the following criteria; (1) Preparedness of the LGUMWD to implement sewerage and/or septage projects, (2) Willingness of the LGUMWD to shoulder the counterpart cost; and (3) Urgency to implement sewerage and/or septage projects in the HUC. The top two HUCs (Butuan City and Cagayan de Oro City) were then selected as the Pilot Project for FY 2016. The ranking was then used to select the recipients of the succeeding consulting services. lloilo City and Bacolod City were selected for FY 2018, Puerto Princesa City and General Santos City were selected for FY 2019, ‘and Olongapo City and lligan City were selected for FY 2020. ‘Since all HUCs willing to implement sewerage/septage projects have either implemented their respective projects or already have an FS, DPWH shall now target non-Highly Urbanized Cities and 1" Class Municipalities as beneficiaries of the Consulting Services. To determine the beneficiaries to be selected, DPWH shall adopt the same criteria used for FY 2016. For 2022, Ozamiz City and the Municipality of Los Bafios were selected based on the above-mentioned criteria. Existing situation of the sanitation development and other relevant on-going study; 2. Identification of alternative sanitation scheme, design and improvement levels/options; 3. Identification of local sanitation system established in the study area and other potential development; 4, Locally available data on social and economic activities; 5. Potential likelihood of environmental issues, disaster risks, and flooding (project risk assessment), and 6. Application of value engineering, also to be undertaken by the Consultant C. Coordinate with the Local Government Units (LGUs)/Water Districts (WDs) in the conduct of field investigations and validation for the necessary data, information and other related matters. D. Based on the results of items A, B and C, perform field investigations of the study area with regard to: 4. Additional information on the existing situation of the sanitation project under study; 2. Identification of alternative improvement levels and future expansion proposals; Assessment/inspections of existing drainage structures for possible conversion to combined sewerage system; Identification of potential layout of sewer lines; Identification of the most suitable location for the treatment plant and other relevant sanitary facilities; Volume of sewage/septage being discharged by residential, institutional and commercial establishments, 7. Recommendation of best applicable technology to be adopted under the present and future site consideration, and 8. Applicability of value engineering and risk assessment. E. In consideration of environmental and social issues, rank according to order of, importance the national and regional economies the feasible projects in the two selected HUCs. For general presentation purposes, the economic and financial indicators should be shown for each project on an overall basis and further broken down into unfeasible and feasible sections. Furthermore, the Study shall be conducted with phased construction/implementation of the sanitation facilities in mind, F. Remain solely responsible for assessing the probable accuracy of the data, provided by the LGUs and/or WDs from their respective planning databases, as well as the preparation of all field surveys and investigations including the findings and recommendations arising therefrom and presented in their reports, G. Perform the studies in accordance with accepted professional standards utilizing sound engineering and economic evaluation practices and environmental and social requirements. The Consultant shall adopt any of the accepted evaluation models which are being used and are applicable under the Philippine conditions. The Consultants scope of work shall cover but not necessarily be limited to the items listed in the subsequent paragraphs. E. Conduct water quality sampling on the body of water that is expected to receive the treated-effiuent. from. the propose treatment. plant.. The Consultant. shall collect a minimum of five samples each for Ozamiz City and Los Bafios to be subjected to laboratory testing. Test results shall be included in the Final Report. F. Conduct inventory of existing drainage system to check the viability of ‘converting It to combined sewerage. Should the conversion be deemed viable, the Consultant shall also check if there is a need for any repairs or new ‘construction. of existing. drainage system. and other necessary. drainage structures. This step shall be done vis-a-vis the conduct of sanitation infrastructure survey (see Item L). In case the said conversion is not viable or sanitary sewer is to be adopted, the Consultant shall identify possible alternative alignments of the sewer line and recommend the best option. This shall be done vis-a-vis the conduct of sanitation infrastructure survey (see Item L). G. Review/study the extent to which the areas covered by the sewerage system are subject to geological hazards and ensure that probable adverse effects, if any, are taken into account in formulating design standards and recommend provision of appropriate design to resist such forces. H. Study the hydrologicaV/hydraulic conditions (including available data) in the areas covered and provide appropriate recommendations and design criteria for the size and location