REQUIRED SUBMITTALS
All of the following information must be submitted to the Community Development Department for review
before a building permit can be processed or approved.
 Building Permit Application Form
Fully complete and signed building application form that includes the value of dwelling construction (labor +
materials), even if doing the work yourself.
 Site survey (As-Built required at completion)
Fully dimensioned site plan from a MN Certified Land Surveyor that includes proposed foundation height(s), low
floor and opening elevation, building dimensions and setbacks, property lines and street(s) names, address and north
arrow, any easements, proposed and existing utilities locations, run-off, grading, drainage (include devices such as
catch basins, drains, sump pump).
 Subcontractor worksheet
All hired subcontractors must be listed on the subcontractor worksheet.
 Energy Code Compliance Certificate
Completed certificate that states efficiency ratings of insulation, HVAC equipment, windows, etc.
 Building plans
Electronic plans are required. Two sets of print plans shall be submitted also if required by Building Official.
Partially completed, inadequate, or illegible plans will not be accepted. Code compliance section and soil report (if
required) should be included. All plans shall include an accurate description of the entire scope of work including:
elevations, floor plans, and cross sections (structural details). Multi-Family dwellings should also include Sprinkler
plans, and Accessibility Code requirement details (include parking and circulation/egress paths). Plans must be
legible, fully dimensioned, and drawn to scale (minimum 1/8” scale, ¼” recommended).
 Permits
Additional required permits may include: Electrical, Sprinkler (Multi-Family Dwellings), Mechanical, Plumbing,
Demolition (including county pre-demolition inspection), Zoning (fence, retaining wall, drive, accessory structure).

CONSTRUCTION SITE BEST PRACTICE METHODS (BPMs) / EROSION CONTROL


All dirt and debris from excavation/construction must be fully contained within the site at all times using
the following best practice methods. Failure to comply may result in immediate work stoppage.
 Sediment Control BPMs. Immediately after backfilling of the basement/foundation it is required that at least one
of the following BPMs are in place: silt fence, 1’ min. berm, rolls/logs, 4’ min. natural buffers, ditch checks. In
addition, protection of the next downstream inlet is also required. Silt fence min. requirements: along any property
lines where storm water can flow off of the site.
 Site Entrance BPMs. Shall limit sediment/dirt tracking from vehicles and equipment onto streets and into curbs.
Rock drives are most common. Any dirt tracked onto roadways must be immediately cleaned and put back onto the
property.
 Erosion Control BPMs. Immediately after backfilling of the basement/foundation it is required that at least one
of the following BPMs are in place to keep all dirt from washing or blowing off site: erosion control blankets/mats,
hydraulic soil stabilizers, mulch, stockpile covers.
 Concrete/Waste washout. Cannot be left on site, and must be disposed of in compliance with MN Pollution
Control Agency regulations. These wastes must not cause contamination of the ground or surface waters prior to
disposal. Concrete, liquids, and slurry can be contained on site using compacted impermeable soils, or impermeable
plastics or containers. Washout areas also shall not be on paved surfaces or boulevards, or near waterways or storm
drains.
 Water shut-off/Curb Stop. Must be clearly staked/marked and protected from possible damage.
INSPECTIONS
See last 2 pages for inspections list and requirements. All inspections need to be called for at least 24 hours in advance.

ADDRESS & PERMIT CARD


 Immediately after backfilling of the basement/foundation, the property address must be posted. The address must be
easily visible from the road for the fire dept.
 The field inspection record card and copy of approved plans must remain on site and accessible at all times. A
$63.50 fine will be charged every time an inspection record card is unavailable at inspection time or is lost.

UTILITY SERVICE LINES


Please call Public Works @ 763-717-4050 with any utility related questions.
 Water line: Minimum size of 1”. Curb stops to be installed at property line only, with top of cap one inch to two
inches below finished grade. The contractor shall install a locating wire on any nonconductive underground pipe. Use
pentagon cap on shut-off. Curb stop valves to have operating rod installed. The contractor shall provide a map,
diagram, drawing, or geospatial information regarding the location of its underground installation or repair located
within a public right-of-way.
 Sewer: The City inspector must witness this connection; contact Public Works Department @ (763) 717- 4050. All
joints must be visible to the inspector. CIP or PVC (Schedule #40) only. All sewer repairs and new sewer connections
must use a Fernco when connecting to an existing pipe. No concrete will be allowed on any connections. Clean-outs
shall be installed every 90 feet or less including height of riser. Riser pipe must be installed to grade with removable
cap. Install a locating wire on any nonconductive underground pipe. The contractor shall provide a map, diagram,
drawing or geospatial information regarding the location of its underground installation or repair located within a
public right-of-way.
 SIP (Rain Garden) Requirements: Contact Public Works Department @ (763) 717- 4050.

2015 MN ENERGY CODE COMPLIANCE


1. (R401.3) Building Certificate shall be posted by the builder on, or in the electrical panel at final inspection.
2. (R402) Building Thermal Envelope shall meet the necessary requirements of section 402.
3. (R402.4.1.2) Testing [Blower Door] :
a. Must be performed by an approved 3d party
b. Must be performed after creation and sealing of all penetrations of the thermal envelope
c. Test pressure must be .2 inches of water column
d. Air leakage cannot exceed 3 air changes per hour
e. Written report must be provided to code official
4. (R403) Systems, equipment, controls, ducts, piping, ventilation, etc., shall meet the necessary requirements of
section 403. Includes programmable thermostat with a daily schedule.
5. (R404) 75% of all installed lighting shall be high efficiency.

LANDSCAPING, SOD, TREE REQUIREMENTS


Landscaping must be installed and meet required Mounds View zoning ordinance requirements 445, section 15.

ESCROWS: AS-BUILT SURVEY, DRIVEWAY, LANDCSCAPING


During the time period of the calendar year between October 15 and June 15 when sod, trees, or black dirt is not available,
an escrow of $1000.00 is allowed to be accepted by the City and a “Temporary Certificate of Occupancy” may be issued.
Likewise, where conditions do not allow the completion of the driveway ordinance requirement, a separate $1000.00
escrow will also be allowed to be collected. Following the completion of the landscaping requirements and/or driveway
requirements, the escrow funds will be returned back to the entity on the receipt of the collected escrow.
An as-built survey will be required for all new construction upon completion of landscaping. Survey shall include utilities,
all elevations, drainage, rain gardens (if required).

PERMITTED WORK PRE-INSPECTION CHECKLISTS


This is not a complete list of all inspections for permitted work, simply a checklist of some of the more
important considerations to address before any required inspection is called for.
