Internal use only ee. HaskoningDHV Motor Starting Equipment (MCC’s) General Requirements 7-7. — Introduct n This section describes the general requirements for the Motor Starting Equipment. The electrical installation motor starting equipment to be provided cannot be specifically provided without reference to the other sections of this Specification, 7-7.2 Power Supplies The electrical supply for the control system equipment shall be derived from the substation LV generator backed switchboards. The following voltages are available on site: + 415V, 3ph+N phase, S0Hz (from LV switchgear) + 240V, 1ph+N phase, SOHz (from LV switchgear) © 3.3kV-2 phase SOHz (from HV-ewitchgear}- Control and networked systems shall be fed from dedicated Distribution Boards, Refer to electrical specification and drawings for details. 7-7.3 Overriding Requirements ‘The optimum solution shall be provided with the following features: Commonality of equipment throughout Reduced requirement for spares holding Consistent operating philosophy Provision of common provisions for both monitoring and control 7-74 Type of Starter This specification covers the following Motor starter types: DitectOn Line (DOL) = StatDelta + LVSoft-Start + LV Variable Speed Drive + HvSoltSiad. ‘The Contractor can select the implementation of either intelligent or conventional (hard-wired) motor starter types, However VED and soft starts mentioned in SLD shall be strictly followed. 7-7.5 MCC Requirements Each Motor Control Centres (MCCs) shall be installed in separate cabinets. 01 octoser 2017 Volume 7 Cantzl ana Networcd Systoms Specfcaton ee Internal use only Y Royal HaskoningDHV ‘Asa minimum requirement, the MCC equipment shall * The LT MCCs shall be provided with internal separation in accordance with the requirements of IEC 60439-1 Form 4 Type 1 or 4, + Use electrical components which provide protection to at least IP2X or equivalent to minimise the risk of electric shock due to unintentional contact with live parts, * For indoor location, LV MCC enclosure shall have minimum degree of protection - IP 52 (as per IS/IEC_ 60528) and for outdoor location, the MCC enclosure shall have minimum degree of protection - IP 65 (as per IS/IEC 60529). Indoor HT-MCC-enclosures-shall_have-a-minimurs. dagree-of protection —IP-4X {as par ISHEC 60529} + Use current limiting overcurrent protective devices such as HRC fuses and current-imiting circuit breakers etc. for which verifiable engineering data is available to confirm / support their current limiting ability, + Use motor starting and overcurrent protection devices which work in combinations which can be demonstrated to provide Type 2 coordination as defined by IEC 60947 However soft starter and \VFD mentioned in SLD shall be followed, * Use Intelligent motor protection relays with suitable CT's for starting with backup HRC fuses or alternative adopt the manufacturers requirements for VVVFO / Soft start technology as described elsewhere, * Be rated for the required fault level and have appropriate certification, * Use type tested enclosures (certified by an appropriate recognised independent testing authority) to establish their ability to contain and control the effects of internal arc faults, * Be fitted with an adequately sized earth bar which shall run the full length of each starter or ‘compartment, * Be designed and built with a suitable panel plinth to support the panel firmly, reflecting the ‘construction of the pump station building floor and incoming cable duct locations, * Be uniform in appearance and of identical height and depth where possible. + Have cableways provided as part of the suite of panels as required, * Each control wire shall have/be identified by unique number system, + Each terminal block shall be unique identified by a number. The panels shall generally be floor standing. The plinth framework shall be designed and built to support the panel firmly, reflecting the construction of the floor and incoming cable routes. Internal enclosures shall be of folded sheet steel construction, welded and bolted together to form ‘composite units and constructed from sheet steel having a minimum thickness of 2mm and be electrolytic coated with zinc having a minimum thickness of 2,5 microns. Floor standing enclosures shall feature a preferably 200mm plinth with removable panels to provide access to the underside of the panel gland plates. HaskoningDHV Unless stated otherwise, panels shall be built to form a multi-cubicle assembly which allows for separation and segregation of different functional units and voltages. Doors and covers shall be fitted with gaskets and be sufficiently rigid to prevent distortion and the ingress of water and dust. Hinged doors shall open to not less than 110 degrees and movement shall be limited by appropriate restrainers