I. EXAMINATION PATTERN & SYLLABUS

1. M.T.S.
1. Pattern and Syllabus for Examination to fill up the Post of Multi-Tasking Staff.
It has been decided with the approval of the competent authority that the pattern and syllabus for examination for filling
up of the posts of Multi-Tasking Staff by following modes of recruitment will be as indicated in the Annexure.
I Direct Recruitment from amongst Gramin Dak Sevaks.
II Direct Recruitment from Open Market
2. It is requested that the pattern and syllabus for examination may be brought to the notice of all concerned.

Annexure
Pattern and Syllabus for Examination to fill up the Posts of Multi-Tasking Staff by Direct Recruitment from amongst
Gramin Dak Sevaks and from Open Market.
1. Candidates shall be subjected to an Aptitude Test of the level of 10th class/matriculation covering the following subjects/topics.
Total Marks-100
Part 'A' -25 marks - 25 questions on General Knowledge - Multiple Choice Questions.
Part 'B' - 25 marks -25 questions on Mathematics - Multiple Choice Questions.
Part 'C' - Two segments
(i) 25 Marks- 25 questions - English language - Objective Type/Multiple Choice Questions.
(ii) 25 Marks- 25 questions - Regional language - Objective Type/Multiple Choice Questions.
Where the regional language is also English the Part 'C' shall comprise only one segment on English language of 50 marks
consisting of 50 questions of Objective Type/Multiple Choice Questions.
II. DURATION OF EXAMINATION;
90 minutes
III. QUALIFYING MARKS:
a. Parts A and B- Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks for OBC candidates in each part.
d. Part C (Two segments) Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks for OBC candidates in each segment.
c. Part C (one segment) of 50 marks)- Minimum 20 marks for OC, 16 marks for SC/ST and 18 marks for OBC candidates.

2. Revised syllabi and Pattern for Limited Departmental Competitive Examinations and Direct Recruitment Examinations of 2014
and onwards for the cadres of Postman, Mail Guard and Multi Tasking Staff.
I am directed to refer to the above mentioned subject and to say that the demand for revision in the syllabi and Pattern of
the Postman, Mail Guard and Multi Tasking Staff (MTS) Examinations has of late been engaging the attention of this Directorate.
After taking into consideration all aspects of the issue, the Competent Authority has approved revision in the syllabi and Pattern of
Examinations for these cadres effective from 2014 and onwards. It has also been decided that there will be separate syllabi for
Postman/Mail Guard and Multi Tasking Staff (MTS) Examinations for both Limited Departmental Competitive Examinations (LDCE) as
well as Direct Recruitment Examinations. The Revised Syllabi are as under:

(i) Revised Syllabus for Postman/Mail Guard Limited Departmental Competitive Examination:

These topics shall be replicated in Regional Languages.

2. Besides above, it has also been decided that following will be the Revised Pattern of Examination applicable to both
Limited Departmental Competitive Examinations (LDCE) and Direct Recruitment Examinations of these cadres:
(i) The time allowed for answering 100 questions will be 120 minutes.
(ii) The questions on General Knowledge and Mathematics will also be supplied in the Regional
Languages in addition to English Language.
(iii) One blank page will be kept at the end of Question Paper Booklet for rough work by the candidates.

3. The terms & conditions regarding qualifying marks issued earlier vide Letter No. 45-14(ii)/2012-SPB-I dated 31.07.2012 for
Postmen/ Mail guard examination and vide letter No 45-14 (i) 2012 – SPB I dated 31.7.2012 for Multi Tasking (MTS) will remain
unchanged and will be applicable to both Limited Departmental Competitive Examinations (LDCE) and Direct Recruitment
Examinations of these cadres.
4. The examiners, who set the Question Papers, will avoid picking up questions from previous examination papers of Staff
Selection Commission, Banking recruitment and other examinations as these questions may be of higher standard meant for
selection of candidates of higher cadre.
5. It is requested to take necessary action accordingly and it may be brought to the notice of all concerned.

3. Training on computer operations to non-matriculate Group 'D' employees


Kindly refer para 3 of DDG (Estt.) Memo No. 1-20/2008-PCC dated 27.03.2009 on which is reproduced below:
"The issue was referred to the Ministry of Finance for fixation of pay scales of these employees of the Department of Posts
before completion of the training and that the Ministry has concurred in the proposal subject to the conditions that necessary
computer training may be provided to enhance their skills. Action may be initiated by Heads of Circles to complete the required
training on computer operations in consultation with the Training division of the Directorate. Training division of the Directorate will
take necessary action to get the module developed to train all such Non-matriculate employees in basic data entry and circulate to
all Circles."
2. The module for the multi skilled employees in computer training is enclosed. The module is in two parts:
(a) Be able to make data entry in MS Word and MS excel,
(b) Booking articles on Point of Sale in Meghdoot Millennium.
The total duration of the training is of two hours for 6 days. The programme is mainly hands on experience of performing basic
functions on computers on computers.
3. Imparting Training:
(a) Training on data entry be imparted at local level at divisional centers/computerized post offices or it required at institutes,
which provide such training. Preference to institutes involved in literacy Mission of State/Central Government may be given where
charges are reasonable.
(b) Training on "Point of Sale" in Meghdoot Millennium may be given by System Administrator/Computer knowing SPM/PA in
the local/ nearby computerized post office.
(c) In case WCTC are used for such training, please ensure that the Project training is not hold up.
4. The expenditure for the training will be met from Non Plan funds under 'PS' for payment to professional agency, if outside
Institute is engaged and 'TE' for Traveling. Kindly work out the tentative expenditure for this training and requirement of funds may
be projected to Budget Section in the respective Non Plan heads.
5. A certificate in respect of completion of prescribed training may be issued by the divisional head and entry recorded in the
Service Book of each employee.
6. The training is to be completed by 30th April, 2009. A completion report in this regard be sent to this office by e mail which
will include the total number of employees.

4. Training Module for basic computer training for non-matriculate Group 'D' employees
Programme Title: Training programme for Group 'D' non-matriculate employees
Overall Objective: 1. Trainees are able to make Data entry in MS Word and MS Excel.
2. Trainees are able to book articles on Point of Sale, Meghdoot Millennium

Time Frame: Two hours for six days (Recommended)

Venue: Divisional level training centers/ Computerized Post offices/ Institute involved in literacy mission of State/Central
Government.

Methodology: Mainly hands on experiences on computers, simple description on computer hardware, software. Data entry
and article booking exercise.

Basic Knowledge of Parts, usage, characteristics of computer

Trainees should be able to identify RAM/ROM, hard disk, Motherboard, Plug in, CD, DVD, capacity, Pen drive and open file
them.
3. What is operative System
Trainees should know booting and able to open desktop menu, start menu and locate MS Word, MS Excel, open, create folders
and short cuts.
4. MS Word and MS Excel
Trainees to know how to start MS Word and MS Excel be able to open new document and Save, Save as, Close, open Page
setup, Print preview, Print, Exit.
5. File Menu
Trainees should know to do the following:
Open new document, Save, save as, Open, Close, Page Setup, Print Preview, Print Exit.
6. Edit Menu
Be able to do the following action:
Undo, Repeat, Cut, Copy, Paste, Find, Replace, Go to Select all.
7. View
Be able to use:
On/off tool bars Task pane, ruler, Thumbnails Full Screen, Zoom, Task Bar (Clock etc.)
8. Format
Trainees to be able to select Font, Paragraph, Bullet and Numbering, Border & Shading, Columns, change case.
9. Table
Trainees be able to create, insert table, Delete, Merge Cells, Split Cell, Table Auto Format, Sort, Formula (Total average)
10. Internet
To visit website and look for information about the Department.
To be able to track articles, locate Pin code, calculate postage rate etc.
Trainees should know how to send and open mail, create their own email account and sent e-mail to Divisional Head.
11. Booking articles on point of sale, Meghdoot millennium
Trainees should be able to book minimum 25 articles per hour.

5. Imparting training to physically Disabled non-matriculate erstwhile Group D Employees & those promoted to Postman/Mail
Guard or PA/SA after 01.01.2006.
Attention of all concerned is invited to this Directorate letter No. 4-4/2008-PCC dated 09 Aug 2010 vide which Ministry of
Finance, Department of Expenditure OM No. 7/19/2010-E III (A) dated 02 Aug 2010 was circulated allowing Grade Pay of Rs. 1800 to
those Group D employees who did not possess the minimum qualification and who retired/died in harness between 01.01.2006 and
date of notification of Revised Pay Rules. Further, this Directorate had made it clear under Para 4 of letter No. 1-20/2008-PCC dated
23.09.2010 that non-matriculates erstwhile Group D who passed Postman/PA examination from 01.01.2006 onwards before
implementation of 6th CPC recommendations have also to undergo the computer training already designed by the Department for
making them eligible for fixing their pay in PB-1 with Grade Pay of Rs. 1800 from 01.01.2006.
2. The issue relating to placement of physically disabled erstwhile Group D employees as on 01.01.2006 has been considered
in this Directorate in the light of view taken by Ministry of Finance, Department of Expenditure vide their UO No. 16/10/2010-Legal
dated 12.08.2010 and it has been decided that a training module commensurate with the job requirements expected from such
physically disabled officials (Hearing Handicapped, Visually Handicapped and Physically Handicapped) and in particular the sphere of
duties of Multi Tasking Staff circulated under No. 1-20/2008-PCC dated 24.09.2010, a suitable training module not exceeding 6 days
and of not more than two hours a day may be devised locally by the Heads of the Circles within a week time of receipt of this
communication and the required training may be administered to such physically disabled erstwhile Group D employees continuing
as MTS and including those promoted to Postman/PA/SA on or after 01.01.2006 till date of notification of 6th CPC recommendations
i.e. before 29.08.2008 within the next 15 days. After the said administered training, such officials may be allowed to draw Grade Pay
of Rs. 1800 effective from 01.01.2006.
3. A compliance report may be sent to this Directorate by 22.07.2011 that the required action has been taken and all
physically disabled erstwhile Group D, who could not be imparted computer training till now for the reasons of their physical
disablement; have been placed in Grade Pay of Rs. 1800 effective from 01.01.2006.

II. POSTMEN

6. Revised Pattern and Syllabus for Examination to fill up the Posts of the Postman and Mail Guard by Department promotion and
direct recruitment.
It has been decided with the approval of competent authority to revise the pattern and syllabus for examination for filling
up of the posts of Postman and Mail Guard by
(i) Limited Departmental Competitive Examination for promotion from amongst Multi Tasking Staff.
(ii) Direct Recruitment from amongst Gramin Dak Sevaks.
(iii) Direct Recruitment from Open Market.
2. The revised pattern and syllabus for examination is indicated in the Annexure.
3. It is requested that the revised pattern and syllabus for examination may be brought to the notice of all concerned.
4. The date for holding the examination(s) will be communicated separately by DE Section.
Annexure
Pattern and Syllabus for Examination to fill up the Posts of Postman and Mail Guard by promotion on the basis of
Limited Departmental Competitive Examination by promotion from amongst Multi Tasking Staff and direct recruitment from
amongst GDS and from Open Market.
1. Candidates shall be subjected to an Aptitude Test of the level of 10th class/matriculation covering the following subjects/topics.
Total Marks-100
Part 'A' -25 marks -25 questions on General Knowledge, Reasoning and Analytical Ability - Multiple Choice Questions.
Part 'B' - 25 marks -25 questions of Mathematics - Multiple Choice Questions.
Part 'C' - (Two segments)
(i) 25 marks - English language - Objective Type/Multiple Choice Questions.
(ii) 25 marks -Regional language* - Objective Type/multiple Choice Questions
*Where the regional language is also English the Part 'C' shall comprise only one segment on English language of 50 marks;
consisting of 50 questions of objective type/Multiple Choice Questions.

*Not applicable for filling up posts by Limited Departmental Competitive Examination as there is no reservation for OBC
employees while filling up posts by promotion.

