INCLUSIVE EDUCATION IN THE PHILIPPINES

I. INTRODUCTION

What is Inclusive Education?


In this topic, you will learn what are the meaning of Inclusive Education and
Special Education. Including their components, as well as their importance to
the Philippines’ Educational System.

II. OBJECTIVES
 To achieve a full understanding on Inclusive and Special Education in the
Philippines.
 To be able to recognize the goal of Inclusive Education in the Philippines.
 To learn why Inclusive and Special Education is important in our
Educational System.

III. CONTENT

 WHAT IS INCLUSIVE EDUCATION?

- The 2009 Department of Education Order No. 72 defines inclusive education


as the philosophy of accepting all children regardless of race, size, shape,
colour, ability or disability with support from school staff, students, parents,
and the community. Inclusive education allows students of all backgrounds to
learn and grow side by side, to the benefit of all.

 VISION
- Our ultimate version for inclusive education systems is to ensure that all
learners of any age, race, size, colour, ability or disability are provided with
meaningful, high-quality educational opportunities in their local community,
alongside their friends and peers,
 MISSION
- All children can learn and reach their full potential given opportunity, effective
teaching, and appropriate resources.
 GOALS
- The goal of an inclusive education system is to provide all students with the
most appropriate learning environments and opportunities for them to best
achieve their potential. All children can learn and reach their full potential
given opportunity, effective teaching and appropriate resources.
 OBJECTIVES
- All the students shall be given the opportunity to participate in all aspects of
scholl life, subject to limitations based on reasonableness in each
circumstance.

 WHAT IS SPECIAL EDUCATION


- Special education refers to the preparation of teaching procedures and
materials, and other interventions designed to address the needs of a child
with learning differences, disabilities, and giftedness.

 2019 SPECIAL EDUCATION ACT


- An act incorporating a system of special education in all public and private
elementary and secondary schools nationwide for children and youth with
special needs, institutionalizing the bureau of special education, creating the
implementing machinery thereof, providing guidelines for government financial
assistance and other incentives and for other purposes.
- The proposed 2019 Special Education Act defines learners with special needs
as children who differ in mental characteristics, sensory ability, neuromuscular
or physical characteristics, social abilities or multiple handicaps and/or have a
lag in development requiring tailored school practices or special education
services.
- The 2019 Special Education Act aims literally to institutionalize inclusive
education though the institutionalization of at least one special education
centre in each school division and three such centres in larger divisions,
equipped with adequate qualified staff and administered by the principal of the
regular school.

 According to DepEd Order 72, s. 2009, A comprehensive inclusive program


for children with special needs has the following components:
