7. SCHOOL TIMINGS

10. SMC MEETINGS
SMC meetings must be conducted during first week of every month and minutes of the
meetings must be recorded. The Headmaster must inform all the SMC Members and ensure for their
participation.
11. IMPLEMENTATION OF CO-CURRICULAR ACTIVITIES
Co-curricular activities as a part of curriculum promote overall development of the children.
The activities prescribed are creative in nature and value oriented and guide for development of good
citizens. These activities shall not be neglected and the Headmaster shall plan and distribute co-
curricular activities to the teachers based on their work load in Primary, Upper Primary and High
Schools and see that all the co-curricular activities must be implemented and recorded in the
Cumulative Records. The ‘Health & Physical Education’ will be implemented by the PETs / PDs
following COVID guidelines. The Headmaster is responsible for the implementation of all the co-
curricular activities and recording the grades properly.
12. CHILDREN HEALTH PROFILE
All the schools must take necessary steps for the health checkup of the students with the help
of local Primary Health Centre and take referral cases to the nearby Area Hospitals. The Health Cards
have already been printed under Cumulative Records which need to be filled up and maintained
properly. The health checkup of every child twice in a year is a must. The Headmasters must ensure
and implement.

The attention of all the Heads of the Departments, Regional Joint Directors of School
Education, Hyderabad & Warangal, all the District Educational Officers in the State is invited
to the reference read above, and they are informed that Government has communicated the
directions of Hon’ble High Court of Telangana, issued regarding opening of schools in W.P.
(PIL) No. 98 of 2021, in which among others, Director of School Education has been directed
to lay down the SOPs to be followed by all school managements conducting classes offline.
In this connection, the Standard Operating Procedure to be followed by all school
managements conducting offline classes is given below:

SOP for reopening of all Educational Institutions
in the context of COVID-19

1. Background:
Government of Telangana vide Govt. Memo. No. 3724/SE.Prog.II/A1/2021, dt. 24-
08-2021 has directed that all public and private educational institutions shall open form 1st
September, 2021 in physical mode, duly following COVID norms.
Further, Government vide Govt. Memo. No.3724/SE.Prog.II/A1/2021, dt:
31-08-2021 has communicated the directions of Hon’ble High Court of Telangana, issued
regarding opening of schools in W.P. (PIL) No. 98 of 2021, in which among others, Director
of School Education has been directed to lay down the SOPs to be followed by all school
managements conducting classes offline, within one week and give wide publicity in print
and electronic media, to the same.

2. Scope:
This SOP outlines various general precautionary measures to be adopted in addition to
specific measures to be taken in the schools, to prevent spread of COVID-19. It applies to
both Public and Private Schools.
3. General Preventive Measures:
The General preventive measures include the following public health measures that
are to be followed to mitigate risk of COVID-19. These measures need to be observed by all
(teachers, students) at all times.

i. Physical distancing shall be followed.


ii. Use of face covers / masks in mandatory.
iii. Frequent hand washing with soap. Use of hand sanitizers can be done wherever
feasible.
iv. Monitoring of health by all and reporting of my illness at the earliest to the nearest
health facility.
v. Spitting shall be strictly prohibited.
4. All Schools shall specifically ensure the following arrangements:
a) Students willing to study from home may be allowed to do so.
b) No child shall be compelled by any school management to physically attend
offline classes, if his or her parent is not inclined to send the child to school and
no penalty shall be imposed in case a child does not attend school or offline
classes.
c) Headmasters shall primarily focus on preparing students for classroom interaction,
especially slow learners, by designing a bridge course for them.
d) Headmaster / Teachers shall ensure the following.
i) Create learner – friendly school and classroom environment.
ii) Teachers shall be prepared for teaching in classroom as well as follow-up of
students studying from home through online mode.
iii) Address concerns of Children with Special Needs along with other children.
iv) Project-work, assignments to be done at home under the guidance of
teachers and parents.