7. Action to be taken to fill up the vacancies of Multi Tasking Staff in Subordinate Offices and Circle and Administrative Offices,
Postman and Mail Guard
I am directed to say that the Recruitment Rules (RRs) for the posts of Multi Tasking Staff (MTS) in Subordinate Offices and
Circles and Administrative Offices were notified in the Gazette of India on 20.12.2010, Subsequently, the RRs of MTS in Subordinate
Offices have been amended vide Gazette notification issued on 28.06.2012. The revised RRs for the posts of Postman and Mail Guard
were notified in the gazette on 20.12.2010. The RRs for the post of Postman have also been amended vide Gazette notification
issued on 28.06.2012. Pending the amendment of the RRs, the pattern and syllabus for examination to fill up the posts in the cadres
of Multi Tasking Staff, Postman and Mail Guard were held up, which for the posts of Multi Tasking Staff has been issued vide this
Directorate's letter no. 45-14(i)/2012-SPB-I dated 31.07.2012 and for the posts of Postman and Mail Guard vide letter No. 45-
14(ii)/2012-SPB-I dated 31.07.2012.
2. Some quarters have sought clarification regarding the manner in which they are required to proceed further to fill up the posts
of Multi Tasking Staff, Postman and Mail Guard.
3. It may be recalled that the cadre of MTS in Subordinate Offices came into being after Sixth Pay Commission recommendations
were implemented. Thus, the Circles had to fill up the vacancies in MTS in Subordinate Offices from the year 2009 onwards when
cadre came into being. The RRs for the posts in question were notified in the Gazette on 20.12.2010. As was advised vide letter
No.45-2/2011-SPB-I dt. 27.01.2011, the Circles would have already filled up 50% of the vacancies by GDS on the basis of Selection-
cum-seniority and 25% vacancies by casual laborers but in the absence of pattern and syllabus of the examination they would not
have been able to fill up 25% of the vacancies by direct recruitment on the basis of competitive examination restricted to GDS for the
year 2009. The Circles would have also not been able to proceed further for filling up of the vacancies pertaining to the years 2010
onwards as the action to fill up all the vacancies of the year 2009 had been held up. The pattern and syllabus for examination has
since been issued vide Dte's letter dt, 31.07.2012, In the meantime, the RRs of MTS in Subordinate Offices have been amended and
notified on 26.08.2012, as per which 25% of the vacancies are required to be filled up by GDS on the basis of Selection-cum-seniority,
25% of the vacancies are required to be filled up by GDS on the basis of Selection-cum-seniority, 25% on the basis of competitive
examination restricted to GDS, 25% vacancies by Casual Labourers and remaining 25% by direct recruitment from open market.
However, the Circles can fill up the vacancies of MTS, as per the pre-amended RRs notified on 20.12.2010 pertaining to the years
2009, 2010 and 2011. Immediate action can therefore, be taken by the Circles to fill up 25% of the vacancies pertaining to the years

2009 and all the vacancies of the years 2010 and 2011 as per pre-revised RRs notified on 20.12.2010. In this context, Circles are
advised to fix separate dates for examination for the said three years instead of clubbing the vacancies and holding common
examination for the said years as it might lead to litigation.

4. The vacancies of MTS in Subordinate Offices of the years 2012 onwards are required to be filled up as per the amended RRs.

5. The cadre of MTS in Circle and Administrative Offices also came into being after Sixth Pay Commission recommendations were
implemented. Thus, the Circles had to fill up the vacancies in MTS in Circle and Administrative Offices from the year 2009 onwards
when cadre came into being. The RRs for the posts of MTS in Circle and Administrative Offices notified on 20.12.2010 provide to fill
up 25% of the vacancies by Casual Labourers on the basis of selection-cum-seniority and remaining 75% by direct recruitment, No
amendment has been carried out in the said RRs. Thus the Circles would have already filled up 25% of the vacancies by Casual
Labourers for the year 2009 but they would not have been able to fill up remaining 75% of the vacancies of the year 2009 by direct
recruitment as the pattern and syllabus for the examination had not been released. They would have also not been able to fill up the
vacancies for the years 2010 onwards as they could not fill all the vacancies of the year 2009. Since the pattern and syllabus for the
examination has since been issued on 31.07.2012, the Circles can fill up the direct recruitment vacancies of the year 2009 on the
basis of examination and thereafter take action to fill up the vacancies pertaining to the years 2010, 2011 and 2012.

6. As regards filling up of the posts of Postman, the revised RRs were notified on 16.12.2010, by which time the Circles would have
already filled up the vacancies of Postman/Mail Guard pertaining to the year 2010 on the basis of the RRs in existence at that point
of time. Therefore, RRs notified in December 2010 could have been operated to fill up the vacancies of the year 2011 onwards but
the Circles would have been able to fill up only 25% of the vacancies of Postman by promotion of MTS by seniority. They could not
have filled up remaining percentage of vacancies in the absence of pattern and syllabus for examination. As the pattern and syllabus
for the examination has since been released, the Circles can now fill up remaining 25% of the vacancies of 2011 meant for MTS on
the basis of LDCE by promotion, In the meantime, method of recruitment has been amended vide notification issued on 28.06.2012
to provide to fill up 50% of the vacancies by LDCE by promotion of MTS and 50% on the basis of competitive examination limited to
GDS. As the amendments have been carried out to give relief to GDS, the Competent Authority as a special case in relaxation of pre-
revised RRs has allowed to fill up 50% of the vacancies on the basis of competitive examination restricted to GDS instead of 25% on

7. For the year 2012, Circles can fill up 50% of the vacancies on the basis of LDCE by promotion of MTS and 50% on the basis of
competitive examination restricted to GDS as per the amended RRs.

8. The RRs for Mail Guards notified on 20.12.2010 provide for filling up to the posts as under:
i. 25% by promotion of MTS
ii. 25% on the basis of LDCE by promotion from amongst MTS
iii. 25% on the basis of competitive examination limited to GDS.
iv. 25% by direct recruitment from open market.
9. There is no change/amendment of the RRs of Mail Guard. Initially the revised RRs were issued in December 2010 by which time
the Circle would have already filled up the vacancies of Mail Guard pertaining to the year 2010 on the basis of the RRs in existence at
that point of time. The RRs notified in December 2010 could have been operated to fill up the vacancies of the year 2011 onwards.
Thus the Circles would have been operate to fill up only 25% of the vacancies of Mail Guards by promotion of MTS but they could not
have filled up remaining percentage of vacancies in the absence of pattern and syllabus for examination and all the vacancies of the
year 2012. Since the same has now been issued the Circles can fill up remaining vacancies for the year 2011 according to the RRs.
Thereafter they can fill up the vacancies for the year 2012.
10. It is essential that Circles take necessary action to fill up the vacancies of MTS in Subordinate Offices, MTS in Circles and
Administrative Offices, Postman and Mail Guard step by step for each year. In this regard, it has been decided that Circles may take
further action to fill up the vacancies in said Grades as detailed below:
I. Vacancies of MTS in Subordinate Offices
A. Fill up 25% of the vacancies of MTS in Subordinate Offices pertaining to the year 2009 by holding competitive examination
restricted to Gramin Dak Sewaks.
B. Fill up the vacancies pertaining to the years 2010 in the following order :
i. 50% of the vacancies by GDS on the basis of Selection-cum-seniority.
ii. 25% vacancies by Casual Labourers.
iii. 25% of the vacancies by holding competitive examination restricted to Gramin Dak Sewaks

i. 50% of the vacancies on the basis of LDCE by promotion of MTS

iii. Failing i and ii above by direct recruitment.
IV. Vacancies of Mail Guard.

8. Clarifications regarding the action to be taken to fill up the vacancies of Multi Tasking Staff, Postman and Mail Guard
I am directed to refer to the Directorate letter of even number dt. 18.10.2012, regarding the action to be taken to fill up the
posts of Multi Tasking Staff, Postman and Mail Guard and to say that some Circles have sought certain clarification in the matter.

2. At the outset, it is made clear that as per the Recruitment Rules (RRs) the appointment of Gramin Dak Sevaks (GDS) as Multi
Tasking Staff (MTS), Postman and Mail Guard is not to be made on the basis of Limited Departmental Competitive Examination but
on the basis of competitive examination restricted to GDS. Further, as has been specifically mentioned in the RRs, the appointment
of GDS to the said grades will not be treated to be by promotion but by direct recruitment.

9. Filling up unfilled vacancies of postmen / mail guard cadre from candidates of other divisions at regional level
Refer to CPMG, Rajasthan D.O. letter no. RECTT/2-10/SR dated 04-06-99 on the above subject. The point raised by his
office is whether the examination for Postmen / Mail Guards is to be held for all divisions irrespective of vacancies or whether it is to
be held for only those divisions where there are vacancies.

2. The matter has been examined. It appears that the results of the examination held earlier have not been declared. The fact that
examination was not held in a division where there were no vacancies need not be a ground for non-declaration of results in respect
of examination held in other divisions where vacancies were declared.

3. In case after the declaration of results, there is a shortfall in certain divisions, then a supplementary examination may be held in
units / divisions where no examination was held earlier. However, the candidates will have to be specifically told that the
examination is only for shortfall vacancies in other divisions. After the supplementary examination is held, then from among the
volunteers from all the divisions in the Region, the candidates will have to be selected based on their merit.
It may also be mentioned that Circles may conduct examinations in divisions where no vacancies are declared, if volunteers
are there for likely shortfall vacancies in other divisions, along with the examination in other divisions where there are vacancies
declared, if short fall is anticipated. You are requested to take further action accordingly.

10. Payment of allowances to the ED Agents while on training on their selection in the Departmental cadres of Postman and
Group ‘D’

The ED Agents, prior to their appointment to the Departmental Cadre of Postmen/Group ‘D’ are required to undergo
practical/theoretical training at the headquarters of the division. During this period they are, however, not paid any allowances or
TA/DA etc.

2. Non-payment of allowances during the training period causes hardship to those low-paid employees. The matter has accordingly
been examined in this Directorate and it has been decided that ED agents selected for appointment to the Departmental cadres of
Postmen/Group ‘D’ may be paid allowance for the period of their training based on what they were drawing immediately before
their proceeding on training.

Overseer and Head Postman are lying vacant in all the Postal Circles including your Circle making it difficult to carry out the assigned
work.
2. The position has been reviewed in the Directorate and it has been decided that a review of all the vacant Posts of Sorting
Postman, Mail Overseer Cash Overseer and Head Postman be carried out in your Circle and immediate action be taken to get all the
posts filled up by eligible Postmen working in your Circle. It is further requested that the aforesaid action may please be completed
within three weeks and a compliance report in this regard be furnished to the Directorate positively.

13. Introduction of New Examination System for PAs/SAs Direct Recruitment and other Departmental Examinations through
outsourcing on turnkey basis
The issue relating to change of existing system of conducting PAs/SAs Direct Recruitment and departmental examinations
was under consideration of this office. With a view to conduct departmental examinations to streamline the procedures to suit the
present day situations, the competent authority has decided to switch over to new system of objective type questions for all the
examinations.
2. It has further been decided to conduct the following examinations centrally by the Postal Directorate. M/s CMC Ltd. has
been selected to undertake the recruitment process from the year 2011.

