1. In your own understanding kindly define what is drug trafficking and give an example or a scenario.

Based on my understanding, Drug Trafficking is the illegal drug trade or a global illicit trade that
involves distribution, transporting and selling of substance which is subject to drugs prohibition laws.
This is the heroin, cocaine, marijuana, or other illegal drugs. For example, one of your neighbors has a
secret farm planted of marijuana. He uses this as a business through selling to the drug user he knows and
he also transports it to another place or sells this to the public.

2. What are the different techniques on how the drug traders avoid boarder check? Please describe how
each done.

The different techniques on how the drug traders avoid boarder check are:

1.Avoiding boarder check, such as small ships, small aircraft, and through smuggling routes.

To avoid the boarder check, drug traders use small ships, small aircraft and through smuggling
routes or their routes are different to the other ships and aircrafts crossing.

2. Submitting to boarder checks with the drugs hidden in vehicle, between other merchandise, in
luggage, in or under clothes, inside the body.

The drug traders have a confident to enter on the boarder checkers but they hide the drugs on hidden part
of their vehicles, luggage or in their body to avoid being detected on the boarder checker.

3 Buying of diplomats to smuggle drugs in diplomatic mail/luggage, to avoid boarder check.

From this, they pay a diplomat that is visiting to other countries to carry drugs for them.
By the use of a diplomatic pouch that is a container with certain legal protection that is used for
carrying official correspondence or other items between a diplomatic mission.

3. Describe the traffic routes particularly on how drug traders transport illicit drugs worldwide.

The traffic routes particularly on how drug traders transport illicit drugs worldwide is it
begins from discovery, plantation, cultivation and harvest in Middle East and prepare the
distribution in Turkey and third it will be manufactured, synthesis and refined in Europe and
lastly marketing will be in United States.
During the transportation they are given medication to inhibit bowel movement and once
it reached the destination, they are given laxatives in order the swallowed prohibited drugs will
slide though their body. Illicit drugs that is hidden inside the body is difficult to be detected
especially those country without sufficient technology that is stationed in the border to detect
illicit objects such as drugs.
They transport drugs through small aircraft or ships on the smuggling routes. To avoid
detection, drug trader recruits a mule in order the illegal drugs will pass through the border check.
Drug mule is made to swallow prohibited drugs covered with multi-layered condoms.

1. Explain the government’s strategies in fighting the drug problem, give details on what end and how
these strategies are being implemented (give atleast 2)
The government has different strategies in fighting the drug problem which this include
such laws like R.A no. 6425 and R.A. 9165 which this laws are responsible in prohibiting and
implementing such penalties for those violated this laws.
Under R.A. 9165 it is being implemented by being responsible for preventing,
investigating and combating any dangerous drugs, controlled precursors and essential chemicals
within the Philippines. Thus any person who violates this law can be imprisoned and can be fined
depending on how grave the crime a person committed regarding illegal drugs.
Under R.A. 6425 it is being implanted by which prohibit the unlawful prescription of
regulated drugs, give penalty of imprisonment ranging from four years and one day to eight and
fine ranging from four thousand to eight thousand pesos.

2. In the conduct of anti-drug operations, why is it necessary to strictly follow the guidelines or protocols
during the implementation?

It is necessary to strictly follow the guidelines or protocols during the implementation of anti-
drug operation because if we will strictly follow the procedure or protocols during the implementation we
can arrest our targets with high value. Thus, following strictly the guidelines or protocols during the
implementation of anti-drug’s operation gives efficient and makes our operation success.

3. In trying to fight the drug problem, PDEA was created. What do you think for the reason for its
creation?

For me, I think the reason why PDEA was created in trying to fight drug problem is that to lead
the agency in the enforcement of the anti-drug law, suppresses the supply of dangerous drugs and to
supervise the anti-drug activities of the drug law enforcement agencies. It was also created for the
efficient and effective law enforcement of all the provision on dangerous drug and precursors and or
essential chemicals as provided in R.A 9165. They were the one responsible for preventing, investigating
and combating any dangerous drugs.