of the sewer lines and proper protective measures against flooding, erosion and scour forces, and countermeasure for potential slope disasters such as soil collapse, road slip, landslide, rock fall, etc. All available data (topographic and geologic maps of the territory, climatology reports, hydrologic. maps, local drainage system plans, flood control project plans, etc.) related to the Project shall be collected and examined by the Consultant. These data shall be integrated with information collected directly ‘on site and/or from local authorities and other offices. |. Undertake profile leveling along the proposed main sewer line alignment and the site of the treatment faciity including setting out and establishment at appropriate locations of reference points for key control points of the survey line and sufficient benchmarks and GPS stations for identification and use during the subsequent engineering surveys and project implementation. The leveling shall be tied to the existing Government benchmarks in the area. Profiles shall be determined for the proposed main sewer line and other important lines foreseen required for survey at an interval of at least two hundred (200) meters construction limits. Maps of the distribution network showing the proposed pipelines and the remedial works required to the existing pipelines if any; and 6. Drawings for new structures such as tanks, sewer lines, sewage and septage treatment plant, and others; the drawings will include plans and sections or elevations necessary to identify each structure in sufficient details. ‘The Consultant shall refer to Department Order No. 77, series of 2018: “REVISED GUIDELINES IN THE PREPARATION OF DETAILED DESIGN, *AS-STAKED", REVISED, AND “AS-BUILT” PLANS FOR HIGHWAY, BRIDGE AND WATER PROJECTS" in the preparation of the above- mentioned documents. L. Conduct sanitation infrastructure survey for residential, commercial and institutional establishments and project sewage/septage flow rates for the desired period of time. The following indicators shall be considered in conducting the survey: 4. Population growth and changes in rural and urban population distribution; 2. Number of households, institutions and commercial establishments in the coverage area; and 3. Average water consumption of households, institutions and commercial ‘establishments in the coverage area. For combined sewerage-septage projects, the following information shall be included, in addition to the previous three: Average size of septic tanks used; Percentage of establishments that have DOH-prescribed septic tanks; Percentage of establishments that have accessible septic tanks; Percentage of households that are. wiling to have. their septic. tanks desludged, Noon M. Determine the sewage/septage design flo data gathered from the field investigation in the coverage area by using the N. Identify alternatives on the sanitation technology to be adopted upon technical and economic evaluation ©. Establish sewage/septage flow projections based on the computed design flow Using the most recent statistical formula being used in the country. Establish the dimensions of sewer lines required to convey the wastewater to the treatment plant based on the projected sewage/septage design flow. For the septage treatment plant, establish the number of desludging trucks and dump trucks required to carry-out the daily septage collection requirement and disposal. P. Conduct preliminary engingering design for the treatment plant Baséd on thé established sewage/septage flow projections and the technology to be utilized. Shadow prices shall be applied in economic evaluation analysis for both costs and_benefits. However, the economic costs, benefits and economic feasibility indicators shall be presented with and without shadow pricing elements. The Consultants shall solely be responsible for these analyses but should consult with the National Economic Development and Authority (NEDA). G. All economic indicators and all basic parameters shall be subjected to ‘sensitivity analyses of sufficient range and detail to permit rational examination of possible implementation alternatives (both of scale and timing). H. Social benefits shall also be defined and quantified to the extent possible and both quantifiable and non-quantifiable benefits shall be discussed in the light of their importance to the national economy and socio-economic objectives of the Government, with particular emphasis to the areas influenced by the project. In this context due consideration shall be given to the social, environmental and economic impact of the construction of the sewerage system particularly to: 1. Identified beneficiaries, 2. Relative income status and socio-economic characteristics of the beneficiaries, 3. Patter of distribution of benefits, and 4. Any other element/s having important influence on the well-being of the population in the project areas. In particular, the Consultants shall provide a clear distribution of these benefits which are expected to accrue to increased employment and improved access to health, etc. 1. The Consultant shall incorporate social benefits (with appropriate weightage) in the determination of socio-economic feasibility indicators. However, the economic indicators shall also be shown including efficiency pricing. It is expected of the Consultant