to prevent damage to, or inadvertent operation of adjacent equipment. The panel body and the enclosure doors shall have earthing studs to facilitate the earthing / bonding of the panel door to the panel enclosure. In addition, the panel body shall have an external earthing stud to facilitate the earthing / bonding of the panel to the site equipotential bonding system there will be a continuous earth bar, which are further connected at both end of the panel ‘Components, other than door mounted equipment and main isolators shall be located on a separate removable mounting plate which, when removed, shall not expose bare live conductors. All door mounted components shall be arranged in a logical and aesthetic manner with operator controls, instruments and indicators located at a height convenient for the operator. ‘All pushbuttons, indication lamps, key switches, selector switches, isolators etc. shall have a suitable descriptive engraved label which shall be mechanically fixed (gluing is not acceptable), ‘Components shall be secured in such a manner that the method of fixing facilitates easy replacement, As far as is practicable all indicating lamps, instruments and controls shall be of the same manufacturer and style, to provide uniformity of appearance and to facilitate maintenance. Externally visible equipment shall be flush mounted with minimum projection and be fixed securely to the front panel or other members, Internal equipment shall be secured to DIN or G rails to the appropriate international standards. All fixings shall incorporate shake-proof washers or other vibration-resistant fastenings. Fuses, terminal blocks and each item of equipment shall be readily identified by clearly visible labels. The arrangement of switches, lights, instruments etc, shall be as neat and as near symmetrical as possible, Where forced ventilation is required, as a minimum the fans should be provided with suitable overcurrent protection devices) and be supplied with intake filters which can be replaced safety without having to shut down the MCC, ‘The motor starter panels shall facilitate top and bottom cable entry to suit the incoming cable route and voltage segregation requirements. ‘A document pocket, large enough to contain one set of drawings, shall be provided within the switchboard, 01 octoser 2017 Volume 7 Cantzl ana Networced Systoms Specfcaton Internal use only Y Royal HaskoningDHV Each motor starter panel shall be furnished with an independent emergency stop function which shall be implemented using a safety certified control relay. The Contractor shall determine the required performance level for the emergency stop system in accordance with ISO 62061 or ISO 13849 or other approved specified standard, The motor starter emergency stop systems shall generally be designed to achieve a SIL 2 rating (minimum) in accordance with ISO 62061 / IEC 61508 or a required performance level of ' in accordance with ISO 13849. One emergency stop pushbutton (push to activate, pull to release) and one emergency stop reset Pushbutton shall be fitted in the control fascia of each of the MCC panels in addition to an Emergency Stop System active lamp. Two sets of remote terminals shall be provided to allow two emergency stop pushbuttons and associated reset pushbuttons to be connected, one at a suitable location adjacent to ‘each pump (if practicable) and one located on the control system control console in the main control room (2s required). Each motor starter panel shall have the facility to start and stop the pump via pushbuttons on the panel fascia or select remote operation. When selected to remote operation the equipment shall assume control from the Pumphouse Control System. The fascia of the MCC enclosure shall be furnished with indication lamps and analogue ammeters and where applicable VWVFD or softstarter interface as required to enable the status of the starter to be established and safely operated. Each Motor Starter panel shall provide outgoing and incoming sequence and control connections. These shall typically include, but not be limited to: [ougaing Faull and status signals (number as required to be agreed) Incoming (remote control_| Start Command signals): ‘Stop Command Emergency Stop and emergency stop reset Command Incoming / Outgoing Intelligent switchgear / starter communication link (as applicable) 7-7.5.1 Control Circuit The control circuit supply for starters and contactor feeders shall be derived within each cubicle, or alternatively a separate external supply for the control circuits shall be provided. The line voltage shall be suitable for the control circuit and connected via a fuse/MCB for phase connections, The neutral shall be connected via a link. The operating voltage of the control circuits shall not exceed 110V AC derived from a double wound transformer having one end of the secondary winding earthed This requirement shall be ensured by contractor Individual control circuit supplies shall be provided for each motor starter and contactor feeder. HaskoningDHV 7-752 Auxi ry Contacts ‘The minimum requirement shall be for two contacts closed when contactor is closed and two contacts closed when the contactor is open, each to be wired to outgoing terminals. 