THE PROBLEM AND ITS BACKGROUND

Background of the study

VAWC (Violence Against Women and Children) or R.A. No. 9262 is a law
that protects women and children. It is experienced by women of all ages, not
just women but also their children who experienced physical, sexual, and
emotional abuse.

Since VAWC is for women and children, the researchers want to know the
opinion of men about this protection program. Not all men are strong enough to
protect their selves, some of them also need protection. Because they also
experienced the cruelty and discrimination made by the opposite gender. The
researchers want to hear their advocates, voices, and rights to raise their
privileges to protect their selves.

In this study, the researchers want to find out the different perceptions of
men towards the VAWC program in Mahaplag, Leyte.

CHAPTER II

REVIEW OF RELATED LITERATURE

This study focuses on the perception of men towards VAWC program.

This section covers the past studies including articles, which have connection in
this study. In connection with this, we give respect to the authors and
researchers who contributed and important data and information.

Bucoy, R.M. (2018), emphasized that the duty to promote women’s

empowerment and gender equality is not exclusive to women alone. Men’s
participation strengthens each step towards ending VAW that hampers true
progress and equality. “We in PCW will do everything in our means to promote
women’s empowerment and to enhance the participation of men in the
development of gender and development programs and policies. We, regardless
of age, sex, religion, social class and ability, should all pledge to work hand-in-
hand rhetoric and take action to uphold positive masculinity and improve the
quality of life of women, men, and children everywhere.

Kato, I. (2018), noted in his message that men and boys are also critical
contributors to the empowerment of women and girls. He emphasized four
important reasons for the need to engage men and boys in reducing and
preventing gender-based violence: (1) predominantly, men and boys are the
ones

who perpetrate violence; (2) social construction of masculinity play a crucial role
in shaping men’s and boy’s violence against women, (3) men may have better
chances to change fellow men and (4) involving men and boys mean that women
and girls do not have to make the transformation alone.
Augusto, M., (2018), of Gender Watch Against Violence and Exploitation
(GWAVE) who emphasized the importance of men talking to men to advance
gender equality and non-violence.

A lawyer who specializes in Violence Against Women and Children cases

said he has noticed a rise in cases of men being beaten up their wives or
partners. He said that while women and children are protected by the law it
seems unfair that men aren’t being protected from abusive spouses. “Ang mga
babaye kusog kaayo mo-file og VAWC, dako raba kaayo’g mga daog. Pero ang
mga lalake nga kulatado sa asawa mga luoy kaayo,” he said, (2018).

As a respond to the need to address the violence women and children

experience due to unequal power relations, Republic Act 9262 was signed on
May 8, 2004 by then President Gloria Macapagal-Arroyo, with full support of
women’s rights and feminist groups.