that they shall provide an in-depth review and evaluation of the relevant information in this regard on the evaluation and the methodology used, and its effect on scope, timing and scale of the proposed ‘sewerage system in.this Project undertaking, 1. The Consultant shall calculate the quantities of the different types of work. to be carried out. In particular, the quantities of each work item shall be calculated. Further, the Consultant shail delineate the scope of work to be covered by the National Government (NG) subsidy and the counterpart cost. 2. The Consultant shall-use @-unit price analysis for each work items-on each. project area. Likewise, the Consultant shall draw up Detailed Unit Price Analysis (DUPA) of each work items which includes: a, Direct Costs = Cost of materials (cost at sources, transport, handling, storage, miscellaneous experience expenses and allowances for wastage); Page 9 of 20 ‘Terms of Reference | CONSULTING SERVICES FOR THE PREPARATION OF FEASIBILITY STUDIES OF NATIONAL SEWERAGE AND SEPTAGE MANAGEMENT PROGRAM 2021 - OZAMIZ CITY AND LOS BANOS (RE~ 5.0 6.0 BIDDING) D. Problems associated with construction such as disposal of excavated materials, water-borne disease, quarrying hazards, ete.; and E. Problem associated with construction and operation of water facilities including slope stabilty, soil erosion, and siltation Economic, social, and environmental benefits and damages brought about by the project (during construction and operation) in terms of both quantifiable and non- quantifiable short- and long-term effects “without” and “with” the project will be evaluated. The measures to minimize/ofiset the adverse impact, including the cost ‘of implementing them, will be identified, and evaluated for each alternative to aliow: a full comparison of identified alternatives. For the project, an initial environmental assessment shall be undertaken to identify negative impacts to the environment, including recommendations on appropriate measures to address them. Therefore, the environmental assessment for the project will have to ensure that the necessary protection measures and actions are identified and included irr preparing the cost estimates of the proposed systems and also included in the preliminary design, The Environmental Expert will prepare for the project the initial environmental assessment, including gender sensitivity analysis as part of the Feasibility Study Report. ‘The Consultant shall make its services available to clarify issues both with the DPWH, the issuing authority, and other public stakeholders which have special interests in the project. During the engagement, they shall closely coordinate with the Environmental and Social Safeguards Division - Planning Service DPWH (ESSD-PS-DPWH) and request relevant data that are already on file. All other constraints or problems which may arise during the performance of the services including additional field surveys to be conducted (if data are insufficient) shall be identified and brought to the attention of the ESSD-PS-DPWH. CAPAGITY BUILDING The Consultant shall conduct trainings for Government personnel from DPWH PS, ROs, DEOs and LGUs/Water Districts from Ozamiz City and Los Bajios in the preparation of FS of sewerage and septage projects. The training shall include, but ot limited to, the following A. Transfer of technologies on sewerage and/or septage management B. Training Manuals for future references C. Workshops on technical, economic and financial analysis The training shall be conducted five (5) months after the commencement of consulting services. Manuals shall be prepared afier the training, REPORTS Fifteen copies of the following reports presented in legible manner and allin English language shall be submitted by the Consultants to DPWH: A. Inception Report ~ (5 sets) to be submitted within one (1) month after ‘commencement of services. These key personnel shall be supported by adequate technical and administrative staff. A D. Project Manager 1. Shall prepare the operation plan and supervise all aspects of the project to ensure compliance with the objectives and maintain progress in accordance with the contract time schedule; 2. Shall prepare a general work plan and Program Evaluation Review Technique — Critical Path Method (PERT-CPM) of the study and coordinate ‘all the activities of the Consulting Team; 3. Shall submit the work plan and shall inform of any changes or variations; 4, Shall attend meetings and submit reports and other documents as required by DPWH; 5, Must be a licensed civil or sanitary engineer, Master's Degree or Doctorate in related field is an advantage; 6. With at least 5 years work experience as Project Manager in FS or Preliminary Design of water supply, sanitation and other related projects; and 7. Familiar with current best practices in water supply and sanitation (e: ‘septage/sewerage) designs. Sanitary Engineer 1. Shall perform preliminary engineering design on Sanitation Infrastructure Facilities and other sanitary appurtenance; 2. Shall undertake the preliminary design of the sewage and septage treatment plant, drainage and sewer lines; 3. Shall plan the development of sewer systems, 4. Must be a licensed sanitary engineer, Master's Degree or Doctorate in related field an advantage; 5. With at least 3 years work experience as