v) Parental advisory to be issued, that no child shall be compelled by any
school management to physically attend offline classes, if his or her parent is
not inclined to send the child to school and no penalty shall be imposed in
case a child does not attend school or offline classes.
vi) Parents / Students and Staff shall be sensitized about mandatorily following
all COVID protocols such as wearing masks at all times, hand sanitization
and social distancing.
vii) Students shall also be trained as COVID SAFETY ambassadors to spread
awareness to their parents and families about COVID appropriate behavior.
One period in the day can be devoted to this sensitization exercise.
viii) Assembly, group work, games shall not be permitted until further orders.
ix) All classrooms should be thoroughly disinfected on a daily basis and all
frequently touched objects shall be sanitized properly.
x) Text books shall be distributed to each student without fall.
5. Mid Day Meal :
i) The Headmasters shall ensure that kitchen, the place of serving mid day meal
and utensils are cleaned and maintained in hygienic condition and ensure that
the rice, provisions etc., are of good quality and available in required
quantities so that Mid Day Meal can be provided.
ii) Physical distancing norms shall be observed in the kitchen as well. No other
person shall be allowed in the kitchen except minimum essential staff.
Cleanliness of kitchen and its staff shall be ensured.
iii) Staggered timings may be put in place for having Mid Day Meals, to avoid
crowding.
iv) Physical distancing at drinking water taps shall be ensured.

9. Ensure Physical Distancing at the Entry and Exit points of the School :
i) Students, staff and faculty shall be examined at the entry of school for any
symptoms.
ii) The timing of entry and exit for students of different classes may be
staggered, depending on the strength of the classes.
iii) Sharing of items like pens / pencils, erasers, books, food, water bottle,
glasses, plates should be strictly prohibited.
10. Ensuring Safe Transport :
i) Since students may be coming from different locations by using public /
private transport, it is important that the drivers of the vehicles are sensitized
on ensuring commuters follow physical distancing during transport. The
Headmasters shall ensure the same.
ii) All commuters and drivers of the vehicles shall wear cover / masks in the
vehicles used for transport.
iii) Students commuting through public transport shall be adequately guided by
schools to take all precautions such as physical distancing, covering nose and
mouth with face cloth / masks, sanitizing hands etc.,
11. SOP to the followed in case of Students / Staff affected due to COVID :
i) The Headmaster shall keep the phone numbers of the nearest Primary Health
Centre or any other close by reliable medical facility, which shall be
contacted for medical aid and emergency.

ii) The Headmaster shall ensure that the child is taken to the nearest Primary
Health Centre or any other close-by reliable medical facility, for COVID
Test, in case he or she is found to have any COVID like symptoms.
iii) In case, any child or member of staff is found to be COVID positive, his/her
immediate contacts or students and staff in the school shall be tested by both
RTPCR & RAT tests.
iv) Disinfection of the premises shall be taken up thoroughly if the person is
found to be COVID Positive.
v) Any COVID Positive case, either of the student or any teacher shall be
reported to Director of School Education through the respective District
Educational Officers on a daily basis.
vi) No child, affected due to COVID by losing either one of the parents or both
the parents shall be discharged from the school on account of non payment of
tuition fees or an account of lack of uniform and learning material. All the
management of private aided and unaided schools shall adhere to these
instructions without fail.
13. Regulation of School Fees during the Academic Year 2021-22:

a) Government of Telangana have issued G.O.Rt.No. 75, dt. 28-06-2021, regarding


regulation of School fees for the Academic Year 2021-22, directing all Private
unaided recognized schools in the State, which are affiliated to the State Board,
CBSE, ICSE & Other International Boards that:

“Not to increase any kind of fees during the Academic Year – 2021-22 and shall
charge only tuition fee on monthly basis till further orders”.
b) Non-compliance of the above instructions may result in cancellation of school
recognition, revoking the No Objection Certificate already granted for affiliation
to other boards and initiation of appropriate action against the School
Management under relevant Acts / Rules.

Therefore, all the Heads of the Departments, Regional, Joint Directors of School
Education, Hyderabad & Warangal, all the District Educational Officers in the State are
requested to take necessary action in the matter, accordingly.