(iii) CMC Ltd. will handle the entire process of conducting all the Examinations mentioned in Para 2 above from the stage of
printing of Application Format till preparation of merit lists.
(iv) Department of Post will announce results of each examination on the basis of merit lists provided by CMC Ltd.
(v) The entire process of the examination will continue to be confidential.
(vi) Except the designated Nodal Officer (DPS (Hqs.) of each Circle, no other officer/official of the Circle should either
correspond or contact CMC Ltd. in any manner.
(vii) The pattern of all examinations will be as already circulated by the Directorate in the following letters:

(a) Roles and Responsibilities of Department of Posts:

(i) DPS (Hqs) designated as Nodal Officer in the Circle will be handling examination activities and responsibilities of Department
of Posts and maintaining liaison with CMC authorities in the Circle in respect of each and every examination to be conducted
as per new system of examinations.
(ii) Circle Nodal Officer will be responsible for calculation of vacancies of the Circle for each Examination category/year-wise and
intimation of the same to the Directorate.
(iii) Two different types of Application Form Kits, one for PA/SA Direct Recruitment Examination [Application Form in blue (cyan)
colour] and other for the Departmental Examinations (Application Form in Magenta Colour) containing Application Form,
Instruction Sheet, Acknowledgement Card and Envelop will be supplied by CMC Ltd. to Nodal Officer [DPS (Hqr)] of Circle on
placing indent on CMC by the Circles for the Application Form Kits under intimation to Directorate.
(iv) Accordingly, two different types of OMR Answer Sheets one for PA/SA Direct Recruitment Examination [in blue (cyan) color]
and other for the Departmental Examinations (in Magenta Colour) will be used during the Examination.
(v) On receipt of Application Form Kits at Circle Headquarters from CMC, Circles will check whether the kits are in proper
condition and inform the CMC for damages, if any. The Application Form Kits will be packed in bundles of 100 in damage
proof packing inside corrugated boxes.
(vi) Despatch of Application Form Kits by the Circle Nodal Officer [DPS (Hqr)] to the concerned Divisional Officers as per their
requirement.
(vii) Circle to ensure availability of Application Form Kits in each identified Post Office for the PAs/SAs Direct Recruitment
Examination from the date of issue of advertisement till the last date of submission for the Examination.
(viii) Circle to arrange redistribution of Application Form Kits between surplus and deficit offices.
(ix) For other Departmental Examinations, Application Form Kits will be made available to individual departmental candidates
only for each examination by the Divisional Office/Regional Office/Circle Office after verifying the eligibility of the candidates
for that specific examination. Forms will be made available to departmental candidates free of cost. Nodal Officers will supply
the Application Form Kits to each Division as per their requirement.
(x) For PAs/SAs Direct Recruitment Examination, the Application Form Kits will be made available to identified Post Offices for
their sale through Post office counters. The cost of each Application Form Kit will be Rs. 25/-
(xi) Only one Application Form kit will be sold to one person.
(xii) Circles will place additional indent for the Application Form Kits on CMC as per their needs.
(xiii) Circles will be required to account for each and every Application Form Kit to avoid their misuse.
(xiv) Advertisement (prepared with the assistance of CMC) for PAs/SAs Direct Recruitment Examination only to be issued by each
Circle in leading Regional language Newspapers. Postal Directorate will publish the advertisement in Hindi/English National
Newspapers and Employment News.
(xv) In case of PAs/SAs Direct Recruitment Examination, candidates will send the filled in (OMR) Application Forms directly to CMC
at their address mentioned in Application Form kit.
(xvi) In case of Departmental Examination, Divisional Office will call for the names of candidates willing to appear in the said
Departmental Examination and will supply one Application Form to each candidate after verifying his/her eligibility. After
verification of particulars filled in by the candidates in the Application Form, Divisional office will send the duly filled in
Application Forms to Circle Nodal Officer. Subsequently, Nodal Officers of concerned Circle will send these Application Forms
to CMC after verifying each and every particular of OMR Application Form. No Application forms of any ineligible candidate
should be submitted to CMC by the Division/Nodal Officer.

(xvii) Divisional Office/Circle Nodal officer will no staple/bind/tag/punch/mutilate/damage the Application Forms received by them
duly filled while forwarding the same to the next authority.
(xviii) Circle Nodal Officer will also endorse a copy of forwarding letter comprising details such as – Name of Examination, year of

(xix) Circle to inform about the conduct of Examination indicating the date, timing and center list to the Police Headquarter and
area SHO for their necessary action, if required.

(b) Roles and Responsibilities of CMC Limited

(iii) Capturing of Data/Information from the application forms received at designated address in Delhi.

(v) General and despatch of Admit cards by CMC to candidates.
(vi) Designing, Printing, Packaging, Despatch and Collection of the OMR Answer Sheets.
(vii) Packaging, Despatch and Collection of Test booklets.
(viii) Arrangement of examination venues and conduct of each examination on the same date and time throughout the country.
(ix) Scanning of OMR answer sheets and preparation of merit list as per the guidelines of Department of Posts.
5. The calendar of Examinations for the year 2011 has already been issued vide this office letter No. A-34012/02/2010-DE dated
16.03.2011 and the CMC Ltd. will contact all the Circles as and when various examinations are notified. Heads of Circles may
issue suitable instructions to the Circle Nodal Officers to initiate necessary action to start the process of all examinations as
per schedule/notification issued by Directorate for examination and maintain close cooperation with CMC Ltd.
6. The above contents may be brought to the notice of all concerned functionaries.

14. Revised Procedure, Scheme and Syllabus for filling up of the post of Postal Assistant/Sorting Assistant
I am directed to refer to Directorate's letter No. 51-2/2003-SPB-I dated 10.11.2004 circulating therewith the revised
procedure for filling up of the posts of Postal Assistant/Sorting Assistant and subsequent communications on the subject.
2. The procedure, scheme and syllabus for the examination to fill up the posts of Postal Assistant/Sorting Assistant by direct
recruitment have since been revised.
This will be applicable for direct recruitment to the following posts:
a) Postal Assistant in Post Offices
b) Postal Assistant in Savings Bank Control Organisation
c) Postal Assistant in Circle Office/Regional Office
d) Postal Assistant in Returned Letter Office
e) Postal Assistant in Mail Motor Services
f) Postal Assistant in Foreign Post Organization
g) Postal Assistant in Railway Mail Service.
Further as has been communicated to all concerned vide this Directorate's letter no. A-34012/2/2011-DE dated 5th April 2011, M/s
CMC Ltd. shall receive and process the applications, conduct the examination and make available the result to the respective Circle.
3. In brief, the educational qualifications and age limit as prescribed in the Recruitment Rules and the scheme of examination,
syllabus etc. as directed by the Directorate is indicated in the annexure. However, full details in this regard shall be reflected in the
advertisement. A copy of the brochure and Optical Mark Reader (OMR) Application Form to be made available to the candidates are
enclosed herewith for your information.
4. The cost of Application Form Kit shall be Rs. 25 (Rupees Twenty five only) and would be made available through selected
identified Post Offices.
5. The Examination Fee shall be Rs. 100 (Rupees hundred only). Candidates belonging to SC/ST, physically handicapped
candidates and women candidates are exempted from paying the Examination Fee.
6. It is anticipated that a large number of applications would be received. Hence, it may not be possible to examine their
eligibility with reference to their testimonials while issuing them Hall tickets. Therefore, candidates are not required to submit
documents in support of their educational qualification, age etc. along with the Application at this stage. Their eligibility shall be
decided on the basis of details given by them in their Application and the candidature of all the candidates shall be treated as
provisional under intimation to them. It shall be made clear to the candidates that if the information furnished by them is found to
be false/incorrect at any stage of the recruitment procedure, their candidature will stand summarily rejected. However, after the
declaration of the results and before issue of the appointment letter, the Circles will be required to call for the documents from the
candidates so selected provisionally and verify their claim regarding educational qualification, age etc and thereafter issue the offer
of appointment.
7. In order to ensure that there is transparency in the selection process, the marks obtained by the candidates in 10+2 or 12th
class examination on the basis of which they are held eligible to be called for Aptitude Test and later on the marks obtained by them
in the Aptitude test on the basis of which they are called for Computer Test shall be hosted on the website of India Post by CMC Ltd.
Finally, the list of the candidates selected for appointment shall be hosted by respective Circles on the website.

8. A waiting list shall be prepared to the extent of vacancies announced in the relevant category . The Candidates in the
waiting list will be considered only in case the selected candidates do not respond or refuse to accept the offer of appointment. The
names of the candidates in the waiting list shall not be announced. The list will be kept operative for a period of six months
extendable by another six months or till the next examination is held, whichever is earlier.
9. The examination for Gramin Dak Sevaks to fill up the vacancies, which have remained unfilled after the conduct of
Departmental Examination, will also be held on the same date and time decided for the direct recruitment from open market as per
the same syllabus etc. as in the annexure but their eligibility will be decided as per the provision made in this regard for GDS in the
Recruitment Rules.
10. The records when received from M/s CMC shall be preserved by the Circles.
11. This issues in supersession of all the earlier communications issued on the subject.
12. Further detailed instructions regarding the conduct of the examination shall be issued by DE Branch shortly.
Annexure
A. Educational and other qualifications required for direct recruits.
(i) 10+2 standard or 12th class pass with at least 60% marks, from recognized University/Board of School Education/Board of
Secondary Education with English as a compulsory subject (excluding vocational streams), 55% for Other Backward Classes and 45%
for Scheduled Castes/Scheduled Tribes.
(ii) Should have studied local language of the State or Union Territory of the concerned Postal Circle or Hindi as a subject at
least in Matriculation or equivalent.
B. Age limit for direct recruits.
18-27 years (Relaxable for candidates belonging to Scheduled Caste/Scheduled Tribes up to 5 years and for candidates belonging to
Other Backward Classes up to 3 years and for Government servants up to the age of 40 years in accordance with the instructions or
orders issued by the Government of India).
Note : The crucial date for determining the age limit for all the candidates shall be the closing date for receipt of applications from
candidates in India (not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur,
Nagaland, Tripura, Sikkim, Ladakh, Division of Jammu and Kashmir State. Lahaul and Spiti District and Pangi sub-division of Chamba
District of Himachal Pradesh, Andaman and Nicobar Islands or Lakshadweep).
Note-2 : In the case of recruitment made through the Employment Exchange, the crucial date for determining the age limit shall be
the last date up to which the Employment Exchange is asked to submit the names.
C. Pattern of examination
Paper - I
Candidates shall be subjected to an objective type Aptitude Test covering the following subjects/topics:
Total Marks-100
(1) Part 'A' - 25 questions on General Knowledge, which may include questions on current events, sports, history, geography,
basic economics, general polity, Indian Constitution, science environment etc.- 25 marks
(2) Part 'B' - 25 questions of Mathematics of matriculation standard which may cover number system, simplification, decimals,
fractions, simple and compound interest, percentage, average, profit and loss, discount, mensuration, time and work, time and
distance etc. - 25 marks.
(3) Part 'C' - 25 questions on English, which may cover grammar (propositions, adverbs, conjunction, direct/indirect,
singular/plural, tense, antonyms/synonyms etc.). - 25 marks
(4) Part 'D' - 25 marks on Reasoning and analytical ability - 25 marks
The total duration of Aptitude Test will be two hours.
The candidates are required to obtain marks as under for being considered for further selection process:
I. Minimum Marks : Parts A/B/C/D- Minimum 10 marks by OC candidates, 8 marks by SC/ST candidates and 9 marks by OBC
candidates in each part.
II. Minimum aggregate marks-For OC candidates 40%, for SC/ST 33% and for OBC candidates 37%
Paper - II
Computer/Typing Test
Test shall be of the duration of 30 minutes (15 minutes each for Typing and Data Entry) consisting of (i) One passage of 450 words in
English or 375 words in Hindi to be typed with a minimum speed of 30/25 words per minute and (ii) Data Entry of some figures and
letters each carrying equal marks.
Qualifying Marks : Computer/Typing Test will be of qualifying nature with minimum of 40% marks to be secured by OC candidates,
33% marks by SC/ST candidates and 37% marks by OBC candidates.
D. Selection process
i. All candidates belonging to various categories who have obtained following minimum marks in 10+2 or 12th class shall be
called for the Aptitude test:
I. OC 60%
II. OBC 55%
III. SC/ST 45%
ii. No weightage of marks secured by the candidates in 10+2 or 12th class will be given while preparing the merit list.
iii. Candidates numbering five times the number of vacancies in each category i.e. OC, OBC, SC and ST for each Circle shall be
declared qualified for Computer Test based on the marks secured by them in the Aptitude test.
iv. The merit list shall be prepared on the basis of the marks obtained by the candidates in the Aptitude Test subject to the
condition that they have qualified the Computer Test.

E. Allocation of the successful candidates
A common merit list for the whole Circle shall be prepared. For the said purpose the Circles while notifying the vacancies shall
indicate the vacancies reported by the various Divisions and ask the candidates to indicate their preference for allocation to one or
more than one Division. Thereafter the candidates will be allocated the Division as per their preference based on their position in the
merit list and availability of vacancy. Such candidates who are not able to get the allocation in any of the Divisions of their preference
because the candidates above them in the merit list had to be allocated the Division(s) preferred by them; such candidates might be
allocated the Division where the vacancies exit. For this purpose the candidates will have to give an undertaking that in the event of
their not getting the post in the Division of their preference, they are willing to accept the appointment in any division. For
candidates who do not indicate their preference it will be presumed that they have equal preference for all the Divisions and may be
allocated the Division where the vacancies exist.

2. While there is no change in the syllabus and pattern of the examination, the minimum educational qualifications,
procedure and scheme for the examination have since been revised to fill up the following posts by direct recruitment.
a) Postal Assistant in Post Offices
b) Postal Assistant in Savings Bank Control Organisation
c) Postal Assistant in Circle Office/Regional Office
d) Postal Assistant in Returned Letter Office
e) Postal Assistant in Mail Motor Services
f) Postal Assistant in Foreign Post Organisation
g) Sorting Assistant in Railway Mail Service

3. In brief, the educational qualifications and age limit as prescribed in the Recruitment Rules and the scheme of examination,
syllabus etc. as decided by the Directorate is indicated in the annexure.
4. The outsourced Agency viz. M/s CMC Ltd. have been entrusted to receive the applications, conduct the examination and
make available the result to the respective Circles.
5. The candidates would be required to submit applications On Line Full details of scheme of examination, syllabus, details of
the vacancies etc. shall be reflected on the www.pasadrexam2014.in website. However, the Circles shall issue a brief
notification/advertisement regarding filling up of the vacancies in the local leading two news papers (one English and one Hindi/Local
Language) enabling the aspiring candidates to access India Post website to ascertain the eligibility conditions, syllabus, pattern of
examination etc.
6. The cost of Application Form shall be Rs. 100 (Rupees One Hundred only) and the Examination Fee shall be Rs. 400 (Rupees
Four Hundred only).
7. Candidates belonging to SC/ST, physically handicapped candidates and women candidates as per the Government of India
instructions on the subject are exempted from paying the Examination Fee. However, they would have to pay the cost of application
form i.e. Rs. 100/-
8. A blinker will provided on India Post website for PA/SA direct recruitment 2013-14 with a direction to the candidates to
visit www.pasadrexam2014.in for On-Line application form. www.pasadrexam2014.in website will be loaded by outsourced Agency
viz. M/s CMC. The aspiring candidates will have to access the website and submit an On-Line application and upload their scanned
photograph and signature.
9. The admitted applicants/candidate will be provided with Unique Registration Number with challan for making payment of
the fee through e-payment gateway provided in the Computerized Post Office.
10. Facilities would be made available to the aspiring candidates residing in remote areas like North-East, Lakshadweep,
Andaman and Nicobar Islands, at the Computerised Post Offices in that area for submitting their applications On-Line through
internet facility and also for making payment of fee through e-payment.
11. Once the applicant makes payment of the fee through e-payment, the agency will cross check the payment particulars and
intimate the applicants through e-mail about the receipt of the applications and its acceptance after successful registration.
12. The Admit Cards of admitted candidates shall be uploaded on the website and the availability of the same shall be
intimated to the candidates through SMS/E-mails to enable them to download the same.
13. Since the applications would be received on line, it would not be possible to examine the candidates eligibility with
reference to their testimonials regarding their educational qualification, age etc., while issuing Admit Card/Hall Tickets to them. Their
eligibility shall be decided on the basis of details given by them in their application and the candidature of all the candidates shall be
treated as provisional under intimation to them. It shall be made clear to the candidates that if the information furnished by them is
found to be false/incorrect at any stage of the recruitment procedure, their candidature will stand summarily rejected. However,

recruitment from open market as per the same syllabus etc. as in the annexure but their eligibility will be decided as per the
provision made in this regard for GDS in the Recruitment Rules.
17. In this regard, the Circles will issue an internal Circular inviting applications from the eligible GDS in the prescribed format
and send the same to the agency through Nodal Officers with an inventory. The agency will send Admit Cards by post through the
Nodal Officers besides displaying on the website.
18. The records of the examination when received from outsourced Agency viz. M/s CMC, shall be preserved by the Circles.
19. This issues in supersession of all the earlier communications issued on the subject.

the vacancies exist. Therefore, the Circles, while notifying the vacancies shall indicate the vacancies reported by the various Divisions
of all the Cadres if Postal Assistant / Sorting Assistant and ask the candidates to indicate their preferences for allocation to one or
more than one Cadre and Division.
The candidates will be allocated the Cadre and Division as per their preference based on their position in the merit list and
availability of vacancy. Such candidates who are not able to get the allocation in any of the Cadres/Divisions of their preference
because the candidates above them in the merit list had to be allocated the Cadres/Division(s) preferred by them, such candidates
shall be allocated the cadre/Division where the vacancies exist. However, the candidates will have to give an undertaking that in the
event of their not getting the post in the Cadre/Division of their preference they are willing to accept the appointment in any
Cadre/Division. Regarding the candidates, who do not indicate their preference, it will be presumed that they have equal preference
for all the Cadre/Division and shall be allocated the Cadre/Division where the vacancies exist.

16. Appointment of Postal Assistants/Sorting Assistants by direct recruitment.


I am director to refer to this Directorate’s letter of even No. 60-9/2009-SPB-I dated 08.05.2012 on the above mentioned
subject and to say that earlier, after the completion of pre-appointment formalities the candidates selected for appointment of
PA/SA were required to undergo training in PTCs before they could be appointed. It often caused delay in making the offer of
appointments because if non-availability of seats with the PTCs with the result that the selected candidates found opportunities
elsewhere and ultimately a good percentage of them did not become available for appointment and the vacancies remained unfilled.
Therefore, in the above cited letter dated 08.05.2012 there is no such condition that the candidates selected for appointment of
PA/SA are required to undergo training in PTCs before they could be appointed.
2. In view of the above, the Circles should take immediate action to ensure that the pre-appointment formalities of the
selected candidates are completed at the earliest. For that matter, the Circles should liaison with the concerned authorities in the
States so that the pre-appointment formalities are completed at the earliest. If need be, CPMsG may use their good offices to
expedite the completion of formalities.
3. On completion of the pre-appointment formalities, the candidates may straightaway be issued offer of appointment by the
Circles. This would motivate them to join as PA/SA immediately. Thereafter, when they join, they may be deputed for training as
soon as the slots become available in the PTCs. Pending their training in PTCs, the Circles shall issue their posting orders and
commence their in-house training by chalking out the course, as far as possible, based on the PTC syllabus depending on the
resources available with them. The in house training that may be imparted to the candidates by the Circles shall in no way be
treated as substitute for the formal training to be imparted by PTCs. Till they are trained by PTCs, they may not be detailed on
sensitive seats nor deputed to man the counters and may be posted in back office etc. under effective supervision.

17. LGO examination - absorption of surplus candidates


I am directed to invite your attention to this Directorate-General letter of even number dated 14-4-88 regarding raising of
minimum educational qualification for recruitment to the cadre of Postal/Sorting Assistants and to say that the issue of promotion of
surplus candidates has been under consideration. The matter was discussed in the JCM (Departmental Council) and was referred by
the JCM (DC) to a Committee.
2. It has now been decided as a result of the deliberations of the above referred Committee, as follows:
(a) When the number of officials in any division who pass the examination is more than the number of declared vacancies, the
excess passed candidates from that division (and also from other such divisions in the circles where there may be excess passed
candidates) will be considered as per merit for vacancies of the departmental quota of that year remaining unfilled in other divisions
in the circle. A combined merit list on circle basis will be prepared of the excess passed candidates. The merit list will be strictly in
accordance with the marks obtained in the examination. Candidates from this merit list will be appointed to the unfilled vacancies of
departmental quota of that year strictly according to merit. That is to say the appointment from this merit list will be confined to the
actual number of unfilled vacancies of the departmental quota in the whole circle for that year. Before posting the candidates from
this merit list of excess passed candidates, their preference for a division for the choice where there may be unfilled vacancies will be
ascertained. They will be asked to give up to four preferences. They will be posted as far as possible according to the preference
given by them.
In the event of an official in the merit list of excess passed candidates not being willing to accept promotion in another
division, the post will be offered to a next official in that list. The total number of appointments from the list of excess passed
candidates will however, in any case not to exceed the number of vacancies of departmental quota remaining unfilled in other
divisions.

18. LGO exams - chances already availed not to be counted


It has been decided that the number of chances already availed prior to be issue of these orders should not be taken into
account. The restriction on the number of chances should take effect from the date of issue of order imposing such restrictions (5
chances only) namely 20-4-89. Any chances availed of before this date should be disregarded.

19. Increase in the number of chances to appear in the Limited Departmental Competitive Examination (LGO Examination) to fill
up the posts of Postal Assistant/Sorting Assistant
I am directed to refer to the Department's letter No.37-63/98-SPB-I (Pt) dated 20/26-8-1999 regarding increasing the
number of chances to appear in the Limited Departmental Competitive Examination (LGO Examination) to fill up the posts of Postal
Assistant/Sorting Assistant from 5 to 6. The matter has since been reviewed and it has been decided by the competent authority to
increase the number of chances for OC candidates to appear in the Limited departmental Competitive Examination (LGO
Examination) to fill up the posts of Postal Assistant/Sorting Assistant 6 to 8. It has also been decided to increase the chances for
SC/ST candidates to appear in the said examination to 10, provided there are vacancies reserved for candidates belonging to SC/ST
and in case any SC/ST candidate is appointed on the basis of his/her 9th or 10th chance he/she shall be appointed against the
vacancy reserved for SC/ST, as the case may be, irrespective of his/her merit in the examination.
It is requested that these instructions may be given wide publicity immediately.

20. Training to the Postmen and Group 'D' cadres appearing for LGO examination
This issue of arranging training to the candidates of Postmen and Group 'D' cadre who appear for LGO examination has
been under consideration of this Directorate.
1. It has, now been decided to organize coaching under distance learning method locally at the divisional, regional and circle
headquarters depending on number of candidates appearing from a division / region. The module of the coaching would consist of
the following:-
(i) The paper for Mathematics would be of CBSE pattern (10th Standard level) in future.
(ii) The duration of the coaching class would be for a maximum of 15-20 days after office hours. No TA / DA is admissible for
attending these course.
(iii) PTC Mysore has developed a guide for paper III at a nominal cost of Rs. 50.
(iv) Coaching would be provided for all the three papers. However, candidates should make their own arrangements to purchase
required books for Paper I & II.
2. PTC Mysore will send copies of the coaching material to A.P, Karnataka, Kerala and Tamilnadu Circles for getting requisite copies
prepared according to requirement. Copy of the coaching material will be sent to PTC Saharanpur, Vadodara and Darbhanga for
translation in Hindi, if necessary, and further supply to the Circles catered to by them. One copy of guide may be provided to each of

3. Necessary action to conduct classes for the willing candidates who appear for the LGO exam may please be taken. Services of
resource persons from Inspector Posts cadre having aptitude may be utilized for coaching. Contents of this letter may be brought to

21. Revised orders on Postal training to SAs


Kindly refer to my D.O. Letter no. even dated 30-1-2002 regarding training of Sorting Assistants in new activities. Your
attention is drawn to Para 5 of the aforesaid letter wherein it was mentioned that preference should be given to officials who have a
maximum of 10 years of service in the sorting assistant cadre.
2. The intention was to train younger officials having less than 10 years of service. This office has received complaints that
older officials are being sent for training. I would, therefore, advise you to ensure that younger officials with less than 10 years of
service be deputed. If there are set of willing officials they should be preferred in the first instance. I would also like to reiterate that
the officials deputed for such training need to be purposefully utilized at the station from where they have been deputed.

