AF DISASTER RESPONSE OPERATING PROCEDURE (DROP) WHEREAS DSWD, being one of the key agencies tasked to aid with the management of COVID-19 situation, is responsible {or the implementation of social protection programs, projects, and services for the poor, vulnerable and disadvantaged. WHEREAS the KALAHI-CIDSS: NCDDP- AF has a Disaster Response Operations Modality/Procedure (DROM/P) that will be ‘activated to speed-up recovery and rehabilitation in covered areas ofthe program to implement the program effectively and efficiently amid the crisis. WHEREAS there is a need to reconstitute the Barangay Disaster Risk Reduction Management Council (BDRRMC) and form the Grievance Redress System Committee as requirement forthe Disaster Response Operations Modalty/Procedure (OROMP) of KALAHI- CIDSS: NCDDP- AF. NOW THEREFORE, by virtue of the powers vested in me by law as the Punong Barangay of Barangay Aniniaw, La Libertad, Negros Oriental, do hereby order. Section 1. RECONSTITUTION. The Barangay Disaster Risk Reduction Management Council (BDRRMC) of this barangay shall be reconstituted, thus, to include the MCT- Community Facilitator and the Community Volunteers of the KALAHI- CIDSS in Barangay Aniniaw and be part of the BDRRMC. Duties and Responsibilities. The Barangay Disaster Risk Reduction Management Council hereby reconstituted shall have the following duties and responsibiiies, but not limited to: 4. Approve, monitor, and evaluate the implementation ofthe Barangay Disaster Risk Reduction Management Plan, and regularly review and test the plan consistent with other national and local planning programs. 2. Ensure the integration of disaster risk reduction and climate change adaptation into Barangay Development Plans, programs, and budgets as a strategy in sustainable development and poverty reduction. 3, Recommend the implementation of forced or pre-emptive evacuation of local residents, if necessary; and 4, Convene the council once every three (3) months or as necessary. Section 2. FORMATION. There shall be a formation of the Grievance Redress System Committee, and this shall be composed of the following: 4, MARILYN H. LUMIGDONG -GRS CHAIRMAN 2. The Grievance Redress System Committee hereby created shall have the following duties and responsibilities, but not limited to: . Coordinate partnership with the BDRRMC and the Lupon in addressing grievances related to the program implementation. Settles negative concerns raised during meetings or submitted through other channels such as the grievance box. ‘Assess and resolve barangay-wide complaints and/or unresolved complaints. Perform such other functions and such other duties and responsibilities as may be required by an executive order or ordinance. ae SECTION 3, EFFECTIVITY.
