Admission Regulations for International Students

Ratified by the Ministry of Education in Letter No. 90048336 on April 16, 2001

Article 1 This regulation is promulgated in accordance with Article 5 of the


MOE Regulations Regarding International Students Undertaking
Studies in Taiwan.
Article 2 An international student, as indicated in this regulation, refers to a
person not classified as an overseas Chinese student nor possessing
Republic of China (hereafter ROC) citizenship.
Article 3 Upon completion of a course of study at a school in Taiwan, an
international student’s admission to the Central Police University
(hereafter CPU) is to be handled in a manner identical to that for local
students.
Article 4 International students studying at CPU shall comply with the
institution’s academic system. Special students shall remain enrolled
for at least one semester. Regular students shall enroll in appropriate
programs and their minimum required years of coursework are:
A. undergraduate program: four years
B. technical program: two years
C. master’s program: two years
D. doctoral program: three years
Article 5 Applicants must demonstrate proficiency in the Chinese language.
Regular students shall submit a diploma or degree issued by a senior
high school or university.
Article 6 International students shall submit the following documents when
seeking the admission to CPU:
A. A completed application form.
B. A copy of the highest degree obtained (a bachelor’s degree
for a graduate program, a high school diploma for an
undergraduate program) and an official transcript in
English. A transcript and diploma in both English and
Chinese shall be presented to an ROC embassy or
representative office in the applicant’s home country for

authentication.
C. Two letters of recommendation. One shall be issued by the
applicant’s government and the other by the applicant’s
Chinese-language teacher. Both are to address applicant’s
aims and background information.
D. A health certificate covering checkups for diseases such as
HIV.
E. A study plan written in Chinese or English.
F. A certificate documenting sufficient financial support.

After these documents are reviewed, qualified students will be issued


a letter of admission. International students shall present the proof of
medical/accident insurance at registration.

All international students are required to take a Mandarin Chinese oral


test. If necessary, the exam may be conducted by an ROC embassy or
representative office. All admission applications for CPU must be
submitted through the ROC overseas offices.
Article 7 International students (both special and regular) shall prepare the
items required for admission and pay associated fees in accordance
with regulations for local students.
Article 8 After admission to CPU, international students are eligible for
Chinese language and history courses so as to make their studies
easier. These may be taken during the first month of their first school
term or at another more suitable time.
Article 9 Grants for international students (special and regular) are to be issued
in the manner applicable to local students.
Article 10 International students (special and regular) are to live with, take
classes, enjoy the same rest periods as, and test with local students.
Article 11 Regulations concerning international students’ (special and regular)
daily routines shall be the same as those for local students.
Article 12 International students must, while attending or auditing additional
courses, also complete all required courses.
Article 13 International students in regular programs will be granted a diploma
when they have fulfilled all degree requirements. Those in special
programs will be granted a certificate at the end of their course of
study.

Notes:
1. Applicants shall apply for admission at ROC embassy or representative office
every March or April.
2. Applicant requirements for applying the Central Police University (hereafter CPU)
academic programs are as following:
A. Four-year undergraduate program: Applicants must obtain a senior high
school diploma.
B. Two-year technical program: Applicants must obtain a junior college
diploma and must be current policing personnel (personnel from fire
fighting, coast guard, correction and immigration are included).
C. Master’s program: Applicants must obtain a bachelor’s degree and must be
current policing personnel (personnel from fire fighting, coast guard,
correction and immigration are included).
D. Doctoral program: Applicants must obtain a graduate school’s degree and
must be current policing personnel (personnel from fire fighting, coast
guard, correction and immigration are included).
3. According to the International Student Admission Requirements of the Central
Police University, applicants shall submit the following materials:
A. A completed application form.
B. A copy of the highest degree obtained (a bachelor’s degree for a graduate
program, a high school diploma for an undergraduate program) and an
official transcript in English. A transcript and diploma in both English and
Chinese shall be presented to an ROC embassy or representative office in
the applicant’s home country for authentication.
C. Two letters of recommendation. One shall be issued by the applicant’s
government and the other by the applicant’s Chinese-language teacher. Both
are to address applicant’s aims and background information.
D. A health certificate covering checkups for diseases such as HIV.
E. A study plan written in Chinese or English.
F. A certificate documenting sufficient financial support.
4. When submitted documents are verified, a letter from Ministry of Foreign Affairs
will be sent to the Ministry of the Interior and CPU before June.
5. CPU will then process applicants’ applications.
6. International Student Admission Committee will hold a meeting in the beginning
of July.
7. After the applications are approved, the President of CPU will finalize the
decision.
8. CPU will send an approval letter to the ROC overseas offices, a copy will also be
sent to Ministry of Foreign Affairs and Ministry of the Interior.