7-7.5.3 Internal Wiring and Marking MCC shall be complete with all internal wiring and ready for Purchaser's external cable connections at the ‘outgoing terminals. All inter-modular wiring within the MCC for control and interlock loopings shall be carried out by the MCC-manufacturer. Al control wiring inside the MCC shall be carried out with 1200 / 650 V Grade FRLS PVC insulated wires of grey colour. Minimum size of conductor for power circuits shall be 2.5 sq. mm copper or 6 sq. mm aluminium conductor material Al control wiring except CT secondary wiring shall be carried out with minimum 1.5 sq. mm copper conductor. CT secondary wiring shall be carried out with 2.5 sq. mm copper conductor. All wiring shall be securely fixed and neatly arranged to enable easy tracing of wires. All terminal blocks and wires shall be tagged for identification in accordance with IS 5578 and IS 11363. All wiring for external connections shall be brought out to the individual terminals on a readily accessible terminal block. All terminal blocks shall be shrouded or provided with transparent covers. All unused ‘contacts shall be wired to terminal block. Clamp type control terminal blocks shall be provided for outgoing control cables. Minimum 20% or 4 nos. spare terminals shall be provided for future use. Control terminal block of different voltages shall be separated by means of an insulating barrier. Power terminals, if of busbars, shall have terminal holes and fitted with cable lugs and bolts suitable for the cables specified. 7-7.5.4 LV Switch - Disconnector MCC enclosures shall be provided with Circuit Breakers preferably MCCB's, which is decided by contractor at detail design with door mounted operating handles and shall be arranged such that they are mechanically interlocked with their compartment doors when closed. Isolators shall have the facility to accept a padlock having a shackle of preferably 30mm x 6mm with facilities for padlocking in the OFF position. MCCB's shall be two position (ON / OFF) type, heavy duty load break, quick make and break type complying with the requirements of IS 13947 Part-3 and suitable for front of board operation. Switch disconnector for switch disconnector fuse shall be of minimum AC 22 category and switch disconnector for motor starter feeder shall be of AC 23 category(Most of the MCC suppliers would be using MCCB) All live terminals on the Switch disconnector (MCCBYSDFU) shall be adequately shrouded to prevent accidental contact and danger to the personnel, MCCB's shall be rated for 125% of circuit full load current with minimum rating of 25Amps. 01 octoser 2017 Volume 7 Cantzl ana Networced Systoms Specfcaton Internal use only Y Royal HaskoningDHV Height of operating handle of MCCB's in MCC shall be between 300mm and 1800mm from the bottom of base frame of MCC. ‘Switch disconnector shall be provided with 1NO+1NC auxiliary contacts. Breaker (MCCB) MCCB’s shall be 3 pole or 4 pole conforming to as IS-13947 (Part 2) and as per requirement. MCCB's shall have thermal overcurrent and magnetic short-circuit adjustable releases. In case of motor loads, the overload and short circuit characteristic shall be selected to avoid minimum tripping during starting. 7-7.5.7 LT Motor Protection Circuit Breaker (MPCB)- MPCB's shall conform to IS-13947(Part 1,2& 4) and shall have the short circuit breakingcapacity as called for. MPCB's shall provide overload, short circuit & single phasing protection. MPCB's shall have 1NO + 1NC integral auxiliary contacts and 1NO + 1NC short circuit signalling contacts. 7-7.5.8 LT Fuses Al fuses shall be non-deteriorating high rupturing capacity, link type mounted in suitable fuse carriers or fuse bases, conforming to IS 13703 Fuses for motor feeders shall be properly coordinated with overload relay so that they do not operate- during starting of the respective motors and shall provide adequate protection for all feeder components. For switch fuse feeders, the rating of the fuse, if not specified, shall be same as that of the switch rating, Fuses shall be provided with operation indicators and it shall be possible to change fuses with the circuit live, All fuses in control, indication and metering circuit shalll be HRC, link type. Insulated fuse pulling handles shall be supplied for each size of fuse with the MCC, 7-75. LT Contactors Contactors shall be magnetic, air break type generally as per