22. Review of the orders of ‘holding in abeyance of appointment/training’ pertaining to PA/SA Exam 2014-regarding
This is regarding review of the orders of ‘holding in abeyance of appointment/training’ pertaining to PA/SA Exam 2014 issued vide
this office letter of even no. dated 27.04.2015.
2. Competent authority has ordered to revoke the orders of abeyance dated 27.04.2015 in 10 Circles cited above.
3. It has been directed that in view of the proven cases of impersonation reported by one of the Circles, it is requested that
before allowing the candidates to join or to report on training, the CPMsG will exercise exhaustive due diligence by constituting a
Committee under the chairpersonship of a PMG/DPS and carry out a thorough check of the personal details of the candidates,
veracity of the certificates submitted by them, comparing of their signatures and photographs with the relevant records generated
during the examinations/submitted by them at the time of joining/training. This exercise is required to be carried out with regards to
those candidates of PA/SA Exam 2014 also who have already been appointed/trained and should be completed by 31.10.2015.
4. Some indicative parameters to be followed by the Circles during the verification process are given below:
(a) Verification of the personal details of the candidates submitted by them during the various stages of the examination, i.e.
registration, aptitude test, data entry test, type test, etc.
(b) Verification and comparing of the photographs and signatures of the candidates obtained during registration, OMR sheets
of aptitude test, sheets of data entry and type tests, attendance sheet; hall permits etc;, photographs and signatures given by the
candidates at the time of joining and at the time of reporting at the Training Centres.
(c) Verification of the educational, caste and other certificates/documents submitted by the candidates at the time of
registration for the examination, joining and training.
(d) Verification of the personal information given in the dossiers of the candidates and comparing the same with the
examination related records.

5. It has, further been directed that candidates may be allowed to join only after completion of satisfactory verification
process by the concerned Circle as per the extant Departmental Rules. A report containing the result of the verification
process/aberrations noticed may be sent to the Directorate in due course.

23. Revised STP for PA CO Induction Training Programme.


The competent authority has approved 5 weeks induction training for PAs CO/RO with the following breakup:-
(i) First one week-Attachment to WTC. They will be trained on postal operations.
(ii) Next Two weeks will be on the job training at Post Office, RMS office and Divisional Offices.
(iii) Two weeks will be at PTCs for Institutional training.

2. The draft training content is enclosed. For further details (STP etc.) inputs may be collected for Director, PTC, Mysore. PTC

24. Revision of Cost of Application Fee and Examination fee in respect of Postal Assistants Direct Recruitment & Postmen/MG /
MTS Direct Recruitment.
I am directed to intimate that, a proposal for revision of existing fee structure in respect of Direct Recruitment to the cadre
of Postal Assistants was under examination for some time past.
2. The matter has been examined carefully. The Competent Authority in consultation with integrated finance wing has
ordered to fix the Cost of Application and Examination fee in respect of Postal Assistant Direct Recruitment, at the rates indicated

25. Eligibility for appearing in departmental exam - case of EDAs specially recruited for deputation to APS.
i) It is to clarify that the EDAs who are appointed as Group D in APS are eligible for appearing in Postman's examination.
ii) It is also clarified that henceforth the EDAs who are Group D of APS will also be eligible to sit as EDA in the clerical
examination as per the existing provision whereby 50% vacancies in clerical cadre are to be filled by promotion through
departmental examination failing which the unfilled vacancies shall be offered to EDAs of recruiting division or units.

26. Grant of Savings Bank Allowance to Postal Assistants working in Savings Bank/certificate branches- holding of SB Aptitude Test
- regarding.
The undersigned is directed to refer to this office SB Order No.26/89 issued vide letter No. 2- 3/86-SB dated 27.4.1989, SB
Order No.43/89 dated 12.9.1989, SB Order No. 26/90 dated 4.05.1990, SB Order No. 17/2004 dated 8.10.2001, SB Order No. 5/2005
issued vide letter no. 113-1/2003- SB (APT) dated 28.3.2005, D.O. letter of even number dated 26.2.2010 from DDG (FS) to all Heads
of circles and SB Order No. 10/2011 dated 21.6.2011 on the subject.
2. Based on the inputs received from the circles, it was observed that out of the staff working in the POSB/SC related branches
in the post offices, the percentage of staff passed SB Aptitude test is very low and in some circles the test has either been not held
from many years or not regularly held. In view of this, the pattern and syllabus of the aptitude test has been reviewed in this office
and it has been decided to revise the whole pattern as well as syllabus of this test which is very important from the operational point
of view of the POSB/SC. Min. of Finance is also time and again pointing out the high percentage of irregularities being committed by
the postal staff which is resulting in financial loss to the Government as well as in some cases to the customers and increase in court
cases/public grievances.
3. Revised Syllabus, pattern, eligibility criteria, procedure for setting up of paper/venue and further reporting to this division
are attached as enclosure. Test will be held twice in a calendar year i.e in the month of February and August and candidates who
have completed one year service on 30th June or 31st December of the year in which the test is conducted shall be eligible to
appear.
4. It is requested that necessary action may be taken immediately to circulate the new syllabus as well as eligibility criteria so
that next SB Aptitude may be held in February 2012.

Eligibility Criteria: - All Postal Assistants who have completed one year's service on 30th June or 31st December of the year in which
test is conducted shall be eligible to appear. The test will be conducted twice in a calendar year i.e. in the month of February and
August. Candidates who have completed one year's service as on 31st December shall be eligible for appearing in the test to be held
in February and those who have completed one year's service as on 30th June shall be eligible for appearing in the test to be held in
August. There will be no restriction on number of times a candidate can appear.
Setting up of paper and venue - Test will be conducted by the circle. Date, time and venue will be decided at circle level
and circulated at least 30 days before the scheduled date. Setting up of paper will be done at the level of Postal Training Centre.
Chief Postmaster General of the circle shall decide the name of Postal Training Centre from which the Paper will be got set. A blank
line is required to be provided after 4 options in each question to mention the Rule in support of the answer. Evaluation of the
papers shall also be got done from the same PTC. Result will be declared by the circle. Successful candidates shall be posted in the
branches pertaining to POSB/SC in post offices/divisional offices/regional offices and circle office. If surplus candidates qualified, a
list of such candidates may be prepared in the preference of marks obtained in the test and they shall be posted in the SB/SC
branches as and when required.

28. Syllabus for Departmental Examination in respect of Post Master Grade- I in Postal Wing.
I am directed to refer to Directorate's letter No. 13-2/2010-PE.I, dated 03.02.2010 whereby a separate cadre of
Postmasters has been constituted in the grades of Senior Postmaster, Postmaster Grade-III, Postmaster Grade -II and Postmaster
Grade-I, by carving out the posts from existing General Line posts in Postal Wing.
2. Reference is also invited to Directorate's letter of even number dated 22.11.2010 forwarding therewith copy of Recruitment Rules,
namely, Department of Posts, Senior Postmaster (Group B Gazetted), Postmaster (Grade- 'III and II' - Group B non-Gazetted) and
Postmaster (Grade- I Group C non-Gazetted) Recruitment Rules, 2010, dated 9th September, 2010. It was stated inter-alia in the said
letter that initial constitution of the various Grades of Postmasters shall be done by inviting options/applications from the existing
incumbents of LSG, HSG.II, HSG.I in Post offices and PS Gr, 'B'. In case, after filling up the posts as per the provisions of the
Recruitment Rules certain number of posts still remain unfilled, the same would be filled up as per the provision contained in col. 12
of the respective Recruitment Rules.
3. The Recruitment Rules for the Grade of Postmaster Grade-I provides for filling up of the vacancies by promotion through Limited
Departmental Competitive Examination from amongst the Postal Assistants working in Post offices with five years of regular service
in the grade. Thus, the unfilled posts, after the initial constitution, if any, and regular vacancies subsequently will be filled up on the
basis of Limited Departmental Competitive Examination. The Pattern and scheme for Limited Departmental Competitive Examination
decided by the Competent Authority to fill up the vacancies in the grade of Postmaster Grade-I is forwarded herewith as in the
Annexure.

30. Holding of Limited Departmental Competitive Examination for promotion to the cadre of Postmaster Grade I on 03.06.2012
I am directed to refer to your letter No. R&E/2-93/2012/I dated 18.04.2012 on the above mentioned subject.
2. The case has been examined in consultation with Staff branch. Modified Assured career Progression scheme (MACPS) has been
introduced vide Directorate letter no. 4-7/ (MACPS)/2009-PCC dt. 18/09/2009. According to the Scheme, on grant of financial
upgradation under the Scheme, there shall be no change in the designation, classification or higher status. The financial upgradation
would be on non-functional basis and thus those who are granted MACP, they would continue to function against the existing posts.
Therefore, the Postal Assistants who have got financial upgradation under MACP are eligible to take the above examination,
provided they fulfill other conditions laid down.

31. Training to Postmaster Grade-II


Kindly refer to this Directorate letter of even No dated 6.1.2012 wherein instructions for conducting entry level training
programme for Postmasters Grade-II was issued. It has come to notice that some of the Postmasters in Grade-I, who have already
undergone entry level training for Postmasters Grade-I are working against the posts of Postmasters Grade-II. As the Standard
Training Package (STP) is the same for Postmasters Grade-I and II, there is no need for entry level training to PM Grade-II who have
already undergone training as Postmasters Grade-I.
2. It may, therefore, kindly be ensured that while nominating Postmasters Grade-II for the entry level training at PTCs, those
who have already undergone training for Postmasters Grade-I are not included. The exact number of Postmasters Grade-II available
for training may please be intimated to PTCs concerned directly and no intimation needs to be sent to this Directorate.

33. Inspector of Posts Departmental Examination – Eligibility of officials qualified in Departmental Postmaster Grade-I
Examination
I am directed to refer to Circle Office letter No. Rectt/M-20/IPOs-Exam-2011/3, dated 11.08.2011 on the above subject and to
say that candidates who qualified the Departmental Postmaster Grade-I Examination and the officials who are undergoing training
for Postmaster Grade-I may be permitted to appear in the Limited Departmental Competitive Examination for promotion to the
cadre of Inspector of Posts (IPO) to be held on 3-4 September, 2011, if these officials are not yet appointed as Postmaster Grade-I.

34. No. of chances for IPO examination:


"A candidate is allowed a maximum of four chances to appear in the IPO examination. 70 percent aggregate marks more in
4th chance may be allowed one more chance as a special case."

35. Inspector of Posts examination-allotment of surplus qualified candidates.


This is regarding promotion to the cadre of Inspector of Posts through a limited departmental competitive examination.
The recruitment rules prescribe that 33.34% of the posts be filled by direct recruitment through the Staff Selection Commission and
66.66% through the limited departmental competitive examination.

2. As per the past experience, and based on the available data of the Inspector of Posts departmental examinations
conducted during the years 2004 and 2005, it is seen that only 65% and 61% respectively of the notified vacancies could be filled up.
Consequently, in a few Circles, the vacancies were left unfilled due to lack of qualified candidates.

3. The matter has been examined at the Directorate and it was felt that there is a need to evolve a system, so that the surplus
qualified candidates, who are available over and above the selected candidates in a Circle, can be allotted to the deficient Circles. It
has now been decided that in the Limited Departmental Competitive Examination of Inspector of Posts, after completion of the first
stage of drawing up the Circle-wise list of successful candidates (which is followed hitherto), an All India merit list, in descending
order, strictly based on the marks secured by the surplus qualified candidates from all the Circles for each category will be drawn up.
The number of candidates in this list shall be equal to the combined unfilled vacancies of all the Circles.

