Ⅰ. PROGRAM OVERVIEW
▣ Duration
- Stay duration: August 01, 2023 ~ December 31, 2024 (17 months)
▣ Objectives
1) To educate and train policy experts and public educators from developing countries who will work
for water resources development and improvement of the quality of life in their respective countries;
2) To teach and promote modalities among the global talents who can contribute to water resources
development in their countries;
3) To contribute to achieving the SDGs by sharing Korea’s water resources management policies
and related experiences with developing countries
▣ Training Institute: Park Chung Hee School of Policy and Saemaul (PSPS) at Yeungnam University,
▣ Qualification:
Candidates should:
1) be a citizen of the target country of the Scholarship Program
2) be a government official or employee working in his/her home country with a Bachelor’s Degree
or higher (private sector employees are not eligible)
3) be preferably from the Ministries of (Public) Administration, Social Services, Labour, Economics,
Cooperation, or other-related ministries

4) have a good command of both spoken and written English to take classes conducted entirely in
English and to be able to write academic reports and theses in English
5) be enthusiastic about learning community development and studying abroad
6) be in good health, both physically and mentally, to complete the program
* Pregnancy, tuberculosis or any kind of contagious disease are regarded as disqualifying
conditions for participations in this program.
7) not be a person who has previously withdrawn from any KOICA’s scholarship program
* Person belonging to an institution in which candidates submitted false documents or where such
person returned to his/her country arbitrarily in the middle of a KOICA scholarship program cannot
apply.
8) have not previously participated in KOICA’s scholarship program or any of the Korean government’s
scholarship program (e.g., Master’s degree program)
* Those who had been admitted to our program but left school halfway and returned home without
permission are not permitted to reapply.
* In particular, if an applicant was admitted to the program with forged documents or left the school
and returned home without permission, he/she will not be permitted to continue with the program.

Ⅱ. HOW TO APPLY
▣ Application Details
* The timeline above is based on the local time in South Korea and is subject to change.
1) Application Package Submission
- Applicants have to apply through the Korea International Cooperation Agency (KOICA). For the 1st
round of the selection process, an application package will be screened and selected by the KOICA
selection committee based on the selection standards provided by KOICA and the university. Short-
listed applicants will be notified of the next round of the selection process. The documents of the
selected applicants will be forwarded to the university office.
- Applicants must prepare all required documents for the application package and fill out the
Document Checklist. Carefully check whether all information is correct.
- Applicants must submit their application package (including both the University and KOICA
application forms and other required documents) to the regional KOICA office or Korean Embassy

(if KOICA office is unavailable) by the submission date.
- Application documents for the university should be sent to pspsapply@yu.ac.kr. Please refer to
the required documents on page 7.
2) On-Site Interview (KOICA or Embassy)
- Applicants must participate in an on-site interview to be conducted by KOICA regional office in their
home country or Korean Embassy. If an applicant resides in a country where the KOICA regional
office (or Embassy) does not exist or resides far from the capital city, he/she can be interviewed by
phone after consulting with the KOICA regional office (or Embassy).
3) 1st Round: Document Screening (Yeungnam University)
- Documents of the applicants who have been nominated by the regional KOICA office or Korean
Embassy (if KOICA office is unavailable) will be screened and evaluated by the university. The
university will assess the education and work experiences of the applicants based on their submitted
documents. The university will also scrutinize whether or not the nominated applicants have properly
prepared the required documents.
- Every component included in the application package such as the reputation of an applicant’s
undergraduate school, undergraduate GPA (with a grading scale), English proficiency, current
affiliation, and work experience will be carefully evaluated.
- The results of the 1st round selection process will be announced to the applicants and to KOICA,
respectively.
4) 2nd round: Interview
- An opportunity for a phone (or ZOOM) interview will be given only to those who have successfully
passed the 1st round of the selection process (document screening).
- The place and time for the interview will be determined by KOICA and the university. The interview
will be conducted in English. The main purpose of the interview is to evaluate an applicant’s English
language proficiency, which is essential for successful completion of the Master’s Degree Program
at the university. An applicant’s educational goals and leadership potential, among other aspects,
will also be evaluated.
- Details of the interview plan including the interviewee list will be sent to the regional KOICA offices
and interview arrangements will be made accordingly.
- The interview schedule will be notified individually by the regional KOICA offices or Korean embassy
with a 2-3 day in-advance notice.
5) Medical Check-up (Local)
- Instructions for this application step will be available from KOICA’s guidance.
6) Admission Notification
- Admission result will be notified to the regional KOICA offices or Korean embassy. Registration
instructions, course registration, and information on other necessary steps will be provided
individually to the successful applicants.