LESSON 2: TREATMENT/ REMEDIES TO DRUG PROBLEM

1. Enumerate the educational programs initiated by the government for drug prevention and explain the
significance of each.

A. Drug education
This is very significant in which it educates other people regarding drugs where in others
learn. This may have done through seminars-workshops, symposiums and lecture forums which it
clarifies some things on the effect and causes of drugs.
B. Drug Information
This is very significant because it disseminates basic facts or information of the effect
and causes of drug abuse that can give awareness and vigilance to the people. This may have
done through info-oriented like posters or slogans, youth-adult communication and through
media like radio or TV.
C. Alternatives
This is also significant for through the number of ideas this include youth that can
complete emphasis which may done through productive pursuits and recreational activities in
prevention with prohibited drugs.
D. Interventions
This is significant in drug prevention for this help others avoid drugs through peer or
group counseling which everyone takes some advices for avoiding drugs.
E. Community Approach
This plays a significant role in prevention of prohibited drugs for it involve working
together about their common problems, identify kind of action for solution of drugs problems.
This include activities such as community assembles and barangay fair, sport festival and church
related activities.

2. Enumerate at least two methods of rehabilitation of drug user and explain why such rehabilitation is
necessary?

Methods of Rehabilitation of Drug User:

A. Spiritual Approach

 Through this methods, this is necessary in rehabilitating drug users by the use of the bible, this
helps them to encourage the patient’s/ drugs users to turn away in using drugs as this improve the
relationship to God and by the help of our God they can survive in being rehabilitate. Thus, by
the use of bible, this serve as the primary source of inspiration to change.

B. Therapeutic Community Approach

 This is necessary in rehabilitating drug users as this helps to change the patient’s self-destructive
thinking and behavioral pattern teach them personal responsibility, positives their self-image,
create a sense of human community and provide an environment in which human beings can
grow and take responsibility and credit for the growth. Thus, by the help of community, it serves
as the inspirational to change of the drug user’s personality.

3. Discuss what is your role and contribution as an individual in controlling the drug problem?

As an individual, my role and contribution in controlling the drug problem here in our country is
being a responsible man to avoid using illegal drugs. Acting as a role model to be as one responsible
citizen through teaching lessons to our younger brothers or sister that illegal drugs is not good, but this
will destroy our life. I can also help to control the drug problem here in our country by cooperating to our
law enforcement like reporting to them if there is a person using drugs or distributing drugs in our place.

LESSON 1: THE NATURE OF NARCOTIC INVESTIGATION

1.Kindly enumerate at least two violations under R.A 9165 and discuss why is there a need to punish such
violation.

a. Possession of illegal drugs.

 It is needed to be punish such violation because it violates R.A 9165 for the reason that a person
having one or more illegal drugs in one’s possession either for personal use, distribution, sale or
otherwise. Also the person has a possession of drugs if they have actual physical control of the
drugs (they have the drugs in their hands) or if the drugs are on that person. So this violation
needed to be punish because they already known that the person is carrying the drugs or
substance.

b. Unlawful prescription of dangerous drugs.


 It is needed to be punish as they violated section 19 of R.A 9165 showing that any person who,
unless authorized by law, shall make or issue a prescription or any other writing purporting to be
a prescription for any dangerous drugs. So it is a violation that is needed to be punish for the
reason that they prescribed an illegal medicine such as the dangerous drugs as to be used by their
patients or etc.

2. Why is it important to follow the proper handling of narcotic evidence?

 It is important to follow the proper handling of narcotic evidence because to avoid any loss,
adulteration, or apparent pilferage. It is also important to follow the proper handling of narcotic
evidence for proper storage, safekeeping and management.