4. The surplus qualified candidates in the All India merit list will thereafter be allotted to Circles in accordance with the
candidate's All India merit and choice of Circle indicated, subject to availability of vacancies. On their allotment to a Circle other than
their Home Circle, they shall rank junior to the last selected merit candidate of the Home Circle irrespective of the marks obtained by
them. However, their All India seniority will be determined by their All India merit position.

5. In order to exercise the option of allotment to a Circle as a surplus qualified candidate, the candidate will be required to
give a choice in the descending order of preference, covering all the 22 Circles at the stage of application itself. In case the candidate
does not indicate his preference, he will not be considered for the allotment, even if he is a surplus qualified candidate. The
candidate shall also be required to give an unconditional undertaking that he shall accept allotment to one of the Circles thus
indicated by him. However, before the said allotment, the surplus qualified candidates shall be given a final opportunity to revise
their preference of Circles given earlier, after declaration of results when the unfilled vacancies pertaining to that examination are
known. Re-allotment requests to the Home Circle/other Circles will be considered only in accordance with Rule 38 of Volume-IV.

6. In so far as filling up of the unfilled SC/ST vacancies of IP Departmental Examination is concerned, such unfilled vacancies of
the respective Circles would continue to be filled up as per the extant rules on the subject, whereby the Circle High Power
Committee examines the issue of awarding grace marks to the failed SC/ST candidates under relaxation of standards. The review by
the Circles shall be carried out within three months of the announcement of the results. After the review is completed, if sufficient
numbers of SC/ST candidates are still not available in the Home Circle, the Circle shall notify such unfilled SC/ST vacancies to the
Directorate for filling up these vacancies through the surplus qualified SC/ST candidates of the All India Merit list. As for 'OC' surplus
qualified candidates, the SC/ST surplus qualified candidates will also be given an opportunity to change their preference at this stage.
In the Circle Seniority List, in respect of SC/ST candidates, the surplus qualified SC/ST candidates allotted to the Circle based on All
India merit list will rank senior to the SC/ST candidates of the Home Circle who have been awarded grace marks under relaxation of
standards.

7. In case a candidate declines promotion, which should be intimated to the competent authority within a month of the
receipt of the offer letter, such vacancies will also become available for being filled up by the candidates of the same examination as
per the extent rules applicable to various categories.
8. The surplus qualified candidates, who are allotted to other Circles, will be required to pass a language proficiency test in
the language of the State concerned, within the period of probation of two years. This test shall be conducted by the Circle itself.
Candidates who fail to pass the language proficiency test shall be reverted to their substantive cadre and would be free to undertake
the next IP examination subject to the prescribed eligibility norms.

9. This shall come into force with effect from the Inspector of Posts Examination of 2008.

36. Inspector of Posts Examination - allotment of surplus Qualified Candidates


The Competent Authority has decided that the Surplus Qualified Inspectors scheme which was introduced vide this office letter
of even number dated 13.04.2007 and dated 20.04.2007 is hereby dropped.
2. The above order is effective from the Inspector of Posts Examination 2011 which will be held on 3rd and 4th September 2011.

37. Holding of Inspector Posts Examination 2011 for promotion to the cadre of Inspector of Posts to be held on 3rd & 4th
September, 2011
I am directed to refer to your office letter No. Rectt. / 48 - 3 / 2010, dated 15.07.2011 and subsequent your D O letter dated
20.07.2011 to clarify the following two issues:-
(i) Whether the proposed IP Examination pertains to the year 2010 only and not for the year 2011;
(ii) The cut-off date for assessing the eligibility to appear for the examination has been fixed as 30th June, 2011. As per Rule 279 / 1 -
3 ( a ) of P & T Manual , Vol. IV, the cut-off date is 1st July preceding the date fixed for the examination.
2. It is informed that the above mentioned issues have been examined in this office and the item-wise clarifications are given
below.
(i) The proposed I P Examination is for the year 2011 only;
(ii) The cut-off date for assessing the eligibility to appear for the examination is 1st July, 2011

VII. ARMY POSTAL SERVICE

38. Number of chances to be availed for appearing in Inspectors of Posts Departmental Examination in respect of APS Candidates.
I am directed to refer to instructions contained in Rule 279 (3) (c) (ii) of P&T Manual Vol. IV and P&T Manual Vol. IV Part-II
Appendix 'A' under Chapter V below Sub Rule 85 and to clarify as under:
(i) If a candidate serving in Army Postal Service (APS) has exhausted all the permitted 4 chances in civil before joining the APS will
not be eligible for any additional chance in APS.
(ii) If a candidate has not availed of the maximum number of chances before joining the APS, he will be allowed two additional
chances while serving in APS as tabulated below:

39. Provisions in respect of the candidates, who are serving or having served in Army Postal Service, for promotion as Inspector
Posts on the basis of Limited Department Competitive Examination.
I am directed to say that consequent upon notification of Department of Posts (Inspector Posts) Recruitment Rules 2013,
issued on 01.02.2013 in supersession of Inspector of Posts Recruitment Rules 2001, the provisions contained in Rule 279/1 (3) (c) & 9
(b) of P&T Manual Vol. IV, Sub Rule 85 under Chapter V of Appendix ‘A’ of P&T Manual Vol. IV Part-II stand superseded. According to
the revised Recruitment Rules, only such officials, irrespective of whether serving in the Department or in APS on deputation, would
be eligible to appear in the Limited Department Competitive Examination for promotion to the posts of Inspectors Posts, who meet
the age limit prescribed in the Recruitment Rules and their promotions will be made only against the notified number of vacancies of
the Circle in various categories. Thus, the provision contained in Postal Manual that candidates working in APS, who obtain the
minimum qualifying marks would be brought on the approved list (s) of Inspector Posts no longer exists.
2. Further, as per the Recruitment Rules 2013 an eligible official, who is serving or has served in Army Postal Service on
deputation for more than two years, shall be allowed two additional chances to appear in the Limited Departmental Competitive
Examination.

40. Service and pensionary benefits to GDSs on deputation to APS as Group ‘D’
I am directed to refer to your letter No. 90413/APS JC/R-341 (b) (Pt) dated 09.05.2007 on the subject mentioned above and to state
that it has been decided by this Department that the 847 GDSs presently on deputation to APS may be regularized from the date of
entry in APS/from the date the GDSs have been conferred technical promotion as Group ‘D’

2. In addition, these 847 GDSs who have been deputed to APS may be offered and option to return to civil side and accept GDS posts.
Those who are prepared to revert should be reverted immediately.

3. GDS officials who are now proposed to be regularized as Group ‘D’ from the date of their entry in APS/technical promotion given
earlier will not be reverted to civil till they are discharged from APS on the date of retirement as applicable in APS. However, AP Dte.
will make efforts to retain official in APS itself till the civil date of superannuation. In case of reversion from APS to Civil side after
attaining the retirement age in APS or thereafter, these officials will be deployed to the extent Group ‘D’ vacancies are available in
Civil. In case there are no Civil Group ‘D’ posts available to accommodate these personnel, then there will be no option but to
proceed on retirement direct from APS. An undertaking to this effect should be obtained.

4. In case the GDSs who are now proposed to be regularized as Group ‘D’ are reverted to Civil for some reason or the other, such
personnel will rank junior most in seniority in the Civil gradation list. The date of assumption of charge in a Civil post will be deemed
to be the date of entry in the grade in the Civil gradation list for the purpose of seniority, However, the service rendered in APS as
Group ‘D’ will for all purposed be counted as a regular service except in claiming seniority in the Civil side, An undertaking to this
effect should be obtained.

5. All the consequential benefits including TBOP/BCR will accrue since the date of regularization of these personnel in APS. Statutory
deductions such as GPF etc., will have to be made in accordance with the rules on the subject.

41. Eligibility of the Gramin Dak Sevaks who were on deputation to Army Postal Service as Group ‘D’, and the subsequently
regularized in the cadre of Group ‘D’ for appearing in the LGOs Departmental Examination
I am directed to invite your attention to this department’s letter of even number dated 30.06.2009 informing not to permit
Gramin Dak Sevaks who were on deputation to APS for appearing in the LGO examination and also not to declare the results of such
candidates till a decision is taken in the matter.
2. The matter has been examined in the Directorate. The competent authority has decided that such deputationist may not be
debarred from appearing in the LGO examination. It has further been decided that those who qualify in the examination will not be
permitted to revert to Civil side.
It is therefore, requested that necessary action may kindly be taken accordingly and also declare the result which have been
held up.

42. Service condition of GDS who were on deputation to APS as Group ‘D’ and subsequently regularized in the cadre of Group ‘D’

2. As per para 3 of DG Posts letter mentioned at 1 (a) above, such GDS officials will not be reverted to civil till they are discharged
from APS on the date of retirement as applicable to APS. However, APS Dte will make efforts to retain such officials in APS till
their date of superannuation from civil. Further it states that on discharge from APS, these officials will be deployed to the
extent Group ‘D’ vacancies available in civil. In case there are not Group ‘D’ posts available to accommodate these pets then
there will no option but to proceed on voluntary retirement direct from APS.
3. As per para 2 of DG Posts letter mentioned at 1 (b), such candidates may not be debarred from appearing in the LGO
examination but those who qualify in the examination will not be permitted to revert to civil side.
4. However, in the recent past, a case has come to light of this Dte. where one of such Sept on attaining the age of 54 years
tendered his unwillingness to continue in APS without knowing the consequences and OC unit recommended his case without
going through the provisions on the subject. The OR was in shape-I and eligible for extension of service beyond 54 years of age.
Since civil division could not accommodate him as Group ‘D’, he later on realized the problem and approached for cancellation
of discharge. Had the provisions explained to the OR at the initial stage, this situation could have been avoided.
5. In view of the above, it is enjoined upon officers at all level to go through the provisions on the subject and explain them to the
affected pers.

43. Provision of concession to APS candidates for appearing/Passing the Inspector Posts Examination.
I am directed to refer to the above cited subject and to say that certain concessions were granted to Army Postal Service
(APS) officials in respect of taking Limited Departmental Competitive Examination (LDCE) for promotion to the Inspector (Posts).
These concessions were later withdrawn vide this Directorate letter of even number dated 5.9.2013 except for the concession of two
additional chances for appearing in Inspector (Posts) Limited Departmental Competitive Examination. As the withdrawal of the
concessions was adversely affecting the morale of the personnel serving in the APS and also causing manpower crunch in APS, the
matter has since been reviewed and it has been decided that the following concessions will be allowed to the APS candidates for
appearing/passing the Inspector (Posts) Examination :-
(i) APS candidates may be granted ‘Qualified Status’ in case they qualify the Inspector Posts examination provided they secure
aggregate marks not less than 90% of the total marks secured by the last candidate ‘selected on merit’ in their parent Circle (in civil
side). If such qualified APS candidates have completed three year service as Junior Commissioned Officer (JCO) on the date of
examination, they will be brought on the approved lists of Inspector Posts below all candidates (including those belonging to SC/ST).
Their position in the approved list inter-se will be determined by the order of merit in the departmental examination.
(ii) ‘Qualified Status’ APS candidates, who have not completed three years as Junior Commissioned Officer on the date of
examination, will be brought on the approved lists of Inspector Posts below all candidates (including those belonging to SC/ST) who
have been declared successful in the last examination held before the date on which they complete three year service as JCO. Their
position in the approved list inter-se will be determined by the dates on which they complete three year service as JCO.
(iii) A qualified APS candidate, who leaves the APS before completing three years’ service as JCO will not be eligible to be
placed on the approved list.
(iv) Age relaxation of 05 years may be given to APS candidates for appearing in Inspector (Posts) Limited Departmental
Competitive Examination.