2) Graduation Requirements
Students pursuing a master's degree at the PSPS must complete the following requirements:
- Obtain 27 credit hours of coursework with grade point average (GPA) of B (80) or above and
submit the master’s thesis worthy of 3 research credits
- Obtain 30 credit hours with GPA of B (80) or above and submit the research report worthy of 3
research credits
* Minimum credit requirements for graduation: 9 core credits, 15 major credits, 2 field study
credits, 3 research credits
② Acquire Korean language proficiency with one of the following three options;
- Take 3 intensive Korean language classes offered at the Korean Language Institute,
Yeungnam University
* Intensive Korean language classes at Levels 1A, 1B, and 2A (60 hours each)
- Submit official test score result in Korean language proficiency (TOPIK or KLAT Level 3 or above)
* The valid date of the test results should be less than two years at the time of application.
- Pass the Korean language proficiency test implemented by the PSPS.

3. EXTRACURRICULAR ACTIVITIES (TENTATIVE)
1) Conference presentation
Students will attend at least one of the major academic conferences (such as the Annual
Conference of Korea Water Resources Association), which offers them opportunities to present
their own solution ideas and policy proposals on issues of their interest and receive feedbacks
from experts on water resources management in Korea.
2) YU WRM Networks
YU WRM Network consists of registered students and alumni of PSPS who are involved in water
resources management worldwide. Also participating in the Network are experts and professionals
from government-owned water resources management companies in Korea (e.g., K-water, KR, K-
eco and many others). Domestic participants (business companies) will present their experience
and achievements in water resources management in Korea, whereas international participants
(students) will make presentations regarding their urgent water resources issues. It gives both
parties valuable opportunities to build a strong global network and advertise their presence globally,
thus envisioning possibilities for international corporative ties in the future.
3) WRM Forum
This program aims to give students opportunities to strengthen their policy planning capabilities
and initiate writing of an issue paper by participating in forum dialogues with water resources
experts. They will gain opportunities to present their study results from these issue papers at an
annual water resources conference.

8) Cultural Programs
With the Covid-19 pandemic subsiding, PSPS will resume its cultural programs throughout the year
to offer the students a range of opportunities for meaningful extracurricular activities. They will
include, but not be limited to, Taekwondo class, Samulnori (traditional percussion music) class,
chorus class, etc.
10) Sports Day, Korean Thanksgiving Day and New Year Festival
These events and activities are intended not only for fun but also for the promotion of cultural
exchanges among the students, enhancement of their sense of belonging, togetherness and
cooperation.
11) Year End Party
The year end party is another annual event that is geared towards understanding each other’s
traditional music, dance and culture. It greatly enhances a sense of togetherness and belonging.

Ⅳ. TRAINING INSTITUTE
1. GENERAL INFORMATION
1) About the University
The Park Chung Hee School of Policy and Saemaul (PSPS) is a specialized graduate schools at
Yeungnam University, Republic of Korea. It was established to share Korea’s socio-economic
development experiences with the rest of the world, thus contributing to the development of
developing countries and to the progress of humanity. In order to achieve this goal, the PSPS invites
students and leaders from various countries, and developing countries in particular, to teach and
train them about the public policies and programs that the Korean government has implemented
during its development era in the 1960s and 1970s as well as the country’s strategies and
experiences on Saemaul Undong.
The PSPS of Yeungnam University offers master’s degree programs in three different departments:
Saemaul and International Development department, Public Policy and Leadership department, and
Sustainable Development department. The proposed KOICA-PSPS master’s degree program will
operate as one of the master’s degree programs offered in the Sustainable Development department.