Sanitary Engineer in FS or Preliminary Design of water supply, sanitation and other related projects; and 6. Familiar with current best practices in sanitation (e.g., septage/sewerage) designs ‘Structural Engineer 1. Shall design access roads, office buildings and other appurtenant infrastructures of the project; 2. ‘Mustbe licensed civil engineer; Master's Degree or Doctorate in structural ‘engineering an advantage; and 3. With at least 3 years of experience in FS/ Preliminary Design of any infrastructure project. EconomistiFinancial Analyst 4. Geotechnical Engin r 4. Shall conduct Geotechnical Investigations and/or other additional relevant studies as needed; 2. Shall record and analyze all data gathered from the said investigations/studies; 3. With at least 3 years work experience in Geotechnical Investigations and other relevant studies; 4, Must be a licensed civil engineer; Master's Degree or Doctorate in geotechnical engineering or any relevant field an advantage. CONTRACT PERIOD ‘Overall time for the Project is expected to be six (6) months. A detailed schedule ‘of work and activity plan shall be prepared and presented with the Consultant's Proposal. ‘The Consultant shall commence work within seven (7) days after receipt of Notice to Proceed (NTP). A Completion Report shall be submitted one month after the completion of all services in the contract, giving a summary of the whole program of work carried ‘out during the period of service. For Lump ‘Sum Contracts ‘wher applicable, notwithstanding the terms’ of the General Conditions of Contract (GCC) Clauses 10, 18.1, 31(c), 41.3, 53.2, 53. 53.4, 53.5, and 54.1, the provisions contained hereunder shall apply: ‘A. Personnel - Any replacement approved by the Procuring Entity in accordance with ITB Clause 26.3 shall be provided by the Consultant at no additional cost. B. Staffing Schedule - Should the rate of progress of the Services, or any part hereof, be at any time in the opinion of the Pracuring Entity too slow to ensure that the Services are completed in accordance with the Staffing Schedule, the Procuring Entity shall so notify the Consultant in writing and the Consultant shall at its sole cost and expense, thereupon take such sfeps as necessary, subject to the Procuring Entity’s approval, or as reasonably required by the Procuring Entity, to expedite progress so as to ensure that the Services are completed in accordance with the Staffing Schedule, C. Final payment pursuant to the Payment Schedule in Appendices IV and V shall be made by the Procuring Entity after the final report has been submitted by the Consultant and approved by the Procuring Entity D, Termination - Upon the receipt or giving of any notice referred to in GCC Clause 29 and if the Consultant is not in default under this Contract and has partly or substantially performed its obligation under this Contract up to the date of termination.and has taken. immediate steps to.bring the Services to.a.close in prompt and orderly manner, there shall be an equitable reduction in the ™maximum amount payable under this Contract to reflect the reduction in the Services, provided that in no event shall the Consultant receive less than his actual casts up to the effective date of the termination, plus a reasonable allowance for overhead and profit. This is in line with the Department of Budget and Management's (DB's) directive that new spending proposals for DPWH projects/programs costing P100 million and above will require the presentation of the results of the pre-investment feasibility study. OBJECTIVES With regard to the Government's development plans under the Medium Term Philippine Development Plan (MTPDP), the consulting services aims to demonstrate project development and implementation modalities under the National Sewerage and Septage Management Program. The objectives of the study are to: (a) introduce a participatory approach that will primarily involve the DPWH PS, RO/DEO staff and project proponent in the preparation of FS for sewerage and septage projects; (b) determine the technical, economic and financial feasibility, ‘and implementation timelines; consider social and environmental factors in implementing septage and sewerage projects; and (c) assist focal implementers to comply with the a NSSMP application requirements. It is expected that the feasibility study will comply with provisions set forth under Republic Act 9275, and other environmental laws applicable for a sewerage and septage project. Furthermore, the study should determine the feasibility of implementing new septage/sewerage treatment facilities and conveyances, servicing more than 50%, if not all, of the populace in the coverage area. It will include the preparation of a suitable project package; investment programming needs that are aligned with the Government's development plans also taking into consideration the priority projects of other government agencies and private sector investment initiatives, ‘SCOPE OF CONSULTING SERVICES GENERAL For each succeeding fiscal yeer starting at 2021, the Department shall select two beneficiaries from all non-HUCs and 1* Class Municipalities outside Metro Manila based on the criteria utlized during the procurement of(éonsulting Services for the preparation of FS for FY 2016, ‘The Consultant's scope of work shall cover, but not necessarily be limited to, the items listed hereunder. ‘The Consultant shall: ‘A. Review available feasibility studies and detailed engineering reports and other documents relevant to the project areas (from the two selected HUCs) with emphasis on sanitary infrastructure facility and their development aspects. B. Recommend technical solutions with respect to type of improvement/construction of the necessary sanitary infrastructures. |. Coordinate with the Environmental and Social Safeguards Division - Planning ‘Service (ESSD-PS) of the DPWH and invite a staff from the said Office in the conduct of all activities indicated hereunder for monitoring purposes. the Consultant shalll take into consideration initial environmental and social issues during their technical and economic evaluation. 