IS 13947 Part-4 suitable for Type 2 co ordination, Al power contactors shall be rated for 125% of feeder full oad current. Minimum rating shall be not less than 9 Amps. 01 octoser 2017 Volume 7 Cantzl ana Networcd Systoms Specfcaton er Internal use only Y Royal HaskoningDHV Contactor coils shall operate satisfactorily and drop OFF at voltages as given in IS 13947 Part-4 Power contactor's making and breaking capacities shall be suitable for AC3 / AC4 categories of duty as per IS 13947 (Part- 4), unless the contactors are required for special duty, in which case, they will be suitably derated, For AC3 duty making capacity shall be minimum 10 times rated current and breaking capacity shall be minimum 8 times rated current. For AC4 duty making capacity shall be minimum 12 times rated current and breaking capacity shall be minimum 10 times rated current. All power contactors shall be provided with 2 Normally Open (NO) and 2 Normally Closed (NC) auxiliary contacts; preferably, convertible from NO to NC and vice versa. The auxiliary contacts shall be rated for minimum 5 amps at 240V AC and 1.3 Amps at 110V DC (Inductive load). All contactor coils to be suitable for tropical climatic conditions. Insulation Class for Coils - Class 'H. Reversible contactors shall be electrically and mechanically interlocked. Al the terminal shall be shrouded such that they offer protection against finger contact as under IP 20 degree of protection. 7-75.10 LT Bimetal Relays Not required, Considered Soft starter / VED. Motor protection relay shall have following bare minimum features:- © Thermal over Ta + Overcurrent + Earth fautt + Locked rotor protection * Current unbalance (negative sequence) Apart from this all motor protections as per |S, CEA & state regulations shall be ensil design detailed 7 -7.5.12 Indicating Lamps All panel mounted indication lamps shall be extra low voltage not exceeding 24V operation: either supplied from a control circuit transformer and independently fused, or alternatively the lamps shall be of the integral-transformer type (It is mentioned that control supply shall be 110V). The bulbs shall be replaceable from the enclosure door without having to open it. Ultra-bright LED type bulbs shall be used. 01 octoser 2017 Volume 7 Cantzl ana Networcd Systoms Specfcaton Internal use only Y Royal HaskoningDHV The colour of indicating lamps shall normally be the following and as applicable unless otherwise specified: + Red-Feeder ‘ON’ Green - Feeder ‘OFF’ White - Trip Circuit Supervision’ Amber - Auto Trip White -'Spring Charged’ 7-75.13 Current Transformers Current Transformers shall conform to latest edition / amendment of IS 2706. The design and construction shall be sufficiently robust to withstand thermal and dynamic stresses due to maximum short circuit current, available at the point of installation of current transformer. Secondary terminals of the C.T. shall be brought out suitably to a disconnecting / shorting link type terminal block which will easily be accessible for testing and external connections. Terminals shall be marked in accordance with IS 2705. A name / rating plate as per IS 2705 shall be provided on each current transformer which shall be easily readable after opening the door. Current transformers shall preferably be capable of being left open on the secondary side with the primary circuit carrying rated full load current without overheating or damage. 7 -7.5.14 Control Transformer ‘The operating voltage of the control circuits shall not exceed 110V AC derived from a double wound transformer having one end of the secondary winding earthed. Normally Common Control transformer with 100% Standby shall be provided in all motor control centres Unless specified otherwise Control transformer shall be double wound, air cooled type with one leg of secondary earthed unless otherwise specified Control transformers to be capable of withstanding secondary short circuit for not less than 1Sseconds. VA rating of the Control transformer to be adequate to supply about 150% of the control loads of the MCC. Voltage regulation of the Control transformer shall be limited to 4%. The control transformer shall be provided with easy changeover arrangement for feeding the complete bus from either transformer or independently. ‘The control transformers shall have + 2.5 % and + § % tapping on primary side, 7-75.15 Control & Selector Switches Control and selector switches shall be of rotary type, provided with suitable nameplate engraved with switch operating positions. Breaker control switch shall be of pistol grip type spring return, with position indicator, sequence interlock and normal after closing (NAC) contact (when specifically called for). The instruments shall preferably be of the rectangular shape and shall have adequate scale length, Protective