Study the extracts carefully, and then answer the questions.
Extract 1
Since the time of Prime Minister Lee Kuan Yew, leadership renewal has been a continuous process.
Besides handing over the Prime Ministerial position to Mr Goh Chok Tong in 1990, he also convinced
many first-generation Ministers to make way for the second-generation of government leaders. Since
then, every election was an attempt to recruit new leaders to join the government. For instance, Mr
Teo Chee Hean and Mr Tharman Shanmugaratnam, both Singapore’s Deputy Prime Ministers since
2011, were recruited during the 1992 by-election and 2001 General Elections respectively. Prime
Minister Goh Chok Tong also handed over the Prime Ministerial position to Mr Lee Hsien Loong in
2004. Many of our current Ministers had been recruited during the 2006 and 2011 General Elections
to replace the second and third-generation Ministers too.

(a) Extract 1 states that leadership renewal has been an important focus of the Singapore
Government.
In your opinion, why does the Singapore Government place great emphasis on leadership
renewal? Explain your answer using two reasons. [7]