3.2 DETAILED SCOPE OF WORK In the conduct of the Study, the Consultant shall perform, but not necessarily limited to, the following scope of work: 3.24 IDENTIFICATION OF PROPOSED.PROJECTS. For each succeeding fiscal year starting at 2021, the Department shall select two beneficiaries. from the non-HUCs and 1% Class municipalities based on the following oriteria: (1) Preparedness of the LGUMWD to implement sewerage and/or septage projects; (2) Willingness of the LGUAD to shoulder the counterpart cost, and (3) Urgency to implement: sewerage and/or septage projects in the cityimunicipality. For FY 2021, the beneficiaries selected are Ozamiz City and the Municipality of Los Bafios. Should there be a need to replace any of the two beneficiaries, the Implementing Office shall recommend a replacement from the remaining s/first class municipalities that meet the aforementioned criteria. 3.2.2 SANITATION AND ENGINEERING STUDIES A. The Consultant shall consider Department of Environment and Natural Resources (DENR) and Department of Health (DOH) effluent standards as required in the design of the treatment facility. B. The Consultant shall also consider the classification of the water bodies in the coverage area to determine the specific effiuent standards to be adopted and monitored as specified in the DENR Administrative Order (DAO) 2016-08, Water Quality Standards and General Effiuent Standards as per Republic Act (RA) 9275 or the Philippine Clean Water Act of 2004. ©. Investigate alternative construction methads and technologies suitable for the project area. The consultant shall recommend optimum construction methodology suitable for each project area, considering application of value engineering. D. Coordinate with the LGU/Water District and other agencies/institutions of the coverage area for any available information necessary such a3 topographic and geologic maps of the territory (including potential sites of the STP), climatology reports, hydrologic maps, local drainage system plans, flood control project plans, water quality of surrounding bodies of water, etc. These data shall be integrated with information collected directly on site. In the absence of such information, the Consultant shall initiate and conduct the necessary field investigations in order to gather all data pertinent to the study. The Consultant shall coordinate with the DPWH regarding Surveys and Investigation requirements for the conduct of Engineering Surveys and Geotechnical Investigations as stipulated in the DPWH Design Guidelines, Page 4 of 20 “ ‘Terins of Reference | Consulting Services forthe Preparation of Feasibility Studies of National Septage ‘and Sewerage Management Program (Ozamiz City and Los Bafios) 2022 review/checking by the DPWH. Upon completion of the works, ail original survey notes shall become the property of DPWH. Relative to the data gathered, satisfactory harmony between the horizontal and vertical geometry should be established to complement with the existing terrain. J. Undertake geotechnical investigations including soils and materials survey. The Consultants shall perform analysis and testing on disturbed and undisturbed soil samples, pavement samples as well as construction materials samples. This analysis and testing shall be performed in accordance with AAHSTO and ASTM. In particular, the soil samples along the sewer alignment and the site for the treatment facility will be conducted with test pits for soil classification and CBR (California Bearing Ratio), respectively. Test pitting shall be conducted at 500 meter intervals with minimum depth of 1.5 meters along the sewer alignment, while soil boring holes shall be taken with minimum depth of 10 meters for the STP site. Soll samples taken from the fis pits and boreholes shall be subjected to soil analysis to determine the lowing: - Grain size and classification according to the AASHTO method; and - Atterberg limits natural moisture content, dry density moisture content relationship and determination of bearing capacity by the CBR test on representative samples of different soil types. The Consultant shall gather all available data on soil classification and the like from DPWH, the LGUs, and other agencies/institutions that have such information. K. Prepare preliminary drawings using a computer-aided design and drafting (CADD) software following DPWH Drafting Standards and, as much as possible, shall include: 1. General plan at a suitable scale, showing the following: ‘8. Location of the area in the country; b. Existing and/or proposed sewage and septage treatment plant, ©. Transmission mains, distribution mains, sewer lines, and other significant features of the system; 4. Latitude and longitude lines; e. Location of benchmarks; {. Existing and proposed roads rights-of-way (RROW); and 9. Important rivers, streams, and bridges. jon main showing the diameter, type, and position in mains and/or existing sewer mains and laterals; 3. Longitudinal profile, if possible, of transmission pipes and sewer mains that should indicate invert levels of main, location, size, and nature of obstructions and ground levels; 4, Drawings regarding the existing buildings pump houses and other structures to be retained showing: existing components to be either abandoned or rehabilitated, and the proposed works if any; Page 6 of 20 :' "Terms of Reference | Consulting Services for the Preparation of Feasibility Studies of National Sentage 3.23 3.24 ‘and Sewerage Meniagement Program (Gzamiz Cty and Los Bafios) 2022 Q. Determine the total project cost with detailed cost per activities of the different altematives proposed and prepare a summary matrix per component type. Costs determined shail include, but not limited to: 4. Sewer line capital expenditures: 2. Proposed sewerage maintenance expenditures 3. Proposed Treatment Plant expenditures (capital, operations & maintenance) 4. Proposed number of desludging/dump trucks (for combined sewerage septage projects) 5, Other related structures ADDITIONAL TECHNICAL STUDIES/FIELD SURVEYS! INVESTIGATIONS The Consultant shall undertake additional technical studies / field surveys / Investigations not specified herein but are deemed necessary for the project during the course of the Feasibility Study. ECONOMIC/FINANCIAL ANALYSIS. ‘A. Undertake economic analysis of the various individual project components to. determine their size and timing of execution, by comparing the estimated economic costs (as distinct from the financial costs with the benefits expacted to be derived (for the economic life/project horizon of the roads) for the alternative improvement leveis). B. The financing plan shall take into consideration the funding of capital cost of the project including: the NSSMP Subsidy, possible Public-Private Partnership (PPP) source, government contribution (e.g., through Local Water Utilities Administration (LWUA) loan, other government financing institution source, and private financing sources), if any, and WD/LGU equity contribution. The financial projection shall include: revenue and expenditure statements; source and application of funds; and balance sheet. C. The Consultant may have the option to propose additional works to enhance the study, provided it shall bear no adcitional cost to the LGU. The scope of any additional proposed works by the Consulting Firm shall be established within the first two (2) months of the study, subject to the approval of Government. D. The financial calculations will be prepared at current prices (Le., including an allowance for projected inflation) and detailed with all the relevant assumptions. The Consuttant will determine the future tariff implication of the financial projection by including the level and structure, plus the impact of affordability and abilty-to-pay. In reviewing the ability-to-pay, special attention will be given to the urban poor. The financial analysis shall’ include the evaluation of relevant risks and uncertainties involved in the implementation and successful operation of the proposed project. E. The economic analysis shall be performed on the basis of the financing scheme to be chosen by the project proponent. These indicators shall include inter-alia the following for both individual project items on a whole and, where necessary, phased implementation; Page 8 of 20 40 ‘Terms of Reference | Consulting Sarvices for the Preparation of Feasibility Studies of National Septage ‘and Sewerage Management Program (Ozamiz Cty and Los Bafios) 2022 + Costs of construction plant and equipment including depreciation or rental rates, wages of operators, fuel, oll and lubricants and maintenance; and Cost of labor, including salaries, wages, cost of living allowance and all fringe benefits. b. Indirect Costs = Overheads, contingencies and miscellaneous Profits - Mobilization/Demobilization > Taxes Each unit price analyzed shall be broken down into local currency and tax component. Based on the results of the unit price analysis, construction cost shall be estimated. Moreover, maintenance cost shail be estimated in the same manner as the construction cost ‘The Consultant shall refer to (1) Department Order No. 197, s. 2016: Revised Guidelines in the Preparation of Approved Budget for the Contract; (2) Department Order No. 207, 8. 