45. Grant of Ex-servicemen status of Army Postal Service Personnel.


The undersigned is directed to refer to this Ministry's OM of even No. dated 20/21.07.2011 on the above subject wherein it was
stated that as per order dated 26.03.2010 passed by Hon'ble AFT Chandigarh in connection with TA. No. 110 of 2009 (arising out of
CWP No, 15237/2009) filed by JC-105931 Ex-Sub Atma Singh & other Vs UOI & other, personnel who were on deputation in Army
Postal Service for more than 6 (Six) months prior to 14th April 1987 would also be considered as Ex-Servicemen with all
consequential benefits. It has been reported that ex-serviceman status has not been given to such personnel as a result of which
they are being denied the benefits available to Ex-servicemen. Some representations have been received in this regard from affected
personnel also.
2. The matter has been examined in the department and with the approval of the competent authority, it is reiterated that OM
dated 20/21.07.2011 was issued based on the directions of the Hon'ble AFT very clearly stating that personnel who were on
deputation in Army Postal Service for more than 6 (Six) months prior to 14th April, 1987 would also be considered as Ex-servicemen
with all consequential benefits. Hence a person who was on deputation in APS for more than 6 (Six) months prior to 14th April 1987
is to be considered as ESM.

2. The Department conducted the limited Departmental Competitive Examinations on turnkey basis for the years 2011 &
2012. Many representations were received in the said Examinations alleging inappropriate adoption of keys and also stating that
certain questions were prescribed out of the syllabus.
3. The Competent Authority after a careful examination of the matter has ordered to specify the Postal Manuals/Reference
material for the syllabus communicated in the above letter as no such reference books/material was prescribed in the said syllabus.
The competent Authority constituted a group of senior officers for examination of the issues and to make recommendations.
4. The recommendations of the Constituted Committee have been examined by the Competent Authority approved the
reference books/Manuals from which the Multiple Choice Questions (MCQs) for Paper-I and Paper-II have to be prescribed. The
references books and manuals specified is furnished in the Annexure-I.
Further, the Competent Authority also ordered to prescribe a cut-off date about the date upto which the status position of
rules, on which questions papers will be set. Accordingly, it was ordered that the cut-off date will be the 31" December of the
preceding year in which a particular examination is held/conducted.

49. Senior Postmaster Examination, 2011-Clarification on eligibility Criteria -Reg.
I am directed to say that references have been received from some Circles seeking clarifications as to whether Asstt. Supdt.
Posts (ASPO) who are in the grade of Rs.4600/- and those ASPOs granted Rs. 4800/-as Grade pay under MACP scheme are eligible to
appear for the ensuing Limited Departmental Competitive Examination for Senior Postmasters (Gazetted) to be held on 31.12.2011
and whether the Inspector of Posts who have been granted Grade Pay of Rs. 4600/- under MACP are eligible to appear for the said
Senior Postmasters Examination.
2. According to the Recruitment Rules, 75% of the vacancies in the grade of Senior Postmaster are required to be filled up by the
Inspector of Posts (IPOs) with six years of regular service in the grade by promotion through Limited Departmental Competitive
Examination and 25% of vacancies by promotion from amongst the officers holding the post of Postmaster Grade.III with two years
regular service (including regular service in HSG-I, if any). Therefore, ASPOs holding the post on regular in the grade pay of Rs.4600/-
and such ASPOs who are in receipt of Grade Pay of Rs.4800/- under MACP scheme are not eligible to appear in the said examination.
3. Further, as per Modified Assured Career Progression Scheme (MACPS), on grant of financial upgradation under the scheme,
there shall be no change in the designation, classification or higher status. The financial upgradation would be on non-functional
basis. Thus, those regular IPOs who have been granted financial upgradation under MACP would continue to function against their
existing posts. Therefore, higher Grade Pay derived by IPOs because of financial upgradation under the MACP scheme will not be a
bar to such IPOs to appear in the Limited Departmental Competitive Examination for the post of Senior Postmaster as they continue
to be the regular incumbents of the post of IPO.
4. Circles are requested to take into account the above clarifications while deciding the eligibility of officers holding the post of
ASPO and IPO for Senior Postmaster Departmental Examination, 2011.

50. RMS Group B exam for the General line officials - eligibility thereof
It is stated that in so far as syllabus for this Examination is concerned, it is in no way exhaustive than that prescribed for
I.P.O.'s examination. Further the first three papers are to be attempted with the aid of books whereas in the IPO's examination this
relaxation is not there.
As regards, eligibility of cadres to appear in the examination, it is hereby clarified that the officials belonging to RMS; MMS
and RLO cadres are not eligible to appear in this examination.

51. Maintenance of All - India quota of General Line of Postal Service Group 'B'
The undersigned is directed to refer to this office memo no. 11-14/86-SPG dated 29.12.87 vide which the quota of General Line
in each circle was fixed equal to 6% of the total Postal Service Group 'B' posts in each circle.
It has now been decided to dispense with the circle wise quota of General Line. The Directorate will however ensure that the All
India quota of General Line is maintained at 6% of the total Postal Service Group 'B' Posts.
It may be clarified that with the dispensing of Circle-wise quota, the ad-hoc promotion of General line officials will be made only
against the leave vacancies of General Line officers.

52. Eligibility conditions for appearing in dept. competitive exam for promotion to P.S. Group 'B' cadre
In continuation of this office letter of even number dated 20-7-03 on the above subject it is to further clarify that officials
who are promoted to LSG or HSG and are having five years of service in the LSG either on notional or regular basis or in combination
of both would be eligible for appearing in the dept. competitive examination for promotion to PS Group 'B'.

53. Eligibility of officials promoted under TBOP/BCR for appearing in the departmental competitive examination to PS Group B
Grade
Refer to DO letter no R&E / 1-86/DLGs dated 17-09-2003 regarding eligibility of officials promoted under TBOP / BCR for
appearing in the departmental competitive examination to PS Group B Grade. In letter dated 28-07-2003, it was mentioned that the
official promoted under TBOP / BCR are also eligible for appearing in the said departmental competitive examination if they have 5
years notional or regular service in LSG or higher grade. Therefore, there should be no ambiguity in the matter. While TBOP / BCR
are financial up gradation granted on the basis of length of service, promotion to LSG / HSG II which are supervisory provisions, is
based on recruitment rules. 5 years’ service in these grades is the eligibility condition for appearing in departmental competitive
examination for promotion to PS Group B.
Any CAT case on the subject as apprehended may be defended effectively.

54. Eligibility condition to appear for the PS Gr. B examination in r/o general line officials - regarding
References from the Heads of some Postal Circles have been received in this Directorate seeking clarifications whether the
officials (PAs) promoted under TBOP/BCR having 5 years continued regular service or more are also eligible for appearing in the P.S.
Gr. B Examination.
The matter has been examined in the Directorate. I am directed to clarify that officials promoted under TBOP/BCR scheme
are eligible to take the examination on completion of five years. Five years’ service in LSG are reckoned from the date the official is
notionally promoted to LSG or higher grade as to be eligible for appearing in the Departmental competitive examination for
promotion to P.S. Group 'B' grade.

XI. CONCESSIONS ON PROMOTION TO RESERVED CATEGORIES

55. SC/ST candidates are eligible for lower qualifying marks/lesser standard in the departmental qualifying/competitive
examinations from 03.10.2000
The undersigned is directed to refer to Department of Personnel and Training's O.M. No. 36012/23/96-Estt. (Res).dated the
22nd July 1997 vide which various instructions of the Government providing for lower qualifying marks/lesser standards of
evaluation in matters of promotion for candidates belonging to the Scheduled Castes and Scheduled Tribes had been withdrawn on
the basis of Supreme Courts' Judgment in the case of S. Vinod Kumar V. Union of India (JT 1996-98 SC 64D3).

2. The undersigned is further directed to say that the matter has been reviewed, consequent to which the following proviso to Article
335 has been incorporated in the Constitution by the Constitution (Eighty -Second Amendment) Act. 2000:-
"Provided that nothing in this Article shall prevent in making of any provision in favour of the members of the Scheduled Castes and
Schedule Tribes for relaxation in qualifying marks in any examination or lowering the standards of evaluation for reservation matters
of promotion to any class or classes of services or posts in connection with the affairs of the Union or of a State."

3. In pursuance of the enabling proviso of Article 335 of the Constitution, it has now been decided to restore, with immediate effect,
the relaxations/concessions in matters of promotion for candidates belonging to SCs/STs by way of lower qualifying marks, lesser
standards of evaluation that existed prior to 22-7-1997 and as contained in the instructions issued by the Department of Personnel
and Training from time to time including OM, No. 8/12/69-Estt (SCT), Dated 23.12.1970, No. 36021/10/76-Estt. (SCT), dated
21.1.1997 and para 6.3.2 of the DPC guidelines contained in Department Personnel and Training's O.M. No. 22011/5/86-Estt (D),
dated 10.04.1989. In other words, the effect of these instructions would be that, the Department of personnel and Training's O.M.
No. 36012/23/96-Estt (Res) dated the 22nd July, 1997 becomes inoperative from the date of issue of this OM.

4. These orders shall take effect in respect of selections to be made on or after the date of issue of this OM and selection
finalized earlier shall not be disturbed.

56. Discontinuing the existing Scheme of relaxation of standard in favor of SC & ST Group 'C' officials including MTS in the Limited
Departmental Competitive Examination.
I am directed to refer to this Departments letter No. 26.02/1981-SPB-I dated 04.05.1981 vide which a provision for review of
results of the SC/ST candidates who fail in the departmental competitive examination even after applying the relaxed standard was
introduced. Such reviews are to be conducted, in case, required number of SC/ST candidates do not qualify even on the basis of
relaxed standard.
2. The provision of reviewing of results of failed SC/ST candidates has been revisited by the Postal Services Board and the
following has been decided:
i. Discontinue the Scheme introduced vide letter No.26-2/1981-SPB-I dated 04.05.1981 as per which the result of failed SC/ST
candidates is reviewed for different cadres and subsequent clarification issued in this regard.
ii. The vacancies remaining unfilled in a Division, on account of non-availability of passed meritorious SC/ST candidates in that
Division, may be offered to the surplus SC/ST candidates of other Divisions.
iii. For unfilled backlog SC/ST vacancies, special examination may be conducted as per the requirement
3. All the Circles are requested to bring these instruction to the notice of all concerned for compliance.

57. Relaxation of merit to SC / ST employees


Concessions granted to SC / ST employees for considering them for promotion without reference to merit and the
prescribed bench mark withdrawn from 22-07-97 has been restored w.e.f. 03-10-2000. They are eligible for lower qualifying
merits/lesser standard of evolution in qualifying competitive examination.

58. SC / ST selected in unreserved point - clarification


If the vacancy in a cadre is against unreserved point and the senior most candidates in the feeder cadre is SC / ST, he will
also be considered for promotion and if selected will be adjusted against the unreserved point.

59. SC / ST promotion under unreserved point


SC / ST candidates promoted on their own merit should not be adjusted against reserve points; they will occupy
unreserved points."

60. Relaxation for SC/ST in qualifying examination


If qualifying examination is prescribed for promotion on the basis of seniority cum fitness in any case, relaxation in the
standard for SC/ST candidates should be made to the extent decided on such occasion taking into account (i) the number of
vacancies reserved (ii) the performance of candidates, general as well as SC/ST candidates (iii) the minimum standard of fitness for
appointment to the post and (iv) the overall strength of the cadre and that of SC/ST.

XII. SELECTIVE ORDERS

61. New Examination System-Conducting Limited Departmental Competitive Examination for the year 2011
I am directed to say that after introduction of New Examination System in the Department of Posts, Applications under RTI Act
2005 are being received from several candidates seeking following clarifications on the syllabus prescribed for different
examinations:
(i) Intimate the Postal Manuals in which the syllabus/subjects are available;
(ii) What is meant by "Accounts"?
(iii) What is meant by "Material Management"?
(iv) Model Question Papers suggested by the Examiners to the department for adoption in the Examination;
It is clarified that as per the new system of departmental examinations, all the Question Papers will be objective type Multi
Choice Question (MCQ) pattern and no books are prescribed. Candidates have to acquire knowledge from the following sources:
1. With reference to the available Postal Manuals in the PSDs/ India Post Website
2. Approved reference Books like FRs/SRs, Manual of Office Procedures, Marketing etc. which are already available in the market
and also
3. From the experience gained by the candidates in their day to day work.
It is also informed that there is no scope for supply of Model Question Paper as the Question papers will be objective type (MCQ
pattern) and will mostly be given on the subjects prescribed in the syllabus and a single answer has to be given by the candidate. This
may be circulated among all the candidates.