2. ACCOMODATION
The KOICA-PSPS Master’s Degree Program participants will use on-campus housing. They will reside
in a university dormitory called Gyeongbuk Global Exchange Center (see photos below).
The Gyeongbuk Global Exchange Center was built for international students and is located a 10-minute
walk from the campus. No meal plan is available at this center; students can prepare meals by
themselves in the communal kitchen or use the school cafeterias. Please note that residents will have
to abide by all rules and regulations of the dormitory.
Facility Details
All rooms are fully furnished shared double rooms with internet access and 220V (nationwide

standard) electric outlets. Note that bedding (blankets, bed cover, bed sheet, bed pad, and

The center has a lounge on each floor where students can relax, watch TV, check their e-mails,

The space offers comfortable surroundings for casual conversations.
The center also has communal kitchens on each floor, where all residents can cook for

3. OTHER INFORMATION
1) Mentorship Program
PSPS offers a mentorship program for two primary objectives.
First, it is to help new students to adjust to their new environment more easily and safely. The
mentors are seniors or currently enrolled students while the mentees are newly incoming freshmen
students. The mentors will assist the mentees with getting accustomed to their campus life and
developing specific skills and knowledge that will enhance their professional and personal growth.
Second, after the students have completed the PSPS program and have returned to their home
country, hopefully, the program will still help our graduates to play a competent role of a mentor
when they choose to mentor some of the community leaders back in their home country.
2) PSPS PC Lab and Library
PSPS has its own pc lab and library where students can also get an access to hard copies of all
the thesis authored by the graduates along with other books and materials related to our program.
3) Prayer Room for Muslim Students
To promote a culturally harmonious multicultural environment on the campus, the university
provides prayer rooms for Muslim students.

6) Lounges for Female Students
There are eighteen lounges for female students where they can freely take a rest on the campus.
The lounges are in the buildings of College of Liberal Arts, College of Education, Student Union
Building, College of Business and Economics, Textiles Engineering Building, Architecture Building,
Construction Hall, College of Life and Applied Sciences (2nd Laboratory), College of Human
Ecology and Kinesiology (annex), College of Music, Gymnastics Gymnasium, College of Design
and Art, College of Political Science & Public Administration, College of Natural Sciences (3rd
Building), and Graduate School and Law School.
7) Wireless LAN Service: Available everywhere on campus for free

Students may open a bank account with the Daegu Bank branch office located on campus. It also
issues student identification card.
9) Korean Intensive Classes

1) National Health Insurance (covered by KOICA scholarship)
① Period & Insurance Fee: KRW 63,000 every month
② An insured can benefit from medical services including family medicine, ophthalmology, dental
clinic with no extra charge from YU Health Care Center on campus (scaling is charged KRW
10,000).
③ An insured can also be reimbursed for some of his/her medical bills, if he/she brings his/her receipt
from designated medical clinics or hospitals(full list is on the Health Care Center Website).

3) Private Insurance (compulsory for all international student at the university)

Ⅴ. ACADEMIC REGULATIONS
A. ACADEMIC REGULATIONS
Students should familiarize themselves with the following university regulations:
1) If a student does not attend more than one fourth(1/4) of official class sessions during the course
of a semester, he/she cannot receive final course grade for the class(equivalent to FAIL or F).
2) The grading system is as follows:
B. STUDENT RESPONSIBILITIES
Students are required:
1) To take up the scholarship in the academic year for which it is offered (deferral is not allowed).
2) To follow the training program to the best of their ability and abide by the rules of the training
institution(Yeungnam University).
3) To reside in the accommodation designated by the training institution for the duration of the course
except for holidays or temporary leave on the condition that the leave is reported to the university
in advance.
4) To maintain an appropriate study load and achieve satisfactory academic progress for the course.
If the student fails to attain certain grades required by the university, in some cases, a participant
will be required to return home. In that case, the participant will not be allowed to apply for the
KOICA scholarship program again.
5) To participate in all activities associated with the approved course of study including all lectures
and tutorials, submit all work required for the course and sit for examinations unless approved
otherwise by the training institution in advance.
6) To notify the academic advisor and the YU-KOICA office at least two weeks prior to the departure
by submitting the “Request for temporary leave” document. The e-ticket should also be submitted
when issued.
7) To advise the training institute of any personal or family circumstances such as health problems