2018: Adoption of the Bridge Construction Cost Estimation Manual (BCCEM); (3) Department order No. 68, s. 2016: Road Construction Cost Estimation Manual (RCCEM) whichever is applicable. Provide a realistic time schedule for implementing the various components of the project. This shall include sufficient lead time for procedural matters, design solicitation and award of tenders as well as for construction of the various ‘project components. J. The Consultant shall determine the financial feasibility of the proposed projects. This will involve the calculation of the Financial Internat Rate of Retum (FIRR), Financial Net Present Value (FNPV) and other financial indicators. Sensitivity analysis shall also be conducted to determine, among others, the impacts of the increase/decrease of wastewater/sepiage tariff and the capital and O&M costs on the financial viability of the proposed projects. INITIAL ENVIRONMENTAL AND SOCIAL ASSESSMENT The Consultant shall conduct initial environmental and social assessment to ensure the environmental and social acceptability of the project. ‘The Environmental Expert/Specialist shall verify the condition of the project area and carry out the environmental assessment in accordance with existing regulations. The Environmentai Expert/Specialist shall consider the: ‘A. Construction methods and the location of disposal of excavated materials as well as location of quarries and amount of required construction material from quarries. B, Harmony between the facilities and the surrounding landscape; C. Effects of sediment load increase during construction; Page 10 of 20 7.0 ‘Terms of Reference | Consulting Services for the Preparation of Feasibility Studies of National Septage ‘and Sewerage: Management Program (Ozamiz City and Los Bafios) 2022, briefly describe the methodology and project schedule (Gantt and S-Curve) proposed to meet the terms of reference. The report shall include the initial findings as well as preliminary layout of the forms to be used for various investigations and calculations. Inception Report shall be submitted in soft- bound copy with title of the report written at the spine. B. Progress Report — (5 copies) to be submitted every two (2) months starting not later than the 15" day after the end of the second month following the submission of the Inception Report. The report shall include status report, physical and financial as well as developments, issues, and findings as of report period and anticipated services for the next period. This shall also include the training design for capacity building and preparations of training manuals. ©. Draft Final Report ~ (5 copies) to be submitted within five (5) months from the commencement of the consultant services giving details of the consultant's findings and recommendations based on the scope of work ‘outlined in the terms of reference. The report shall summarize the feasibility study fully describing the methods used, findings and the investment priorities. The report shall include the preliminary drawings and plans enumerated in page 7 and: all relevant information, which supports the conclusions in sufficient detail to enable the calculations to be verified and allow re-calculation with modification of the key assumption without the need for supplementary data. This shall also include the training design for capacity building and preparations of training manuals. D. Final Report — (15 copies) to be submitted within thirty (30) days of receipt from Government of comments on the draft final report incorporating all appropriate revisions and clarifications. Final Report shall be submitted in soft-bound copy with tile of the report written at the spine, E. Executive Summary ~ (15 copies) to be submitted together with the Final Report. It shall contain a brief statement of the project covered in the final report, background information, analysis result, conclusion and recommendation. The Executive Summary shall be submitted in soft-bound copy with title of the report written at the spine. Reports in appropriate electronic file formats (ie. Microsoft Office, Adobe PDF, ‘AutoCAD, transport model input and output files, etc.) of the draft and final report containing inceptions, all reports, technical assessments, drawings, key data, etc., systematically organized in traceable and editable formats shall be prepared in DVD and/or CD disk, 3 copies each. Shape files of the sewerage and septage projects shall be submitted along with the Final Report. In addition, PowerPoint presentation for the project shal! be included in the submitted e-copy of the Report. Upon completion of each report, the Consultant shall present it to DPWH and the LGUMWater District for further discussion. MANPOWER REQUIREMENTS and SCHEDULES The Consultants shall be composed of qualified staff with experience in the conduct and preparation of infrastructure feasibility studies including preliminary design, sanitation and social, economic and environmental impact assessment. It shall provide the required expertise for proper conduct of engineering, sanitation, social, ‘economic and environmental impact assessment. Familiar with current best practices in water supply and sanitation financing. E, Hydrologist/Drainage Engineer 1. Shall provide the preliminary design of sewerage pipes, drainage pipes, culverts and other related structures; Shall collect water and soil samples to test for certain properties, such as the pH or pollution levels; Shall analyze data on erosion, drought, and other problems; Shall research ways to minimize the negative impacts of erosion and sedimentation; Shall evaluate the feasibility of using the existing drainage lines (if there are any) as combined sewerage lines; Must be a licensed civil or sanitary engineer, Master's Degree or Doctorate in related field an advantage; and With at least 3 years’ experience in hydrological investigations, river flow measurements, hydrological analysis. 2 7 ae NV x F.