62. Revaluation of answer papers – judgment pronounced by the Hon’ble Supreme Court in the Civil Appeal No. (s) 897 of 2006
and 907 of 2006 between Himachal Pradesh Public Service Commission (Appellant) and Mukesh Thakur & Anr (Respondents)
I am directed to enclose copy of the subject cited judgment of Hon’ble Supreme Court of India

2. Consequent on the introduction of RTI Act 2005 and the directions of the CIC to supply photocopies of answer papers to the
candidates, filing of Court cases in the Tribunals has increased enormously. Various CAT Benches are also directing the Department
to get the answer papers revaluated on filing writ petitions in the High Courts against the orders of the CAT Benches, the High Courts
are also disposing of the cases saying that they don’t want to interfere in the matter. It is stated that Rule 15-Appendix- 37 of Postal
Manual Volume-IV clearly stipulates “Revaluation of answer script is not permissible in any case or under any circumstances”. Thus it
is not permissible to consider requests after declaration of results as it will not only cause great inconvenience to the examination
process and also cause hindrance to the administration in the absence of vacancies of particular category viz; OC, SC, ST etc. under
departmental quota but also be against the spirit of ibid Rule.

3. It may be seen that representations requesting for revaluation of answer papers are being received in this office specifically
pointing out the following grievances:
(i) Particular answer (s) were not evaluated
(ii) Excess attempted answer(s) were not evaluated
(iii) For the same answer (s), the examiner awarded marks to one candidate and to another candidate
(iv) All the answers were evaluated but justified marks were not awarded by the examiner.

4. The issues indicated at (i) to (iii) above are justified and need to be examined by the competent authority to find out the facts and
if the claim of the candidate appears to be genuine, revaluation may be got done by an independent examiner in such cases and
further necessary action may be taken. In so far as the issues indicated at (iv) above, there is no need to consider such requests and
merits rejection at the initial stage itself.

5. In the similar situation in the Civil Appeal No. (s) 897 of 2006 and 907 of 2006 between Himachal Pradesh Public Service
Commission (Appellant) and Mukesh Thakur & Anr (Respondents), Hon. Supreme Court of India has upheld the plea of the Himachal
Pradesh Public Service Commission is rejecting the request of a candidate for revaluation. In the light of the judgment of Hon.
Supreme Court, it is requested to review all pending court cases filed in various CAT Benches/High Courts by the candidates of
various departmental examinations seeking direction for revaluation and declaring them as successful on the pretext that the
evaluation was not done properly by the examiners and file suitable interim replies in the courts producing the copy of the Supreme
Court judgment seeking dismissal of the cases. All pending representations received from the applicants seeking revaluation of
answer papers covered under item (iv) of para 3 above may also be disposed of at the Divisional/Regional/Circle level as the case
may be without forwarding the same to the office.

63. Retotalling and verification and Revaluation of answer scripts, regarding


This is regard dealing of representations received from candidates who appear for the Departmental Examination for
Retotalling/Verifications/Revaluation etc. are of their answer papers.

2. Representation of a large number of candidates are being received in the following cases for: -

a) Retotalling and verifications


b) Revaluation of answer scripts

c) Supply of marks and answer papers of other candidates
d) After supply of answer papers to the candidate, Appeals are being received under RTI Act 2005 for revaluation.

a) Retotalling/Verifications: - As per Rule 14, Part General of Appendix 37 of P & T Manual, Volume IV, Retotalling/Verification of
marks was allowed on payment of fee of Rs. 100/- per paper. However, consequent upon introductions of RTI Act 2005,
Departmental Examination Section is supplying photocopies of answer papers to the candidates. Therefore, Rule 14 has
redundant and the procedure of retotalling has been treated as withdrawn as DE Section has taken up 100% verification of
answers papers and mistakes being verified before declaration of the results.
b) Revaluation of answer papers: - Majority of the candidates are submitting applications directly/advance copy for construction
by this office. Very few such applications are being forward by the Circles to this office.
As per the Rules of Postal Manual Volume – II, it has been clearly indicated that (i) Representation should be submitted through
proper channel (ii) Any petition or copy thereof which is sent directly to the DG office or to any other Subordinate authority
instead of through proper channel, will be field, no notice of any kind will be taken it to and (iii) The officer by whom a petition
is received for onward transmission should forward it to the authority addressed with a report giving a full statement of the
case and a definite recommendation in respect of the prayers contained therein. Relevant document should also accompany
the forwarding report.
4. After going through the answer papers a large number of candidates are being resorted to sending applications/representations
in the following manner contrary to the stipulated Rules (Rule 118-A (i) and Rule 118-B) laid down in Postal Manual Volume-II:

a) Submitting the representation directly to this office for consideration and after sometime seeking information under RTI
ACT 2005 about the action taken on their representations. This creates unnecessary correspondence.
b) The Circles are simply forwarding such representations contrary to clear instructions stipulated in Rule 118-B. In some
cases the Divisional Superintendent are also forwarding such representations to this office directly. In this connection.
Clear guidelines were issued to Circles vide this office letter No. A-34018/10/2010-DE dated 02.08.2010 classifying the
cases which merits consideration for revaluation and instructions were sent to Circles to dispose the application received
for revaluation at the their level. In spite of these instructions, Circles are not following the guidelines/instructions issued
by this office and continues to forward the applications/representations.
5. In view of the position indicated above, I shall be grateful, if you could kindly issue necessary instructions to the candidates as
well as the officers who are handling such representations at Circle level on the following lines:
i) All representations should be submitted to the Head of the Circle through the controlling Authority. No action will be taken on
the representation received directly from the candidates for revaluation or otherwise and they will be filed in this office.
ii) Circle Office should first examine the representation case by case to see whether they satisfy the conditions laid down in this
office letter dated 02.08.2010, justified case may be forwarded to this with specific recommendations/para wise comments and
cases with no justification may be rejected at Circle level itself.
iii) Retotalling & verification of answer papers has been discontinued in view of provision for supply of photocopies of answer
papers to the candidates.
i) Requests for retotalling and evaluation under RTI Act 2005 are not considered. Similarly, appeal addressed to Director (E&DE)
for revaluation of answer paper will be treated accordingly.

64. Officials can be allowed to appear departmental examinations under suspension


The question whether an official who submits an application for permission to sit at the examination for departmental
candidates, and against whom either disciplinary proceedings have been initiated or who is under suspension should be allowed to
take the examination or not, has been under consideration for some time past. It has now been decided in consultation with the
Ministry of Home Affairs that such an official might be admitted to the examination even though he may be under suspension or
disciplinary proceedings might have been initiated against him, if he satisfies all the other conditions prescribed for admission to
such examination. The official can, however, be promoted only after the disciplinary proceedings are over and he is completely
exonerated.
If on the basis of the disciplinary proceedings any punishment is imposed (other than removal, dismissal or retirement, in
which case the question would not arise), the appointing authority should consider each case on its merits to see whether a person
should be promoted in spite of the penalty imposed on the basis of the results of the examination which he has passed. If it is
decided to promote him, then he should be promoted only after the expiry of penalty (other than censure), but his seniority in the
higher grade may be determined on the basis of the rank obtained in the competitive examination.

65. Competitive exam - candidates obtaining equal marks - selection and determination of inter-se-merit
I am directed to invite your attention to this office letter of even no. dated 8-9-94 on the subject mentioned above and to
state that Para 2 of erstwhile DG P&T letter No. 27-24/65/NCG dated 7-4-66 may be deleted and substituted by the following Para in
its place.
"SELECTION" :- If two or more candidates get clubbed due to obtaining of equal marks against last vacancy to be filled on
the basis of the competitive exam. - Selection of senior-most of such candidates in the merit shall be made based on their Inter-se-
seniority in the feeder post. If they belong to the common seniority list, if not their length of regular service in the feeder post may
be taken into account for this purpose.
Above amendment issues in the light of Dept of Personnel & Training U.O. No. 6-6/93/Estt (D) dated 18-5-93 and will apply
to all exams held by the Dept of posts in the year 1993 and onwards.

66. Rules Governing the Limited Competitive Departmental Examination for promotion of MTS to LDC Cadre. Reg.
The matter regarding grant of relaxation in residency to graduate MTS in PAO’s to appear in Limited Competitive
Departmental examination for promotion to LDC was under consideration of this office from some time. After due consideration, the
Competent authority has decided to relax the prescribed length of service for graduate MTS to appear in Limited Competitive
Departmental Examination for promotion to LDC on the same terms and condition as applicable for graduate LDC / Typist for
appearing in Departmental Examination for promotion to JA Cadre. Accordingly, there will be no service condition of length of
Service for graduate MTS for appearing in Limited Competitive Departmental Examination for promotion to LDC Cadre.
Further, condonation of deficiency in service as applicable in Departmental Examination for promotion to JA Cadre i.e. one
month by Heads of PAO and above one month but not exceeding two months by Heads of Circles will also be applicable in Limited
Competitive Departmental Examination for promotion to LDC Cadre. However, above relaxations are applicable to only the Limited
Competitive Departmental Examination and not to Departmental Examination.

67. Granting exemption from attending mandatory 3rd Mid-career training to officials suffering from chronic illness who are above
55 years of age- regarding.
A reference was received from Director of a PTC and General Secretary of a Service Union raising the matter that ‘generally
when official are deputed for training, at the stage of 3rd Mid-career training for operative line staff; some of them happen to be
suffering from serious ailments due to age factor. In certain cases, trainees were required to be hospitalized by the PTCs. Sometimes,
such officials had to be relieved from PTCs without completion of training. This adversely affects training activities and results in
wastage of precious training hours of other participants and faculty as the teaching- learning process is thrown out of gear. At times,
arrangement for stay and accommodation to family members of such officials are required to be provided by PTCs. In the recent
past, two trainees passed away during the course of training at two different PTCs.
2. The matter has been examined by this office and it is observed that as per the Postal Training Policy, 2012, one has to undergo
mandatory Mid-career training. The purpose of all trainings is to equip officials to handle higher responsibilities effectively. However,
an ill person cannot concentrate on learning. In this regard usual standing instructions are normally enclosed with training calendars,
issued by PTCs to Circles, wherein it is invariably mentioned that officials suffering from any serious disease may not be deputed for
training till their health improves. Similarly, lady candidates who are in the family way and at advanced stage of pregnancy and lady
trainees having very young babies may not be deputed for training till their situation improves. Therefore, there cannot be any
blanket exemption from Mid-career training, however, care needs to be exercised to not to nominate any employee who is not in a
fit condition at that time to undergo training.
3. The Divisional Heads/nominating authorities must realistically assess the fitness of employees and should give due weightage to
medical certificate, if any, submitted for not deputing them for training. Such officials should be deputed for training as and when
controlling authorities find them fit for it.
4. Directors of PTCs are advised that in case they notice any official, who is unwell and unfit to undergo the training, then after
assessing the employee’s condition, including taking medical opinion wherever required and considering the written request, if any,
of employee (trainee), they may relieve such officials on the first day of training itself or during the course of training, as the case
may be, intimating the reasons of such relief to controlling authorities of the officers (who made the nomination) for necessary
action. While relieving such officials, all assistance must be given by PTCs for their safe and comfortable journey back to their place
of work/residence.
5. Directors, PTCs may report such cases in monthly report to ‘Training Division, Postal Directorate to take up the matter with
HOCs for corrective action.
6. The above instructions may kindly be conveyed to all concerned/Divisional Heads in the Circle to consider and decide
nominations accordingly.
