DIVISION MEMORANDUM

1. Pursuant to Republic Act (RA) No. 7079, also known as the Campus Journalism
Act of 1991, and its Implementing Rules and Regulations (IRR) specifically Rule IX of
Section I in consonance with the DepEd ROXI unnumbered Memorandum dated May 2,
2022, the Department of Education, Division of Davao Occidental through the
Curriculum Implementation Division (CID) announces the SDO’s participation to the
2022 Blended Regional Schools Press Conference (RSPC) dubbed as the Regional
Conference of Campus Journalism in the 21 st Century with the theme: “Pahayagang
Pangkampus: Kaagapay sa Paghilom at Pagbangon ng Sambayanan: on May 23-27,
2022.
2. Anent to this blended activity, the press conference shall be conducted in two
venues. The individual writing events: News Writing, Feature Writing, Editorial Writing,
Sports Writing, Editorial Cartooning, Photojournalism, Column Writing, Sci-Tech
Writing, Copy Reading, and Headline Writing, including one group event, the Online
Publishing shall be conducted at Mariano Peralta National High School. On the other
hand, the group events: Collaborative Publishing, Radio Broadcasting, and TV
Broadcasting shall be conducted at the Division of Tagum City.
3. For Radio Broadcasting, and Collaborative Publishing, the billeting quarter shall
be at Magugpo Pilot Central ES while for the TV Broadcasting shall be at Tagum City
Comprehensive NHS. Student writers and coaches are advised to bring their own
beddings. Moreover, the EPS and other TWGs/proctors shall be billeted at Rizal ES.
3. Contestants who are vaccinated are preferred in this blended activity. They shall
bring with them their individual parent consent to be presented upon registration. They
are pre-identified and their names are listed in the official delegates attached herewith.
4. School Paper Advisers/coaches shall ensure that their respective contestants are
equipped with the necessary materials and devices needed for their respective writing
events before proceeding to the contest area.
5. For the services rendered beyond the official time, School Paper Advisers and
members of the Technical Working Group are entitled to a compensatory service credit
based on DepEd Order No. 53, s. 2003 which authorized the grant of service credits to
teachers for work beyond regular functions or beyond regular hours/days where
payment of honorarium and overtime pay is not possible.