LESSON 2: DRUG INVESTIGATION PROCESS

1. Explain correctly the general rules and procedures that must be observed in the course of illegal drugs
operation and investigation.
A. Coordination requirement

 From this general rules and procedures that must be observed in the course of illegal drugs
operation and investigation the PNP must coordinate with the Philippine Drug Enforcement
agency to all anti-illegal drug operation as stated in Sec. 86 of RA 9165. In any cases Within 24
hours the PNP anti- illegal drugs must inform the PDEA of anti-illegal drugs operation from the
time the suspect must be in custody and or the seizure of illegal drugs as well as the drug
paraphernalia. Therefore, all related in illegal drugs cases must be inform in the PDEA and
regularly update the status of the case.

B. Planning and Preparation

 All anti-illegal drug operation must be meticulously planned in order to comply on the objective
of the operation. All information obtained for planning must be that relevant and sufficient to
make a final description of the target. Moreover, those who will be chosen to conduct the
operation must consider in being expert, more experience, and has a technical aptitude. Agents
must be that preferable in order the plan goes well and avoid technicalities.

C. Conduct of Operation

 The initiation of anti- illegal drug operation must be in the accordance with the plan created
wherein they must observe their action that has no human rights violated. Correct conduct of
operation includes a preferable agent in arresting the suspect, recording the event, dictating the
Miranda rights and the accusation, and proper restraining of the suspect. Report in the station
must be done after the conduct of operation.

D. Handling, Custody and Disposition Drug and Non- Drug Evidence

 In all drug operation, all confiscated drug or any kind of evidence in the operation must be
properly handled to ensure that it will not be damaged or contaminated and still be accountable as
evidence in court. All evidence must be submitted to the proper custody for inspection and for
laboratory examination, thus drug evidence that are confiscated must be properly marked for
identification and photograph same with the suspect. For non-drug evidence they shall also be
photographed and properly marked for identification and documentation. Thus, all gathered
evidence must follow the chain of custody which this served as the tracking record beginning
with detailed scene where the evidence is received and collected. This is also to ensure the
preservation, packaging, transportation, storage of evidence which this prevent the damage or loss
of evidence.

1. As a criminology student, why is it important to conduct investigation on drug cases?

As a criminology student, it is significant to conduct investigation on drug case For the reason
that, we can use this when we became already a law enforcer someday like we will be knowledgeable
about it and we can use it while investigating drug cases. This can help you to conduct your investigation
easy because you know what you are doing. So it is important to conduct investigation on drug cases for
you to have an advance learning about investigating drug cases specially if your wish is to become an
Investigator someday or a part of PDEA.

2. What is the significance in understanding the users and pushers in drug control and investigation?

The significance of understanding the users and pushers in drug control and investigation is that it
identifies and determine helps the investigator easily perform their duty on investigating drug cases as
they know or understand what does the drug users and drug pusher’s actions. They can also determine
why such drug users and drug pushers dealing with the drugs. Through this, it can help the investigator to
deal with them on how to rehabilitate them and they know how to prevent them for not using it.

3. As a future law enforcer, is it important for you to be acquainted on the valid and legal apprehension of
drug suspects? Yes, or No? Why?

Yes, it is important for us to be acquainted on the valid and legal apprehension of drug suspects
because they are also human beings anyway, so they still deserve to be treated in a humane way. Also,
this is to ensure that the rights of the suspects should not be violated in which in the apprehension of
suspect his/her right must be informed in a manner that the suspect understood. And also help us a future
enforcer through helping us by giving knowledge or an idea in order for the apprehension to be valid and
legal.

4. As a criminology student, do you think the Philippines war on drugs has been effective? Yes, or No?

No, I think war on drugs is not effective in solving drugs cases here in our country as I observe
that when President Rodrigo Duterte lead our country in the year 2016, he imposes this war on drugs it
became an issue. During the beginning of the program, many people died without knowledge whether
those people are truly drug users or a drug pusher. I agree that many leaders were captured the time they
mandated, and raided their hideouts but many lives were lost. So for me, this program is not effective
because this program didn’t change a thing, since many people still use on drugs for living.