relays shall be in accordance with the protective scheme specified. All relays and instruments shall be mounted in a dust-light, damp proof, {ropicalized cases. Instruments and relays shall be able to withstand a high voltage test of 2000 volts (rms) for one minute. Wherever possible, metering instruments and relays shall be drawout type. Minimum size of indicating instruments will be 96 mm sq, for incoming feeders. Indicating instruments for outgoing feeders may be 72 mm sq Relays shall be micro-processor based numerical type or electromechanical type as specified, Electro- Mechanical type relays shall be provided with hand reset type mechanical operation indicator of direct acting type or fitted with an auxiliary unit, where required. The auxiliary unit shall be shunt reinforcing, shunt seal-in or series seal-in type, as specified. It shall also be provided with minimum two pairs of set, hand or combined self and hand reset type contacts, as specified. C.T, secondary rating and current setting range of relays shall be as specified in the drawing. 7 -7.5.17 Indicating/Recording Instruments, All indicating instruments shall be of industrial grade ‘A’ accuracy, suitable for flush mounting and in accordance with 1$1248, Selector switches to be provided for ammeters and voltmeters as required. Kilo- watt hour meters shall be in accordance with IS 722, suitable for flush mounting. Ammeters for motor feeders shall have an extended suppressed scale up to six times the rated current (e.g, 0-5/30). Where ‘specified, these can be a part of combined metering and protection module, 7-7.5.18 LT Push Buttons Push buttons shall be provided on front door, Emergency Stop Push Button - with stay put feature, (preferably lockable) with mushroom head, Reset Push Button - for handeresetting Start Push Button - Shrouded type spring return (to be provided only if called for). Colours of the push buttons shall be as per EN60204 ‘The switches and push buttons shall conform to utilization category AC 11 / DC 11 as per IS 6875. The contacts shall be rated to make, break and carry inductive current of 5 amps at 415 V AC and 1 Amp at At 220 VDC. 7-75.19 Miniature Circuit Breakers (MCB) MCB shall conform to ISHIEC 608898. Space heater shall be strip type, rated for operation on 240V, single phase, 50 Hz. A.C. supply unless otherwise specified. Each space heater shall be complete with a rotary type ON/OFF switch, HRC fuse in the phase, neutral link in neutral and a control thermostat. ‘A separate DP isolator and link type HRC fuses shall be provided in motor feeders for control of space heaters of motors. These shall be wired through a 'NC’ contact of the contactor / circuit breaker for motor control. 7 -7.5.22 LT Earth Fault Protection Not required, Provided Soft starter / VFD ith full load current exceeding 30 A (roughly equivalent to a 15 KW motor) shall be provided with instam earth fault protection arranged to trip at 15% of full load current or 30 A, whichever is smaller. All contactor feeders shall have the facilty to enable earth land metering module) if so required. HaskoningDHV Bonding washers (star washers) shall be used when sections of MCC are bolted together to ensure earth continuity 7-75.24 Nameplates and Labels ‘One nameplate giving designation of the MCC shall be affixed prominently on top of the MCC. Details of designation will be specified Labels giving following details shall be affixed on each feeder compartment, + Feeder No, + Equipment Reference Number and Description + Rating (KW/ KVA/ AMP) + Danger boards ‘All components whether mounted inside the MCC or on the door shall be permanently and clearly labelled with reference number andlor letter of their function. (Rating of fuse shall form a part of the fuse designation.) All labels shall be non-corrodible, preferably laminated plastic, with black letters on white or colourless background. Labels for feeder designation shall be fixed on the front side of respective feeder with chrome plated (contradicting with above paragraph), self-tapping, countersunk head screws. These labels shall be identical size to permit interchange. Spare feeders shall have blank labels to enable engraving in later stage, if necessary. 7-76 LT Variable Voltage Variable Frequency Drive Requirements 7-7.6.1 General ‘The VWVF drives shall be of the most modern design, yet user friendly and be simple to install commission and maintain. The VVVFDs shall be built to comply with the IEC standards. VFD and options shall be UL 508C certified as complete assembly. ‘The materials used in the VWVF shall be RoHS compliances recyclable, noretoxic and flame retardant ‘The VWVF shall be a digitally controlled drive, using, at least, the Pulse Width Modulation (PWM) with fax vector control, a Direct Torque Control (DTC), or approved equivalent.