or family problems which may seriously affect their study.
8) To refrain from engaging in political activities or any form of employment for profit or gain.
9) To return to their home country upon the completion of their training program.
C. WITHDRAWALS
1) In principle, a participant is not allowed to withdraw from the course at his or her own option once
the course starts.
2) A participant may withdraw with valid personal or any other-related issues from one’s home country
(such as health or work issues) deemed acceptable by KOICA. In this case, he/she is not allowed
to re-apply for KOICA’s scholarship program.
3) If a participant fails to attain certain grades required by the training institute, he /she may be forced
to withdraw and return home upon withdrawal. In this case, he/she is not allowed to re-apply for
KOICA’s scholarship program.
4) The participant who withdraws must return to the training institution the living allowance he/she
has already received for the remaining period from the date of departure from Korea.
D. TEMPORARY LEAVE
1) Participants may take a temporary leave during the school vacation (to the participants’ home
country or for a trip abroad) on the condition that the trip does not affect their schoolwork and as
long as they notify the university in advance.
2) KOICA and the university will not pay the airfare for the trip and his or her living allowance will be
suspended from the day of departure to the day of return during temporary leave.
3) If the participant is found to have made an unreported temporary visit to his or her home country
or traveled to other countries or made a trip despite the university’s disapproval, he or she may be
suspended from the KOICA scholarship.
F. TRAVEL TO KOREA
KOICA arranges and pays for the participants’ round trip airfare tickets for their study in Korea. The
participant is to travel by the most direct route between the Incheon International Airport and a main
international airport in the participant’s home country. KOICA will cover economy class, round-trip
airfare tickets.
If a participant wants to change his/her flight itineraries, he/she should pay the additional airfare.

The participant is responsible for the issuance of an appropriate visa (which must be the ‘Study
Abroad Visa [D-2]) necessary for this Scholarship Program. Should the participant be unable to get
the appropriate visa before the date of entry to Korea, KOICA will be unable to provide any
assistance and, if it proves necessary, participants may have to return to their respective countries
to get the visa issued at their own expense.
H. OTHERS
1) KOICA will assume any responsibility only within the limit and scope of the insurance of the
participants.
2) KOICA is not liable for any damage or loss of a participant’s personal property.
3) KOICA will not assume any responsibility for illness, injury, or death of the participants arising from
extracurricular activities, willful misconduct, or undisclosed pre-existing medical conditions.
4) If the participants break any of the rules of KOICA and the training institution during their stay in
Korea, their status as a KOICA program participant may be suspended.
19.
Ⅵ. PRECAUTIONS
- Possibility of Online Program: According to arising circumstances due to the spread of
COVID-19 and public health regulations thereof, the academic program within this PI may be
switched online. In accordance with academic regulations of each training institution, blended
learning (or hybrid learning, a combination of online and face-to-face learning) may be
implemented, including pre-sessions.
l In principle, even when the academic program is conducted online, participants must be
physically present in Korea to participate (cannot participate in the program online from
home country or outside Korea).
- Early Departure: Due to various circumstances such as no flights operating or border closures,
participants may be required to depart Korea before the program end date.
l In such cases, part of the academic curriculum, thesis defense, or closing ceremony may
be conducted online.
- Living Costs: In principle, costs of living are provided per diem; that is, participants receive
living costs per diem based on the actual date of departure.
l In case of early departure, living costs are received per diem based on the date of early
departure, and NOT the anticipated departure date or program end date
- COVID-19 Test Fees: The costs of COVID-19 testing required by quarantine regulations during
the departure and arrival process are first incurred by the participant and later reimbursed via
the Settlement Allowance and Scholarship Completion Grants.
l Example) If the participant fails to provide a COVID-19 PCR test certificate on the date of
arrival, or is delayed in arriving at the airport and fails to board the flight, any additional
costs occurring thereof (flight change fees, etc.) is to be paid by the participant.
- Vaccination requirements: Participants are to individually check with the training institution
on whether vaccination is required and prepare accordingly; any disadvantages following are
the participant’s own responsibility.
- Religious meals & personal food preferences: Religious meals and personal food
preferences are not provided during the scholarship program nor the self-quarantine period
following entry to Korea. For further information, check the university guidelines (if necessary,
personal fees may be incurred)
